    The United States Jaycees is a non-profit, leadership develop-.l11em organization comprised of .180,000 young menbetween the ages of 18-:'>6 founded in 1920. Themembership is composed of a diverse group of youngmen from a wide range of occupations, interests andsocial-economic levels.

    The organization's history spans 58 years ofservice with a twofold purpose of ( I ) promotingleadership training and individual development for itsmembers, and (2) providing community service [()loca I areas.

    Although national in scope, the organizationoperates through its 50 scate organizations and theDistricr of Columbia and 8,800 local chapters. Theorganization h:;, a national staff of 90 specialists invarious fields, hr:adquartered in Tulsa, Oklahoma,with a network of 6 regional field offices. In addition,our national woman's organization, The U.S. Jayceettes, now has 4,500 affiliates with 40,000 members.

    In recent years The U.S. Jaycees has undertaken major acrivities in the social-health fieldincluding cardiopulmonary resuscitation (CPR);raising 1.5 million dollars last year for muscular dystrophy; criminal justice programming; energy; governmental affairs; and many others.

    The Jaycees have no single vested interest orcause other than presenting opportunities for individual growth and community service. This gives thechapter a high credibility rating, andmakes it representative of all facets ofcommunity life 'through its ability [()keep abreast oi community issues,feelings and trends.

    PROGRAM

    Extensive Energy Conservation .swdies show that the average American family offour spends between 5I,200 and 52,000 per year onenergy. The largest portion of this being spent in thehome, a smaller portion in the auto.The U.S.Jaycees, in cooperation with CitiesService Company, is conducting a nationwide programon Energy Conservation. The program is quitesimple. Jaycee chapters conduct educational forumsabout energy conservation for other organizations andgroups in their communities. The program consists ofa slide presentation and discussion on how Americanscan save almost half of their energy costs with simplehome and auto repairs and by changing poor energyhabits.

    An exciting incentive program has been addedto the program. Local chairmen who do the best jobin "Speaking-Up for a Power-Full America," will berewarded. The top three local chairmen in the nation,and their wives, will be the guests of The U.S. Jayceesand the Cities Service Company in June on an allexpense-paid trip to our nation's capital. While inWashington, the winners will have the opportunity tomeet with top energy officials, as well as seeing thesights.

    A very comprehensive program kit has beendeveloped and is being distributed free of charge toany Jaycee chapter desiring to become involved in theEnergy program. In addition to the slide presentation,a chapter will receive in the kit a Chairman'sPlanning Guide; sample news releases; camera-ready adprints and space fillers, which can be used innewspapers, or other publications; sample Mayor'sProclamation; Public Service Announcements forradio or television; window decals and a quantity ofthe Department of Energy booklet, "Tips For EnergySavers".

    By teaching people on the community levelabout energy conservation, and showing them how to

    save part of their personal incomes ~.

    through some very simple means, the Jaycees will be playing a big role inthe reduction of energy consumptionduring the next few years.

    . Shooting Education was .....developed into a national priority program in 1963when Jaycees began searching for an effective instructional program to teach youngsters the basic skills ofsafe gun handling and good marksmanship. In thespring of that year, The U.S.Jaycees and Daisy, theworld's oldest and largest manufacturer of non-powder guns and ammunition, joined forces to create theSh(x)ting Education Program.

    The Shooting Education Program is designedto teach responsible gun handling to boys and girlsbetween the ages of 8 and 14. The four basic ingredients of the program are education, safety, enjoyment,and competition.Shooting Education is a program that satisfiesa community need that becomes more urgent eachyear as the hunter-shooter population grows andopen land areas shrink. Most gun accidents involvingpersons between the ages of 8 to 14 are directlyrelated to improper gun handling. The need for wellorganized and concise instruction in proper gun handling and marksmanship has now become a community-wide responsibility.In the past 15 years the Jaycee ShootingEducation Program has instructed more than 12million youngsters. This year over 2,000 chapters willinvolve approximately 1,000,000 young people in theprogram. As a climax to the program, each year an

    from every state, Mexico and Canadacompeting for national honors. ~he Fourteenth International BB ~Gun Championship Matches will be heldduring July, 1979, at Joplin, Missouri.

    . The United States Jaycees are ..presently promoting three programs in the Governmental Affairs program area. These programs are"How To Get Involved", "Get Out the Yote", and"Model Legislature.""How To Get Involved" isa program designed toincrease individual citizen participation in governmentand politics. It is unique in that it goes beyond the traditional "political action" courses by nor only statingwhy you should get involved, bur by describing how youcan become involved. The program describes theindividual's role in the governmental process, outlinesthe two party system, explains ways of getting involved,examines writing governmental officials, and focusesattention on how to run for publicoffice.The model legislature program isdesigned toallowJaycees the opportunity to become actively involved in state government. Participants in the programnot only see and hear bur actually take part in what theyare learning. The Model Legislature Program givesJaycees an opportunity to fill the shoes of a Senator,Representative or Congressman. The Jaycee Representatives, Congressmen or Senators consider Jaycee ModelBillsthat are submitted byJaycee chapters throughoutthe state. In some states, Model Legislation isactuallypresented to the state legislature and in several caseshave become state law.

