1. CHAPTER – 1: Introduction1.1 Background

Persons with disability are protected by Civil rights. The Constitution of

India through its Preamble, inter-alia seeks to secure to all its citizens; Justice,

social, economic and political ; Liberty of thought, expression, belief, faith and

workship; equality of status and of opportunity. Part III of the Constitution of

India, which deals with the Fundamental Rights of Citizens, recognises the

principles of equality of all people. Article 14 states that the Government must

accord equal protection of law to any person, within the Territory of India. This

recognition of the importance of non-discrimination means that the State must

ensure that the Persons with Disabilities do not suffer disadvantages, when it

comes to access in public services in times of emergencies / disasters.

There is an increasing understanding among the Government, the United

Nations Agency and other development agencies that provide aid and relief to

Persons with Disabilities on the importance and mandate to make disaster

management inclusive of, at each stage.

In the year 2008, India made itself a signatory to the United Nation’s

conventions on the Rights of the Persons with Disabilities and consequently

enacted “The Rights of Persons with Disabilities Act, 2016” to give effect to

the United Nations convention on the Rights of the Persons with the Disabilities

and for matters connected thereto or incidental thereto. The law mandate that

Govt. machineries have to comply with various provisions of the said Act. A

reading of Section 8 of the said Act states that it is the responsibility of the state

to render all assistance to safeguard persons with disability during disaster. The

said section is reproduced for ready reference:

Section 8(1) – The persons with disabilities shall have equal protection and

safety in situation of risk, armed conflict, humanitarian emergencies and

natural disasters;

Section 8(2) – The National Disaster Management Authority and State

Disaster Management Authority shall take appropriate steps to ensure


inclusion of persons with disabilities in its disaster management activities

as defined under class (e) of section 2 of the Disaster management Act

2005. For safety and protection of the person with disabilities;

Section 8(3) – The District Disaster Management Authority constituted

under section 25 of the Disaster Management Act 2005 shall maintain

records of details of persons with disabilities in the district and take

suitable measures to inform such persons of any situations of risk so as to

enhance disaster preparedness;

Section 8(4) – The authorities engaged in reconstruction activities subsequent

to any situation of risk, armed conflict or natural disasters shall undertake such

activities, in consultation with the concerned State Commissioner, in accordance

with the accessibility requirements of persons with disabilities.

The Disability Act also refers to Secton 2(e) Disaster Management Act, 2005

for in as much as safety and protection of Person with Disabilities are concerned.

The Disaster Management Act-2005 lays down the institutional and co-ordination

mechanism for effective Disaster Management at the National, State, District and

Local Authorities. Though the Disaster Management Act does not include

disability concern explicitly, it provides a comprehensive system which would

help to enhance inclusion at each level. In the National Disaster Management

Plan 2016 persons with disabilities have been included in most capacity building

activities.

Further, the Hon’ble Supreme Court of India in W.P(C). No. 116 of 1998 in the

matter of Justice SunandeBhandare Foundations Vs. Union of India others on

19.08.2019, inter alia, issued directions to the State/UTs to ensure the

compliance of Provisions of the Right to Persons with disabilities Act, 2016 to

protect the interest of persons with disabilities during Disasters.

Thus the States are mandated to protect Persons with Disabilities during

disaster with compassion as like others.


1.2 Aim

To protect and safeguards Persons with disabilities during disasters and

To render necessary asisstance before, during and after disaster enabling to

continue their normal life.

1.3 Scope

The Action Plan strives for an easy understanding by all stake holders with

clear demarcation of Roles and Responsibilities before, during and after disasters.

Past experiences have shown that each disaster situation throws up a new set of

challenge which the government has to deal with. It is therefore impractical to go

to each spectrum in anticipating every possible situation. The plan adopts a

comprehensive approach to prepare the state machinery to tackle any disaster

like situation i.e. heavy rainfall, flood cyclone, tsunami, earthquake, fire etc. This

Action Plan is a combination of modern participatory approaches. It is fervently

hoped that the plan serves the purpose for which it is designed to ensure safety

and well being of persons with disability during disaster time.

In the new set-up there are 17 Essential Support Function (ESF) Teams

aided by various supporting agencies to look after disaster management which

replaced the well-known traditional methods of disaster management and one has

to embrace decentralized efforts and people’s participation. This plan outlines the

functions of the principle Depts./Agencies at State and District level. The

functions listed out for Depts/ESFs are mandatory to comply with and as such,

each ESFs/Line Depts has to prepare their own SOP in this regard.

The Action plan not only guide the Government officials for inclusive

Disaster and emergency Management for persons with disabilities but also help

the disabled to place themselves in best position to plan for their own safety as

they are best able to know their function abilities and possible needs during

disaster situation.


1.4 Profile of U.T of Puducherry

The U.T of Puducherry is unique in its geographical location as the

boundaries are not contiguous. It consist of two districts and four regions. The

Puducherry district consists of Puducherry, Mahe and Yanam regions and region

of Karaikal, forming the second district. The Puducherry, Karaikal and Yanam lie

along the eastern Coast and Mahe region lie along western coast of India.

Because of this, the occurrence and effect of disaster also varies. This U.T

experiences South West and North East Monsoons and during these monsoon

periods heavy rainfall, Flood, Cyclone are yearly phenomena. Apart from this

Tsunami, Fire, Earthquake also not uncommon to this U.T of Puducherry.

2. CHAPTER – 2: Statistics

2.1 Statistics on Disability

As per Census - 2011, in India out of the 121 Cr population, 2.68 Cr

persons are ‘disabled’ which is 2.21% of the total population. Among the disabled

population 56 % (1.5 Cr) are males and 44 % (1.18 Cr) are females. In the total

population, the male and female population is 51% and 49 % respectively.

Majority (69%) of the disabled population reside in rural areas (1.86 Cr disabled

persons in rural areas and 0.81 Cr in urban areas). In the case of total population

also, 69% are from rural areas while the remaining 31% reside in urban areas.

The percentage of disabled population among males and females are 2.41%

and 2.01% respectively. At all India level as well as disaggregated by various

social groups, the proportion of disabled in the corresponding population is

higher for males than females.

In India, 20% of the persons are having disability in movement, 19% are

with disability in seeing, and 19% are with disability in hearing, 8 % had multiple

disabilities. The Census 2011 showed that, in India, 20.42 lakhs children aged 0-

6 years are disabled. Thus, in one in every 100 children in the age group 0-6

years suffered from some type of disability which is a matter of serious concern as

it has wider implications. In the country 8.3% (20.78 cr.) of the total households

are having disabled persons of which 71% are in rural areas. Out of the total

households with disabled persons, about 93.94% households are normal

households, 0.42% is institutional and 0.24% is houseless households. Among

the total disabled persons 45% are illiterates. At all India level, 36% of the total

disabled persons are workers and one in every two disabled non-workers are

dependent on their families. 46.87% of the total disabled persons are currently

married, whereas 41.72% are never married and 10.29% of them are widowed.

hereunder for ready reference and understanding of the realistic situation.

There are 9358 disabled persons under workers category while 20831 are non-

workers. There are ------- nos disabled are under the age group of 50 and above.

The above Statistical data throws light on the compelling conditions of

disabled persons and the statistics furnished would be helpful to identify

important aspects like their count, type of disability, age group, education

status, working status, martial status etc. This would be helpful in the Planning

process and make execution simple.


3. CHAPTER – 3 : Role of EOC & ESF

3.1 Essential Support Function - ESF

The Disaster either Natural or Man-made are being handled / tackled by

Emergency Support Function (ESF) Teams supported by Line departments. There

are 17 ESF Teams and their duties and area of functions are tabulated at

Annexure- II. In fact, in addition to their normal DM activities they have to give

equal importance to the protection and safety of the Disabled persons in time of

Disasters/emergency situations and their SOPs are to be updated accordingly to

suite the need of the hour.

3.2 State Emergency Operation Centre (SEOC)

The State Emergency Operation Centre plays a vital role in Emergency

Operation activation and co-ordination. It co-ordinates the flow of warning

information with respect to activities associated with Disaster Management

operations. The SEOC functions on 24x7 basis for monitoring, processing,

analyzing and disseminating the warning / forecasting / damage / loss / need

assessment / incident information to the concerned authority in order to ensure

timely/prompt actions during evacuation, search, rescue and relief activities. The

Disaster Management Toll Free numbers 1070 and 1077 are functioning round

the clock for receiving complaints regarding disasters and other grievances from

the public and obtaining feedback / compliance from other line departments.

