Brief Summary The special education mainstream attendance data that was submitted by Texas public schools using the Texas Student Data System (TSDS) was incorrectly transformed at TEA resulting in an overstated Mainstream ADA value that was subsequently included on the near-final Summary of Finances (SOF) report for the 2015–2016 school year. Local Education Agencies (LEAs) that submitted 2015–2016 attendance data through the EDIT+ system are not impacted.

Due Dates Action Items LEAs should use available state funding templates to estimate and plan for the amount of the potential overpayments. Again, schools that submitted their 2015–2016 attendance data via EDIT+ will not be affected by this issue.

Brief Summary Reminder for districts and charters of the statutory requirements for fingerprinting and criminal history reviews. Chapter 22, Subchapter C, of the Texas Education Code (TEC) requires school districts and charter schools to ensure that certain individuals are fingerprinted to undergo a statutorily required national criminal history records review and that other individuals undergo a name-based criminal history record information review. Superintendents of districts and chief operating officers of open-enrollment charter schools are required to certify annually that the district or charter school has complied with TEC §22.085

Brief Summary 2016-2017 staging identification for the bilingual education/English as a second language, career and technical education, No Child Left Behind (NCLB), and special education program areas, will be available this week through the Accountability application (PBM Tab) on the Texas Education Agency Secure Environment (TEASE). Resources and required intervention activities will be available the week of November 14, 2016, through the Intervention, Stage, and Activity Manager (ISAM) application on TEASE. Unless a district is also rated Improvement Required in the state accountability system, a district assigned a stage of intervention no higher than a stage 2 in program areas is required to retain documentation of the process and targeted improvement plan locally, except when requested otherwise by the agency. Districts who received a 2016 LEA Compliance Report dated September 30, 2016 identifying noncompliance for State Performance Plan (SPP) Indicators 11, 12, and/or 13 have until December 9, 2016 to submit to the agency a corrective action plan, which is a tab within the targeted improvement plan template.
