The Road Safety Statement 2019

• Safe System approach endorsed; 4 priorities • young road users• older road users (third age!)• motorcyclists• rural roads

• 74 actions – including • Joint roads policing review• Drug drive offender courses

• Drug Driver High Risk Offender scheme• MEBTI competition• Road collision investigation project

Scotland – drug drive legislation now implemented • Tougher laws on drug driving, and a new roadside

testing regime, came into effect in Scotland on 21 October 2019

• In line with England and Wales where implemented 2015

Page 10: The road safety situation in the UK - ETSC | …...The road safety situation in the UK David Davies, Executive Director, PACTS ETSC and PACTS: Regulating drug driving to protect all

Drug drive enforcement – a success so far but where next? • Scotland implementation

• Actions in Road Safety Statement

• Increased roll out by police forces

• Education / publicity campaigns? (Drug driving not seen as dangerous/illegal, unlike drink driving??)

• Quicker/cheaper evidential tests – changes in forensic requirements? Cost recovery?

Discuss!
