    (PMC) for Revamping of Integrated Building Management System (IBMS) & Building

    Automation System (BAS).

    RFP Document can be purchased from TIDEL on or before 27.08.2020 upto 17.00 Hrs.

    by paying Rs.1,200/- by DD including Taxes in favour of TIDEL Park Ltd or downloaded

    from the website for which the cost of tender document in the form of DD to be enclosed

    while submitting the tender. The Last Date for Submission of Tender is before 15.00 Hrs.

    this RFP document and obtain independent advice from appropriate sources. TIDEL

    Representatives make no representation or warranty and shall incur no liability under any

    law, statute, rules or regulations as to the accuracy, reliability or completeness of the RFP

    document and concerned with any matter deemed to form part of the RFP Document, the

    award of the assignment, the information and any other information supplied by or on

    behalf of TIDEL or otherwise arising in any way from the selection process.

    The prospective Bidder will be responsible for all obligations to its staff, their payments,

    complying with the labor laws, minimum wages Act and any other Act relevant for the

    working of the Bidder’s staff. Under no circumstances, TIDEL will be responsible for any

    non-compliance with statutory requirements of the bidder’s staff.

    TIDEL may in their absolute discretion, but without being under any obligation to do so,

    update, amend or supplement the information in this RFP document from time-to-time,

    after intimating the same to the Bidder. TIDEL reserve the right to accept or reject any

    or all proposals without giving any reasons. The bidding process shall be governed by the

    laws of India and courts at the State of Tamil Nadu will have jurisdiction over the matter

    concerning and arising out of RFP document.

    LETTER OF INVITATION AND SALIENT FEATURES OF THE PROPOSAL

    1A. LETTER OF INVITATION

    TIDEL is in the business of developing and leasing out IT and manufacturing plug

    and play infrastructure for businesses. TIDEL launched the first IT Park of southern India

    in the year 2000, which is a 1.28 million square feet, 15 storey building. TIDEL proposes

    to revamp the Integrated Building Management System (IBMS) & Building Automation

    System (BAS) of this iconic TIDEL Park, located at Taramani, Chennai.

    In this context, TIDEL intends to invite Request for Proposal (RFP) from interested

    consultants for Design, Engineering, Retrofitting, Tender Document Preparation,

    Tendering, Bid Evaluation, Ordering & Supervision of Installation & Commissioning and

    Handing-Over of Integrated Building Management System (IBMS) & Building Automation

    System (BAS) (“hereby termed as Assignment”).

    The RFP includes the following documents:

    SECTION – II

    INFORMATION ABOUT THE ASSIGNMENT

    2.0 BACKGROUND:

    2.1 Information about TIDEL:

    TIDEL is in the business of developing and leasing out IT and manufacturing

    plug and play infrastructure for businesses. TIDEL Park Ltd., a JV of TIDCO and

    ELCOT has constructed a state-of-the art, Information Technology Park in the

    State with built up area of 1.28 Million Sq. ft. in Chennai at a cost of Rs. 292 Crores

    which is in operation since July 2000. This is 15 Floors Multi Storied Building

    SECTION – III

    INSTRUCTIONS TO BIDDER

    3.1 GENERAL

    3.1.1 TIDEL will select a consultant in accordance with the method of selection indicated

    in this RFP. The Detailed description of the objectives, scope of services,

    Deliverables and other requirements relating to this Consultancy are specified in

    this RFP. In case an applicant firm possesses the requisite experience and

    capabilities required for undertaking the Consultancy, it may participate in the

    Selection Process individually only (the "Sole Firm") in response to this invitation.

    The term Consultants means the Sole Firm/Single Bidder only and Consortium

    shall not be allowed. The manner in which the Proposal is required to be

    submitted, evaluated and accepted is explained in this RFP.

    3.1.2 The Consultants should submit a Power of Attorney as per the format specified in

    Section 6B, authorizing the signatory of the Proposal to commit the Bidder.

    3.1.3 The bidder may either be a sole proprietorship firm/ a partnership firm/ a limited

    liability partnership/ a company incorporated under the Companies Act 1956 or a

    body corporate incorporated under the applicable laws of its origin.

    3.2 LEGAL STATUS OF THE BIDDER

    3.2.1 If the application is made by a proprietary firm, it shall be signed by the proprietor

    above on his full typewritten name and name of his firm with its current address.

