THE 3RD NATIONAL HEALTHCARE QUALITY IMPROVEMENT CONFERENCE, 2016

Theme: “Clients at the Centre of Health Care Quality Improvement”

Foreword:

The Quality Assurance Department in the MoH Uganda started in 1994 as the Quality Assurance Program (QAP) and is mandated to among other things: Coordinate sector performance monitoring and evaluation; ensure standards and guidelines are developed, disseminated and used effectively; conduct supportive supervision; facilitate establishment of internal quality assurance capacity at all levels.

Since the year 2000, a number of methodologies have been applied to assess and improve the quality of service delivery. These include the Yellow Star Strategy, Standard Unit of Output, The District League Table, Service Provision Assessment, Program (Disease) based facility assessments, Service Availability and Readiness Assessment, the Lots Quality Assessment Sampling methodology, and many others. The MoH has adapted the Health Facility Quality of Care Assessment Program (HFQAP) as the sector-wide approach for measurement of quality of care and a basis for QI. The goal of the HFQAP will be to provide information on quality of care and the general functionality of both the public and private health facilities in Uganda and use it for Continuous Quality Improvement.

The Health Sector has been implementing the Quality Improvement Framework and Strategic Plan (QIF&SP) 2010/11-2014/15 whose major aim was to institutionalize, harmonize and coordinate HealthCare Quality Improvement interventions in the country. An external evaluation was conducted and highlighted that QI interventions in the country over the HSDP period of 2015/16-2019/20 needed to focus on reduction of waste (efficiency gain) and patient safety promotion through client centered care. A number of districts and health facilities are implementing Quality Improvement (QI) initiatives using the 5S and Continuous Quality Improvement (CQI) methodologies but at varying levels.

The MOH has been working with several Development and Implementing partners to institutionalize QI interventions with the stewardship of the Quality Assurance Department in planning, coordination and monitoring of QI activities. The MOH has also developed/revised several strategic documents including but not limited to the Quality Improvement Framework and Strategic Plan 2016-20, QI Manual, Service Standards, Service Delivery Standards, Client & Patient Charters and Support Supervision Guidelines.

The National QI Conference has therefore been planned as a forum for peer learning through show casing QI work from across the country coupled with expert presentations on QI work from National and International experts. The National QI Conference 2016 will bring together over 500 delegates from all levels of the health sector including, Development & Implementing Partners, HealthCare Service Providers and Health Consumer Organizations under the theme Clients at the Center of HealthCare Quality Improvement. The Conference has been majorly supported by USAID-ASSIST project and other implementing partners.

Conference Objectives

1. To share experience in implementation of QI from Uganda. 2. To share lessons learnt in implementing QI from the international community. 3. To launch some national policy guidelines on QI:

i. The Health Sector Quality Improvement Framework and Strategic Plan (2015/16 to 2019/20) ii. The Quality Improvement Manual 2015.

About the theme of the 3rd National QI Conference:

Quality is defined as either performing according to expected standards or meeting the reasonable needs of the clients. In Uganda, Quality improvement interventions have been implemented since 1994. Client involvement in decision making in health care and treatment is increasingly becoming a necessity. The theme for this conference “Clients at the centre of healthcare improvement” was chosen to share experiences on how the different QI interventions that have been implemented have involved clients in improvement of health care. Furthermore, the theme was chosen to learn whether these interventions have successfully addressed clients’ reasonable needs. It is expected that participants will learn best practices and integrate them in the routine care for clients.


KEY NOTE SPEAKERS:

DAY 1: DR. M. RASHAD MASSOUD:

Dr. Rashad Massoud is a physician and public health specialist internationally recognized for his leadership in global health care improvement. He is the Director of the USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project. He is Senior Vice President of the Quality and Performance Institute at University Research Co., LLC (URC), leading URC’s quality improvement efforts in over 40 countries applying improvement science to deliver better results in global health priority areas. He has a proven record of strong leadership and management. Dr. Massoud is President Elect of the Alumni Council of the Harvard T.H. Chan School of Public Health Alumni Council and is a member of the Palestine Health Policy Forum.

DAY 2: Dr Fred Wabwire-Mangen MBChB, DTM&H, MPH, PhD

Dr. Fred Wabwire-Mangen was trained in Human Medicine (MBChB) at Makerere University, in Tropical Medicine (DTM&H) at Liverpool University, in Immunology and Infectious Diseases (MPH) and infectious disease epidemiology (PhD) with a focus on HIV prevention and control at the Johns Hopkins Bloomberg School of Public Health. Since 2011, he has served as the Executive Director of the Regional Center for Quality of Health Care, an organization that is affiliated to Makerere University through the School of Public Health with a mandate to generate and test innovative interventions to improve the quality of healthcare in the East, Central and Southern Africa region. Before joining the Regional Center for Quality of Health Care, he served as an Associate Professor at the Makerere University School of Public Health where he taught graduate students infectious disease epidemiology, health services research and quality improvement. Dr. Fred Wabwire-Mangen has over 25 years of experience conducting and leading research studies and has a strong background facilitating implementation science and translational research. For example, he led a team of consultants to assess the

health sector’s response to HIV/AIDS using the WHO Health Systems Building Block Methodology in order to inform the Ministry of Health on how to strengthen Uganda’s health system. In addition, he led a study team to conduct the Know Your Epidemic and Know Your Response HIV Modes of Transmission Study to assess the status of the HIV epidemic and response which led to the redesign of the country’s HIV prevention strategy in 2008. This


study was further updated in 2014. His experience in leading multiple capacity building projects to advance quality, equity, and cost-effectiveness of health services in Uganda culminated in his appointment as the Executive Director of the Regional Center for Quality of Health Care. In this position he has been able to strategically combine his expertise in epidemiology and translational research to design and evaluate high quality, effective, and cost-effective interventions to improve public health in the East, Central and Southern Africa region. DAY 3: MS. ROBINAH KAITIRITIMBA

Robinah is the Executive Director of Uganda National Health Consumers’ Organisation (UNHCO), she has vast experience in the right to health and the Rights Based Approach (RBA) in Uganda and has worked in the health sector for over 15 years. She is a WHO patient safety champion, a member of institutional review boards of Makerere University School of Public Health and Uganda National Council for Science and Technology. She represents civil society at the highest policy and decision making organ in the health sector – Health Policy Advisory Committee (HPAC). She is a member of various boards of organisations focused on the right to health. Robinah is skilled in Right to Health policy advocacy, Community Participation and Social Accountability with trainings supported by WHO and World Bank. She is a trainer under the global social accountability network – Communities of Practitioners in Social Accountability for Health (COPASAH). She has led studies funded by the World Bank and European Union. She Holds a Master’s degree in Public Administration and Management and Bachelors in Social Sciences with a series of international trainings.
