TERMS AND CONDITIONS FOR TENDER1. TWO ENVELOPPROCEDURE

(a) The bid shall comprise a single package containing two separate envelops. Each envelopshall contain separately the financial proposal and the technical proposal.

(b) The envelopes shall be marked as "Financial proposal" and "Technical Proposal" in boldand legible letters to avoid confusion. .

(c) Initially, only the, envelop marked "technical proposal" shall be opened.'(d) The envelop marked as "Financial proposal" shall be retained in the custody of the

procuring agency without being opened and at the time of opening the TechnicalProposals date of opening the financial bid will be given in written.

(e) The procuring agency shall evaluate the Technical Proposal in a manner as PPRARules.(f) After the evaluation and approval of the Technical Proposal the procuring agency, shall at

a time within the bid validity period, publically open the Financial Proposal of theTechnical accepted bids only. The Financial Proposal of bids found technically non-responsive shall be returned un-opened to the respective bidders.

(g) The bid found to be the lowest evaluated bid shall be accepted.2. The quotation should be in the name of Govt Degree College For Boys Depal Pur and firm

shall quote the name of college and articles/goods on each envelope.3. Every Quotation must be accompanied by call deposit at the rate of 5% of the Estimated Cost.4. Cheques and drafts will not be accepted as call deposit.5. The firm has to submit Affidavit on stamp paper of Rs: 100 in favour of the Govt Degree

College For Boys Depal Pur that the firm is not black listed in any Government Departmentand is an active tax payer. ,.

6•. The Quotations should reach the office of G6vt Degree College For Boys Depal Pur before24.03.2016 at 12:001M Noon through sealed registered dak or courier.

7. The Quotations (technical bid) will be opened in the Committee room office of the GovtDegree College For Boys Depal Pur on 24.03.2016 at 12.30RM in the presence ofrepresentatives authorized by respective firms publically • If any firm's owner orrepresentative not present at the time of opening the bids he has no right to object later on.

8. The Purchase Committee has the authority to accept or reject the Quotations withoutassigning any reason or on the basis of evaluation criteria.

9. Rates given in the quotations should be without Sales Tax..10. The firm will also be responsible for any breakage damage and also for safe delivery at the

college premises.11. The articles quoted must be supplied according to the specifications demanded in the tender

form.12. Payment against the supply will be made after certification and recommendation by the

purchase committee.13. No partial payment ~i11be made in any case. ,.14: The offered rates should be valid up to 30-06-2014.15. The supply order can be increased/decreased or finished as per requirement.16. The firm /Supplier will be bound to supply the order items within specified period mentioned

in supply order as given by purchase committee.17. Tender form originally signed by the dealing official of this Directorate should be used for

technical bid/ financial bids.18. Articles must be supplied within the stipulated time period19. Tender form will be issued Immediately after the publication Date on written request on the

firm's letter pad on the payment of Rs.sOO/-tender fees.20. Firm should have its own manufacturering unit ( wood seasoning. plant, powder coating

unit/plant in case of furniture supplier.