    3.2.2 If the application is made by a firm in partnership, it shall be signed by all the

    partners of the firms above on their full typewritten names and current addresses,

    or alternatively by a partner holding power of attorney for the firm in which case

    a certified copy of the power of attorney shall accompany the application. A

    certified copy of the partnership deed, full names and current addresses of all the

    partners of the firm shall also accompany the application.

    3.2.3 If the application is made by a limited company or a corporation, it shall be signed

    by a duly authorized person holding Board Resolution or power of attorney for

    signing the application in which case a certified copy of the power of attorney shall

    accompany the application. Such a limited company or corporation may be

    required to furnish satisfactory evidence of its existence for at least ten years

    before the qualification application is filed.

    3.2.4 Any entity which has been barred by the Central Government, any State

    Government, a statutory authority or a public sector undertaking, as the case may

    be, from participating in any project, and the bar subsists as on the date of the

    Proposal Due Date, would not be eligible to submit a Proposal either by itself or

    through its Associate.

    3.2.5 The Consultants should have, during the last 3 (three) years, neither failed to

    perform on any agreement, as evidenced by imposition of a penalty by an arbitral

    or judicial authority or a judicial pronouncement or arbitration award against the

    Consultant or its Associate, nor been expelled from any project or agreement nor

    have had any agreement terminated for breach by such Consultant.

    3.2.6 The consultants are invited to submit a Technical Proposal and a Financial

    Proposal, as specified in this RFP (the Proposal) for consulting services required

    for the assignment. The Proposal will be the basis for contract negotiations and

    ultimately for a signed contract with the selected Consultant.

    3.2.7 The Assignment shall be implemented in accordance with the phasing indicated in

    the Terms of Reference. When the Assignment includes several phases, the

    performance of the consultant under each phase must be to TIDEL's satisfaction

    before work begins on the next phase.

    3.2.8 The Consultants must familiarize themselves with local conditions and take them

    into account in preparing their Proposals. To obtain first-hand information on the

    Assignment and on the local conditions, consultants are encouraged to pay a visit

    to TIDEL before submitting a Proposal and to attend a pre-proposal conference.

    Attending the pre-proposal conference is optional. The Consultant's representative

    should contact the officials named in section 1B to arrange for their visitor to

    obtain additional information on the pre-proposal conference. Consultants should

    ensure that these officials are advised of the visit inadequate time to allow them

    to make appropriate arrangements.

    3.2.9 TIDEL will provide the inputs specified in the Data Sheet, assist the firm in

    obtaining licenses and permits needed to carry out the services and make

    available relevant project data and reports.

    3.2.10 Please note that (i) the costs of preparing the proposal and of negotiating the

    contract, including a visit to the sites & or Client, are not reimbursable as a direct

    cost of the Assignment; and (ii) TIDEL is not bound to accept any of the Proposals

    submitted.

    3.3 FINAL DECISION-MAKING AUTHORITY

    3.3.1 TIDEL reserves the right to accept or reject any of the applications without

    assigning any reasons thereof. TIDEL also reserves the right to increase or

    decrease the scope of work as deemed necessary by it and its decision is final and

    3.4 CLARIFICATION AND AMENDMENT TO RFP DOCUMENTS

    3.4.1 Consultants may request a clarification of any item of the RFP document up to the

    number of days indicated in section 1B before the Proposal submission date. Any

    request for clarification must be sent in writing by paper mail or electronic mail to

    TIDEL's address indicated in section 1B. TIDEL will respond by electronic mail

    and/or upload the response to such requests including an explanation of the query

    but without identifying the source of inquiry.

    3.4.2 At any time before the submission of Proposals, TIDEL may, for any reason,

    whether at its own initiative or in response to a clarification requested by an

    invited firm, modify the RFP documents by amendment. Any amendment shall be

    issued in writing through addenda. Addenda shall be sent by electronic mail or

    uploaded on TIDEL website. TIDEL may at its discretion extend the deadline for

    the submission of Proposals.

    3.5 PREPARATION OF PROPOSAL

    3.5.1 Consultants are requested to submit a Proposal written in the English language.

    Evaluation Method: The method of evaluation consists of three stages.

    a) First Stage: In this stage, (a) the cover – 1 containing the EMD will be

    opened. If EMD is not submitted or is deficient, TIDEL Park Ltd, reserves the

    right to reject the entire Tender submission,

    (b) If the document is downloaded from the mentioned websites and if DD

    for Rs.20,000/- is not enclosed towards the cost of the Tender, Owner will

    reject the said submission without any notice to the Bidder.

