For the past 20 years, Gallery 1313 owner Phil Anderson has been taking photos of the quirky personality of Parkdale and he’s ready to share them with the community.

In the Parkdale Pictures exhibit, Anderson provides a visual exploration of unique historical qualities of the neigh-bourhood, from architecture to landscapes.

“For someone who liked to take photographs, it (Parkdale) was full of subject matter waiting to be photographed,” Anderson said.

Anderson lived for 20 years at Queen Street West and Roncesvalles Avenue until he moved. Back then rent was $190 a month and his place came with a fireplace and a back deck. He said the neighbour-hood’s poor reputation at the time didn’t dissuade him from moving in.

“I realized that it was a neigh-bourhood with a sense of com-munity and I was attracted to its history and the many examples of architecture in its buildings,” Anderson said.

Parkdale Community Legal Services summer caseworkers ratify first collective agreementHILARY CATON [email protected]

After 45 years, a group of summer caseworkers at Parkdale Community Legal Services (PCLS) have made history last week after ratifying their first collective agreement.

“It’s rare (this collective agree-ment),” said Sue Dafoe, the lead negotiator on the agreement from the Ontario Public Service Employees Union (OPSEU). “It’s the first agree-ment of its kind where summer stu-dent employees have a representation rights. It’s good timing and it was part of our goal, on the union’s side, to ensure that it was in place for when the new students start (this May).”

PCLS, which functions as a teach-ing clinic for Osgoode Hall Law School with York University, primarily serves low-income clients in the downtown core as well as Parkdale. It specializes in the areas of landlord and tenant law, immigration law, workers’ rights

issues and social assistance issues.The collective agreement repre-

sents the roughly 20 summer case-workers who are employed by PCLS through Osgoode Hall.

Last summer, the summer case-workers sought the help of vari-ous members of PCLS, alum and the community to sign a letter that shows support for the formation of a

union. They received 237 signatures. The catalyst for the push for a union was over concerns over heavy case workloads.

“They (students) had no defined hours,” Dafoe told The Villager.

At PCLS, full-time staff members are already part of a union that did not include the summer caseworkers. Dafoe said the fact the full-time staff is already a part of OPSEU did make creating the students’ agreement a bit easier.

“We basically took from the staff agreement the provisions that were relevant and applicable (and applied to this agreement),” she said.

The summer caseworkers union was formed in August. Since then, three summer caseworkers, who vol-unteered to be a part of the process, along with OPSEU and members of the PCLS board, met to hammer out the agreement in November.

Their collective agreement, which was voted unanimously in favour Feb.

10, now addresses the pressing issues of clearly defined work hours; the ability to earn and take compensating time; grievance and arbitration rights; paid vacation time; bereavement leave; employee-employer commit-tee representation; and recognition for time to be allotted for deferred exams.

“These guys now have defined hours of work and have access to compensating time if they have to go over work hours depending on work demand,” Dafoe added. “This is a huge success.”

The agreement was completed in four “very long days,” Dafoe said. The process of working out the agreement was well-balanced in her eyes.

“Some of it was met with good reception, the basic things like bereavement leave, and some we had to bargain a little harder on,” she said.

Dafoe said she believes this agree-ment may help others gain a voice.

Since Cesar Diaz-Garcia moved into the West Lodge Tower in Parkdale four years ago he said the unit was not in an optimal condition and has gotten progressively worse as the years went on.

“The walls are full of fungus and they won’t repaint them. It’s dis-coloured,” Diaz-Garcia said with the assistance of interpreter Julian Gomez-Biagi.

“The toilet doesn’t flush properly. I have to add water to the tank and it’s been like that since I moved in.”

Other issues Diaz-Garcia men-tioned include malfunctioning heat-ers and lifting floor tiles.

A portion of his ceiling is also caving in, the door to the balcony lets cold air in and he has issues of bedbugs and cockroaches, he said.

The apartment towers at 103 and 105 West Lodge Ave. are owned by Wynn Group Residential. The Villager reached out to Wynn Group Residential, but it did not respond in time for our press deadline.

To express his frustration Diaz-Garcia and roughly 60 other West Lodge Tower tenants rallied on Saturday, Feb. 20, outside of the apartment towers.

The gathering of frustrated ten-ants aimed to bring attention to long-standing issues of disrepair in

the units from broken windows and doors to faulty appliances and bad plumbing.

“Tenants have put in work orders to get these issues fixed, some have also complained to the city. So far the landlord has failed to address these issues,” said Cole Webber, a member of Parkdale Organize!, a community organization focused on helping tenants.

Webber added tenants are also rallying against rent increases and experiencing heating issues in their individual units.

“It’s winter. People are cold and something should be done sooner rather than later,” he said.

Speeches by various tenants were given that afternoon. Diaz-Garcia said many tenants came out on their balconies to listen and came down to sign their petition to get proper heating in the units.

“The atmosphere was really strong and positive,” he said.

Over the past few months ten-ants at both buildings have come together to create a committee to boost their pull for repairs, Webber said. Upwards of 60 tenants from both properties form the committee. This is also the first rally tenants have organized with the goal of getting the landlord to take notice of the pressing repair issues, Webber said.

