-  Who affects EU preferences, which main players internally are creating EU Preferences, 

businesses as players (public opinion) 

3.4. Focus on the enlargement policies of  the member states 

-  Why and under which conditions does a member state favor enlargement to include 

particular other states.

-  France with Romania and Malta  connections, cultural, economical, 

-  The Eastern enlargement, Germany with its neighbors, Denmark and Scandinavia with Baltic 

countries, Austria and Italy with Slovenia, Greece with Cyprus 

-  Public opinion that creates enlargement or contra enlargement policies into different 

member countries 

3.5. Focus on impact of  enlargement

We mix this into all under 3 (parallel between Turkey and Macedonia) 

The Macedonia case 

- Introduction of  the countries, 

- Public opinion with polls 

- Empirical data, CIA world fact book or OECD reports 

- How it will affect the EU joining of Macedonia (and some member states) 

- How it will affect Macedonia joining into EU

- Statements of politicians local and international 

- Show that intergovernmentalism is much more stronger than supranationalism  in case of  

Macedonia because of  the way how the decisions are made inside in the EU, voting with 

unanimity, everybody has to agree on the enlargement issue, that gives extra powers to each 

member state in some case to misuse them to solve bilateral issues, like Greece that is blocking 

Macedonia for solving the name issue, etc.

The Turkey case

everybody has to agree on the enlargement issue, that gives extra powers to each member state 

in some case to misuse them to solve bilateral issues, like Cyprus and Greece are blocking 

Turkey to solve the divided Cyprus issue, like Germany and France are blocking Turkey because 

there will be redistribution of  voting powers internally in The EU after Turkeys accession,etc.

-  Perspective for Macedonia and Turkey in their enlargement process

Use the Lisbon Treaty how the treaties have evolved in connection to national parliaments of  

procedures of  enlargement. Voting, veto, referendums..