    (c) In both cases no further evaluation will be done.

    b) Second Stage: If the EMD submitted is acceptable, evaluation will be done

    on the Technical Tender to assess whether substantive response has come

    from the Bidders to the basic prequalification criteria and the queries in the

    Tender document and whether supported by documentary evidence as called

    for.

    c) Third Stage: In the Third and final stage, the PRICE TENDER of only those

    Bidders who satisfy the basic eligibility criteria and have substantively

    responded to queries will be opened. The Bidder who has complied with the

    tender conditions in full and the lowest priced Tender will be chosen as the

    Lowest Bidder for the award of work subject nevertheless to the rights of

    TIDEL PARK LTD to call for clarifications and negotiations with the Lowest

    Bidder before the award of work. TIDEL PARK LTD has got rights to negotiate

    with next eligible Bidder in case the price Tender of the lowest Bidder is found

    to be unreasonable or the details submitted by the L1 Bidder are not

    satisfactory to the owner.

    3.6 SUBMISSION, RECEIPT, AND OPENING OF PROPOSALS, VALIDITY OF

    PROPOSALS

    3.6.1 The proposal will be valid for a period of 180 days from the last date of submission

    of proposal.

    EARNEST MONEY DEPOSIT

    3.6.2 Earnest Money Deposit of Rs.20,000/- (Rupees Twenty Thousand Only) in the

    form of Demand Draft drawn in favour of TIDEL Park Limited, Chennai obtained

    from any Nationalized Bank / RTGS made details shall be enclosed. The Earnest

    Money Deposit of the unsuccessful Bidder will be refunded after finalization of

    Revamping of Integrated Building Management System (IBMS) & Building

    Automation System (BAS). The Earnest Money Deposit of the successful bidder

    will be refunded after the bidder produces Performance Guarantee.

    MODIFICATION AND WITHDRAWAL OF PROPOSALS

    3.6.3 Bidder may modify or withdraw their proposals by giving notice in writing before

    the deadline prescribed for submission of proposals. No proposal shall be allowed

    to be modified or withdrawn after the deadline for submission of proposals. The

    modification or withdrawal notice shall be prepared, sealed, marked and delivered

    with the outer and inner envelops additionally marked “MODIFICATION’’ or

    “WITHDRAWAL” as applicable. Withdrawal of a proposal before its validity will

    result in the forfeiture of the Earnest Money Deposit. Bidder may offer discounts,

    or modify the prices of their proposals only by submitting proposal modifications

    in accordance with this clause or included in the original proposal submission

    before the deadline prescribed for submission of proposal.

    3.6.4 The original proposals (Technical Proposal and Financial Proposal) shall be

    prepared in indelible ink. It shall be signed by the authorized signatory of the

    Bidder who shall also initial each page of the Proposal (including each Appendix

    and Annex) in blue ink. In the case of printed and published documents, only the

    cover shall be initialled. It shall contain no inter-lineation or overwriting, except

    as necessary to correct errors made by the firm itself. All the alterations,

    omissions, additions or any other amendments made to the Proposal shall be

    initialled by the person(s) signing the Proposal. The Proposal shall contain page

    numbers and shall be bound together in such a manner that does not allow

    replacement of any page.

    3.6.5 The consultant should prepare and submit as many numbers of copies of proposals

    as indicated in the Section 1B. Each Technical Proposal and Financial Proposal

    should be marked "Original" or "Copy" as appropriate. If there are any

    discrepancies between the original and the copies of the Proposal, the original

    governs.

    3.6.6 The original and all copies of the Technical Proposal shall be placed in a sealed

    envelope clearly marked "Technical Proposal," and the original and all copies of

    the Financial Proposal in a sealed envelope clearly marked "Financial Proposal"

    and warning: "Do Not Open with the Technical Proposal." Both envelopes shall be

    put into an outer envelope and sealed. This outer envelope shall bear the

    submission address and other information indicated in Section 1B and clearly

    marked, "DO NOT OPEN, EXCEPT IN PRESENCE OF THE EVALUATION

    COMMITTEE."