4. CHAPTER – 4: Protection and Safety

4.1 Maintaince of Record of Persons with Disability for their Protection andSafety

The Rights of Persons with Disabilities Act, 2016 also makes special

provision for protection and safety of persons with disabilities in times of risk,

armed conflict, humanitarian emergencies and natural disasters. Humanitarian

emergencies means a single event/series of events that are threatening in terms

of health, safety or well-being of a community or large group of people. Special

protection is required as persons with disabilities are likely to be neglected in

such situations.

The National and State Disaster Management Authority are required to

conduct certain activities to deal with disaster situations, as per the Disaster

Management Act 2005. These activities include measures to prevent any

disaster, reduction of the risk or severity or consequences of any disaster,

building the capacity of the people to deal with the disaster. In case the disaster

had already occurred, these authorities are required to assess the severity of the

disaster and carry out evacuation rescue and relief work.

The Rights of Person with Disabilities Act provides that the National

Disaster management Authority and the Disaster Management Authority are

required to ensure that persons with disabilities are included in these activities.

To be able to do this effectively it becomes essential that a record of persons with

disabilities is maintained. This is to be done by State/District Disaster

management Authority.

To ensure that the reconstruction work is done in line with the needs of

person with disability accessibility standards have to be maintained. All

reconstruction work must be carried out in consultation with the State

Commissioner. The Disaster management team needs to be trained in various

reasonable accommodation measures required for persons with disabilities during

disaster preparedness rescue and rehabilitation.


Section 8 (3) of the Rights of Persons with Disabilities Act, 2016

contemplates that the District Disaster Management Authority shall maintain

records of details of persons with disability in the district and take suitable

measures to inform such persons of any situations of risk so as to enhance

disaster preparedness.

The Social Welfare Department is implementing various welfare schemes for

Persons with Disability and they are maintaining a list of beneficiaries in respect

of Puducherry and Karaikal Districts. The same list is maintained as base for

suitable action and assistance to Persons with Disability. The details of list are as

mentioned below:

Further, the list has been provided to the Field Level functionaries for taking

appropriate action during any Disaster.

While emergency preparedness for the non-disabled is usually provided to

groups, it is necessary to consider the particular needs of people with disabilities

more in detail. This is likely to be a resource-intensive process, and hence the

provision of services should involve a wide variety of participants: official

emergency managers and responders, volunteer groups in both emergency


response and the care of people with disabilities, local and national social

services, and others. On the other hand, including the needs of people with

disabilities in traditional rescue-schemes will improve the quality of those

schemes and will thus benefit many kinds of stakeholder.

Disability is not limited to restrictions on personal mobility such as those

of people in wheelchairs. Instead it covers a very wide range of physical,

sensorial, mental and emotional conditions, including the effects of old age or

illness, and forms of dependency on medical drugs or equipment. With respect

to the general population, people with disabilities may be less able to perceive

hazards and risks, or less mobile, or dependent upon assistance in order to be

able to react to crisis situations.

Assisting people with disabilities during public emergencies requires

planning, foresight and concerted action before disaster strikes, so that

programmes and procedures are in place when the situation becomes

critical. Improvisation is the enemy of good procedure and hence it needs to

be reduced to a minimum by application of consultation and planning processes

that predispose resources for use when they are needed.

4.2 Disaster Risk Reduction – DRR

“Disaster Risk Reduction – DRR” is the key that open the way to ensure

safety and protection of Persons with Disabilities. Before disaster strikes, there

should be a general process of mitigation, risk reduction, preparedness and

planning. During the interval between disasters, it should be recognised and

firmly established that in emergency situations, people with disabilities have a

fundamental right to as good a level of protection as the rest of the population.

When it comes to identifying the practical problems to be anticipated, the

counter- disaster organisations of government and public administration should

insist on involving civil protection, voluntary organisations and organisations of

people with disabilities, or that represent and assist such people, in a

multilateral dialogue that is intended to promote planning and action.


The overall goal of this phase is to ensure that people with disabilities are

as resilient against disaster as the rest of the population, and that this

level of resilience is satisfactory for all parties.

Governments, public administrations and preparedness organisations

should ensure that the rights and needs of people with disabilities form an

integral part of the emergency planning process. This involves the following:-

Knowing about people with disabilities by compiling records of

addresses and needs for assistance, and where they are likely to be

located. This may require using census data (with appropriate reference to

legal requirements for privacy) or in the absence of registration systems for

people with disabilities, conducting a survey of the local area. Hence, all

beneficiaries with special needs during an emergency should be identified,

quantified and registered with the civil protection authorities.

Common and specific hazards and risks should be considered in terms

of how they affect people with disabilities, not merely how they

impinge upon the general population.

Special needs are associated with care homes for the elderly,

psychiatric hospitals and rehabilitation centres, as well as other special

institutions that cater for people with severe disabilities who are unable to

live in the community. These institutions represent concentrations of

vulnerable people who may require special assistance during an

emergency and should not be missed when designing preventative

activities.

The needs of people with disabilities in an emergency must be

estimated and resources found to cater for them. This process must

recognise the individuality of particular needs resulting from disability

and not overgeneralise them. It must be recognised that the needs of

people with disabilities will be highly varied according to the types of

disabilities involved, the living arrangements and the care and support


services utilised by the individuals concerned.

Preventative emergency planning for people with disabilities should

consider whether and how individuals are able to summon assistance,

whether and to what extent rescuers are trained to deal with them,

whether there are barriers to processes such as evacuation, and whether

such processes are adequately endowed with resources, and whether

appropriate temporary accommodation can be provided to people with

disabilities if long-term evacuation is required.

Finally, planning should include measures to monitor, evaluate, and

deal with discrimination against people with disabilities if it occurs

during emergency, disaster or crisis situations.

The approach to and respect for people with disabilities should be

incorporated, as principles and as prescriptions for action, into training

programmes for people who deal with disaster as planners, managers, decision

makers or responders. Education for the contact with people with disabilities

should extend to all phases of disaster: mitigation, alert, emergency action and

recovery.

4.3 Common Approach to Disaster Risk Reduction – DRR

Disasters and their impacts can vary considerably from one place to another

around the world and emergency response systems are strongly influenced by

their political and cultural backgrounds. However, the conceptual approach to

disaster risk management can be summarized in terms of a set of common

factors.

1. Political commitment.

Governments must make clear decisions and include in their political

agenda the commitment to make a serious effort to develop effective disaster

risk management for people with disabilities. As part of the more general

endeavour to ensure the safety of their constituent populations, they must

consistently pay attention to such people's needs.


2. Co-ordination and continuity.In order to guarantee the effective development, application and monitoring

of emergency systems for people with disabilities, one particular body of

governmental administration must be responsible for co-ordination and the

continuity of initiatives. In close cooperation with all relevant stakeholders,

it will be the task of the coordinating body to make sure that all

relevant information is collected and centralised.

3. Networking.At least one network should exist that allows stakeholders to meet and

exchange information about the challenges to be met if risks are to be

identified and solutions are to be found. These networks should always be

open to new members and should take full account of evolutionary changes

in technology, habits and expectations.

4. Strategic planning.

A master plan should be set up and constantly updated. The organisation of

training activities and the evaluation of emergency exercises should be part

of a constant process of adaptation of the master plan.

5. Knowledge Management.A coherent programme of knowledge management should be used to ensure

the transfer of acquired know-how to those who can benefit from it. This

knowledge would facilitate the organisation of training activities and allow

emergency schemes constantly to be improved. Specific added value will be

provided by the involvement of people with disabilities and their

organisations.

6. Identification and optimisation of resources.The evaluation of a master plan and constant updating of its capacities, and

the general level of knowledge, should allow stakeholders to estimate needs

regarding financial, organisational and human resources. At the same time,

the best possible use of existing or new resources may allow the action plan


to be improved.

7. Communication.

In order to ensure that everyone is kept informed about the state of

preparedness, a good communication policy is needed. Energetic

dissemination of information will ensure that more and more relevant

stakeholders are contacted and involved in the preparedness process.

