RE: Design Review for a Speculative Industrial Building at 1252 Pierson Drive Northern Builders, Inc., applicant
Introduction Northern Builders is seeking approval of a speculative industrial building at 1252 Pierson Drive. The now-vacant property is zoned GI General Industrial and covers 11.25 acres. All adjacent property is zoned GI, including the Batavia Business Park’s detention area to the east.
Summary of Information from Applicant and Staff Analysis The proposed building would contain 207,000 square feet. Building height and setbacks, and landscape setbacks would comply with the Zoning Code requirements. Vehicle and bicycle parking supply/design and lighting also would comply. Site Plan B includes added vehicle parking if needed to serve a potential higher parking demand tenant mix. Administrative design review approval at the time of added parking buildout would ensure compliant landscaping and permeable pavers. Stormwater detention required for the proposed development is accounted for in the Business Park’s regional detention facility. Proposed site landscaping complies with Zoning Code requirements and includes several native species. Compliant interior parking lot landscape islands are proposed in combination with the proposed permeable paver spaces. Staff notes that this site is the first to use such pavers to reduce the number of interior landscape islands. The Pierson Drive parkway would be improved with a public sidewalk and parkway trees. The building would be constructed of precast panels painted in shades of gray and off-white with blue accent panels. A matching painted precast wall would screen ground-mounted equipment from Pierson Drive. Signage is not proposed, but the site plan includes a compliant freestanding sign location and sign landscaping. Refuse would be stored inside the building, therefore no exterior refuse enclosure is proposed. Staff is supportive of this proposal. Northern Builders has been responsive to staff-sought revisions to meet City Code requirements and to improve the overall site design. Before taking action on Design Review, the Commission must approve findings. Listed below are the required Findings for Approval from the Zoning Code and a draft of findings for Commission consideration.
Finding 1: The project is consistent with applicable design guidelines: The proposed improvements would be generally consistent with the Standard Design Review Criteria for Industrial Projects.
Finding 2: The project conforms to the Comprehensive Plan, and specifically to the Land Use, Urban Design, and Environment Elements: Goal 1 of the Batavia Comprehensive Plan’s Land Use Element stresses the need to maintain Batavia as an attractive place to work. Goal 9 of the Urban Design Element is to improve the image of the City as viewed from streets. Goal 1 of the Environment Element includes protection of water resources through permeable pavers and native species plantings. The proposed site improvements address these and other Comprehensive Plan elements by adding landscaping, including several native species, to the site to soften the building and parking areas. Site development would comply with applicable stormwater management requirements.
Finding 3: The project is consistent with all applicable provisions of the Zoning Code: The project will be consistent with Zoning Code requirements.
Finding 4: The project is compatible with adjacent and nearby development: Site improvements are compatible with the adjacent industrial development and are designed in a manner consistent with the adjoining employment district uses.

Finding 5: The project design provides for safe and efficient provision of public services: As approved, public services can be provided safely and efficiently.
Staff Recommendation Staff recommends the following:
1. Conduct Design Review, including allowing input from meeting attendees. 2. Approve the required Findings for Approval. 3. Approve Design Review subject to the following:
• Final staff approval of the site and landscape plans. • Staff approval of mechanical equipment screening, both ground-mounted and roof-mounted,
to comply with Zoning Code requirements. Staff notes that Commission action on this Design Review is final and no City Council action is needed. Attachment: Applicant’s Design Review material

