Robert Mugabe, Chairman of the African Union(AU) The Secretariat of the Inter-Governmental Authority on Development (IGAD) A Statement rejecting the proposal of the IGAD-plus, reclaiming dignity Date: 15 August, 2015 We South Sudanese diaspora reject in the strongest terms possible the proposal of the IGAD-plus, which demands that South Sudan must immediately sign unjust-imposed peace without any questions, as its says ”The IGAD-PLUS endorsed the compromises in the proposed agreement and are united in their determination to see that Agreement is signed by August 17”. Your Excellences, Over many years, contempt, disingenuousness, and injustice on the part of the IGAD-plus and United Nations have endangered and diminished the chances for a sustainable peace, which could limit the suffering of our people. Although IGAD-plus claimed to assist South Sudan to bring peace, we believe IGAD-plus proposal only upholds war and encouraging more new division among south Sudanese. We have watched with deepening dismay for more than three years, some members of IGAD-plus endeavored to magnify the dispute between South Sudan’s waring parties, refused to respect the legitimate government of South Sudan, and undermining the international law and especially on sovereignty of a state. Instead and contrary to the letter and spirit of respecting sovereignty of a state, IGAD-plus and UN have chosen to proceed with increasing their contempt activities against South Sudan’s sovereignty, such as the demilitarize of some areas including Juba capital City, in what is clearly attempts against the sovereignty of the Republic of South Sudan.

The disrespect for South Sudan’s sovereignty began immediately after the independence in PANTHAU, which is part of south Sudan territory according to the official judgement decided by the international arbitration court in the Hague, later (so-called Heglig). It was in april 2012, that illegal attacks by member of IGAD-plus Khartoum – Sudan were made towards south Sudan, yet sadly the UN secretary General Ban Ki- moon defended Khartoum as he said ”An infringement on the sovereignty of Sudan and a clearly illegal act” and sadly enough the rest of IGAD-plus members in their turn remained silent, which invigorated UNMISS and other members of IGAD-plus to continue disrespecting the sovereignty of South Sudan. The undermining never stopped, on the contrary the IGAD-plus have been working to increase their disingenuousness against South Sudan. For example, prior to recent conflict, massive media onslaught of fabricated things against South Sudan in the form of the so called ”Nuer-Dinka war” had been wrongly named and launched by some individuals within the IGAD-plus to promote confusion and division among our people. !Moreover, the meeting of IGAD-plus and president Barack Obama in Addis Abba has disappointed the people and government of South Sudan yet again with IGAD plus, as shown its nature of discrimination, injustice and disrespect during the recent trip of President Barak Obama. Instead and contrary to the speech of president Barack Obama, which is expected to be in the spirit of promoting just equality, dignity and mutual understanding, IGAD-plus have excluded president Salva Kiir and treated him as equal to the rebel leader Riek Machar in exile. !Sadly enough, while the SPLM/A-IO dishonoring the Arusha agreement, which clearly stated and was agreed by Dr Riek Macher to come back to his previous position as vice SPLM/A chairperson, the IGAD-plus did in their turn incessant of retaining division between the SPLM waring parties by clearly designing its so called proposal to destroy the unification of SPLM, starve and disturb civilians and undermining unity of the people of South Sudan, in favour of SPLM/A-IO , UN and IGAD-plus. Meanwhile, IGAD-plus proposal has been condemned and denounced by millions of South Sudanese. !Furthermore, none of the rebel deliberate ceasefire violations and attacks on civilian targets in Jonglei, Unity, and Upper Nile had been named as terrorist act and/or condemned in the strongest terms by the IGAD-plus. Instead and contrary to the UN resolution 1373 (2001) of providing any form of support to terrorist acts, IGAD-plus proposal gave Riek Machar authority over Jonglei, Unity and Upper Nile, with the knowledge these are the regions of oil in south Sudan, so as to give him full authority over the sovereign and resources of the country. This unforgettable IGAD-plus unfairly proposal, in spite of atrocities being committed by SPLM/A-IO against our people in the Jonglei, Unity and Upper Nile is mind boggling. !Surprisingly, IGAD-plus is whispering rather than withdrawing its unfair proposal, and considering the fact that IGAD-plus proposal has encouraged both SPLM/A-IO and former political detainees or G10 to disregard and demolish the Arusha agreement that was done in good spirit. Currently the G10 claims its participation in the peace talk as an independent entity, notwithstanding that G10 is part and parcel of government. This deliberate misinformation by the IGAD-plus’ proposal has emboldened G10 to break out from SPLM once again. Although the G10 is no longer former detainees, seeing that they have been reinstated in the SPLM and Pagan Amum has also been re ins ta ted as SPLM Secre tary General , IGAD-plus made no recogni t ion of unification.Unsurprisingly, IGAD-plus did not stop there. IGAD-plus continued to offer political support to rebels by designing its proposal that provides 53% of power sharing to rebels resulting in antagonizing the South sudanese people. The G10 separated from SPLM, resulting in confusion

