Putting energy efficiency first } A binding 30% EU-wide target for energy efficiency by 2030 aiming to
reduce our dependency on energy imports, boost economy and create jobs, cut more emissions (cut CO2 emissions by at least 40% by 2030)
} Efficient buildings, clarified ecodesign framework and measures, smarter finance.
} Extension beyond 2020 of the energy savings requirement to 2030 (specified in Article 7).
National Energy Plan Audition (SEN 932)
EU-MERCI open conference - Rome -February, 23rd 2017
} Federesco asks for the commitment of the Government in the implementation
of:
• effective EE measures and policies
• a new National Energy Plan and a unique Authority for the EE topics
• a clear, integrated and defined system of incentives
• EPC schemes and TPF instruments
• a favorable background for ESCos as the key actors for Energy Efficiency
ESCo – definition
EU-MERCI open conference - Rome -February, 23rd 2017
2006/32/EC DIRECTIVE
"ENERGY SERVICE COMPANY" (E.S.CO.): A NATURAL OR LEGALTHAT DELIVERS ENERGY SERVICES AND/OR OTHEREFFICIENCY IMPROVEMENT MEASURES IN A USER'S
PERSONENERGYFACILITY OR PREMISES, AND ACCEPTS SOME DEGREE OFFINANCIAL RISK IN SO DOING. THE PAYMENT FOR THE SERVICES
DELIVERED IS BASED (EITHER WHOLLY OR IN PART) ON THEACHIEVEMENT OF ENERGY EFFICIENCY IMPROVEMENTS AND ON
THE MEETING OF THE OTHER AGREED PERFORMANCE CRITERIA

The contract with the formula TPF is the best guarantee for the end user that the plant will be built in the year with the highest possible efficiency, as it is the energy that remuneration, day after day, the amount invested. The duration of the contract and the repayment plan is agreed with the customer. The third-party financing is therefore a system that enables companies to improve energy efficiency without the use of equity, even while saving money.

Control andmanagement
Compliance check
The monitoring system has a fundamental role in the realization of energy efficiency projects, especially in industrial system and production cycle.
• Energy consumption control andmanagement
• Services and supply contracts check• Lump sum projects
• Compliance check of services and supply contracts
• Identification and realization ofoptimizationprojects.

7Evaluation
Evaluations and checks of energymanagement can be helpful forcompanies for the identification ofthe changes to implement in orderto reduce energy consumption andcosts.
It is not strictly necessary to realize all phases, but it is important to know that the number of advantages increases proportionally with the number of implemented phases.
