We all NEED Mentors and SponsorsWe are almost halfway through 2017, can you believe it? As you start to plan or take summer vacations and trips I wanted to encourage you to decompress, detach from work and enjoy some time off!

I was honored to be a guest on the Women in Leadership Panel and Workshop in April. Alex Jackiw, and Rebecca Rosario were very impressive. If you have not had the chance to hear them speak in public or attend a class or seminar hosted by either of them, I highly encourage you to do so. As always Parry Cobb radiates leadership and we are very lucky to have her here in Charlotte.

As I sat next to these women and listened to them speak I was reminded of how important it is to have a mentor who is committed to you. Google defines a mentor as an experienced and trusted advisor. Your mentor may not work for the same company as you. Your mentor may not be in the same line of business that you are in. Your mentor is meant to have a long-term impact and be life and career changing. We need mentors to call us out when we may have our priorities out of whack. Our mentors need to be people who challenge us to be great! They need to insist that we think through issues and deal with difficult questions and situations, even if that pulls us way out of our comfort zones. Who is your mentor? Have you thanked them lately? Today is a great day to drop them a thank you card in the mail for all they have done for you.

I learned from Alex Jackiw that we all need to make sure we have sponsors in our life too. Sponsoring someone is the act of supporting them in all that they do and speaking up on their behalf. When an opportunity arises to serve on a committee,

participate in a new rollout, nominate for Lyceum programs who will speak up for you? Who will recommend you to others for rewarding professional and personal opportunities? Do you know who your sponsors are? Do you have people in your life that speak up for you and advocate for you? Have you thanked them lately? Today is a great day to drop them a thank you card in the mail for all they have done for you.

I would love to invite you to reach out to me if you need a mentor or a sponsor. If I can help you in any way to grow in your career, be a better citizen, a better mother etc. please feel free to call me at 704-379-1872 or email me at [email protected]. Having someone to bounce ideas off of, or just someone to vent to has always been helpful for me. I’ve been blessed to have amazing mentors and sponsors and would love to be a blessing to others. On that note, thank you Katie Schane, Ellie Norton, Nancy Freeman, Brenda Meetze, Stephanie Hovis, and Kelly Thomas. These ladies are super special to me and I wanted to publicly thank them for all they have done!

Celebrating milestones is all around us at GCAA and we couldn’t be more excited! The Products and Service Council is celebrating another milestone this year as a NEW RECORD ATTENDANCE was set yet again for our annual Trade Show. It was a total SELL OUT with 1,810 total attendance! We want to genuinely thank each of our associates for our continued success. We hope everyone who attended made worthwhile connections as well as had a lot of fun! PSC has been working hard on providing our associates with beneficial upcoming PSC Events. Please mark your calendars for the following:

• Our first “Open Door Series” panel “Meet the Decision Makers” is on May 3rd. • Our Annual Golf Tournament on May 18th will be held at Old Sycamore Golf Plantation. • September 6th “Open Door Series” – Beyond Budgets.

Here’s to the Charlotte Apartment Association’s 40th year anniversary and to the journey that led us to this memorable milestone. As we reflect back on 40 years it is clear to see why we have been a successful organization – our staff and membership. One lesson that stands apart in my personal adventure was recently expressed most eloquently by an acquaintance delivering a public address: “No one branch bears fruit by itself.” Behind every success is a network of people who make that victory possible. This holds true for our organization. We have been blessed with volunteers who have provided emotional and personal assistance, individuals who have challenged us to achieve more and make those achievements possible by providing support; and many, many others who have had a stake – emotional, financial, or societal in our organization’s success. Please plan to join us on May 12th for GCAA’s “Springtime in Paris” 40th Anniversary Celebration. This is going to be an incredible evening as we commemorate 40 years. I look forward to celebrating with each of you!

For the third consecutive year, GCAA and its Products & Services Council are partnering with the Charlotte Chamber's Healthy Charlotte Council to help our city become healthier. Answer the CallThe GCAA had it largest turnout at this year’s NAA Capitol Conference in Washington, D.C. (March 6-8). For the second straight year, industry advocates reached all 535 Congressional offices. Sharing the important messages on tax reform, National Flood Insurance Program reauthorization, and Americans with Disabilities Act reform (“drive-by” lawsuits). Lobby Day is the best opportunity that the association has to educate elected officials on how policies and regulations impact our communities, our residents and the employees of the apartment industry. Mark your calendars and plan your budget to participate in next years conference on March 13th and 14th.

The Smoke-Free Certification program is for those communities that have taken the environmentally friendly initiative to go smoke-free!

Benefits of the Certification include:

Attract New Residents – Smoke-Free is in Demand In a survey conducted in 2015 by the National Multifamily Housing Council of nearly 120,000 residents in the US, they found that 76% of residents across all generation levels are interested in non-smoking buildings as an amenity. Smoke-free status is something that residents of all ages want and support! When people are seeking information about places to live, they want to be able to compare one community to another. The checklist of things important to them to consider is likely to include a non-smoking community.