among south Sudanese and destabilizing the country. All these had strengthen the rebel resolve to terrorize South Sudanese people. The IGAD-plus proposal disregarded the constitution and legitimate government of South Sudan by imposing their will. !Prior to the current peace talk in Addis Ababa, the IGAD-plus proposal has emboldened SPLM/A-IO and other individuals to break away from the government and, then demand power sharing as equal to government. For example, the IGAD-plus treatment of the warring parties (rebel and GRSS) as equal, is in itself the reason for prolonged war. Anyone who understands the law of justice and yet call wrong right and right wrong is actually breaking the whole system of international law. For in this conflict between waring parties in South Sudan, there must be one who is wrong while the other one is right. !The rebels attacked and destroyed many towns, killed many people and drove tens of thousands of people out of their homes and villages, in Bor, Bentiu, Malarial, Ayod, Pariang,, Renk, Wangkei,etc. SPLM/A-IO continue to defy and attempt to undermine the sovereignty of South Sudan. Earlier the rebel leader Riek Machar who is closely associated with members of IGAD-plus deliberately precipitated violence in South Sudan. For example, member of IGAD-plus, Sudan’s Defence Minister, Abdal Rahim Mohammed said “I met Riek and Taban and they are regretting the decision to separate South Sudan and we decided to return his house to him ” in Khartoum. Correspondingly Antonov military aircraft attacked civilians and SPLA soldiers in in Western and Northern Bahr el Ghazal states. This should have been condemned and seriously investigated by IGAD-plus, but was not. !The rebels have now became emboldened and more demanding, insisting on 53 percent stake and the demilitarization of Juba. This has resulted simply by the failure of the IGAD-plus on seeing the public rejection of their proposal, which is designed to support aggression against sovereignty of South Sudan, favoring Riek Machar and IGAD-plus. The rebels even went on to conduct conferences and coordinating their activities in IGAD-plus countries against South Sudan, which prolong war and led to the reduction of chances for peace in South Sudan. President Salva Kiir in turn accepted to meet the rebel leader Riek Machar in spite of being head of the state. Whereas IGAD-plus has been dismissive of any compromises made by president Kiir, and despite the fact that GRSS accepting Riek Machar to be returned to his previous position as vice president in the national transitional government. IGAD- plus has disregarded all these compromises, and that demonstrates a lack of commitment by IGAD-plus for peace in our country. !Many times, wether in Juba, Addis Ababa, or indeed every place in diaspora, South sudanese president and government negotiators have made it very clear that our overwhelming desire is for true peace in South Sudan. Republic of South Sudan is a sovereign state and, we will not accept being re-colonized and/or giving away sovereignty to the coup plotters through the current IGAD-Plus peace deal. This IGAD-Plus proposal is a deeply destabilizing agent for the existent situation in South Sudan. Seeing that the rebel refuse to respect the constitutional rights of citizens to vote for or against their leaders. The President of South Sudan was willing to conduct elections in 2015 prior to the end of his term, however the international community advised against holding any elections in times of war, and the president acknowledged lots of his citizens are now displaced and living in UN camps hence it could be unfair to precede with South Sudan planned 2015 elections. The president has always tried to bring peace, hence he was negotiating with the rebels to bring such to the country. !

Above all after the presidential review or only disparage demands that both sides of waring parties are equal counterparts to each other and they repudiated to sign IGAD-plus peace. However, there is no equivalent of the nation dignity in the phrasing of IGAD-plus proposal, and again, the IGAD-plus has been calling for more compromises from our people and government to what its proposal ordered. Too often if there are proposals which are uttered without conviction, without public support, without threat of consequences, without genuineness. They are thus worse than useless. !South Sudan has no wish for war, this war is not our choice, it is a grim reality imposed on us by a power hungry leaders, and sadly the IGAD- plus does nothing to reduce our suffering, except increased the extent to support war which will cost more suffering to the people of South Sudan. !The only way forward is for honest IGAD-plus commitment to true peace that advance public support, and this begins with respecting the sovereignty of South Sudan and withdrawal of the current IGAD-plus proposal which undermining the sovereignty of South Sudan, while it is obviously in our interest to have a true peace which will limit the suffering of the people of South Sudan and then granting power sharing to any group through democratic solution.