    3.6.7 The completed Technical and Financial Proposal must be deposited in the proposal

    box kept at the submission address on or before the time and date stated in

    section 1B. Any Proposal received after the closing time for submission of

    proposals shall be returned unopened.

    3.6.8 After the deadline for submission of proposals, the Technical Proposal shall be

    opened immediately by the evaluation committee. The Financial Proposal shall

    remain sealed and deposited with TIDEL until all submitted proposals are opened

    publicly.

    3.7 EVALUATION OF PROPOSALS

    3.7.1 The Technical Proposal shall be considered responsive only if:

    a) it is received as per formats prescribed herein.

    b) the proposal is accompanied by EMD

    c) it is received by the Proposal Due Date including any extension thereof

    d) it contains all the information and documents (complete in all respects) as

    requested in this RFP;

    3.7.2 As part of the proposal for evaluation of all responsive proposals, the technical

    proposals of only those consultants who meet the eligibility criteria prescribed in

    Data Sheet would be further evaluated in accordance with the technical evaluation

    criteria set out in this document.

    3.7.3 The committee constituted by TIDEL would evaluate the proposals on the basis of

    their responsiveness to the Terms of Reference, applying the evaluation criteria,

    sub criteria and point system specified. From the time the proposals are opened

    to the time the contract is awarded, if any consultant wishes to contact TIDEL on

    any matter related to its proposal, it should do so in writing. Any effort by the

    Consulting Agency to influence TIDEL in TIDEL’s proposal evaluation, proposal

    comparison or contract award decisions may result in the rejection of the

    consultant’s proposal.

    3.7.4 Evaluators of Technical Proposals shall have no access to the Financial Proposals

    until the technical evaluation is concluded.

    3.7.5 TIDEL would evaluate the proposals on the basis of their responsiveness to the

    Terms of Reference Each responsive proposal will be given a technical score. A

    proposal shall be rejected at this stage if it does not respond to important aspects

    of the Terms of Reference or if it fails to achieve the minimum technical score.

    3.7.6 The Financial Proposals of only those consultants who have technically qualified

    as per the pre-qualification criteria shall be opened.

    3.7.7 The Financial Proposals will be opened publicly in the presence of the consultants’

    representatives who choose to attend. The name of the consultant, the quality

    scores, and the proposed prices will be read aloud and recorded when the Financial

    Proposals are opened. Once the financial proposals are evaluated, the final

    selection will be made based on the lowest net cost of the assignment quoted by

    the technically qualified bidder.

    3.7.8. The selected firm/consultancy shall be the first ranked bidder. The second-ranked

    bidder shall be kept in reserve and may be invited for negotiations in case the first

    ranked bidder withdraws, or fails to comply with the requirements specified in RFP

    document.

    3.8 NEGOTIATIONS

    3.8.1 Negotiations will be held at the address indicated in section 1B. The aim is to reach

    agreement on all points and sign a contract.

    3.8.2 Negotiations will include a discussion of the Technical Proposal, the proposed

    methodology (work plan), staffing and any suggestions made by the firm to

    improve the Terms of Reference. TIDEL and Consultant will then work out final

    Terms of Reference, staffing, and bar charts indicating activities, staff, periods in

    the field and in the home office, staff-months, logistics, and reporting. The agreed

    work plan and final Terms of Reference will then be incorporated in the

    "Description of Services" and form part of the contract. Special attention will be

    paid to getting the most the Consultant can offer within the available budget and

    to clearly defining the inputs required from TIDEL to ensure satisfactory

    implementation of the Assignment.

    3.8.3 Having selected the Consultant on the basis of, among other things, TIDEL will

    require assurances that the experts as indicated in the proposal will be actually

    available. TIDEL will not consider substitutions during contract negotiations unless

    both parties agree that undue delay in the selection process makes such

    substitution unavoidable or that such changes are critical to meet the objectives

    of the assignment. If this is not the case and if it is established that key staff was

    offered in the proposal without confirming their availability, the Consultant may

    be disqualified.

    3.8.4 The negotiations will conclude with a review of the draft form of the contract. To

    complete negotiations TIDEL and the Consultant will initial the agreed contract. If

    negotiations fail, TIDEL may invite the bidder who has quoted the second highest

    ranked bidder for negotiations. The process will be repeated till an agreed contract

    is concluded.

