Correspondent Kochi, 30 August : Restrictions in the Kashmir Valley are being lift- ed every day progressively, Union Minister Prakash Javadekar said on Friday as he promised a "completely normal new Kashmir".He also crit- icised certain international media outlets for telecasting "fake news" on the Kashmir situation and said they are being "exposed every day".The Minister for Information and Broadcasting, who was interacting with the audience at the Malayala Manorama News Conclave here, rejected suggestions that there was a media blackout in theRepresentatives of newspapers and TV news channels were on the field, he added.Kashmiri newspapers are getting printed daily in all languages, and in Srinagar radio and news channels are reaching to the people, Javadekar said.He was responding to a quer y on the alleged media blackout since August 5 when the Centre revoked Jammu and Kashmir's special status under Article 370 and divided the state into two UnionTerritories of Jammu and Kashmir and Ladakh."There was a phase of reasonable restric- tions. Correspondent ]New Delhi, 30 August : The Congress on Friday accused the BJP government of forcefully taking Rs 1,76 lakh crore from the RBI to hide a "grave" economic slowdown and claimed that it had pushed the country into a "financial emer- gency".The Reserve Bank of India had on Monday approved the transfer of a record Rs 1.76 lakh crore dividend and surplus reserves to the government, boosting the BJP-led regime's prospect of stimulat- ing the slowing economy without widening fiscal deficit."RBI's emergency fund is at a six-year low as the BJP government has forcefully taken Rs 1,76,000 crore from the RBI to hide its failures and grave economic slowdown," Congress chief spokesperson Randeep Surjewala tweeted, tagging a media report on the central bank's emergency fund."The BJP government has pushed the coun- try into a financial emergency," he said.In another tweet, the Congress spokesperson also pointed out to the rising number of bank frauds. Priyanka Gandhi Hits Out at Centre Over RBI's Annual Report Showing 'Big Bank Frauds' New Delhi, 30 August : Congress leader Priyanka Gandhi Vadra attacked the government on Friday over an RBI report showing bank frauds have gone up by 15 per cent year-on-year in 2018-19, asking who is the guarantor allowing such "big bank frauds".The number of cases of frauds reported by banks saw a jump of 15 per cent year-on-year basis in 2018-19, with the amount involved increasing by 73.8 per cent in the year, the Reserve Bank of India's annual report showed.In FY19, banking sector reported 6,801 frauds involving Rs 71,542.93 crore as against 5,916 cases involving Rs 41,167.04 crore reported in 2017-18. BJP Issues Gag Order on Pragya Thakur New Delhi, 30 August : Controversial BJP MP Pragya Thakur's repeated gaffes have forced the saffron party lead- ership to restrain her from speaking to the media on any issue. Sources said she has been asked not to speak even at state BJP events or talks for the time being. However, it isn't clear whether the gag order extends to her tweets as well.Since the time her candidature for the Lok Sabha elections was announced early this year, Thakur's controversial state- ments have repeatedly put the party in a spot. Raipur, 30 August : An FIR has been regis- tered against former Chhattisgarh chief minister Ajit Jogi in Bilaspur district, days after a govern- ment-appointed committee rejected his claim of being a tribal, police said on Friday.A high-level caste scrutiny committee set up by the state gov- ernment had last week dismissed Ajit Jogi's claim of belonging to a Scheduled Tribe (ST) and can- celled his caste certificates.Subsequently, Ajit Jogi, who served as the first chief minister of Chhattisgarh, has been booked for allegedly fraudulently obtaining caste certificates, the police said.The 73-year-old politician's claim of being a tribal has been rejected multiple times in the past too. The case against Ajit Jogi was filed on Thursday night under section 10 (1) of the Chhattisgarh Scheduled Castes, Scheduled Tribes and Other Backward Classes (Regulation of Certification of Social Status) Rules, 2013, at the civil lines police station on the direction of the district administration, Bilaspur SP Prashant Agrawal told PTI.The FIR was lodged by T R Bhardwaj, tehsildar of Bilaspur, around 120km from here, on behalf of district collector, he added.The district administration has pointed out that the scrutiny committee had cancelled Jogis caste certificates in its order dated August 23, he said.The panel had authorised the Bilaspur col- lector to carry out necessary proceedings under the Chhattisgarh ST/SC/ OBC (Regulation of Social Status Certification) Rules, 2013 in the mat- ter, Agrawal said.Subsequently, the collector wrote to the tehsildar to lodge an FIR in this con- nection, the SP said. However, Ajit Jogi, a sitting