People with disabilities should not suffer higher levels of post-disaster risk

than do the general population. The phase aftermath of a disaster, crisis or

emergency in which the emphasis is placed on restoring conditions to normal

and recovering from damage and disruption. This may be a slow process that

lasts years and requires a lengthy period of living with temporary

arrangements. Governments and public administrators should seek to

ensure that people with disabilities are not discriminated against in the

planning, design or assignment of temporary post-disaster shelter, which

must be accessible and functional according to their needs. Moreover, people

with disabilities should not be discriminated against in the provision of post-

disaster employment opportunities, or in the assignment of permanently

re-built housing.

The presence of discrimination in any of the ways should be monitored

regularly and, if it occurs, measures should be taken promptly to stop it and

discipline or re-educate any staff who are guilty of exhibiting discriminatory

attitudes or behaviours, or making decisions that cause discrimination.


5. CHAPTER – 5 : DISABILITIES – INCLUSIVE DISASTER RISKREDUCTION

5.1 Disabilities – iDRR

Persons with Disabilities face greater risk in the event of a disaster.

Disabilities - Inclusive Disaster Risk Reduction (DiDRR) needs to go beyond just

saving lives. It has to look at empowering Persons with Disabilities by enhancing

their preparedness, reducing their risk, involving them in planning and

strengthening their coping capacities and response mechanisms.

India has a large constituency of persons with disabilities and other

vulnerable groups who are presently excluded from emergency planning and

response services due to lack of adequate accessible infrastructure and trained

manpower.

The National Policy on Disaster Management recognizes India’s

vulnerability to national disasters and emergencies, and more specifically,

acknowledges that economically and socially weaker segments of the population

often face worst situations in cases of national disasters.

Within the vulnerable groups, elderly persons, women, children - especially

women rendered destitute and children orphaned on account of disasters and

the differently abled persons are exposed to higher risks. One of the objectives

of the policy is “ensuring efficient response and relief with a caring approach

towards the needs of the vulnerable sections of the society.” Hence there is a

broad mandate to cover the needs of persons with disabilities.

The policy envisages a shift from a disaster relief perspective to a more

proactive and prepared approach, with a focus on averting or mitigating

disasters in order to minimise loss to life and property.

The needs of persons with disabilities must be assessed and included at

every stage of disaster management i.e. mitigation, preparedness, response,

relief, recovery and reconstruction. This requires an understanding on the

needs of persons with different disabilities in disaster or emergency situations,

and also the barriers and challenges they may face at different stages of the


disaster management process. It offers effective strategies to ensure that all

stages of the disaster management process are inclusive and accessible.

There are several different definitions of disability and cultural and

contextual factors affect the conceptualization of disability across different

countries. Persons with disabilities “include those who have long-term

physical, mental, intellectual or sensory impairments which in interaction with

various barriers may hinder their full and effective participation in society on

an equal basis with others. This underlines the fact that disability is not

merely a medical condition but rather an interplay between the inaccessibility

of an individual’s environment, their impairments, and the barriers they face

in accessing services and facilities that impact the activities they can

undertake.

Persons with disabilities are not a homogeneous group, and persons with

different disabilities or different severity of a disability will have different needs

in a disaster or emergency situation. Disabilities can be broadly classified

into sensory, mobility, cognitive, and psychosocial categories for the purposes

of inclusive disaster management. The types of disabilities and barriers they

face has to be studied on case to case basis to fulfill their needs at different

stages of disaster and emergency management process.

The wide spectrum of disaster management activities are planned and

executed by Government at different levels and other stakeholders such as

Local administration, Private organizations, NGOs, Volunteers, Media,Local

Communities who also know the barriers that exist among Persons with

Disabilities in facing disasters shall formulate and elaborates on the possible

disability inclusive actions in the different phases of DRR process, as it is

known that disasters and poorly planned disasters responsise and recovery

efforts can exacerbate these barriers leaving persons with disabilities

struggling to cope even more both during and after disasters.

The principles of disability inclusion are based on the norms to:


Strengthen the implementation process on providing appropriate

support to persons with disabilities when responding to disasters

Empower persons with disabilities and their representative

organizations to contribute to all aspects of DiDRR so that they are

viewed not as passive actors but as decision makers.

The DiDRR shall be met by adopting the following strategies:

Mainstreaming of DiDRR in all Government programmes and Policies

including budgetary allocations specifically and also by Awareness Promotion

on Inclusion across the broad spectrum of stakeholders including the family,

community, Volunteers, first responders etc.

Twin-Track Approach, a best practice in including persons with

disabilities in disaster and emergency management activities. The twin-track

approach aims to combine two elements to lead to “equality of rights and

opportunities for persons with disabilities:”

an inclusive system, for all, with ordinary, support and specializedservices, and

empowerment of persons, with disabilities through targeted,initiatives for capacity building, independent living support etc.

Thus inclusive disaster and emergency management should blend necessary

specialized disability services with ensuring access to every mainstream efforts

and activity.

It is important to understand the risks and gaps that persons with

disability face in general and specifically in disaster situations. Then only the

disability inclusive approach in DRR process such ad mitigation, preparedness,

response recovery and rehabilitation would be effective. The Disability-Inclusive

DRR should be practiced right from date Collection, Policy making , Planning at

all levels, Preparedness, Early warning, evacuation, Search & Rescue, Community

Based Disaster Management, Awarenes campaign, Capacity building and

Training, Relief, Rehabilitation and Reconstructions, decision making process etc.


The National Disaster Management Authority, New Delhi has brought out a

Publication “National Disaster Management Guidelines on Disability Inclusive

Disaster Risk Reduction” during September 2019. The Guidelines provide

strategies that recognize the meet for convenience and collaboration between the

National and State Government on different levels of issues of disasters and

disability. The Guidelines are in line with the paradigm shift to Disaster Risk

Reduction and adoption of appropriate inclusive approaches and strategies to

“Build Back Better”.

The Sendai Framework for Disaster Risk Reduction adopted by India in

2015, also emphasizes the importance of inclusion and accessibility and

recognizes the need for involvement of persons with disabilities and their

organizations in DRR policies and implementation. Further, the guidelines

elaborate on the possible disability inclusive actions by the concerned

stakeholders in the different phases of the DRR process. The actions suggested is

based on the barrier and risks that the persons of disability face in disaster

situations. The actions are meant to be taken at all level of government, civil

society and community to mitigate the impact of disasters on the persons of

disability as well empower the persons disability also to be an active participant

in the DRR process.

The Role and Responsibilities of stakeholders on Disability inclusive DRR

relating to States/U.Ts as tabulated in the Guidelines is placed at Annexure – VIII

for compliance by all concerned.


6. CHAPTER – 6: Nodal Agency

6.1 Social Welfare Department – Nodal Agency

The Social Welfare Department, Puducherry look after the welfare of the

disabled persons and it is mandated to take steps to safeguard and protects the

rights of the Persons with Disability. In order to improve the socio-economic

status of the disabled persons, the Department provides various schemes like

monthly financial assistance, Grant of Transport Allowance to Differently–abled

persons, Supply of prosthetic appliances to differently-abled persons, etc., The

Department also run various Homes like the Blind Home, Home for Mentally

Retarded Persons etc.,

The Director, Social Welfare Department is the Nodal Officer for the Welfare

of the disabled persons during disaster and the Assistant Director is the

Assistant Nodal Officer for the welfare of the disabled persons during disaster.

There are about 20, 576 disabled persons in all the four regions of the Union

Territory of Puducherry, who are receiving financial assistance from the Social

Welfare Department. For all such persons, warning during any disaster, and

other related communications may be disseminated through the area

Anganwadi Workers concerned.

The Social Welfare Department is running School/Homes for mentally

retarded children, blinds, beggars and special school for hearing impaired &

visually handicapped. The details are at Annexure – I.


Further, there are about 25 Nos of Non-Government Organizations

functioning in Puducherry region, which run Homes for Mentally Retarded

Children and Differently Abled Homes. Some of them function as Day Care

Centres and others are residential in nature. The details are placed at

Annexure – I-A.

Out of these, 4 Nos of NGOs have their own vehicles, which would be used

for evacuation / providing relief to the disabled persons during any disaster.

In addition to the 323 relief camps/shelters in the Union Territory of

Puducherry, various Homes / Schools run by the Social Welfare Department

/NGOs for the welfare of the disabled are declared as relief camps for the

disabled during disaster. During disaster, the disabled persons can be

accommodated in such places, where accommodation, food etc., would be

provided to them, including the inmates of such Homes. All such Institutions

are provided with a first-aid kit, wheel chairs etc. through the Department of

Health and Family Welfare Services.

