Utilities Expansion Project North 2 Headlines September 18th NWNA Meeting

North 2, the first phase within

our northwest boundaries,

planned for construction

during fiscal year 2015-2017.

Paul Clinghan informed that the design of the system depends greatly upon topography,

particularly on the canal system and design attempts to minimize the number of lift stations.

The construction process involves:

Pulverize roadways (i.e., eliminate rock debris) so that lines can be laid (sewer in

center of the road bed with water and irrigation on opposite sides of the road bed).

Repair homeowner driveways or run water/irrigation underneath the driveway apron.

Running service to box on Right Of Way (ROW) on homeowner’s property.

Make appropriate stormwater drain improvements.

Repave roadway with most storm drains being replaced as part of the upgrade with new

catch basins using 3" grate weep and utilizing swales to better filter rainwater before it

enters the canal system.

Install temporary mailboxes (then, replace homeowner mailbox).

Repair homeowner lawn irrigation lines. (Notice to homeowner if their landscaping

encroaches on ROW construction area.

Estimated costs for North 2 covering 4.27 square miles is approximately $137,000,000.

Financing will be handled in three ways: (1) Initial prepayment period (20% discount),

(2) Adjusted prepayment period; and, (3) amortized (default method) billed over 20 years via

the tax bill. More information is expected in nine months regarding costs to the homeowner.

Additional costs to the homeowner will also involve connecting to the residence that will be

handled by private plumbing contractors. Neighbors will also have the opportunity to save

money by arranging bids for groups of neighbors in a geographic area (i.e. neighborhood).

Note: A follow-up briefing will be planned prior to the start of the North 2 installation.

In June 2014, City Council approved City

Staff to begin the process to hire an

outside consultant for design services for

the estimated $137 Million North 2 UEP.

City Staff will prepare the Request for

Proposals. Also, in June 2014, Council

approved the hiring of additional City

staff to assist with the management and

coordination of the North 2 design as well

as North 1 and future UEP areas. The

UEP office will be hiring two engineers

and one CAD/GIS Specialist.

NWNA’s officers wanted a way to show our appreciation for the time and efforts contributed by volunteers who positively impact our mission. That is why we instituted an ‘Award Recognition Program’ last month to recognize members individually for their efforts such as outstanding committee accomplishment, completing a special project, helping distribute NWNA door hangers to neighborhoods, or adding value to our efforts whether large or small. There are plenty of opportunities to earn our ‘Signature’ mug. You may even want to try for a set of mugs to impress your ‘coffee’ guests. Just contact a committee chairperson or association officer for more information.

COMMITTEE NEWS

Development Review (DRC) —Chairperson Opening (Contact [email protected])

After a nine month hiatus, Interim President—Denis Catalano reconvened the committee on September 15, 2014 to collaborate on its reorganization to effectively oversee development and infrastructure projects in our community. Recognizing that there are multifaceted tasks involved, he invited the participants to provide their feedback and recommendations. A Project Review Team will be available for consultation consisting of committee advisors, historian as well as members with backgrounds in architecture, engineering, and water resources. Orientation and training for new members is also being planned. It is anticipated that a Chairperson will oversee the tasks involved in formulating an approach, and ultimately the committee’s recommendation to NWNA’s President and Board of Directors. Currently, there are seventeen committee members.

Environment—Judy Harvey ([email protected]) Committee members decided on a beautification project to provide examples of median enhancements that incorporated the principles of Florida-friendly landscaping including a road map for median development and offering hands-on opportunities for volunteers. We had a large cross section of neighbors who helped with the plantings on Tropicana and Embers and later followed-up with a re-mulching initiative. Neighbors rose to the occasion and now routinely mow the medians on Tropicana, Embers, Yucatan, and Jacaranda. It is spreading across the community by neighbors making a difference. We applaud those initiatives. A memo has also been sent to current committee members requesting their input for maintenance needs and future initiatives. Plans for implementation will be coordinated once the needs have been identified. Currently, there are seven committee members.