MLA and a former Congressman, is yet to be arrested as the investigation into the matter is underway, he added.According to police officials, the section 10 (1) is invoked against those who acquire caste certificate which later turns out to be invalid during scrutiny.It's a non-bailable sec- tion, they said.Reacting to the move, Amit Jogi, the son of Ajit Jogi, dubbed it as "political vendet- ta" and targeted Chief Minister Bhupesh Baghel over the issue.Ajit Jogi is chief of the Janata Congress Chhattisgarh (J), a party floated by him after parting ways with the Congress in 2016."The state is being governed by the `rule of Bhupesh' not by the rule of law. The government is doing vendetta politics against my father, Amit Jogi alleged."We had filed a writ petition against the order of the high-powered committee in the HC on Thursday. Today (Friday) it will be men- tioned in the HC, he added.Notably, the scrutiny committee that looked into Ajit Jogi's caste status was formed on the order of the Chhattisgarh High Court in 2018. Kolkata, 30 August : The West Bengal assembly Friday passed a bill to check incidents of mob assaults and lynching and criminalised such actions.The West Bengal (Prevention of Lynching) Bill, 2019 was tabled in the House on Friday and supported by the opposition Congress and CPI(M). The BJP, which has emerged as the main opposition party, neither sup- ported nor opposed the bill as it felt that the legislation may be used for settling political scores.Chief Minister Mamata Banerjee Friday the state government has brought The West Bengal (Prevention of Lynching) Bill, 2019 as the Centre did not introduce any law against it."L ynching is a social evil and all of us have to come together to fight against it. "The central government should have brought a law against it. But they are yet to do so. So we are bringing this law in our state to fight against this social evil," she said tabling the bill in the House.Lynching is a social evil and the Supreme Court has given direction to take action against lynching. she told the Assembly.The Bill aims to pro- tect the constitutional rights of vulnerable persons and prevent incidents of lynching. It also proposes action against those involved in perpetrating the crime.The leg- islation also pitches for a jail term, which may vary from three years to life for those involved in assaulting and injuring a vic- tim.In case of death of the victim, persons responsible for the incident would be pun- ished with rigorous life imprisonment and fine up to Rs 5 lakh, the bill said. Centre Should have Brought Law Against Lynching : Mamata Bengaluru, 30 August DK Shivakumar is no P Chidambaram for the Congress in New Delhi. But, he is much more for many in the party in Karnataka. Like the one-time all powerful former Union Minister P Chidambaram, Congress’ Karnataka troubleshooter is also facing the toughest period of his political career. The Enforcement Directorate (ED) is knocking on his doors and the Karnataka High Court has dis- missed his plea seeking a stay on ED summons.Shivakumar, the party strongman, is in New Delhi to appear before the ED sleuths. If he is arrested in an alleged money laundering case, he may have to cool his heels in jail for some time, temporarily endangering his political career back home in Karnataka. And Ganesh Chaturthi, which falls on com- ing Monday, would be a bitter one for him and his family.In his usual style, before leaving for New Delhi, Shivakumar breathed fire and told the media that he had not committed any murder and it was a minor issue related to money.Shivakumar, a wannabe chief minister of Karnataka, is a colourful personality in state politics. He has been a fix- ture in state politics ever since he first entered the state Assembly exactly 30 years ago in 1989 as a 27-year-old MLA.Shivakumar, known as DKS in Karnataka politics, is an all-weather man for the Congress. He reached the top of state politics by fighting the Gowda family in their stronghold and his prolonged fight with the Gowdas is leg- endary.Shivakumar, a Vokkaliga, won his first Assembly election in 1989 from Sathanur in Kanakapura taluk by defeating the giant of Karnataka politics, HD Deve Gowda. When S Bangarappa became the CM in 1990, he recognised Shivakumar’s talent and made him a junior minister with Prisons and Homeguards portfolio. Even though the portfolio was insignificant, Shivakumar caught the attention of the top brass because of his leadership skills and daring. He was just 29 years old and that mattered a lot.When Deve Gowda-led Janata Dal came to power in 1994, Shivakumar was one of the very few who survived the storm. He fought a battle with the Gowdas even when Deve Gowda was the PM.When a fellow Vokkaliga, SM Krishna, became the CM in 1999, he made Shivakumar his Urban Development minister. Shivakumar behaved like de-facto CM, rubbing many top leaders