In the Puducherry District Disaster Management Action Plan -2019, the

ESF XVI , for which the Team Leader is the Director of Social Welfare, deals

with Resources Mobilization, enlisting volunteers and contracting / outsourcing

of essential services before the onset of disaster. In addition to these activities

assisting Persons with Disabilities will be the responsibility of the Social Welfare

Department.


7. CHAPTER – 7: Actionable Points

7.1 Actionable Points For Safeguarding Persons With Disabilities DuringDisasters

Disasters have direct and indirect impact on the people, ranging from small

inconveniences and disruptions to daily life, to life threatening conditions, loss of

life, damage to property, loss of livelihoods, migrations and displacement and

large scale destructions of entire communities.

The most vulnerable group of any disaster are elder persons, women,

children, destitute, orphaned children and the disabled. And among these

groups, the Persons with Disabilities are the most affected, as they are deprived of

minimum facility or relief.

Most disaster management systems are usually designed for the people

without disabilities. The Persons with Disabilities face unique challenges during

every stage of disaster, due to inaccessible warnings, evacuation, response

including shelters, camps, food distribution and long term recovery effects.

Common experiences reveal that the Persons with Disabilities are more

likely to the left behind or abandoned during evacuation in disasters and

conflicts. They may be separated from their family members and care givers, as

well as their assistive devices such as wheel chairs, prosthetics etc., or may be

unable to operate them in a disaster. Shelters and relief camps are frequently

inaccessible to the Persons with Disabilities and they may be unable to easily

access food and water distribution centres.

The Government of India, through the National Disaster Management

Agency adopts various measures to protect the interests of the Persons with

Disabilities during any disaster.

The National Policy on Disaster Management recognises India’s

vulnerability to national disasters and emergencies, more specifically

acknowledges that economically and socially weaker segments of the population

often face the worst situations, in case of national disasters.


There should be an overall plan to bring inaccessibility within the

emergency response system which should include the following:

(a) creating and disseminating information packs and training kits in

accessible formats for persons with disabilities and manuals for

training first responders and other relief personnel

(b) making its own website and web sites of other relevant and associatedbodies accessible as per the WCAG 2.0 standard

(c) bring in some policy level commitment towards makingdisaster and emergency services accessible.

(d) ensuring that persons with disabilities are included into evacuationdrills

(e) retrofitting all existing shelters to make them accessible

(f) ensure that all relief personnel as well as persons dealing withemergencies on a day to day basis are sensitized and trained to cater tothe needs of persons with disabilities.

7.2 Preparedness:

The Disaster and emergency preparedness stage focuses on the

preparations required at personal, community, state, regional and national

levels to minimize the damage to life and property in the event of a disaster.

The approaches involve national and state level law and policy, disaster

management plans, government initiatives and developed disaster response

infrastructure and apparatus (e.g. shelters, health care systems, and food

delivery mechanisms), conducting needs assessments of people and

communities for different kinds of disasters and emergencies, public awareness

raising campaigns and communications infrastructure, large scale response

drills , personal awareness and preparedness within homes, awareness raising

campaigns by NGOs and community based organizations, local levels drills, and

volunteer based community response teams and efforts. .Approaches towards

preparedness and the specific actions taken will be dependent on several


factors such as risk of different natural and man-made disasters, location and

population, infrastructural capability, possibilities for escape routes and

strategies and other factors.

7.3 Warning systems:

• Radio and television public service announcements

• Announcements and tips through SMS, MMS

• Mass e-mails to citizens from government authorities, aid and reliefagencies, and others

• E lectronic fact sheets, handbooks, and manuals

• Multimedia including presentations, webinars, webcasts, and videosincluding on popular sites such as YouTube.

• Social media such as Facebook pages and Twitter accountscreated by governments and disaster response organizations

• C itizen focused working groups and discussion forums

7.4 Evacuation:

Evacuation is one of the principal means of avoiding harm to people

threatening or crisis situations. When evacuation is needed, civil protection

authorities should have pre-existing procedures to ensure that no one is left

behind.

Arrangements should be made to ensure that people with disabilities are

able to follow evacuation orders as and when issued by the authorities. This

involves ensuring that departure, the journey and the arrival at destination can

be conducted efficiently and in safety without undue delay or impediments and

under the same criteria of efficiency and safety as are applied to the general

population. There should be no physical barriers to these three phases of

movement: this involves checking for the presence of steps, that corridors are

wide enough to permit passage, that manpower and transport are available and

are suitably equipped, and that arrangements are in place for accommodating

each type.


Bedridden people who are unable to move themselves should be raised,

dressed (if necessary) and transported by carers or responders who are trained

in how to carry out this kind of work and who will use the proper procedures.

If people with disabilities are taken to rest centres, these should be

planned and equipped so that they are accessible and able to accommodate

such people as far as possible without additional hardship. The person with a

disability should have access to any equipment that is essential to the normal

maintenance of his or her health and safety, including, where necessary,

medications and life-support machinery.

The evacuation managing team must know what to do in emergency

situations and which actions to take more particularly in the case of evacuating

disabled persons. Therefore, to have an overview in the process, Guidelines on

Evacuation has been dealt separately in the foregoing chapter.

7.5 Shelters

People are often provided safe refuge in temporary shelters during any

disasters/emergency situations. Most of those shelters are located in Schools,

Community Hall, other type of office buildings etc. It should be ensured that

those shelters have basic amenities such as ramps, toilets, rooms, drinking

water, food etc., accessible to disabled persons. If there is any barriers to access,

it should be removed and if not consider another nearby facility community

shelters with those facilities.

Shelter staff and volunteers are often trained in first aid or other areas

critical to the delivery of emergency services, but many have little, if any,

familiarity with the needs of people with disabilities. In some instances, people

with disabilities have been turned away from shelters because of volunteers’ lack

of confidence regarding the shelter’s ability to meet their needs. Generally,

people with disabilities may not be segregated or told to go to “Special Shelters”

designated for their use. They should ordinarily be allowed to attend the same

shelters as their as their neighbours and co-workers. Develop site-specific


instruction for volunteers and staff to address the concerns in the specific

shelters.

Many shelters have a “No Pets” policy and some mistakenly apply those

policy to exclude service animals such as guide dogs for people who are blind,

hearing dogs for people who are deaf, or dogs that pull wheelchairs or retrieve

dropped objects. When people with disabilities who use service animals are told

their animals cannot enter the shelter, they are forced to choose between safety

and abandoning a highly trained animal that accompanied them everywhere and

allows to function independently. So, adopt procedures to ensure that people

with disabilities who use service animals are not separated from their service

animals when sheltering during emergency, even if pets are normally prohibited

in shelters.

Individuals whose disabilities require medication, such as certain types of

insulin that require constant refrigeration, may find that many shelters do not

provide refrigerators or ice-packed coolers. In such situation have tie-up with

the nearby households. Individuals who use life support systems and other

devices rely on electricity to function and stay alive and in many cases may not

have access to a generator or other source of electricity within a shelter. In that

case shift them to the nearest Hospital or PHC. So, to avoid such situation,

ensure power-up in all shelters.

Adopt procedures to provide accessible communication for people who are

deaf or hard of hearing and for people with severe speech disabilities. Train staff

on the basic procedures for providing accessible communication, including

exchanging notes or posting written announcements to go with spoken

announcements. Train staff to read printed information, upon request, to

persons who are blind or who have low vision.

Indentify temporary accessible housing (such as accessible hotel rooms

within the community or in nearby communities) that could be used if people

with disabilities cannot immediately return home after a disaster if, for instance

necessary accessible features such as ramps or electrical systems have been


damaged.

Schools, Community Halls have been identified as Safe Shelters/Relief

Camps for any kind of disaster. There are 201 Nos. of Relief Camps in the

Puducherry Region. In Mahe and Yanam regions there are 5 Nos. and 18 Nos.

respectively. The Karaikal District has 47 Nos. of Relief camps. The Relief

Camps are under the control of Women and Child Welfare Department and they

are manned by Anganwadies. The list of all those camps are available at

Annexure – V to this document/Plan.

In addition to this, the Social Welfare Department should post officials,

NGOs, Volunteers in order to give proper care to Persons with disabilities when

they are lodged in the camps.