Information Technology—Cathy Eybs ([email protected]) NWNA Web Site: Designed a new web page for the Parks Committee currently featuring Shuffleboard and Horseshoe documentation along with Cape Coral’s Parks & Recreation Fall program guide. Access www.nwcape.com/parkscommitte.htm. A new page was also designed for the Marine Committee. In addition, our Facebook link was added to our Home and News Pages. Our ‘News’ Page and ‘Photo Gallery’ are also routinely updated. Administratively, new memberships and renewals are routinely added to our database and GoDaddy server. Welcome letters are e-mailed to new members. Five members provide committee input.

Marine Committee—Ed Morris ([email protected]) The Marine Committee met in September to discuss dredging and signage issues. Several members did a quick depth survey of the spreader canal from a boat. Particular attention was paid to the areas where we received complaints. The information was provided at a meeting with Councilman Williams who informed that the city was being proactive and is going to try to get the areas of concern dredged before the low tide season. During our October committee meeting we will be discussing the city’s idea of installing MPH speed limit signs in place of the Canals (Idle speed, No Wake) and Lakes (Slow Speed Minimum Wake) and the best way to obtain input from NWNA members. Membership Committee—Deb Cullen ([email protected]) We are seeing all the hard work that the committee has been doing paying off. Many new members have joined us and we are growing weekly. Don’t forget to tell your friends, family, and especially your neighbors about the wonderful benefits of an NWNA membership. Let them know about the e-mail updates and meetings—Together We’re Better! One more thing—we could really use your help as we need volunteers to help deliver door hangers. Maybe you can hang just five or maybe 105...all help is appreciated.

Parks Committee—Chairperson awaiting Board Confirmation! Shuffleboard and Horseshoe equipment was purchased by the NWNA and placed in Joe Stonis Park for the exclusive use of NWNA members and their guests. The following equipment is stored in a small storage locker located behind the shuffleboard canopy nearest the tennis courts [4 shuffleboard cues, 8 shuffleboard disks in holder, one set of 4 horseshoes, one rake to dress Horseshoe Court, one brush to clean equipment after use, and playing instructions for both Shuffleboard and Horseshoes. The door to the locker is secured by a padlock. Access our website (nwcape.com) for procedures to obtain the padlock key. The Parks Committee’s next challenge will be working with the City for further improvements to Sirenia Vista Park. By-Laws Committee—Terry O’Donnell ([email protected]) The committee ensures that the association’s by-laws accurately reflect NWNA’s procedures and operations and conducts periodic reviews to assure that the language is current. When required, the committee modifies and or updates proposed changes for the Board of Directors approval. Proposed by-law changes are then announced to the membership via bulletin at least 30 days prior to the Association meeting during which the revisions will be voted on by the membership.

November 2014 Election Information Lee County voters return to the polls one last time this year on November 4th to cast ballots for their

Representative in Congress, Governor and Lieutenant Governor, Attorney General, Chief Financial

Officer, Commissioner of Agriculture, State Representative, Judges, Lee County Commissioner, and

other Lee County officials. There are also four proposals to amend the Florida Constitution on the

ballot.

These elected officials and proposed amendments will have a great impact and influence on YOU.

Please take the time to become informed about them and vote accordingly.

In the State of Florida you may vote on Election Day at your local precinct, during early voting, or with

a ballot by mail.

If you have not made arrangements to vote by mail and wish to do so call the Lee County Election

Center at 239-533-8683 (239-LEE-VOTE).

There are eleven Early Voting locations in Lee County open from 10am to 6pm from October 20, 2014

to November 1, 2014. The Northwest Regional Library, 519 Chiquita Boulevard North (off Chiquita

and Tropicana) is a new location this election cycle for early voting.

Melt butter in pan and saute peppers until soft.

Add cream and seasonings and cook until

thickened. Gently mix in the crab meat and

bread crumbs. Transfer to a buttered casserole

dish and bake at 325 degrees 10 to 15 minutes

or until heated through.