the wrong way. In the 2002 Lok Sabha bypolls, he fought against Deve Gowda from Kanakapura and lost. He took his revenge by defeating Deve Gowda in the 2004 Lok Sabha polls from the same seat by fielding a journalist, Tejaswini, against him.But the Krishna government lost the Assembly polls held along with Lok Sabha polls. Congress and JD(S) formed a coalition government and Shivakumar was kept out. He had to wait till January 2014 to return to Karnataka Cabinet.He had held the post of KPCC working president during Yeddyurappa’s government. But he was ineffective as the head of Congress.When Siddaramaiah-led Congress came to power in 2013, Shivakumar was kept out on charges of corruption. But he did not quit the party or say anything against the high command. He was made the power minister in January 2014.Even though he never shared a good rapport with Siddaramaiah, they stuck together because of their common enemy the Gowdas. Sitaram Yechury Says Situation in Valley Contrary to Govt's Claims New Delhi, 30 August : CPM general secretary Sitaram Yechury, who returned to Delhi from Srinagar on Friday, contested the government's claims about the situation in the state and claimed that he was not allowed to speak to any- one. "We were not allowed to meet anyone else so there was no way to assess the situation. But from what I could see on the roads, the situa- tion is not what the gov- ernment claims," he said.Yechury visited Srinagar on Thursday to meet ailing party col- league Mohammed Yousuf Tarigami after the Supreme Court rejected the Centre's contention that his visit may endanger the situation in the state. "We met Tarigami twice, on Thursday and Friday morning. Friday's visit was with the doctors," Yechury told News18."The admin- istration wanted us to leave on Thursday evening but we stayed back. We were kept in a guest house and not allowed to meet anyone or even leave the premises. Goa Health Minister Denies AAP's Claims of Importing Fish Laced with Formalin Panaji, 30 August : The Aam Aadmi Party on Thursday claimed that the fish imported in Goa was laced with formalin, following which state Health Minister Vishwajit Rane said none of the samples have tested positive.In a statement issued late evening on Thursday, Rane said the Quality Council of India (QCI) has started testing fish at the two border points since June 15, this year and till date, 1,800 sam- ples have been tested and none have it showed the presence of added formalin in them.Rane said besides, QCI, the Goa Food and Drugs Administration (FDA) officers have tested more than 6,000 samples of fish from border points, wholesale markets as well as retail fish markets in Goa and none of the samples showed added formalin."More than 100 samples have also been subjected to laboratory testing using sophisticated instruments and absence of formalin has been established in all the samples," the minister said.Rane said the government would like to assure the people of Goa that the fish sold in the state is safe and free of formalin. "There is absolutely no need to panic or to pay heed to any rumours," he said. BJP Launches Anti-AAP Campaign New Delhi, 30 August : As the city gears up for the upcoming Assembly polls, the BJP on Thursday started "Delhi Bachao (Save Delhi) Parivartan Yatra" to expose the failures of the Aam Aadmi Party and to seek public support.The 'Yatra' launched by Delhi BJP president Manoj Tiwari at Ramleela Ground in Bhalswa Dairy area will cover all the 14 districts and 70 assembly seats of Delhi. Tiwari accused the Arvind Kejriwal government of making people suf- fer."Kejriwal has cheated the people in the last five years. "There is no change in the state govern- ment's stand on Sabarimala. Our stand was to implement the Supreme Court order. Kolkata, 30 August : The West Bengalassembly Friday passed a bill to checkincidents of mob assaults and lynchingand criminalised such actions.The WestBengal (Prevention of Lynching) Bill,2019 was tabled in the House on Fridayand supported by the opposition Congressand CPI(M). The BJP, which has emergedas the main opposition party, neither sup-ported nor opposed the bill as it felt thatthe legislation may be used for settlingpolitical scores.Chief Minister MamataBanerjee Friday the state government hasbrought The West Bengal (Prevention ofLynching) Bill, 2019 as the Centre did notintroduce any law against it."Lynching is asocial evil and all of us have to cometogether to fight against it. "The centralgovernment should have brought a lawagainst it. But they are yet to do so. So weare bringing this law in our state to fightagainst this social evil," she said tablingthe bill in the House.Lynching is a socialevil and the Supreme Court has givendirection to take action against lynching.she told the Assembly.The Bill aims to pro-tect the constitutional rights of vulnerablepersons and prevent incidents of lynching.