In all Relief camps NGOs/Volunteers will be engaged for assisting the

disabled lodged in the shelters. The list of NGOs/Volunteers are placed at

Annexure - VII.

Further, doctors are appointed area-wise (Primary Health Centres) for

the welfare of the disabled during disaster. The details are available at

Annexure - VI.

7.6 After Disaster

This phase refers to the aftermath of a disaster, crisis or emergency in

which the emphasis is placed on restoring conditions to normal and recovering

from damage and disruption. This may be a slow process that lasts years and

requires a lengthy period of living with temporary arrangements.

Governments and public administrators should seek to ensure that

people with disabilities are not discriminated against in the planning,

design or assignment of temporary post-disaster shelter, which must be

accessible and functional according to their needs. Moreover, people with

disabilities should not be discriminated against in the provision of post-

disaster employment opportunities, or in the assignment of permanently

rebuilt housing.


As in the emergency phase, every effort should be made to accommodate

working animals, such as guide dogs for the blind.

People with disabilities should not suffer higher levels of post-disaster risk

than do the general population.

The presence of discrimination in any of the ways outlined here should be

monitored regularly and, if it occurs, measures should be taken promptly to stop

it and discipline or re-educate any staff who are guilty of exhibiting

discriminatory attitudes or behaviours, or making decisions that cause

discrimination.

7.7 Contracting Services

Many local governments provide emergency services through contract with

other local governments or private relief organisations or service providers.

These entities may not understand the role they need to play in meeting

obligation to provide accessible emergency services. So make sure that

contracts for emergency services providers require to follow appropriate steps

outlined in this document. Review the terms of these contracts on regular basis

to ensure that they continue to meet the accessibility needs of people with

disabilities. Provide training to contractors so that they understand how best to

co-ordinate their activities with the overall accessibility plan for emergency

services.

7.8 Mock Drills

Disasters are not of same intensity and magnitude on all times. During very

occurrence of any disaster we face new barriers and overcome with new technique

and methodology. Capacity building is an essential component in DM activities.

Atleast one Mock Exercise has to conducted every year, which should be periodic

and progressive manner.


8. CHAPTER – 8: Standard Operating Procedures

8.1 Standard Operating Procedures:

The Social Welfare Department has to position itself as a major player in

rendering all necessary assistance to Person with Disability during any disaster

and manage the whole activities in co-ordination with other departments/ESF

Teams.

Though communities will continue to have the first responder role

given its proximity to the incident site and relationship with the people,

the Social Welfare Department has to co-ordinate with those communities for

effective management by adopting disaster management activities as a one

of its primary functions. State & district level authorities cannot afford to wait

for response specialized forces such as NDRF all the time. Moreover, on many

occasions, it might not be advisable or feasible to obtain/deploy armed forces

and NDRF. Therefore, the local communities must be prepared as response

forces. The Government authorities can play supporting role when they come

in bigger emergency cases.

The Social Welfare department is designated as Essential Support function

Team and duty for Resources Mobilization, Contracting Services, Volunteer and

Donation Support during any disaster. The team is head by the Director of Social

Welfare supported by various departments such as Revenue, Education, PIPDIC,

NGOs, NCC, NSS etc. The team has members from various departments and

also has Quick Response Team. The Team/QRT members detailed are placed as

Annexure-III to this Plan for ready reference.

The Team in addition to their routine works they shall take care of of the

Persons with Disability during all phases of any disaster with support from other

ESF Teams and line departments. Further, the other ESFs/Line departments

while carrying out any DM activities shall attention to the need of the disabled

persons. Each ESFs/Line departments including Social Welfare Department shall

designate one Official to look after the welfare of disabled persons during any


disaster and they draw sub-plan for effective co-ordination.

The SOP of all ESFs are well built and if it contain some orientation

towards the need of Disabled person, it would be executed in a routine manner

without any discrimination from general public. The indicative actions are given

below so that the DM Officers shall elaborate it to suit to the disaster conditions.

The impending disaster message should be made available to the

Persons with Disabilities without any panic, through Field level officials,

so that they have enough time for their preparation. Mostly,

Anganwadies, Village Assistants, Village Administrative Officers Police

etc., shall take the responsibility to conveying all disaster related

messages such as Watch, Warning, Alert, evacuation if required etc. to

PwD within their jurisdiction.

Tie-up with the family members/Care takers of the disabled person

should be created.

In any case, if evacuation is required first transportation facilities

should be ensured. Other than Vehicle and Ambulance Wheelchairs

Stretchers should be arranged.

While evacuation the guidelines has to be followed. Responsible person at the Relief Camps should be ready to receive them

and to provide all required facilities to them.

After the return of normalcy their safe return to their living place should

be ensured.

Further, in general the following key points are also be taken into account for

effective management the situations

1. People with disabilities should receive support that is as good as that

enjoyed by the general population.

2. The support should be tailored to the whole range of potential individual

needs, and it should be recognised that, as a wide variety of disabilities is

involved, needs will vary considerably from one person to another.


3. Planning for the care of people with disabilities should involve political

authorities, public administrators, civil protection authorities and civil society

organisations.

4. Emergency plans should consider persons with disabilities individually rather

than as groups or categories.

5. The locations and emergency needs of people with disabilities should be

known and assessed before disaster strikes.

6. Special emergency planning provisions should be made for care homes,

psychiatric hospitals and other centres where people with disabilities are likely

to be concentrated.

7. Education programmes for all who are involved in planning for managing,

responding to or recovering from disasters should include information on how to

improve provisions for people with disabilities.

8. Alert processes should be configured in a way that automatically includes

the needs and capacities of persons with disabilities (the Design for All principle).

9. Evacuation, emergency transportation, sheltering and rehabilitation

processes should not discriminate against people with disabilities but should

ensure that their needs are catered for.

10. Emergency responders should maintain a correct professional and non-

discriminatory attitude to people with disabilities.

11. Emergency responders who are required to lift and transport people with

physical impairments should receive appropriate training and have appropriate

equipment for these tasks.

12. In pre- or post-disaster evacuation, procedures should be in place to ensure

that no one is left behind.

13. Rest centres and temporary dormitories should be equipped to

accommodate people with disabilities who are expected to use them.


14. People with disabilities should not suffer discrimination in the

assignment of temporary, post-disaster accommodation, which should be

accessible to them and designed to meet their essential needs.

15. Procedures should be put in place to ensure that people with disabilities

are not discriminate against during planning, warning, alert, evacuation,

emergency response, respite, transitional shelter or recovery from disaster.

Cases of discrimination should be dealt with promptly and fairly.


9. CHAPTER – 9: Guidelines for Evacuation

9.1 Guidelines for Evacuation of Persons with Disabilities

Every effort should be made to ensure that people with disabilities are not

discriminated in all phases of DM activities. This set of guidelines is intended to

ensure DM officials, civil society orgainsations and relevant offices in both public

and private sector obtain a clear and first knowledge/information of Evacuation

process with respect to disabled persons.

9.2 Developing a Plan for an Evacuation

Knowledge and preparation by both persons with disabilities and persons

without disabilities is essential to reduce the impact of emergency disasters.

When developing a plan, the safety needs of persons with disabilities should be

determined on a case-by-case basis when possible, because they may vary with

each individual and location. Persons with disabilities are to be encouragedto take responsibility for knowing the personal emergency procedures fortheir location.

Choose 2 evacuation routes for each building.

Set up a buddy system.

Do not consider using elevators in an evacuation.

Consider alternative carry and/or communication methods.

Have a list of all your medications with you.

Attach written instructions to all disability related equipments.

Think about your needs for disaster supplies kits, such as disabilityrelated equipment, communication devices, service animal food, and 3days worth of medication.

Have easy access to emergency contact information at all times.

If you use a personal care attendant through an agency, check to see if

the agency would provide services through another location if an

evacuation were ordered.

Participate in drills and review effectiveness of the plan, although a person

with disability may not evacuate for drills or isolated and contained


emergencies.

9.3 Buddy System

For a buddy system to be effective:

The person with a disability and a buddy must be able

to contact each other quickly.

At least 2 buddies should be considered.

The person with a disability should train buddies.

The buddies need to be willing and capable of assisting inan evacuation.

9.4 Evacuation Options

Horizontal Evacuation : Use building exits to the outside ground level or that

go into unaffected wings of multi- story complexes.

Stairway Evacuation : Use stairs to reach ground level exits.