    "Get Out the Yote" is an outstanding and important program especiallyduring election year. The1972and 1974voter turnour statistics tell us that as fewas .)0 percent of the voting age popular ion is electingthe U.S. House and Senate, President and countlessother governmental lxxlies and individuals. The "GetOur the Yore" program is structured to prepare a Jaycee chapter in organizing voter registrationdrives. The right of the American cirizen to vore in a free election isconsidered to be the most sacredof all freedoms. The "Get Out the Yote" programisdesigned to encourage citizens toexercise their right to vote.

    .Since 1962 the leadership of TheU.S.Jaycees have met in Washington, D.C., on a yearlybasis to participate in the Governmental AffairsLeadership Seminar. The Seminar gives the leadershipof The United StatesJaycees the opportunity to meetwith top decision-making government officials.Jayceeshave the opportunity to discuss current issues withgovernment officials and to visit their own Congressman or Senator. This one-on-one contact along with theatmosphere of Washington, D.C., is conducive to amaximum learning experience. The GovernmentalAffairs Leadership Seminar isone of the most important steps in developing leadership among our leaders.

    Throughout the seminar's history Jaycees havewitnessed firsthand major policy-making decisions. In1962, the Jaycees met with President John F.Kennedy and his staff just prior to a dramatic meeting with the President and the Chairman of theBoard of the United States Steel Corporation.When the Jaycees met with President LyndonJohnson in 1966 prior to his announcement toresume air strikes over North Yietnam, he referred tohis pending statement.

    A former winner as one of the Jaycees' TenOutstanding Young Men in America, PresidentGerald R. Ford, welcomed the conference attendees in1976with the mention of his ownJaycee career, andannounced the dramatic news that a major upsurge inhousing starts had taken place.

    The highlights of the 1977GovernmentalAffairs Leadership Seminar was a briefing on thePanama Canal Treaties given by Carter Administration officials. The briefing was concluded with a 45minute summary by the President.

    Our involvement in Criminal.Justice began in West Virginia on April IS, 1962,when the West Virginia Jaycees extended a chapterinto the State Penitenriary at Moundsville. Now, 16years later, there are more than 400 regular Jayceechapters located within correctional facilit ies.

    The initial exposure of Jaycees to offenderswas neither traumatic nor dramatic Both found eachother to be people with common strengths and weaknesses, fears and prejudices, loves and hates. Also, itwas found that the chapters within the correctionalfacilities were exactly the same in programming andoperation as all other chapters. The problems variedfrom local to local as officers and enrhusiasmsdiffered.

    A common concern of all Jaycees, was the rateof crime and the fmstration due to the inability toeffectively reduce crime. The exposure of the Jayceesto the corrections area put them in a unique positionto begin to understand the complexities of dealingwith crime reduCtion.

    As interest and concern grew, Jaycee chaptersin and out of correCtional facilities put togerher projecrs that spanned the criminal justice field-HalfwayHouses, legislarive efforts, police support programs,.' .ctlme prevention programs, corrections programs,court programs, and a nationwide effort to allow "anyperson released from any correCtional facility toidentify and use a contact person in virtually everytown in rhe United States, who would assist withhousing, employment, social needs, transportation,and other daily challenges the ex-offenderencounters."

    T(x!ay, The US Jaycees Criminal Jusrice Program is coordinated by a staff officer at the JayceesNational Headquarters in Tulsa, Oklahoma. He isresponsible for rhe implementation, c(xmlinarion,resource identification and administrative services for:51 State Program Managers, 8,800 local chapters wirhalmost :jOO,OOO members. In addition the InstitutionalChapters have a combined membership of over22,000.

    TheJunior Athletic Champion-.ship Program is modeled very closely afrer rhe Pentarhlon evenr of the Olympic Games. Conrestanrs arescored on the poinrs they accumulate in one day bycompeting in rhe following five evenrs:

    Scoring tables have been developed for each event,which are based on a point scale from a possible highof 1,000 points to a low of zero points. Winners areselected on the number of poinrs accummulatedthroughout the five events.

    The six first place winners from each ageclassification at rhe local meer will make up a "localteam." This local team will be entered in the starecomperirion, represenring its local communiry.Youngsters will be competing for both individualhonors and as a member of a local team ar rhe staremeet. The local ream accummularing rhe most poinrsar the state meet will represenr rhar state at thenational competirion. A sixth event, a team relay, willbe added at state and national competirion.The United States Jaycees will be hosting the 1979Junior Athletics National Championships, July 26-29,in Tulsa, Oklahoma.     .Over 350,000 Americans died .laSt year from heart .macks before they reached ahospital. That is a frightening statistic; however, wecan do something to prevent this tragic loss of life.

    CPR (cardiopulmonary resuscitation) is a newU.S. Jaycees community development programdesigned to train .lnd educate the public in the meth(xlsand procedures of CPR. Comprised of l11outh-co-momhrescue breathing and external chest compressions, CPRcan mean the difference between life and death.

    Time is a critical faccor for a victim of heartattack, electric shock, drowning or choking. A personwith respiratory and cardiac arrest has only '1-6minutes to be revived before possible irreversiblebrain damage occurs. A Basic Life Support course inCPR will teach a participant the risk factors andsymptoms of a heart attack and the techniquesinvolved in performing CPR correcdy.