It also proposes action against thoseinvolved in perpetrating the crime.The leg-islation also pitches for a jail term, whichmay vary from three years to life for thoseinvolved in assaulting and injuring a vic-tim.In case of death of the victim, personsresponsible for the incident would be pun-ished with rigorous life imprisonment andfine up to Rs 5 lakh, the bill said.

He has been a fix-ture in state politics ever since he first entered the state Assemblyexactly 30 years ago in 1989 as a 27-year-old MLA.Shivakumar, knownas DKS in Karnataka politics, is an all-weather man for the Congress.He reached the top of state politics by fighting the Gowda family intheir stronghold and his prolonged fight with the Gowdas is leg-endary.Shivakumar, a Vokkaliga, won his first Assembly election in1989 from Sathanur in Kanakapura taluk by defeating the giant ofKarnataka politics, HD Deve Gowda. When S Bangarappa became theCM in 1990, he recognised Shivakumar’s talent and made him a juniorminister with Prisons and Homeguards portfolio. Even though theportfolio was insignificant, Shivakumar caught the attention of the topbrass because of his leadership skills and daring. He was just 29 yearsold and that mattered a lot.When Deve Gowda-led Janata Dal came topower in 1994, Shivakumar was one of the very few who survived the

storm. He fought a battle with the Gowdas even when Deve Gowda wasthe PM.When a fellow Vokkaliga, SM Krishna, became the CM in 1999,he made Shivakumar his Urban Development minister. Shivakumarbehaved like de-facto CM, rubbing many top leaders the wrong way. Inthe 2002 Lok Sabha bypolls, he fought against Deve Gowda fromKanakapura and lost. He took his revenge by defeating Deve Gowda inthe 2004 Lok Sabha polls from the same seat by fielding a journalist,Tejaswini, against him.But the Krishna government lost the Assemblypolls held along with Lok Sabha polls. Congress and JD(S) formed acoalition government and Shivakumar was kept out. He had to wait tillJanuary 2014 to return to Karnataka Cabinet.He had held the post ofKPCC working president during Yeddyurappa’s government. But hewas ineffective as the head of Congress.When Siddaramaiah-ledCongress came to power in 2013, Shivakumar was kept out on chargesof corruption. But he did not quit the party or say anything against thehigh command. He was made the power minister in January 2014.Eventhough he never shared a good rapport with Siddaramaiah, they stucktogether because of their common enemy the Gowdas.

Party on Thursday claimed that the fishimported in Goa was laced with formalin,following which state Health MinisterVishwajit Rane said none of the sampleshave tested positive.In a statement issuedlate evening on Thursday, Rane said theQuality Council of India (QCI) has startedtesting fish at the two border points sinceJune 15, this year and till date, 1,800 sam-ples have been tested and none have itshowed the presence of added formalin inthem.Rane said besides, QCI, the Goa Foodand Drugs Administration (FDA) officershave tested more than 6,000 samples of fishfrom border points, wholesale markets aswell as retail fish markets in Goa and noneof the samples showed addedformalin."More than 100 samples have alsobeen subjected to laboratory testing usingsophisticated instruments and absence offormalin has been established in all thesamples," the minister said.Rane said thegovernment would like to assure the peopleof Goa that the fish sold in the state is safeand free of formalin. "There is absolutely noneed to panic or to pay heed to anyrumours," he said.