Fire Rescue Sites :Proceed to a marked “Fire Rescue Site” with

a buddy if possible. Fire Rescue Sites are normally

adjacent to stairwells or elevator lobbies.

Stay in Place : (In sprinkler protected buildings only, or if an area of

refuge is not available.) Unless danger is imminent,

remain in a room with an exterior window, a

telephone, and a solid or fire resistant door.

Assisting Persons with Disabilities in an Evacuation

When assisting a person with a disability in an emergency situation, treat

the individual as you would any adult.

Either visible or hidden impairments may become disabilities under the

stress and strain of an emergency. Persons with disabilities may require special

consideration in an emergency because they may be dependent on mechanical

aids or the help of others.


Explain what needs to be done.

Give the person an opportunity to define his needs and wishes to you.

Allow him to make his own decisions as fully as possible.

Remember, at all times, when assisting a person with a disability in an

emergency situation, you are expected to provide for your own safety and the

safety of that person. Do not expose yourself or others to unnecessary risk by

attempting to provide assistance beyond your ability.

Assign office, class, and event locations if possible, in most accessiblelocations.

Ensure egress routes and “Fire Rescue Sites” are always clear andproperly marked.

Participate in and help identify gaps in evacuation plans during practicedrills.

Respect that the person with the disability may be the best authority onhow to be evacuated.

Provide adequate notice that a potential danger exists and that evacuationshould begin.

Offer assistance but let the person explain what help is needed.

9.5 Carrying a person is not advisable except in the most extreme ofcircumstances.

Be aware that a service animal’s sense of direction may becomeconfused during an emergency.

Do not abandon the person after exiting a building. Lead to a safe placewith others.

The following are some suggestions that may provide additional assistance for

specific disabilities:

9.6 Assisting Persons Who Use Wheelchairs

A wheelchair is part of the user’s body space and should be

respected. Always ask whether the wheelchair user needs assistance.


9.7 Key points to remember about wheelchairs:

1. Be aware that the wheelchair user might be able to walk with the

assistance of a cane, crutches or braces.

2. Ask how the chair operates. Are the arm rests, leg rests and body

supports secure? Is there a seat belt? Are the brakes working properly? The

brakes are located on both sides of the chair, just above the large wheels, and

can be operated be a lever. Locate the brakes before you attempt to move the

chair.

3. Be sure to lock the brakes when leaving the person even for a moment. Be

sure to lock the brake when transferring the person in or out of the chair.

4. Avoid narrow doorways and openings, stairs, bumpy surfaces, and wet

floors. Be alert for objects in your path.

5. Always explain what you are doing.

6. Be cautious in attempting to lift a person from a wheelchair.

This should only be done in the most extreme of circumstances. Do notcarry a wheelchair down or up stairs.

7. Be familiar with designated “Fire Rescue Sites”.

Position the person in the safest place possible according to theemergency.

Alert emergency personnel of the person’s location.

8. Prior to moving the person, check for life support equipment.

Assisting Persons with Mobility Limitation – Non Wheelchair Users

Do not interfere with the person’s movement.

Clear displaced and fallen obstacles from egress routes.

If the stairs are crowded, you may act as a buffer.

Assisting Persons with Limited Communication

Look for an instruction card on the person.


During an evacuation, give clear instructions.

Maintain eye contact with the individual to insure all directions are heardand understood.

Determine how you will best communicate with others during anemergency.

Assisting Deaf or Hard of Hearing Persons

Hearing impaired persons may be partially or profoundly deaf, and might

not use hearing aids to improve their hearing. If there are aids or an implant,

they may not be adequate in an emergency situation. Aids and implants amplify

background noise, and may create an uncomfortable noise level during the bustle

of an emergency. Use of verbal speech and speech clarity varies widely in the

deaf and hard-of-hearing community.

The following suggestions will help you assist a hearing impaired person

in an emergency:

Face a deaf person directly and speak slowly and naturally, even if an

interpreter is present. The deaf person may be trying to speech read. Do

not cover your face with your hands or other objects which you may be

holding. The person may be trying to see your facial expressions. Eye

contact is important too.

Wave or tap the person gently on the shoulder or arm to attract attention.

Flick the light to get attention in a crowded room, especially to attract the

attention of a deaf person. Rapid, repeated flickering would be considered

rude in an everyday situation, but is appropriate in an emergency.

Have a pad and pencil available so that both you and the deaf person

can communicate in writing if necessary.

Do not be impatient even in an emergency situation where time is critical.

The deaf person may have difficulty understanding the urgency of your

message.

Do not allow others to interrupt you, or the deaf person, during your

conversation. Distractions may result in confusion.


Use your natural gestures to communicate urgency, e.g., “come on”, “get

out”, etc.

Do not leave the deaf person alone in the dark. Having a light source

is critical for communication.

Assisting Persons Who Are Blind or Have Low Vision

A visually impaired person may be totally or legally blind. Someone who is

legally blind may be able to differentiate between light and dark or see very large

objects, but is not able to see anything clearly enough to safely depend on his

vision.

The following suggestions will help you assist a blind person in anemergency:

Speak out when approaching a visually impaired person. Let the

individual know exactly where you are.

Explain who you are, why you are there, and what needs to be done.

Ask the person’s name and use it when speaking to the person.

Offer your help, but let the person choose what help is needed. If assisted

by a seeing-eye dog, ask how to best work together.

Ask the person what degree of vision he/she has, to help you determine

how best to help or how much the person can help him/herself.

To help compensate for lack of visual stimuli, use voice inflections.

Let the blind person take your arm for walking. Always explain what you

want to do ahead of time. The blind person may wish to walk slightly

behind you in order to gauge your reactions to obstacles and curbs.

Speak naturally, directly to the blind person, not through a third party.

Do not shout.

Remember, most blind people are quite capable and independent. Letthe person tell you what they want or need.

Assisting Persons with Psychological Disabilities

Make sure exits and safe areas are clearly marked prior to an emergency.


Understand that the person may have difficulties in concentrating, handling

stress, and initiating personal contact.

Help reduce stress during an emergency by: Offering to escort the person

through the evacuation.

Giving clear and simple instructions.

Assisting Persons with Medical Conditions

Medical conditions include, for example, pregnancy, respiratory or cardiac

problems.

Offer assistance walking down stairs.

Find ways to reduce stress, exertion, and exposure to dust or smoke.

Remind the person to bring medication or inhalers.

Allow rest periods during an evacuation if possible.

Assisting Owners of Service Animals

Do not pat or offer food or water to the Pet without the permission of the

owner.

Plan for the service animal to be evacuated with the owner.

In the event that you are asked to handle the service animal while

assisting the individual, hold the leash and not the harness.

Include instructions in your for service animals.

Some dogs fear metal grated steps. If your evacuation route has these

kinds of steps, get the dog accustomed to the route.

Evacuation of Non-Ambulatory Persons

There will be instances when non-ambulatory persons will have to forsake

their wheelchairs during an emergency evacuation. Those co-workers or

students who assist them should work out the best method of lifting and

carrying the person to prevent the risk of injury or harm. Only in situations ofextreme danger should untrained people attempt to carry anotherindividual. Serious injury can result from carrying non-ambulatory persons.Two person carries are preferable, though there are several methods whereby


one person can carry a non-ambulatory employee or student.

None of the techniques is suitable for all persons. With increasing weight of the

person with a disability, there is an increasing difficulty, unless the person retains

a moderate amount of arm strength.

The 2-Person Lifts including a four hand seat carry where

each assistant grabs one of her own wrists and the wrist of

the second assistant, forming a square seat. The disabled

person must be able to support himself by placing his

arms around the assistant’s shoulders.

In a Two-Hand Seat carry, an assistant on each side of the

individual needing help, reaches under the immobile person’s

knees with one arm and under the shoulders with the other

arm and locks arms with the second assistant. This carry

requires less support from the disabled person.

The Pack-Strap technique, often preferred by health care

professionals, restricts the breathing of the person being

evacuated and may induce leg spasms. This method is generally

not appropriate if you must descend stairs.

The Piggy-Back technique causes less restriction of breathing.

Lifting a person for the piggy-back technique can be made easier if

done at the top of a flight of stairs where the person offering

assistance can use the handrail for support in lifting.

The Cradle-Lift may be favored by both the person assisting and

the disabled person, but is very risky if they are approximately the

same size and weight; the person assisting is forced to assume a

posture during the lift which can result in injury to the back.

