Problem:

Utility power outage data exists in multiple formats that require conversionsfor use by internal applications and by external stakeholders.

Impacts:

▪ Data conversions lead to inaccuracies and data latency that negatively impact critical decisions and communication with utilities and other stakeholders.

▪ Emergency Management Agencies are limited by the inability to overlay outage data with incident information.

Solution:

Standardized outage data is a “universal translator” that can address this

problem and drive decision-making on the quantity, type and prioritization of

emergency response resources. It enhances existing outage management

systems and practices.

Problem: State Emergency Management Agencies (EMAs) often do not receive utility outage data which is necessary to help recovery efforts. Their only sources of data are the public outage maps.

Request from a State Emergency Management Agency to Utilities

“Currently, [State EMA] accesses publicly available outage data through public websites. [State EMA] uses this information to inform emergency management operations; however, is limited by the inability to overlay outage data with incident information nor visualize a stateside outage picture.”

“This can delay and/or misinform executive understanding of incident impacts and lead to degraded and less effective response operations. Direct access to outage data will enable [State EMA] executives and emergency responders to more accurately assess impacts on [State] residents and drive decision-making on the quantity, type and prioritization of emergency response resources.”