Wednesday slammed Chief Minister Mamata Banerjee for hercomments against the central agencies and wondered if she hasnot committed any wrong then why is she afraid of the probebodies. Ghosh accussed Banerjee of speaking the language ofPakistan Prime Minister Imran Khan on the Kashmir issue andtaking a stance which is completely opposite to the interest ofthe country. "If she and her party have committed no wrongthen why is she afraid of central investiagating agencies. Thestate government has filed 28,000 cases against our party work-ers and leaders across the state. Have we ever cribbed over it?We are fighting it politically, legally and democratically,"Ghosh,MP, told PTI over phone. "Whoever has committed anywrong or is involved in corruption will not be spared," Ghoshsaid. If CBI or ED are summoning someone to bring out thetruth through investigation then what is the harm in it.If some-one has committed no wrong then he or she has nothing toworry about. The CBI investigation in Saradha Chit fund case is

being held under the instructions of Supreme Court. Why isTMC crying political vendetta over it? It means they have some-thing to hide, Ghosh said. Banerjee while addressing a partyrally dared the Centre to arrest her for raising her voice againstthe government, asserting that she "will not bow down beforethe BJP". Accusing the central agencies of trying to intimidateTMC MLAs and leaders, Banerjee said they are calling TMCleaders every other day with the sole intention to threaten andintimidate them. While speaking on Kashmir issue, Banerjee onWednesday accused the BJP-led central government of usingbrute force to scuttle the voices of dissent in the Kashmir Valley.Ghosh alleged that Banerjee is speaking language of PakistanPrime Minister Imran Khan as part of her "muslim- appease-ment policy". "It seems she is busy in appeasing minority com-munity that is why she has started speaking the language ofPakistan Prime Minister Imran Khan. Whatever Imran Khan issaying, she is just repeating it. HP CM says no plans to regularise outsource employees

Shimla, Aug 30 (TST) The Himachal Pradesh governmenthas no plans to regularise any outsource employees, ChiefMinister Jai Ram Thakur informed the assembly onFriday.Thakur made the remarks in response to questions byCongress MLAs Mohan Lal Brakta,Mukesh Agnihotri andVikramaditya Singh.A total of 12,165 outsource employees areworking in the state, he said, adding that of them, 3100 weredeployed last year.The government provides Rs 153.19 crores tothe outsource companies against the services of these employeesand the companies give Rs 130.10 crores to the employees.

Guj receives 93.5 pc of season's rainAhmedabad: Heavy showers have lashed some dis-

tricts in Gujarat, a government department said onWednesday, adding that the state has so far received93.54 per cent of the average rain this monsoon season.In 24 hours ending 6 am on Wednesday, the ChhotaUdepur taluka in that district received 182 mm rain, thehighest in the state during this period, followed by PaviJetpur taluka getting 162 mm and Kwant 159 mm, as perdata released by the state emergency operation centre.Besides, Halol taluka in Panchmahal district received159 mm rainfall, Vijapur taluka in Mehsana got 115 mmrain, while Mehsana talukagot 106 mm downpour, itsaid. "As many as 187 out of251 talukas of the statereceived rainfall during thisperiod. With this, the statehas so far received total763.27 mm rainfall, or 93.54per cent of the average annu-al rainfall at 810 mm," as perthe data. The state's southzone received the highestrainfall of the season at107.02 per cent, followed byKutch zone - 103.04 per cent,east central zone- 93.15 percent and Saurashtra zone-80.06 per cent, it revealed.District-wise, ChhotaUdepur recorded the high-est rain of the season at137.96 per cent, followed byBharuch-136.11 per cent,Narmada-120.07 per cent,Surat- 110.05 per cent,Panchmahal-109.67 per centand Tapi-101.6 per cent.However, DevbhoomiDwarka district received thelowest rainfall at 60.78 percent, while Banaskantha got65.62 per cent, Mahisagar -65.75 per cent and Mehsana-67.67 per cent. The IndiaMeteorological Department(IMD) has predicted heavyrains at some places inBanaskantha, Patan,Mehsana, Sabarkantha dis-tricts on Wednesday, withheavy to very heavy show-ers likely in Surendranagar,Morbi and Kutch.