The Firefighter’s Lift requires considerable skill on the part of the person

providing the assistance to get the position where breathing is not restricted.


A research council study concludes that if it is necessary to move a person out of

a wheelchair and down a flight of stairs, then the Piggy-Back position is

preferable. If, however, the handicapped person has no arm strength, or weights

less than half of the person assisting him, then the Cradle Lift is preferable.


10. CHAPTER – 10: Guide for Persons with Disabilities

10.1 A Simple Guide for Persons with Disabilities To Face Disasters

Community is the first responder to any disaster … Government officials may not be

able to be present always at the disaster site …self help is the best way .. be prepared

according to one’s ability.

For Persons who have Physical, Medical, Sensory or Cognitive disabilities,

emergencies such as fires, floods and acts of terrorism present a real challenge.

Protecting themselves and their family when disaster strikes requires planning

ahead. The simple guideline will help the Persons with Disability to get a start to

face any emergency situation and disasters.

10.2 The Need for Preparedness:

The family, friends or personal care attendants would be else where i.e. at

home, work, school or in transit when a disaster strike.

Emergencies and disasters can strike quickly and without warning and can

force to evacuate or confine at home. Think of a situation in which if basic

services – water, gas, electricity or telephones – are cut off and how to react.

Local officials and relief workers will be on the scene after a disaster, but

they cannot reach everyone right away.

The disabled persons are in the best position to plan for their own safety as

they are best able to know their functional abilities and possible needs during

and after an emergency or disaster situation. Can cope with disaster by preparing

in advance with family and care attendants. Persons with disability will need to

create a personal support network. Knowing what to do is the best protection.

The following are the simple preparedness steps and to be maintained and

reviewed periodically.

1. Get Informed

2. Make a Plan

3. Assemble a Kit


Though there are various types of disabilities, some disabled may take care of

themselves to some extent which various from person to person as well as depend

upon disability. Those who can take care of themselves shall create a Personal

Support Network or Self-help Team who would help them to get prepare for any

disaster. Members of the Network may be roommates, relatives, neighborhoods,

friends and co-workers. The Members should be a person who know the

capabilities and needs and be able to provide help of the disabled within minutes.

They can help disabled to identify the resources to face the emergency or disaster

situations effectively. The disabled should not depend upon only one person.

Atleast a minimum of three people should be in the Network for each location

where the disabled regularly spend a lot of time.

10.3 Personal Assessment

Personal assessment is required to decide what the disabled will be able to

do for themselves and what assistance they may need before, during and after a

disaster. This will be based on the environment before, during and after the

disaster and their capabilities and limitations.

To complete a personal assessment, make a list of personal needs and

resources for meeting in a disaster environment. The Person with disability

should think about the following questions and note the answers in writing or

record them so as to share with their Network. These answers should describe

both their current capabilities and the assistance they will need. The plan should

be on their lowest anticipated level of functioning.

Personal Care:

Whether personal care such as bathing and grooming is required regularly?

Water Service:

What to do if water / electricity service is cut off for several days or if

unable to heat water?

Personal Care Equipment:

Whether shower chair, tub-transfer bench or other similar equipments are

required?


Adaptive Feeding Devices:

Whether special utensils that help to prepare or eat food independently is

required?

Electricity dependant EquipmentHow to continue to use equipment that runs on electricity such as dialysis,

electrical lifts, etc.? whether a safe back-up power supply available and how

long will it last?

10.4 Getting Around

Disaster Debris

How to cope with the debris in home or along your planned exit route

following the disaster?

Transportation

Do a specially equipped vehicle or accessible transportation is required?

Do help is required to get groceries, medications and medical supplies?

What if caregiver cannot reach because roads are blocked or the disaster

has affected him or her as well?

10.5 Evacuating

Building Evacuation:

Do Person with Disabilities need help to leave their home or office? Can

they reach and activate an alarm? Will they be able to evacuate

independently without relying on auditory cues ( Such as noise from a

machine near the stairs – these cues may be absent if the electricity is off or

alarms are sounding)?

Building Exits:

Are there other exits (Stairs, windows or ramps) if the elevator is not

working or cannot be used? Can they read emergency signs in print or

Braille? Do emergency alarms have audible and visible features (marking

escape routes and exits) that will work even if electrical service is

disrupted?


Getting Help:

How Person with Disabilities will you call or summon for the help if they

need to leave the building? Do they know the location of text telephones

and phones that have amplification? Will their hearing aids work if they get

wet emergency sprinklers? Have they determined how to communicate with

emergency personnel if they don’t have an interpreter, their hearing aids

aren’t working, if they don’t have a word board or other augmentative

communication device?

Mobility Aids / Ramp Access:What will you do if you cannot find your mobility aids? What will you do if

your ramps are shaken loose or become separated from the building?

Service Animals / Pets:Will you be able to care for your animal (provide food, Shelter, Veterinary

attention, etc.) during and after a disaster? Do you have another caregiver

for your animal if you are unable to meet its needs?

10.6 Get Informed

Contact the local Emergency Management Office / EOC or Red Cross

Chapter to gather information required to create a plan.

Community Hazards:

Ask about the specific hazards that threaten the community (e.g. Heavy

Rainfall, Floods, Cyclone, Tsunami etc.) and about the risk from those

hazards.

Community Disaster Plans:

Learn about Community response plans, evacuation plans and designated

emergency shelters. PwD should ask about the emergency plans and

procedures that exist in places where they spend time such as place of

employment, schools and child care centers. If the PwD do not own a

vehicle or drive, find out in advance what the community plans are for

evacuating those without private transportation.


Community Warning System:

Find out how local authorities will warn you of a impending disaster and

how they will provide information to you during and after a disaster.

Assistance Programs

Ask or know about special assistance programs available in the event of an

emergency or disaster. Many communities ask people with a disability to

register, usually with the local fire or police department, or the local

emergency management office or social welfare department so that needed

help can be provided quickly in an emergency. The personal care attendant

must know where the disabled have registered and with whom.

10.7 Make a Plan

Because a disaster can disrupt the primary emergency plan of PwD, it is

also important for them to develop a back-up plan to ensure their safety.

Meet with your Family / Personal Care Attendants Building Manager.Review the information gathered about community hazards and emergency

plans.

Choose an “Out-of-Town” Contact:After a disaster, it is often easier to make a long-distance call than a local

call from a disaster area. So find out-of-town friends or relative to be the

contact person. Following a disaster, family members should call this

person and tell them where they are. Everyone must know the contact’s

phone numbers.

Decide Where to Meet.In the event of an emergency, Person with Disabilities may become

separated from household members. Choose a place right outside home

in case of a sudden emergency, like a fire. Choose a location outside

neighborhood in case you can’t return home.


Complete a Communications Plan.

Plan should include contact information of family members, members of

the support network, caregivers, work and school. Plan should also

include information for out-of-town contact, meeting locations and

emergency services.

Teach children how to call the emergency phone numbers and when it is

appropriate to do so. Be sure each family member has a copy of the

communication plan and post it near your telephone for use in an

emergency.

Escape Routes and Safe Places.

In a fire or other emergency, a need arise to evacuate on a moment’s

notice. Be ready to get out fast. Be sure everyone in the family knows

the best escape routes out of the home to reach safe places / shelters.

Use a blank sheet of paper to draw the floor plans of the home. Show the

location of doors, windows, stairways, large furniture, disaster supplies kit, fire

extinguisher, smoke alarms, other visual and auditory alarms, collapsible

ladders, first-aid kits, and utility shut-off points. Show important points

outside such as garages, stairways, elevators, driveways, and porches. Indicate

at least two escape routes from each room, and mark a place outside of the

home where household members and/or your personal care attendant should

meet in case of fire. Practice emergency evacuation drills at least two times a

year, but update as often as possible. Be sure to include family and/or

personal care attendant in the drills.

Plan for Your Pets.

Take pets also with, during evacuation. However, be aware that pets (other

than service animals) usually are not permitted in emergency public

shelters for health reasons. Prepare a list of family, friends, boarding

facilities, veterinarians, and “pet-friendly” hotels that could shelter your

pets in an emergency.


Prepare for Different Hazards.

Include in the plan as how to prepare for each hazard that could impact

the local community and how to protect yourself. Determine in

advance what the alternative shelter will be and how to get there. Other

hazards, like a home fire, will require you to leave home. Make sure both

primary and secondary exits are accessible and make sure to locate

them by touch or feel (since lights may be out and thick, black smoke

may make it very hard to see).

