Ohio Short-Term Employment Forecast

Ohio Short-Term Employment Forecast Technical Notes

The Ohio Short-Term Industry and Occupational forecasts were derived primarily from data produced within the Occupational Employment Statistics (OES) and the Quarterly Census of Employment and Wages (QCEW) programs. These projections are prepared in cooperation with the U.S. Department of Labor’s Employment & Training Administration (ETA).

The Ohio Bureau of Labor Market Information produces both two-year and ten-year employment projections. The two-year projections reflect seasonality and business cycle changes, and ten-year projections are strongly influenced by structural changes in the economy. Long-term forecasts can meet the needs of extended economic planning and evaluation, and short-term forecasts provide more timely information to anticipate economic shifts in the coming months.

Industry Employment Forecast

The forecasts use historical industry employment data from the QCEW program through September 2012. Trend, ordinary least squares regression (OLS), and autoregressive forecasting models estimated relationships between employment and other economic variables, such as population, labor force participation rate, income, housing, related industries, and more. Industry forecasts are at the North American Industry Classification System (NAICS) 2-, 3- and 4-digit level of detail.

Occupational Employment Forecasts

Occupational estimates were derived from an industry-occupation matrix. Industry staffing patterns were based on the Standard Occupational Classification (SOC) coding structure and were generated from OES data. Occupational patterns for industries outside the scope of the OES program (including agriculture, private household, self-employed and unpaid family workers) were developed using national staffing patterns and U.S. Census of Agriculture information.

Wages

The median wage estimates were produced by the OES program. The semi-annual mail survey produces estimates of employment and wages for specific occupations by geographic area and industry. Statewide median wage estimates were used when local estimates were not available.

Annual Openings

Annual job openings are divided into two categories: growth and replacement. The net annual replacement needs were computed from national rates as explained on the U.S.

Replacement needs arise when workers leave an occupation for retirement, because of death or to switch occupations. In contrast, turnover occurs when workers leave jobs, voluntarily or involuntarily, for jobs in the same occupations. Annual growth openings are created by industry expansion. The total annual job openings are equal to the sum of openings due to growth and replacements. Vacancies created by promotion or transfers are not included in total job openings since there is no overall aggregate change in job availability.

Educational and Training Classifications

The educational and training classification system was developed by the U.S. Bureau of Labor Statistics (BLS) and consists of three categories. The categories are a) typical education needed for entry, b) commonly required work experience in related occupations, and c) typical on-the-job training needed to obtain competency in the occupation. Data Limitations

This information is best used as an indicator of employment levels and trends, not as an exact count or prediction. These labor market forecasts should be used in combination with additional knowledge, data and information. Employment forecasts cannot predict unforeseen events or actions.

No distinctions are made between employment characteristics such as full-time versus part-time employment or secondary jobs. These estimates reflect the number of jobs rather than the number of employed persons. In preparing the short-term projections, it was assumed that Ohio’s economy is within a recovery time period following the 2007-2009 recession. In addition, it is assumed that Ohio’s labor force will continue to grow, reflecting past trends, and without major external events/factors.

Atypical Industries

Due to the lack of historical employment, forecasts for the gambling industry were based on employment numbers projected by the casino owners. The gambling industry is included within NAICS code 713000, amusement, and gambling and recreation industries.