    3.9 AWARD OF CONTRACT

    3.9.1 The contract will be awarded following negotiations. After negotiations are

    completed, TIDEL will promptly notify other consultants on the shortlist that they

    were unsuccessful and return the Financial Proposals of those consultants who did

    not pass the technical evaluation.

    3.9.2 A Letter of Award (the "LOA") will be issued, in duplicate, by TIDEL to the

    Successful bidder. The Successful bidder shall, within 7 (seven) days of the receipt

    of the LOA, sign and return the duplicate copy of the LOA in acknowledgment

    thereof. In the event the duplicate copy of the LOA duly signed by the Successful

    bidder is not received by the stipulated date, TIDEL may, unless it consents to

    extension of time for submission thereof, appropriate the proposal Security of

    such bidder as mutually agreed with genuine pre-estimated loss and damage

    suffered by TIDEL on account of failure of the Successful bidder to acknowledge

    the LOA.

    3.9.3 Performance Security: Performance Security equivalent to 5 (five) percent of

    the total cost of Financial Proposal shall be furnished from a Nationalized/

    Scheduled Bank, before signing of the contract, in form of a Bank Guarantee in

    the format specified at Annexure of the contract. For the successful bidder, the

    Performance Security will be retained by TIDEL until the completion of the

    assignment by the Consultant and will be released 180 (One Hundred Eighty) Days

    after the completion of the assignment.

    3.9.4 Execution of a contract: After acknowledgment of the LOA and furnishing of

    Performance Security as aforesaid by the Successful bidder, it shall execute the

    Agreement within 15 (fifteen) days from the date of issue of LOA. The Successful

    bidder shall not be entitled to seek any deviation in the Agreement. The execution

    of agreement shall happen at TIDEL Office in the abovementioned address.

    3.9.5 Commencement of Assignment: The Successful bidder/ Consultant is expected

    to commence the Assignment within 15 days from the date of issue of LoA. If the

    Successful Applicant fails to either sign the Agreement or commence the

    assignment as specified herein, TIDEL reserves the rights to invite the second-

    ranked bidder for contract signing. In such an event, the Proposal Security/

    Performance Security, as the case may be, of the first ranked bidder shall be liable

    to be forfeited by TIDEL.

    3.10 CONFIDENTIALITY

    3.10.1 Information relating to the evaluation of proposals and recommendations

    concerning awards shall not be disclosed to the consultants who submitted the

    proposals or to other persons not officially concerned with the process until the

    winning Consultant has been notified that it has been awarded the contract. Any

    information, report or document, in writing, electronic, oral or any form, collected

    from TIDEL or prepared by the Consultant for this project shall be the property of

    TIDEL, except for those items whose IP is with any other person or entity. Any

    information so obtained can be shared by the Consultant to third party with due

    written approval of TIDEL.

    3.11 LEGAL JURISDICTION

    3.11.1 The matter relating to any dispute or difference arising out of this RFP and the

    subsequent contract awarded based on this RFP, if any, shall be subject to the

    competent court of law within Chennai only.

    3.12 FORCE MAJEURE

    3.12.1 If, at any time, during the pendency of the contract, the performance in whole or

    in part, by either party is prevented or delayed by war, strike, riot, crime or due

    to any act of God such as hurricane, flooding, earthquake, volcanic eruption

    beyond the control of both the parties (hereinafter referred to as 'eventualities'),

    then provided notice of the happening of any such eventuality is given by either

    party to the other within 15 days from the date of occurrence thereof, neither

    party shall by reason of such eventuality be entitled to terminate this contract nor

    shall either party have any claim for damages against the other in respect of such

    non-performance or delay in performance and work under this contract shall be

    resumed as soon as practicable after such eventuality has come to an end or

    ceased to exist and the decision of TIDEL as to when the work has to be resumed

    shall be final and conclusive. The time of completion shall then be extended by a

    period equal to the period during which the eventuality was prevailing. In case of

    persisting delay of more than three months both the parties may consult each

    other and arrive at an appropriate decision regarding continuation or otherwise of

    the contract. In case of scenarios like lockdown, the consultant shall make

    necessary arrangements for continuation of works without any interruptions,

    within the provisions of regulations in force. TIDEL will provide necessary

    facilitation to the best possible efforts during such situations.