CHANDIGARH: The e n f o r c e m e n tdirectorate (ED) on Thursday attached 14 industrial plots worth over Rs 30 crore located in the industrial area of Panchkula. These plots were allotted by former chief minister Bhupinder Singh Hooda during the Congress regime in Haryana in 2013. Although the matter regarding alleged irregularities in the allotment of these plots is being investigated by the CBI, the plots have been attached by ED by invoking the provisions of Prevention of Money Laundering Act (MPLA).“ED attaches 14 industrial worth Rs 30.34 crore under PMLA in Panchkula Industrial Plots Allocation Scam,” the agency announced on its Twitter handle.

These plots, ranging between 500 and 1,000 square metres in size, were allotted to those close to Hooda. The prominent beneficiaries of the scheme were close members of Hooda’s family, his MLAs/party workers and his personal staff in the chief minister’soffice.

The allegations are that industrial plots were given to 14 people by allegedly manipulating certain provisions of allotment which included allowing them to submit their applications even after the last date of submission had ended.The allegations included that ineligible beneficiaries were allotted plots at rates lesser than the prevailing market rates, causing loss of several crores to the state exchequer.Petitionon irregularities dates back to October 201The FIR in this case was registered by the Haryana vigilance bureau on May 16, 2016 and Hooda has been booked in the case being chairperson of Haryana urban development authority (HUDA). Later, the case was referred to the CBI for probe.The issue of irregularities in these industrial plots surfaced after a petition was filed by Colonel S K Jain (retd) of Panchkula in the Punjab and Haryana high court in October 2013.The plots were allotted to 14 persons, including relative of a retired judge of the Punjab and Haryana high court. However, after the allegations of massive irregularities surfaced, the family of the judge had surrendered the allotment.

Gurgaon: At a time when MCG has been carrying out maintenance work of water and sewer connections to sector areas since 2016, the upkeep fee is being collected by Haryana Shahari Vikas Pradhikaran (HSVP), earlier known as Huda.Failing to recover the funds from HSVP, the corporation has sent a strong-worded letter to the chief administrator of the development body, asking him to transfer the accrued amount to MCG for the maintenance work it has carried out so far.In the letter, the MCG commissioner has said the civic body will stall the maintenance work of these services if the corporation doesn’t get the funds, and ask the state government to hand over the upkeep work back to HSVP.At present, a private firm — BCITS Private Ltd — manages water and sewerage billing of HSVP sectors, and the revenue collected goes to HSVP. MCG, according to an official, has paid Rs 27 crore to GMDA for water supply and sewerage services in the HSVP sectors up to June this year. NOIDA: The Noida Authority on Thursday disconnected water and sewer connections of Great India Place (GIP) and Logix City Centre mall after their dues were not cleared despite repeated reminders.

Officials said GIP mall in Sector 38A has the highest dues among all commercial and industrial establishments under the Authority and it amounts to Rs 14.35 crore. Logix City Centre mall in Sector 32 has dues worth Rs 46 lakh.

The amounts are pending for several years. Representatives from the malls were not available for comment. However, the establishments did not face much problems and it seemed they had their own submers ib l e wa te r pump connections, officials said. Other establishments where water and sewer connections were disconnected on Thursday include NMC hospital in Sector 30 that has dues worth Rs 46 lakh, SD Agnel School in Sector 40 that has dues worth Rs 12 lakh and five other commercial plots that have a total due of Rs 79 lakh.“We have been issuing notices to these establishments and have informed them about the dues. The CBI team confiscated the original bond papers of investment from various agents.

CBI began its investigation five days back and during this period called all the agentsrelated to the institution from Darbhanga and neighbouring districts. CBI has collected all the original documents of the investors which were being held by the agents.When police in Darbhanga came to know of CBI raids, they inquired if the officers were actually from the CBI. It was only after a few hours that the senior police officers appeared satisfied about genuineness of the CBI raids.

On the other hand, the agents were confused whether the officers of the financial institution had come in the garb of CBI officers to collect the original investment papers from them and feared that they would run away.

A45-year-old passenger had fallen into the gap between the platform and a moving train when alert constable VikulKumar acted quickly and rescued him.

Hyderabad RPF inspector Janardhan Reddy told media that the incident occurred when Train 12759 Charminar Express from Chennai was entering Platform No. 5 at about 8 am on Thursday.

