Brief Summary The special education mainstream attendance data that was submitted by Texas public schools using the Texas Student Data System (TSDS) was incorrectly transformed at TEA resulting in an overstated Mainstream ADA value that was subsequently included on the near-final Summary of Finances (SOF) report for the 2015–2016 school year. Local Education Agencies (LEAs) that submitted 2015–2016 attendance data through the EDIT+ system are not impacted.
Due Dates Action Items LEAs should use available state funding templates to estimate and plan for the amount of the potential overpayments. Again, schools that submitted their 2015–2016 attendance data via EDIT+ will not be affected by this issue.

Brief Summary Timelines related to the required 2016-2017 collection of data for students with disabilities who reside in residential care and treatment facilities (RFs) within the geographic boundaries or jurisdiction of an LEA. Each district or charter with an RF within its boundaries or jurisdiction in which students with disabilities reside, must complete the data collection. LEAs that are required to complete the data collection can request access to the RF Tracker application through the Texas Education Agency Secure Environment (TEASE) by completing an on-line request form.

Brief Summary Senate Bill 175, passed by the 81st Texas Legislature allows The University of Texas at Austin to limit automatic admission to 75 percent of the university’s enrollment capacity designated for first-time resident undergraduate students. The University has determined that it will automatically admit all eligible 2018 summer/fall freshman applicants who rank within the top 7% of their high school graduating classes, with remaining spaces to be filled through holistic review.

Date Posted 10/17/2016 Title Subject: 2016–2017 Supplemental Funding for Prekindergarten – Updated Payment Amounts
Brief Summary The 2016–2017 payments scheduled to process this month for supplemental prekindergarten services have been updated from the letter posted October 6, 2016. The links at the end of this letter provide spreadsheets with the updated allotments. All allotments increased slightly from the previous notice except for a few districts whose allotments remain unchanged. The payments are based on an allotment of $153 per 2015–2016 prekindergarten student in average daily attendance.
Due Dates Action Items When recording these revenues, school districts must use fund code 199, and charter schools must use fund code 420. Please report supplemental prekindergarten revenues as object code 5826, 5827, or 5828.

Brief Summary Reminder for districts and charters of the statutory requirements for fingerprinting and criminal history reviews. Chapter 22, Subchapter C, of the Texas Education Code (TEC) requires school districts and charter schools to ensure that certain individuals are fingerprinted to undergo a statutorily required national criminal history records review and that other individuals undergo a name-based criminal history record information review. Superintendents of districts and chief operating officers of open-enrollment charter schools are required to certify annually that the district or charter school has complied with TEC §22.085

Brief Summary The 2017–2018 Annual Survey of Children in Local Residential Facilities for the Neglected/Delinquent (SC9000) is now available in TEA's eGrants system. The purpose of the survey is to provide the US Department of Education (USDE) with accurate information on the location and number of children who live in residential facilities for the neglected or delinquent. USDE needs this information to calculate school year 2017–2018 Title I, Part A, and Title I. LEAs that must respond to the 2017–2018 SC9000 survey are those that have a neglected or delinquent residential facility located within it geographic boundaries or provide for the education of students who reside in that residential facility

Brief Summary Districts and charter schools are required to identify and serve English Language Learners (ELLs) through bilingual education or English as a second language (ESL) programs (Texas Education Code (TEC) Chapter 29, Subchapter B). A district or charter school that does not have the appropriately certified teachers to serve ELLs in accordance with Texas Administrative Code (TAC) §89.1205 must apply to Texas Education Agency (TEA) for a bilingual exception and/or ESL waiver. This application must be made each year there is a need for an exception and/or waiver.

Brief Summary Districts and open-enrollment charter schools upcoming opportunity related to Early College High School (ECHS) designation. Early College High Schools are innovative high schools that allow students least likely to attend college an opportunity to earn a high school diploma and up to 60 college credit hours. Under the authority of Texas Education Code (TEC) §29.908(b) and Texas Administrative Code (TAC) §102.1091, the TEA has developed a designation process for ECHS. The application for ECHS designation is now available at http://thetrc.org/ECHS.

Brief Summary The Texas Education Agency (TEA) is required to maintain and publish a list of campuses operating on a year-round system under Texas Education Code § 25.084 (84th Texas Legislature, General Appropriations Act (GAA), Article III, Rider 69). To meet this mandate, TEA must determine which campuses operate on a year-round calendar system in the 2016-17 school year. Date Posted 11/02/2016 Title 2016-2017 Performance-Based Monitoring Intervention Staging
Brief Summary 2016-2017 staging identification for the bilingual education/English as a second language, career and technical education, No Child Left Behind (NCLB), and special education program areas, will be available this week through the Accountability application (PBM Tab) on the Texas Education Agency Secure Environment (TEASE). Resources and required intervention activities will be available the week of November 14, 2016, through the Intervention, Stage, and Activity Manager (ISAM) application on TEASE. Unless a district is also rated Improvement Required in the state accountability system, a district assigned a stage of intervention no higher than a stage 2 in program areas is required to retain documentation of the process and targeted improvement plan locally, except when requested otherwise by the agency. Districts who received a 2016 LEA Compliance Report dated September 30, 2016 identifying noncompliance for State Performance Plan (SPP) Indicators 11, 12, and/or 13 have until December 9, 2016 to submit to the agency a corrective action plan, which is a tab within the targeted improvement plan template.
