Background• APEC Manual of Maritime Security Drills and Exercises for Port Facilities was approved at 30th TPT-WG

• ST Education & Training Pte Ltd decided to provide 3-day workshop on the use of the APEC Manual to be hosted by 2 Economies in two APEC venues

• Korea hosted the APEC Workshop in Busan * Ministry of Land, Transport and Maritime Affairs

• Next workshop is expected to be held in end of September or early of October 2008



Aims &ObjectivesThe Aims ; To enable workshop participants to use the APEC Manual in planning and execution of Maritime Security Drills and Exercises for the port facility

The Objectives ;• To apply the APEC Manual to plan and execute Maritime Security Drills & Exercises• To use the pre-planned drills & exercises and the multi- media templates provided, to execute the Maritime Security Drills & Exercises



Participants• Total number of persons participated

- 42 persons from 5 Economies

• Canada(1), Indonesia(2), Japan(1), Singapore(2)

• Korea(34, including 22 PFSO)

• Facilitators : STET(2)

* the Philippines and Thailand were unable to attend

Exercise Scenario To present

002 0935 Low Control Main entrance guard reports a man wanting to visit MV APEC alongside Berth D has no identification. He wants to offer a security services to the ship.

To direct main entrance guard to reject the man

003 Low Control The man refuses to go away, and claims he is an ex-Police officer, and he will create problems for the Port Facility with the Police if he is not allowed in on his legitimate business

To explain to the man that as an ex-Police officer, he should understand standard security practices and not create problems (called police)

004 Low Control Main entrance guard reports that the man has left

039 1110 High Control Telephone call to PFSO: “We will attack your Port Facility with a bomb if you do not pay us $1 billion.”

To report threat to Police.To convene a top management meeting to review the response procedure in the PFSP.To determine if it is connected to stevedores’ action (Handover to Police for investigation)

040 1115 High Control Four container cranes made unserviceable by their power cable being cut with an axe found near one of the cranes

To report sabotage to Police (done) – also informed electrician.

041 1120 Low Control Telephone call to PFSO: “You have 24 hrs to pay up. If you do not, the bomb will be planted among your passengers at the terminal soon. Send the money with one man in a speedboat to _lat. 01 14.3 & long. 104 00.5_ (coordinates) to be there at 1500hrs hrs on _24 Jul 08_. If we see any Police boats or aircraft or more than one man, we will still attack the terminal with the bomb. To prove we are serious, one of your employees will be executed today.”

To report to Police and assist in a thorough search of the entire Port Facility.To increase security and vigilance at passenger terminal.



Attainments• Gained much insight into the APEC Manual, - use of the planning guidance - adapting the pre-planned port facility exercises and the PowerPoint templates

• Shared knowledge and experiences

• Enhanced mutual understanding and cooperation on port facility security - among Economies attended - government security officers and private PFSO



Feedback from Participants

• Participants expressed great satisfaction with information and experience gained from the workshop

• APEC Manual proved to be very useful tool to plan and conduct maritime security drills & exercises

• Workshop was relevant and the knowledge gained is applicable