“A passenger named T. VenkatR e d d y, a 4 5 - y e a r - o l dbusinessman, while getting down from Coach S-4 of the moving train fell down and slipped between the platform and the train. He was about to come under the wheels of the train,” Janardhan Reddy told a reporter.On seeing this, RPF constable Vikul Kumarimmediately acted and rushed to the spot. He then pulled passenger Venkat Reddy out even as the train was moving.

“With his timely action, one life was saved. Venkat Reddy did not suffer injuries,” Janar-dhan Reddy said.

RPF Constable Vikul Kumar was congratulated by RPF IG Eshwar and Commissioner Ramakrishna for being alert and his switch response in saving the passenger's life.

His mother called the hostel warden to ask about his whereabouts when Mukherjee did not answer her repeated calls.Later, the college authorities found that Mukherjee had locked his room from inside and they had to break the door to recover his body.

According to police, Mukherjee was suffering from a neurological condition following a road accident earlier that led to bouts of depression. The victim’s family was aware of this.

Mukherjee had successfully completed his industrial training at a five-star hotel in Kolkata.However, his suicide note stated that he was unable to cope with academic pressure.

New Delhi, The Competition Commission of India (CCI) has initiated a study on e-commerce to gather information and insightsfrom market participants in goods and services.The study includes sectors like mobile, grocery, food, electronic/ electrical appliances, lifestyle and hotels.According to the interim findings, restaurant owners, online platforms, hotels, online travel agencies, sellers and e-marketplace places raised their concerns related to discounts, commission and algorithm issues.Vendors or sellers said that e-commerce platforms give preferential treatment to certain sellers; there is a high search ranking for preferred sellers; and they feel compelled to participate in discounts.On the other hand, e-commerce market place players have said that the sellers are independent third party players; sellers participate in deals at their own discretion; search ranking of sellers is based on algorithms; and there is a mechanism in place to deal with unauthorised vendors selling counterfeit products.Similarly, the hotel industry arguedthat they are forced to set unviable rates because of discounts by online travel operators.They also informed CCI that they see unilateral increase in commissions by online tour operators, and the search ranking algorithm is opaque.Online tour operators have said that prices are determined by hotels, and they offer discounts above listed room price.In the food sector, restaurants have said that deep discounts by online platforms "cannibalising dine in" and the burden on discounts is shifting to restaurants.They have also noted that online food platforms arbitrarily increase commissionsand compelled them to use their manpower.Whereas online food platforms stated that restaurants participate in discount schemes at their own discretion; and commissions are decided based on mutual negotiations and there is no restriction on use of manpower.The CCI sought views of all stakeholders by September 30 as the study is still on.The interim findings were shared during a CCI's workshop on e-commerce - changing competition and landscape in India."It is part of an exercise as part of a market study on e-commerce being conducted by CCI," its chairman Ashok Kumar Gupta said. New Delhi: The Reserve Bank of India has proposed to strengthen the asset-liability management (ALM) framework for NBFCs.In pursuance of the announcement made in the Union Budget 2019-20, the government had rolled out a scheme offering to provide a one-time partial credit guarantee for first loss up to 10 percent to public sector banks (PSBs) for purchase of high-rated pooled assets amounting to Rs 1 t r i l l i on f rom f i nanc i a l l y sound NBFCs/Housing Finance Companies (HFCs). This policy measure will support NBFCs’ access to funding from the PSBs.“On its part, the Reserve Bank will provide required liquidity backstop to the banks against their excess G-sec holdings. “In the 69 years of my life, I haven’t worn a tie. Is it compulsory?” he asks.

Patel is popularly known as “Bawa”, the selfless Parsi coach known to spend most of his waking hours on the hockey field and who has groomed over two dozen international players, including former India captain Viren Rasquinha. “My students got me these leather shoes. Theyare not comfortable. I’ve worn sports shoes all my life,” says Patel, who has also refused to accept a smartphone from his students.