10.8 Action Check List – Items To Do before a Disaster

Considerations for people with disabilities

Those with disabilities or other special needs often have unique needs that

require more detailed planning in the event of a disaster. Consider the

following actions for preparation of checklist.

Learn what to do in case of power outages and personal

injuries. Know how to connect and start a back-up power

supply for essential medical equipment.

Consider getting a medical alert system that will allow you to

call for help if you are immobilized in an emergency. Most

alert systems require a working phone line, so have a back-up

plan, such as a cell phone, if the regular landlines are

disrupted.

Those who use an electric wheelchair or scooter, have a

manual wheelchair for backup.

Teach those who may need to assist, in an emergency how to

operate necessary equipment. Also, label equipment and attach

laminated instructions for equipment use.

Store back-up equipment (mobility, medical, etc.) at neighbor’s

home, school, or your workplace.


Arrange for more than one person from your personal support

network to check on in an emergency, so there is at least one

back-up if the primary person relived rely on cannot.

Vision impaired, deaf or hard of hearing, plan ahead for

someone to convey essential emergency information to you if

you are unable to use the TV or radio.

If you use a personal care attendant obtained from an

agency, check to see if the agency has special provisions

for emergencies (e.g., providing services at another location

should an evacuation be ordered).

Person with Disabilities living in an apartment, ask the

management to identify and mark accessible exits and access

to all areas designated for emergency shelter or safe rooms.

Ask about plans for alerting and evacuating those with

sensory disabilities.

Have a cell phone with an extra battery. If unable to get out of

a building, inform someone know where you are and guide

them to reach the spot. If the emergency number is overloaded,

call others and keep those number ready.

Learn about devices and other technology available to assist in

receiving emergency instructions and warnings from local officials.

Be prepared to provide clear, specific and concise instructions to

rescue personnel. Practice giving these instructions (verbally, pre-

printed phrases, word board, etc.) clearly and quickly.

Prepare your personal support network to assist with anticipated

reactions and emotions associated with disaster and traumatic

events (i.e. confusion, thought processing and memory difficulties,

agitation, fear, panic, and anxiety).

Encourage others to be prepared and consider volunteering or

working with local authorities on disability and other special needs

preparedness efforts.


Utilities

Know how and when to turn off water, gas and electricity at the main

switches or valves and share this information with family and caregivers.

Turn off the utilities only if suspected that the lines are damaged, suspect

a leak, or if local officials instruct to do so.

Fire Extinguisher

Be sure everyone knows how to use fire extinguishers and where

they are kept.

Smoke Alarms

Install smoke alarms on each level at home, especially near the

bedrooms. Individuals with sensory disabilities should consider

installing smoke alarms that have strobe lights and vibrating pads.

Follow local codes and manufacturer’s instructions about installation

requirements. Also, consider installing a carbon monoxide alarm at

home.

Insurance Coverage

Check for adequate insurance coverage. Talk with insurance agent

and make sure you have adequate coverage to protect against

financial loss.

Inventory Home PossessionsMake a record of the possessions to help to claim / reimbursement in case

of loss or damage. Store this information in a safe. deposit box or other

secure (flood/fire safe) location to ensure the records survive a disaster.

Include photographs or video of the interior and exterior of your home as

well as cars, boats and recreational vehicles. Also, have photos of durable

medical equipment and be sure to make a record of the make and model

numbers for each item. Get professional appraisals of jewelery, collectibles,

artwork or other items that may be difficult to evaluate. Make copies of

receipts and cancelled checks showing the cost for valuable items.

Vital Records and Documents

Vital family records and other important documents such as birth

and marriage certificates, social security cards, passports, wills,


deeds and financial insurance and immunizations records should

be kept in a safe deposit box or other safe location.

Reduce Home Hazards

In a disaster, ordinary items in the home can cause injury and

damage. Take these steps to reduce risk.

Keep the shut-off switch for oxygen equipment near the bed or chair,

so as to access it quickly if there is a fire.

Have a professional repair defective electrical wiring and non-leaky

gas connections.

Place large, heavy objects on lower shelves, and hang pictures and

mirrors away from beds.

Use straps or other restraints to secure tall cabinets, book

shelves, large appliances (especially water heater, furnace and

refrigerator), mirrors, shelves, large picture frames, and light fixtures

to wall studs.

Repair cracks in ceilings and foundations.

Store weed killers, pesticides and flammable products away from heat

sources.

Place oily rags or waste in covered metal cans and dispose of them

according to local regulations.

Have a professional clean and repair chimneys, flue pipes,

connectors, and gas vents.

10.9 Assemble a Disaster Supplies Kit

A disaster supplies kit is a collection of basic items a family would

probably need to stay safe and be more comfortable during and after a disaster.

Every disabled should assemble a disaster supplies kit and keep it up to date. In

the event of a need to evacuate at a moment’s notice take essentials or kit as

there will not have the opportunity to shop or search for the supplies that

require for instant and day to day use. Disaster supplies kit items should be

stored in a portable container(s) as close as possible to the exit door. Review

the contents of the kit at least once in a year or as the family's needs change.

Also, consider having emergency supplies in each vehicle and at the place of

employment.


The following should be included in the basic supply kit.

Three-day supply of non-perishable food and manual can opener.

Three-day supply of water (one gallon of water per person, per day).

Portable, battery-powered radio or television and extra batteries.

Flashlight and extra batteries.

First aid kit and manual.

Sanitation and hygiene items (hand sanitizer, moist towelettes, and

toilet paper).

Matches in waterproof container.

Whistle.

Extra clothing and blankets.

Kitchen accessories and cooking utensils.

Photocopies of identification and credit cards.

Cash and coins.

Special needs items such as prescription medications, eye glasses,

contact lens solution, and hearing aid batteries.

Items for infants, such as formula, diapers, bottles, and pacifiers.

Tools, pet supplies, a map of the local area, and other items to meet your

unique family needs.

For a cold climate, Person with Disabilities must think about warmth. Also,

think about clothing and bedding needs. Be sure to include one set of the

following for each person:

Jacket or coat.

Long pants and long sleeve shirt.

Sturdy shoes.

Hat, mittens, and scarf.

Sleeping bag or warm blanket.

Supplies for vehicle include:

Flashlight, extra batteries and maps.

First aid kit and manual.

White distress flag.

Tire repair kit, booster/jumper cables, pump and flares

Bottled water and non-perishable foods such as granola bars.


Seasonal supplies: Winter - blanket, hat, mittens, shovel, sand, tire chains,

windshield scraper, florescent distress flag; Summer sunscreen lotion,

shade item (umbrella, wide brimmed hat, etc)

At the strike of Disaster

If need araise, leaving is the first option and plan should always to be with

family or friends first; they can accommodate you, your pets and help you be

most comfortable in a stressful situation. Emergency public shelters will be

available, and can provide a safe place to stay and meals while you are there.

However, they do not provide personal health care always. If you require the

care of a personal attendant and choose to go to a shelter, bring the attendant

with you.

Listen to the radio or television for the location of emergency shelters.

Shut off water, gas and electricity if instructed to do so and if time

permits.

Wear appropriate clothing and sturdy shoes.

Take your disaster supplies kit.

Lock your home.

Use travel routes specified by local authorities and don't use

shortcuts because certain areas may be impassable or dangerous.

Confirm upon arrival at an emergency shelter that it can meet your special

care needs.

Inform members of your support network and out-of-town contact of your

location and status.

Person with Disabilities should discuss these ideas with their family, friends

and/or their personal care attendant, or anyone else in their support network and

make sure everyone involved in the emergency plan. Post the plan where everyone

will see it, keep a plan copy.

This is only a simple guideline and not exhaustive requirements and

preparedness as it vary among disabled persons and depend upon the situation

as well types of disaster.

SCOPE:

In the aftermath of any disaster there will be lose of lives and property

depending upon scale and magnitude of the disaster. When the scale of the

disaster becomes unmanageable, the response activity needs to be

augmented with other resources of personnel, material, equipment.

SITUATION ASSUMPTION :

If the scale of the disaster is enormous then the response mechanism

available needs to augmented by Mobilizing additional resources, enlisting

volunteers and contracting / out sourcing of essential services before the

onset of disaster.