OUTDOOR POLE-SSS
FEATURES & SPECIFICATIONSINTENDED USE — These specifications are for USA standards only. Check with factory for Canadian specifications. Square Straight Steel is a general purpose light pole for up to 39-foot mounting heights. This pole provides a robust yet cost effective option for mounting area lights and floodlights.
CONSTRUCTION — Pole Shaft: The pole shaft is of uniform dimension and wall thickness and is made of a weldable-grade, hot-rolled, commercial-quality steel tubing with a minimum yield of 55 KSI (11-gauge, .1196"), or 50 KSI (7-gauge, .1793"). Shaft is one-piece with a full-length longitudinal high-frequency electric resistance weld. Uniformly square in cross-section with flat sides, small corner radii and excellent torsional qualities. Available shaft widths are 4", 5" and 6".
Pole Top: A flush non-metalic black top cap is provided for all poles that will receive drilling patterns for side-mount luminaire arm assemblies or when ordered with PT option.
Handhole: A reinforced handhole with grounding provision is provided at 18" from the base on side A. Positioning the handhole lower may not be possible and requires engineering review; consult Tech Support-Outdoor for further information. Every handhole includes a cover and cover attachment hardware. The handhole has a nominal dimension of 2.5" x 5".
Base Cover: A durable ABS plastic two-piece full base cover, finished to match the pole, is provided with each pole assembly. Additional base cover options are available upon request.
Anchor Base/ Bolts: Anchor base is fabricated from steel that meets ASTM A36 standards and can be altered to match existing foundations; consult factory for modifications. Anchor bolts are manufactured to ASTM F1554 Standards grade 55, (55 KSI minimum yield strength and tensile strength of 75-95 KSI). Top threaded portion (nominal 12") is hot-dipped galvanized per ASTM A-153.
HARDWARE – All structural fasteners are high-strength galvanized carbon steel. All non-structural fasteners are galvanized or zinc-plated carbon steel or stainless steel.
FINISH – Extra durable standard powder-coat finishes include Dark Bronze, White, Black, Medium Bronze and Natural Aluminum colors. Classic finishes include Sandstone, Charcoal Gray, Tennis Green, Bright Red and Steel Blue colors. Architectural Colors and Special Finishes are available by quote and include, but are not limited to Hot-dipped Galvanized, Paint over Hot-dipped Galvanized, RAL Colors, Custom Colors and Extended Warranty Finishes. Factory-applied primer paint finish is available for customer field-paint applications.

1. Wall thickness will be signified with a "C" (11 Gauge) or a "G" (7-Gauge) in nomenclature. "C" - 0.1196" | "G" - 0.1793".
2. PT open top poles include top cap. When ordering tenon mounting and drill mounting for the same pole, follow this example: DM28/T20. The combination includes a required extra handhole.
3. Refer to the fixture spec sheet for the correct drilling template pattern and orientation compatibility.
4. Insert "1" or "2" to designate fixture size; e.g. DM19AST2.
5. Specify location and orientation when ordering option. For "x": Specify the height above the base of pole in feet or feet and inches; separate feet and inches with a "-". warranty all plant materials for one year from the time of installation and project
acceptance.
3) PLANTS SHALL BE BALLED AND BURLAPPED UNLESS OTHERWISE NOTED ON THE LANDSCAPE
PLAN. NO ROOT BOUND MATERIAL SHALL BE ACCEPTED AND ALL WRAPPING MATERIALS MADE
OF SYNTHETICS OR PLASTICS SHALL BE REMOVED AT THE TIME OF PLANTING. IT IS THE OPTION OF
THE LANDSCAPE CONTRACTOR TO ROLL BACK BURLAP FROM THE TOP OF THE ROOT BALL.
4) RECOMMENDED MULCH DEPTH IS THREE INCHES (3”) OF SHREDDED HARDWOOD BARK. THE
LANDSCAPE CONTRACTOR SHALL AVOID OVERMULCHING AND THE CREATION OF “MULCH
VOLCANOES”. Mulch Beds shall extend a minimum of two feet (2’) beyond the center of a
tree or shrub. Mulch must be pulled back at least two inches (2’) from the base of a
tree so the base of the trunk and root crown are exposed.
5) Prepare all perennial beds with one cubic yard of garden compost per 100 sf and
the compost shall be rototilled to an 8” depth.
6) All plants shall be set plumb. It is the option of the landscape contractor to stake
deciduous trees but it is also the responsibility of the landscape contractor to
guarantee the plants remain plumb until the end of the guarantee period.
7) Trees shall be installed a minimum of five feet (5’) horizontally from underground
electrical feeders, sanitary sewers, sanitary services, water mains, and water
services. Trees shall be installed a minimum of ten feet (10’) horizontally from utility
structures including, but not limited to, manholes, valve vaults and valve boxes.
Shade trees shall be a minimum of ten feet (10’) from all light poles and all shrubs
shall be a minimum of three to five feet (3’-5’) from all fire hydrants.
8) The landscape contractor shall locate the existence of all underground utilities
prior to starting work. The landscape contractor must also keep the pavement and
work areas in neat and orderly condition throughout the construction process. The
Landscape contractor shall acquaint himself with. And verify. Working conditions in
advance of submitting a proposal. Failure to recognize inherent responsibilities
does not relieve the contractor of obligations due to miscalculations.
9) Property owners shall be responsible for maintaining all landscaping shown on the
approved plans throughout the life of the development.
10) ALL TURF SHALL BE PREMIUM BLUEGRASS MIX (4-5 LBS/1,000SF) WITH NORTH AMERICAN GREEN
DS75, OR EQUIVALENT, EROSION CONTROL BLANKET IN ALL DISTURBED AREAS.