Having run Bombay Republicans, the club that is Mumbai hockey’s assembly line, for close to four decades, Patel is a self-taught coach with no formal training. “I watched and learnt,” he says.Patel is almost a permanent fixture at the Mumbai Hockey Association (MHA) stadium near Churchgate terminus, earning about Rs 12,000 every month for the training he imparts to children. His wards once floated the idea of pooling in money to fund a car but like the smartphone, Patel would have none of it.“He would always ensure we got something to eat at training. He always carries a handkerchief and during nervous moments in a match, he would chew on it. New Delhi.India and Pakistan held a technical meeting at the Zero Point on Friday on the opening of the Kartarpur Corridor, amid fresh tensions between the two countries after Jammu and Kashmir's special status was scrapped.

The meeting comprised of a group of 15 officials from each side, officials said. The Kartarpur Zero point is the point at which the Indian side of the corridor and the Pakistani side of the corridor will be converging.The corridor will connect Darbar Sahib in Pakistan's Kartarpur with Dera Baba Nanak shrine in Gurdaspur district and facilitate visa-free movement of Indian Sikh pilgrims, who will have to just obtain a permit to visit Kartarpur Sahib, which was established in 1522 by Sikh faith founder Guru Nanak Dev.This is the first meeting that is being held after India had on August 5 revoked Article 370 of the Constitution, which gave special status to Jammu and Kashmir, and bifurcated the state into Union Territories.Pakistan had earlier said it would go ahead with the cross-border Kartarpur Corridor project, to be opened in November for the 550th birth anniversary celebrations of Guru Nanak Dev, the founder of Sikhism.Pakistan and India are still discussing the modalities regarding opening of the corridor at Narowal, some 125-km from Lahore, on the occasion of 550th birth anniversary of Guru Nanak in November.Over the past few months many rounds of meetings have been held on the Kartarpur corridor during which the experts from the two sides have discussed its alignment, coordinates and other engineering aspects of the proposed crossing points.In July, delegations of the two countries had held a meeting on the Pakistani side of the Attari-Wagah border to discuss the modalities of the Kartarpur corridor.The corridor will also be the first visa-free corridor between the two neighbours since their independence in 1947.Pakistan is building the corridor from the Indian border to the Gurdwara Darbar Sahib, while the other part from Dera Baba Nanak up to the border will be constructed by India.India-Pakistan ties have nosedived after New Delhi revoked special status to Kashmir earlier this month. Pakistan, which has termed it as an act of "annexation", has snapped trade ties as well as people-to-people connect with India and also asked the Indian envoy to return.

The money, released under the Compensatory Afforestation Fund Management and Planning Authority (CAMPA), was handed over by Minister for Environment, Forest and Climate Change Prakash Javadekar at a meeting of State Forest Ministers and Authorities here.

Minister of State Babul Supriyo was also present. Javadekar told the meeting that the state budget for forests shall remain unaffected and the fund being transferred would be in addition to the state budget.

"It is expected that all states will utilise this fund towards forestry activities to achieve the objectives of the nationally determined contributions (NDCs) of increasing the forest and tree cover, which will create an additional carbon sink equivalent to 2.5 to 3 billion tonnes of carbon dioxide by the year 2030," he said.

Javadekar emphasised that the CAMPA funds cannot be used for payment of salary, travel allowances and medical expenses, among others, an official release said.

The minister said the money will be utilised for compensatory afforestation, catchment area treatment, wildlife management, assisted natural regeneration and forest fire prevention and control operations.

The other areas which will be covered are soil and moisture conservation works in the forests, improvement of wildlife habitat, management of biological diversity and biological resources, research in forestry and monitoring of CAMPA works, among others. With the initial experience of the states regarding under-utilisation of the money collected towards compensatory afforestation, the Supreme Court had ordered the establishment of the fund in 2001.

Lucknow.The Uttar Pradesh government's much-publicised 'Prerna' app, that allows teachers to mark their attendance by clicking a selfie in government schools, has run into trouble.The apex body of government primary school teachers is preparing to launch a statewide agitation against the app on September 4, a day before the Yogi Adityanath government launches it on September 5 to ensure that teachers and students regularly attend school.

To mark her presence in the school, the app requires teachers to click a selfie thrice a day with their students and forward it to the concerned officials.The Prathmik Shikshak Sangh has said that the mobile application threatens the privacy of women teaches and is a violation of their fundamental right. Women teachers are unsure about the use of their photographs on the app, which has already been tested in some districts.
