OVERVIEW OF THE FUNCTIONS OF THE POST

I. Background

In July 2018, UNESCO and the European Union signed project to develop and preserve the urban heritage in Yemen and to promote employment opportunities for urban youth in Yemen. Recognizing the power of culture as a driver of social and economic development, this initiative is established to support strategies to create employment and improve livelihoods in Yemen, especially for youth. It seeks to harness cultural heritage and industries among Yemen’s core resources, focusing on three priorities: (i) the safeguarding of cultural heritage, (ii) skills development in the area of architectural conservation and urban regeneration, and (iii) the promotion of creative industries for employability and job creation.

In line with the UNESCO Culture Sector Main Lines of Action 1 and 2, the Programme Manager for Conservation Architect shall: coordinate, manage and implement all aspects of the documentation, conservation, rehabilitation and reconstruction of heritage buildings within the framework of the project “Cash for Work; promoting livelihoods for urban youth in Yemen”. The incumbent’s main responsibilities will include: technical oversight in the design of interventions in historic buildings in Yemen and in establishing, managing and monitoring contracts with multiple consultants/contractors engaged in such interventions; facilitate the collaboration and communication between the management team and all relevant government and non-government stakeholders in this regard; assist in preparing project proposals and in liaising with potential donors to implement the overall culture programme in Yemen; facilitate the organization of events and meetings throughout the course of the project as required.

The incumbent’s specific responsibilities will include: the overall supervision of procurement processes for multiple contractors/experts, as well as the overall monitoring and management of those contracts and relationships; liaise with all relevant government and non-government stakeholders; prepare project proposals and liaise with potential donors to strengthen the safeguarding of cultural heritage in Yemen and its contribution to sustainable development; the organization of events and meetings throughout the course of the programme; supervise the organization of training workshops and capacity development initiatives, and contribute to the overall visibility of the programme through reporting and representation of the Office when instructed.

II. Duties and requirements

Under the overall authority of the Director of the Office and direct supervision of Culture Programme Specialist, the core activities of the incumbent will be the technical oversight and management of conservation interventions in historic Yemeni buildings and urban areas, including, but not limited to:

Oversee the management of conservation and reconstruction activities related to the safeguarding of cultural heritage in Yemen, in coordination with the UNESCO Culture team for Yemen, and in liaison with relevant services at HQs, such as the World Heritage Centre and secretariats of the relevant Conventions;

Plan and coordinate all activities relating to the implementation of the building rehabilitation component of the project;

Supervise a team of conservation experts in Yemen in designing, implementing and monitoring conservation and reconstruction interventions in historic buildings and World Heritage properties in Yemen;

Supervise the establishment, management and monitoring of contracts and relationships with multiple implementing partners/consultants/contractors covering the range of expertise required to successfully implement the activities and in respect of the rules and regulations of the Organization;

Liaise with and facilitate consultation between the relevant local authorities in Yemen, NGOs, private companies and local community stakeholders as required and necessary;

Advice the Yemeni authorities on the safeguarding of cultural heritage in Yemen and on the implementation of UNESCO’s cultural conventions;

Advise the Yemeni authorities on the preparation of management plans for the historic centers of major Yemeni cities, as well as for monumental complexes and archaeological sites;

Liaise with existing and potential donors to Yemeni cultural heritage;

Organize stakeholder meetings and capacity-building workshops concerning heritage preservation, management and possible integration with development processes;

Organize events to enhance awareness raising and programme visibility both inside and outside Yemen;

Facilitate information sharing amongst stakeholders, representation of UNESCO with local authorities and communities, NGOs and the donors in the course of the program;

Undertake missions as necessary and requested for programme implementation in Yemen and elsewhere, before relocation to Sana’a in 2019.

REQUIRED QUALIFICATIONS EDUCATION

Advanced university degree (Master’s Degree or equivalent) in architecture, architectural conservation, engineering, or a related field;

WORK EXPERIENCE

Minimum 4 years of work experience in the heritage sector or related fields, of which preferably two years in Yemen or post-conflict / post disaster contexts.

Experience working on cultural and architectural conservation projects, 4 years.

Benefits and Entitlements UNESCO’s salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.