    3.13 LIMITATION OF LIABILITIES

    3.13.1 Notwithstanding anything contained in the contract, TIDEL agrees that the

    consultant shall not be liable to TIDEL, for any losses, claims, damages, liabilities,

    cost of expenses ("Losses") of any nature whatsoever, for an aggregate amount

    in excess of the fee paid under the contract for the services provided under the

    contract, except where such losses are finally judicially determined to have arisen

    primarily from fraud or bad faith of the consultant. In no event shall the consultant

    be liable for any consequential (including loss of profit and loss of data), special,

    indirect, incidental, punitive or exemplary loss, damage or expense relating to the

    services provided pursuant to this contract.

    3.14 TIME SCHEDULE

    3.14.1 As indicated in the Project completion schedule and milestone for each activity as

    detailed in this document.

    3.15 PAYMENT

    3.15.1 Terms of payment will be as per the schedule indicated in Terms of Reference and

    shall be in Indian Rupees only.

    3.16 CONDITIONS OF TERMINATION OF THE CONTRACT

    3.16.1 TIDEL shall have the right to terminate this contract in part or in full under any of

    the following circumstances:

    (i) Time is the essence of the contract and therefore, the contract is liable to

    be terminated if the consultant fails to deliver the job within the stipulated

    date and time.

    (ii) If the consultant has been found to have made any false or fraudulent

    declaration or statement to get the contract or he is found to be indulging

    in unethical or unfair practices.

    (iii) In the event of non-performance / or unsatisfactory performance by the

    consultant.

    (iv) If the consultant becomes bankrupt or otherwise insolvent.

    (v) When both parties mutually agree to terminate the contract.

    (vi) Any special circumstances, which must be recorded to justify the

    cancellation or termination of the contract.

    (vii) In any unlikely event of termination from the consultant, the matter shall

    be discussed with TIDEL and shall have to be mutually agreed.

    SECTION – IV

    MINIMUM ELIGIBILITY CRITERIA

    (Pre-Qualification)

    4.1 The minimum eligibility criteria for any bidder to participate in the tender process

    is described as below:

    a) Should have in the business and done Comprehensive Consultancy /

    Engineering services (single point responsibility) involving conceptual, basic

    design, development of detailed drawings, contracting, execution and

    monitoring for Revamping of Integrated Building Management System (IBMS)

    & Building Automation System (BAS) in the last three years. (Format – 6C)

    b) Should have an average annual turnover of 25 lakhs in the last three financial

    years in consultancy work alone. (Format – 6D)

    c) Should have established in house Resources and provided all the Design,

    Engineering and execution from concept to project commissioning on the

    continued basis for the last three years. (Format – 6E)

    d) Should have done a project management for a single multi-storeyed building

    (Non-residential) in IBMS & BAS work of minimum Rs. 7 (Seven) Crores during

    any one of the last three years. (Format – 6F)

    e) Should have Experience in design and implementation of IBMS and BAS

    components of non-residential multi-storey building (minimum G+9 floors),

    excluding basement at least one projects in the last three years. (Format – 6G)

    f) Firm should have not been blacklisted, debarred or restrained in last 5 years

    to participate by any Government department. Indemnity to this effect needs

    to be submitted.

    g) Joint ventures are not permitted.

    The Bidder shall provide consultancy services for Design, Engineering, Retrofitting, Tender Document Preparation & Selection of contractor and to supervise the works till completion in all respect. The scope of work covers but not limited to the following:

    Study the existing system of Integrated Building Management System (IBMS)

    & Building Automation System (BAS)

    Preparation of technical specification and Drawings for Design, Engineering, retrofitting of existing system to serve for next 15 - 20 years.

    Study and Implementing Energy Saving concepts.

    Preparation of tender documents (Technical + Financial), Bid Evaluation and Finalization of the contractor

    Selection of the contractor

    Preparation of programmed schedule of various stages of execution of work in the bar Chart/Pert Chart/CPM Chart.

    Deploy experienced qualified persons to monitor the work execution

    During commissioning focus on adherence of address to the technical specifications, certification for payments and on time completion of the work

    Reporting the status of work completion on weekly basis indicating the followings:

    a) Milestone of project accomplishment during the period under consideration

    b) Bottleneck if any and action proposed

    c) Actual v/s planned progress in percent

    Notes:
