EventDescription

The2017SXSAustralianChampionship(hereinaftercalled“theEvent”)isaRallyCrossstyleeventwithmultiplevehiclescompetingatthesametime.Whilsttheeventsshallbeprimarilyanoffroadcourse,competitorsmayencountersectionsoftarmac,gravel,mud,snoworvaryingservices,dependingonthespecificvenue.

Authority

Theeventshallbeconductedundertheprovisionsof:

• TheInternationalSportingCode(ISC)oftheFederationdel’AutomobileInternationale(FIA)• TheNationalCompetitionRules(NCR)oftheConfederationofAustralianMotorSportLtd(CAMS).

TheseSupplementaryRegulations,whicharesubjecttoanyfurtherprovisionsthatmaybemademandatoryfortheconductofTheEvent,bytherelevantauthorities,betweenthedateofissueoftheseregulationsandtheconductoftheEvent,andanynumberedBulletinsthatmayamendoradd.

TheCAMSOrganisingPermitforeacheventshallbepublishedontheNoticeBoard.

CompetitorObligation

EachCompetitorwhoentersthechampionship,whichincludesentrantsanddrivers,shallbedeemedtohaveacquaintedthemselveswiththeapplicablerulesandregulationsandagreetoabidebythemandthereasonableinstructionofanyEventofficial.ItistheCompetitor’sresponsibilitytochecktheOfficialNoticeBoardlocatedateacheventforanyBulletinsorAdvicetoCompetitors.

Entriesopenonthe1stDecember2016.TheOrganiserreservestherighttocancelorpostponetheEventiffewerthan20entriesarereceived.

TheOrganiserreservestherighttorefuseanyentrywithoutgivingaspecificreason,andinsuchacaseshallrefundtheentryfeeinfull.

ThecompetitormustbethelegallyregisteredownerofthevehicleorhavewrittenpermissionfromthebonafideownerofthevehicletoentertheEvent.Thisdocumentation(AttributedEntryForm)isavailableuponrequest.Anoriginalletteroremailfromthebonafideownershallalsosufficeaspermissionforcompetition.

Uptothetimeofthereportingforpre-eventscrutiny,thecompetitorshallbefreetoreplacethevehicleentered.Ifavehicledoesnotcorrespond,initsconfigurationwhenpresentedforscrutiny,toitscategory,thevehicleconcernedmaybetransferredbytheorganiserstoanothercategory.ReplacementofvehicleduringtheEventisnotpermittedandissubjecttopenaltyofexclusionfromtheround.

IfacompetitorcannotcontinueduetomedicalreasonsthentheClerkoftheCoursemayapproveasuitablylicensedsubstitution.

Ifthereisanadditionaldriverappointedtoavehicle,theClerkofCoursemustbenotifiedby18:00hrsthenightbeforetherace/round.

Itisaconditionofacceptanceofanentrythateachcompetitoranddriveracknowledgethatthepromoteristheownerofthename,logosanddesigns(‘therights’)associatedwithTheChampionship.Competitorsmustseekandreceiveauthorisation,inwriting,fromthepromoter,fortheuseoftherightstopermitthereproductionofthenameofTheEventandthelogosanddesigns.

Alladvertising,salespromotionandpublicitymaterialproducedbytheparticipantsmustreferprominentlytoTheChampionshipasthe‘SXSAustralianChampionship’andallcompetitors,theiragents,managementandsponsorsshall,byenteringTheChampionship,specificallyagreetoabidebythisregulation.

Itisaconditionofacceptanceofentrythatthepromoterhastherighttorequestthatcompetitorsmustcarryandoperatephotographicequipmentandauthorisetheproduction,distributionandsalesofmodels,photographsorotherformsofreproductionofanyvehiclecompeting,completewithcompetitionlivery(includingnameofcompetitor)foreventrelatedpromotions.Allcompetitorsandeventofficialsalsoagreethattheirvoicesshallberecordedbytheorganisersduringeventcommunication.

FilmandvideotaperightsforTheEventaresolelythepropertyoftheorganiser,oritsnominee.Competitorsarepermittedtocarryandusevideocameras,butthepromoterretainscopyrightofallfilm/videofootageassociatedwithTheChampionshipotherthanforpersonaluseandenjoymentofamateurs.Anycommercialarrangementsmadebyacompetitorforthesaleoffilmorvideofootage,orviewingofsuchfootageinapublicplace,mustbeapprovedinwritingbythepromoter.Competitorsareadvisedtocontactthepromoterpriortomakinganycommercialarrangements.Failuretoobservethisregulationmayleadtoabreachofcopyrightcharge.

ByenteringTheChampionshipallparticipantsshallagreetothefreeuseoftheirnamesandphotographsinanypublicitymaterialwhichmaybeissuedbytheOrganiser,TheChampionshipprincipalsponsoranditsassociatedcompanies.Advertising,publicityandallotherstatementsmadebycompetitorsandtheiragenciesreferringtotheresultsofTheChampionshipshallbeinaccordancewiththeofficialresultsannouncedbytheOrganiser.

CompetitorsorcrewarenotpermittedtouseTheChampionshiptosellanyitemofmerchandisewhichincludesTheEventlogoorname(e.g.:teeshirts,caps,badges,etc)withouttheexpresswrittenpermissionoftheOrganiser,andanysuchsalesagreedtobytheOrganisermaybesubjecttopaymentofcommissiontotheOrganiser.

Fees

Entryfeespayableareasfollows:

Thefollowingfeepaymentsshallberequired:

• $5,500EntryFeesforallrounds;• $1,000EntryFeeperindividualround;

General

EntryFeesincludethefollowing:

• Entryofonevehicle;• Useoffacilitieswhereavailable(toilets,medicalfacilitiesetc.);• PublicRiskInsuranceasobtainedbytheOrganiser;• CompetitorandVehicleaccreditation;and• 4xservicecrewaccreditation• 4xguestaccreditation

Payments

AllpaymentsaretobemadetoGruntGlobal.

Refunds

Allwithdrawalsmustbesubmittedtotheorganiserinwriting.Therefundsapplicabletofullypaidorpartlypaidentryfeesare:

• IfwithdrawnafterCloseofEntries–norefund,• Ifavehicledoesnotpassdocumentationorscrutiny–norefund.

CancellationofRounds

If,forwhateverreason,the“round”doesnottakeplacetheOrganisershallattempttoholdareplacementroundinitsplace.Underthesecircumstances,entryfeesshallnotberefunded.IftheChampionshipiscancelled,thecompetitorsacknowledgethat:

UpontherefundofentryfeesthePromoterandOrganiseroftheeventshallbedischargedfromanyfurtherliabilitytothecompetitorforanyexpensesordamagesarisinginanywayfromtheirenteringtheevent;and

ExceptastheAustralianTradePracticesAct1974otherwiseprovides,thePromoterandorganisershallnotbeliabletothemforanydirect,indirectorconsequentialloss,expenseordamagearisingfromtheirenteringTheEvent.

Insurance

PublicLiability

PublicLiabilityInsuranceforTheEventhasbeenaffectedthroughCAMS.

Competitorsinvehicles,whichareinvolvedinaccidents,whichresultinclaimstorectifypropertydamageunderthesepolicies,arerequiredtopaytheinsuranceexcessforeachaccident,whichresultsindamagetoproperty.Ifthecostislessthantheexcess,competitorsshallberequiredtopaythefullcostoftherectification.

PersonalAccidentInsurance

PersonalaccidentinsuranceinexcessofthatprovidedthroughCAMS,isthesoleresponsibilityofthecompetitor,servicecrews,supportcrewsandanyadditionalpeopleassociatedwiththeevent.Itisstronglyrecommendedthatcompetitorsgiveconsiderationtotakingoutadditionalinsurancecover.InregardstotheCAMSinsurance,pleaserefertohttp://www.cams.com.au/about/our-services/insurance.

VehicleInsurance

VehicleThirdPartyInsuranceand/orThirdPartyInsuranceand/orComprehensiveVehicleInsurancearetheresponsibilityofthecompetitor.Competitorsshouldnotethatthirdpartypropertyinsurance(fordamagetoanothervehicleifyourunintoit)isnotcoveredbythepublicliabilityinsuranceaslistedabove,andisthecompetitor’ssoleresponsibility.

THERULES:RULE#1 Rounds

Thereshallbesix(6)roundsduringthe2017Season.

RULE#2 Shakedown

Thissessionshallbeutilisedforcoursefamiliarisationbeforecompetitionbegins.Thissessionwillbeconductedunderfullcourseyellow.

RULE#3 Heats

Eachheatshallconsistof6vehicleswitharacelengthoften(10)tofifteen(15)minutes.Thismayvarydependingontracklength,conditionsanddelays.

RULE#4 RacePoints

Pointsshallbeawardedattheendofeachheat.Thestandardpointsallocationisirrespectiveofthenumberofvehiclescompetingineachraceandpointsshallbeallocatedasfollows:6forfirst,5forsecond,4forthird,3forfourth,2forfifth,1forsixth.

ADNF(DidNotFinish)willbeawarded1point.

Thewinnersoftheroundshallbebasedontotalpointsforthatday.ThewinnersoftheChampionshipshallbebasedontotalpointsfortheseries.Ifthereisatieforfirst,secondorthirdtheofficialswillcountbacktheresultstofindthesepositions.Thiswillresultin1additionalpointpotentiallybeingawarded.

RULE#5 CompetitorConduct

Competitorsarerequiredtoracefairandsafeatalltimes.Intentionalbumpingorrubbingshallnotbetoleratedandshallbesubjecttopenalties.Asideimpactshallalsoresultinsubstantialpenalties.

RULE#6 Timing

Timingandresultsshallbedeterminedusinganelectronicsystem.Transponderswillbesupplied.EachvehicleshallcarryaRallySafe(ifavailable)radiowarning&timingunit.Thisunitistobesuppliedbytheentrant.

RULE#7 Start

Eachvehicleshalllineupinorderasdirected.Theeventofficialshallindicate1minutetheneitheranAustralianflagoranelectroniclightssystemshallbeusedtostarttherace.Falseorjump-startsshallbepenalised.

RULE#8 Finish

Whenaraceisabouttofinish,theeventofficialshallholdupalastlapboard,thenfollowedbyachequeredflag.Afterbeingshownthechequeredflageachcompetitormustreturnatwalkingpacetotheirpitareaunderthedirectionoftheeventofficials.

RULE#9 JokerLap

Ineachracea“shortcut”lanewillbeaddedtothetrackthatreducestwo-threesecondstothelaptime.Eachcarmustpassthroughthisonceineachraceonly,failuretodoso,ormorethanoncebringsapenaltyof30seconds.

RULE#10 RallySafeWarningSystem

AllcompetitorswillberequiredtopurchaseaRallySafe(ifavailable)Timing&Warningsystemfromtheorganisers.

YELLOWLIGHTS-WhenacompetitorviewsaYELLOWlightbeingdisplayedtheymustimmediatelyslowtowalkingpaceandcontinuetocirculatearoundthecourse.UnderYellowlightsconditionsovertakingisforbidden.

REDLIGHTS-WhenacompetitorviewsaREDlightdisplayedtheyaretoimmediatelystopwheretheyareandawaitforfurtherinstructionsfromtheeventofficials.

GREENLIGHTS–WhenacompetitorviewsaGREENlightdisplayed,thecourseisclear,theyaretoimmediatelystartracing.

RULE#11 CourseAlterations

TheClerkoftheCoursemayalterasectionofthecourse,regroupthefieldastorunningorder,oralter,postpone,orterminatetheraceorroundatanytime.

RULE#12 FollowingtheCourse

ACompetitorisforbiddentodriveintheoppositedirectiontotheprescribedcourse.

Itisimportantthateachcompetitorstaysontheprescribedcourseanddoesnotcutcorners.ACompetitorobserveddeviatingfromthecourseinordertogainanadvantagemaybesubjecttopenaltyuptoexclusionfromtheround.

RULE#13 Overtaking

Anycompetitorwishingtoovertakeanothervehicleshalldosoonlywhensafe.

AnycompetitorreportedtotheClerkoftheCourseasdeliberatelybaulking,obstructingorshuntinganothervehicleshallbesubjecttopenaltyuptoexclusion.

RULE#14 LeavingtheRace

ACompetitormayleavetheprescribedcoursetowithdrawfromtherace.

Onceacompetitorhasleftthecourseduringarace,theyaredeemedtohavefailedtocompletetheraceandcannotre-joinuntilthenextballotedraceinwhichtheyarescheduledtoappear.1PointshallbeallocatedtoaDNF.

Acompetitorthatchoosestonotstartaraceinordertospendtimeeffectingrepairsshallbeclassifiedanon-starterandawarded0points.Nocompetitormayswapraceallotmentswithanothercompetitor.

RULE#15 AdditionalInformation

Eachroundmaybecustomisedtosuitthecourse.Forexample,only5vehiclesmaybepermittedonthetrackatanyonetime.

Racelength,competitionformatanddistancemaybevariedtocreateinterestandchallengeswithinthechampionship.

Onlythedriverispermittedinthecarduringtheevent.

RULE#16 Technical

EachcompetitionvehiclemustbecommerciallyavailableinAustraliathroughalicenseddealer/distributer.

EachvehiclemustcomplywithScheduleAandBoftheCAMSManualofMotorSport.

EachvehiclemusthaveissuedacurrentCAMSLogBook,whichmustbepresentedattheevent

EachvehicleinthisclassmustcomplywiththeSuperliteClassasdetailedintheCAMSOffRoadSpecificRequirementsforOffRoadVehicles.Thisincludesanyfurtherrequirement,asapplied,intheCAMSOFFRoadGeneralRegulationsforOffRoadVehicles.Acopyoftheseregulationsisattachedtothisdocument.

InadditiontotheCAMSOffRoadSpecificRequirementsforOffRoadVehicles,forSuperliteClass,thefollowingmodificationsarepermitted:

• TheECUsisfree.• Foraturbochargedvehicletheintercoolerpositionandtypearefree.• Thefuelpumppositionandtypearefree.• Eachdriveshaftisfree.

FuelTanks

ForeachcompetitionvehicletheFuelTankspositionandtypearefree.ItishighlyrecommendedthatanyFuelTankfitmentcomplieswiththeCAMSSuperliteRegulations.

For2018eachnewvehicleenteringtheSXSAustralianChampionship,FuelTankreplacementispermittedinaccordancewiththeCAMSSuperliteClassregulations.

EachvehiclemustcomplywiththerequirementsasdetailedbytheEventOrganiserforthefitmentof:

• RallySafeTimingandWarningSystem(ifavailable);

TheEventOrganiserreservestherightatanytimeduringthechampionshipto:

• Compliancecheckandconductscrutinyonacompetitionvehicle;

RULE#17 ProhibitedEquipment

Thefollowingequipmentisprohibited:

• Theuseofstuddedorspikedtyres,orchains.• Thefitmentofroofracks.• Thefitmentofanyequipmenttotheroofofthevehicle,saveforradioaerialsandnumberpanels.

RULE#18 Fuel

OnlycommerciallyavailableunleadedfuelasdefinedinScheduleGoftheCAMSManualofMotorSportmaybeused.

RULE#19 Medical

EventEmergencyIntervention

Intheeventofamedicalemergency,theMedicalInterventionVehicle(MIV)shallalsobedirectedtothesceneassoonastheracinghasbeenstopped(Redlight/flag).Theseshallbefullymedicallyequippedforemergencyinterventionandmannedbydoctorsorparamedicsqualifiedinremoteandpre-hospitalmedicine.

WhentheinjuredcompetitorhasbeentreatedonsitebytheMIV,ifadditionalmedicalassistanceisrequiredtheyshallbetransportedbyAmbulancetothenearesthospital.

OnceaninjuredcompetitoristransportedbytheStateambulanceprovider,thecompetitorisliableforfurthertransportormedicalexpenses.

Alcohol,DrugsandOtherSubstances

AnyholderofaCAMS‘Competition’or‘Officials’licence(orequivalentlicenceissuedbyanotherASN)maybetestedforthepresenceofdrugs(orotherbannedsubstances)andsubjecttoapenalty(ies)forabreachinaccordancewiththeCAMSAnti-DopingPolicyand/ortheCAMSIllicitDrugsinSport(SafetyTesting)PolicyaspublishedontheCAMSwebsite.Consumptionofalcoholinthepaddock,pitsoranysectionofthecompetitionvenue/courseunderthecontroloftheOfficialsisforbiddenuntilallcompetitionisconcludedeachday.Accordingly,anyholderofaCAMS‘Competition’or‘Officials’licence(orequivalentlicenceissuedbyanotherASN)mayalsobetestedforthepresenceofalcoholbyaCAMSAccreditedTestingOfficial(CATO)inaccordancewiththeCAMSStandardOperatingProcedureforBreathAlcoholTesting.

RULE#20 PreEventDocumentation,Scrutiny&Briefings

Pre–EventDocumentation

Uponreceiptofentry,eachcompetitorshallreceivewrittennotificationofpreeventdocumentationrequirementsandanyitemsoutstandingfromtheirentryformdocumentation.Originaldisclaimersarerequiredtobesignedbyeachcompetitorandservicecrew.

Reporttimesfordocumentationandscrutinyshallbeflexibleandtakeplacebeforecompetitionateacheventhoweverdocumentationmustbecompletedbeforescrutinycantakeplace.

Pre–EventScrutiny

Eachvehicle,andallcompetitorapparel,mustbepresentedinaready-to-startconditionwithallcompulsoryandoptionalequipmentfittedtothevehicle.ScrutineersappointedbytheOrganisershallexaminevehiclesforsafetyandgeneralcompliancewiththeseregulations.

EachvehiclethatdoesnotcomplywiththeprovisionsofthesafetyregulationsoftheSupplementaryRegulationsshallnotbepermittedtostart.

CompetitorBriefing

Abriefingforallcompetitorsandservicecrewsshallbeconductedbeforethecommencementofcompetitionateachevent.TimeandvenueshallbeadvisedinaBulletinpriortotheevent.

During–EventScrutiny

Eachcompetitorisresponsibleatalltimesforthetechnicalconformityoftheirvehicle.Duringtheround,scrutineersappointedbytheOrganisermayconductfurtherscrutinyonavehicleforsafetyandgeneralcompliance.

Post–EventScrutiny

AminororacompleteanddetailedcheckmaybecarriedoutatthecompletediscretionoftheClerkoftheCourseorStewards,whichmayinvolvethedismantlingofanyvehicleenteredinthecompetition.

ProvisionalandFinalResults

ProvisionalresultsshallbepostedontheOfficialNoticeBoardattheconclusionoftheEventatatimetobeannouncedbyBulletin,andsubjecttotheresolutionofanyprotestsshallbecomefinal30minutesafterposting.Detailedfinalresultsshallbelocatedonlineatwww.sxs-racing.compostevent.

ProtestsandAppeals

AnyprotestregardingadecisionoftheOrganisercanbelodgedwithaCROusingaProtestForm.IfthisdoesnotsatisfactorilyresolvethematterthenaProtestcanbelodgedinaccordancewithPartXIIoftheCAMSNCRs.CompetitorsmaylodgeanAppealagainsttheoutcomeofaProtest,inaccordancewithPartXIIIoftheCAMSNCR.

RULE#21 CompetitorSafety

Non–InjuryDuringaRace

Intheeventofastoppagebyacompetitorwherenomedicalassistanceisrequired,thecompetitormust:

• Attempttoparkinasafelocation.• Movesomewheresafeawayfromthecourse.• Waituntiltheendoftheracebeforeattemptingrecovery.

AccidentInvolvingInjury

Anycompetitorinvolvedinanaccidentrequiringassistanceforatrappedorinjuredcompetitorshould:

• ImmediatelysignaltheeventofficialsforassistanceandtheMIVandRecoveryvehiclesshallbeactivated.• Atthefirstpracticaltime,fillinanincidentreportfullydetailingtheincident,andpassittotheCRO.

AccidentPossiblyInvolvingInjurytoAnotherCompetitor

Anycompetitorcomingacrossanaccidentwhereassistancemayberequiredforatrappedorinjuredcompetitormust:

• Stop,andimmediatelysignaltheeventofficialsforassistanceandtheMIVandRecoveryvehiclesshallbeactivated.

Anybreachofthisregulationmaybesubjecttopenaltiesuptoexclusionfromtherace.

OtherIncidents

Anyincidentresultingindeathorinjurytostockand/ordamagetoproperty,includingfencesandgates,orinvolvingamemberofthepublicoranofficial,mustbereportedverballytotheofficialatthenextpossiblemomentandtotheOrganiserwhoshalllogtheincident.Failuretoreportsuchanincidentwithinthespecifiedtimemayincurpenaltiesuptoexclusionfromtheround.Nopenaltyshallbeappliedforanaboveincidentunlessitisdeemedtobeacarelessordeliberateact.

RULE#22 Penalties

Breaches

CompetitorsdeemedguiltyofabreachofregulationsmaybesubjecttosuchpenaltyastheClerkoftheCourseorStewardsdecide.Regulationsforwhichtherearenoprescribedpenaltiesinclude:

AustralianCompetitors

EachdriverandcompetitorshallholdaCAMSNationalRallyLicence(NRL)oraCAMSNationalOffRoadLicence(NO)orhigher.EachdrivermustbeamemberofaCAMSaccreditedcarclub.OverseasCompetitors

Thedrivershallcomplywiththefollowing:

• theyholdatleastthehighestnationallevelofrallylicenceoftheASNwhichissuedthelicence;• theyholdauthoritytocompeteissuedbytheASNwhichissuedthelicence• theyholdtheappropriateauthorityissuedbyCAMSviaaForeignParticipationVisa;• theycompleteamedicaldeclaration(sameasNationalRallyLicence);and• theydemonstratetotheOrganiser’ssatisfactionanappropriatelevelofpriorexperience.• Thecompetitorshallholdalicencecomplyingwiththerequirementsforcompetingcrew,oralternativelya