Considering that film and television production work is worth $1-billion a year to Toronto, we think it’s a good idea Mayor John Tory is head-

ing out to Los Angeles for a business mission in sup-port of the industry. The mayor of one of the world’s largest centres for film, television and digital media production should be making annual visits to help promote and protect what is an important business to our city. And he goes at an especially good time as the value of the Canadian dollar relative to the U.S. dollar makes shooting movies and television shows in Toronto even more attractive for American pro-duction companies.

“Toronto’s film and television sector is a growing source of jobs and economic growth,” said Tory in a city press release.

Along with the dollars the industry pumps into Toronto’s economy, it’s also helping grow an

extremely valuable source of local talent, which benefits our city on so many levels. Being a centre of film and television production also makes Toronto a cultural hub in Canada for those industries. It builds a strong community of not only people in the creative arts,

but also in the many technical sides of the industry from high-tech digital imaging, to sound systems, to set building, special effects, catering, transporta-tion, hotels and more. It’s an industry that also builds Toronto a profile beyond the film industry as it also helps increase tourism. While in Los Angeles, Tory has meetings planned with 11 major studios includ-ing CBS, Paramount, Warner and Sony. According to the city, those studios alone have more than $800-million worth of projects planned for Toronto in 2016 alone. Tory is not going by himself on this trip either, as he is bringing a delegation of both film and tour-ism professionals from the city with him. They rep-resent Canadian companies and the local hospitality industry, and are making the trip with the mayor on their own dime. There are nine partners as part of the mayor’s delegation and they are paying $5,000 each to sponsor An Evening With Canada’s Stars that will showcase Canadian excellence in the industry as part of the visit. Tory will also meet with Los Angeles Mayor Eric Garcetti. While some may see this as a nice excuse for the mayor to get out to California at the end of February, we view it as an important part of the job, promoting local industry and looking after the economic health of Toronto.

‘Crazy’ gondola scheme might be stretching itIf you’re going to pitch a crazy transit scheme like gondolas across the Don Valley to service a fancy artisanal market, prob-ably it’s best to make sure that nobody’s planning an extravagant mea-culpa about their crazy transit scheme within the same week.

Such is the unhappy cir-cumstance that the entre-preneurial gondola-iers at Bullwheel International Cable Car Corp., who pitched their plan to stretch cable across the Don Valley just days before Metrolinx moved to slash prices on the Union-Pearson Express train to boost its gossamer-thin ridership.

The train was at one time touted as a major economic development boost, provid-ing a quick link between Union Station and Pearson airport. The investment – $465 million – was deemed worthwhile, even as the private sector consortium initially interested in the project lost interest, and

in 2010 Metrolinx took the whole thing over.

The private sector clearly knew something that the public sector leadership didn’t, because the rail line opened up with tepid rider-ship.

It wasn’t hard to see why. With few stations, and

those that existed difficult to access, the only way that the 25-minute airport ride could be a convenience would be for those travel-lers who were staying or holding meetings within a short walk of Union Station.

And with the price point of $27 one way, really only executives with an expense account would have any reason to ride it.

But for that class of traveller, an airport limo ride with door-to-terminal service would only cost a few dollars more.

What a terrible idea that airport express train was.

What a terrible, seduc-tive idea.

It was so seductive, of course, because it played to that aspirational myth that is so damaging to Toronto’s more necessary priorities: namely, that we need to dress ourselves up in the manner of much larger cities in Europe and America in order to remain competitive.

So if there are trains from Stockholm’s downtown to its airport, and an express train between Victoria Station and Gatwick Airport in London, what fun it would be for us to be like that too.

So many of our major transit initiatives have sprung from that ethos.

In the 1990s, then North York mayor Mel Lastman fought tooth and nail to make sure there was money for the Sheppard subway, because he knew that building it would validate the Yonge-Sheppard hub

that was to be his old city’s downtown.

Scarborough is get-ting an absurd, one-stop subway extension to the Scarborough Town Centre, because residents there have been convinced that a subway is the path to civic legitimacy.

The gondolas as described sound like a lot of fun – soaring over the leafy glories of the Don Valley, carrying passengers from the million-dollar-homes of prime Riverdale to the boutiques and paths of the Evergreen Brick Works in the Don Valley and back.

It sounds almost enough fun to subsidize with tax dollars when the logistics prove too costly and the revenues too slim for the private sector.

The worst that can happen is you might have to cut your fares.

to remind people of the history of the buildings they so often visit and pass by.

“I think people forget some-times the buildings and places around them. Years ago I lived across from High Park and I would never go unless some-one would come to visit and said, ‘Hey let’s go,’” he said.

“It’s just like that sometimes. People in Parkdale – residents and visitors – sometimes need to be reminded of what attracted them to the area and sometimes a photograph can help do that.”

To add to the historical ambiance of the exhibit, Anderson chose to include archival photos of Parkdale. The oldest picture in the exhibit is of Queen Street West in 1905, he said.

The pictures aim to show the progression of the neigh-bourhood. But don’t worry, it won’t be all landscapes and historical photos.

“Some of the photos I’ve done I’ve used Parkdale as a back drop, while some photos just sort of happened with the thought, ‘Oh that would make a nice photo,’” Anderson said.

“There is also a bit of wacky

Parkdale mixed in there as well,” he added. “There were weeds in the back alley and when they were cut down someone stuffed them in an abandoned car.”