Project a Healthy, Green Image A smoke-free certification indicates a better living environment for residents and pets and provides another opportunity to distinguish your property from others. Wellness-minded design is growing in popularity as younger generations are pushing for healthier environments in their workplaces and homes. Many property owners are adopting the U.S. Green Building Council’s LEED (Leadership in Energy & Environmental Design) certification system and smoke-

free fits within the LEED design. In addition, the NC Housing Finance Agency updated the guidelines in its 2015 Qualified Allocation Plan to require affordable housing properties to be smoke-free to qualify for low-income housing tax credits.

A Smart Business Decision with BenefitsAdopting a smoke-free policy is good for your bottom line. Many property owners and managers in NC have gone smoke-free to save in costs. The sooner you go smoke-free, the sooner you can save money in decreased maintenance, turnover, and fire damage costs. Providing a clean and healthy environment for residents can be a big selling point for your property and those with a smoke-free policy may see an increase in resident demand.

With Smoke-Free Certification from GCAA, your property will be highlighted not only on the GCAA website, but also by GCAA’s community partners.

To apply for the GCAA Smoke-Free Certification, a community must have a lease or contract that prohibits employees, residents and guests from smoking in specified areas in the community. The minimum requirement for the certification is a policy that prohibits smoking indoors, on porches, balconies or patios where applicable. (More broad policies are legal and recommended. They may include other outdoor private and

common areas, building perimeter restrictions, 100% smoke-free campus and prohibition of electronic cigarettes and/or hookah.)

Affordable Housing in CharlotteThe Position of the Greater Charlotte Apartment Association

Affordable housing in Charlotte is a critical issue for the community. A recent study conducted of the affordable housing need estimated that there was a shortage of as much as 34,000 units. There have been ongoing efforts to address the need by many different groups and continued work is needed. Nonetheless on a relative basis to other cities, Charlotte is more affordable than many, a credit to the resources and practices already in place. As additional work is undertaken to improve affordable housing in the community, it is useful to look at the roles and opportunities for the groups involved—government, non-profits, and business.

GovernmentBecause affordable housing is a community - wide issue, the government role is important. Its support for affordable housing has often been in the form of critical financing through the use of tax credits or favorable mortgages since, on its own with market capital, affordable housing can be infeasible—particularly new construction. Rent subsidies provided to households in need can also be an efficient way to make housing affordable for those with limited resources and are generally provided with Federal funds administered locally but other government resources could be used. Another ripe area for better government utilization is to make better use of publicly-owned land in the housing development process.

An important, overlooked, and often misunderstood role for government is to provide an environment where housing can be produced and owned profitably. Governments with a very difficult regulatory environment are also often those places with the least affordable housing. San Francisco touts its requirements for affordable housing but in actuality has much less affordable housing than a city like Houston, where the business environment is more favorable. City policies on zoning, building codes, and fees for services all have an impact on housing cost and its availability.

Non-profitsNon-profit organizations with a focus on community needs provide important resources to affordable housing efforts. Because of the challenging economics of affordable housing, non-profit groups can step in where the market place cannot function effectively. The local Habitat chapter has been active for years and has broad community support. The Charlotte Mecklenburg Housing Partnership has been a successful developer of both single and multifamily housing using both government and private resources. Other groups such as the Urban Ministry and Salvation Army have focused on providing shelter, both temporary and permanent, to the homeless population. Several other groups have provided rent assistance and supportive services to households in need. In recent years, the local faith community has taken a much more active role in local affordable housing with good results. Some national non-profits buy and own apartments with a goal of keeping them affordable; one recently purchased a property in Charlotte. All these efforts have made an important impact on affordable housing in Charlotte.

BusinessThe business community has had an ongoing, important, and often unrecognized role in providing affordable housing in our community. For context, while in a recent year Charlotte Habitat built 46 homes, apartment owners in Charlotte provided over 20,000 apartments that rent for under $800 per month - almost all of them occupied by households with annual incomes at or below 50% of Area Median Income. The existing housing stock in Charlotte is its most important affordable housing resource and could provide more affordability by increased use of some of the programs above including rent subsidies and non-profit ownership. Another key reason that Charlotte has affordable housing stock is that new supply can and has been added, providing availability and inventory and limiting any scarcity.Recently it has been proposed that new apartment development set aside a certain number of new apartments to provide as affordable housing. Regardless of whether a developer agrees to do this or not, it is a reduction in the value of his individual property in order to provide a community wide benefit—not something that seems fair or appropriate. To the extent that it makes new development less feasible, such a policy could have the unintended consequence of limiting supply and actually driving up housing costs. We think that there are better methods to improve Charlotte’s housing affordability.

In summary they are:

40th anniversary celebration

Try to imagine Charlotte without the GCAA. Between 1960 and 1974 the Charlotte Property Management Bureau, with around thirty members, was an affiliate of the Charlotte Board of Realtors. The members met monthly to discuss mutual problems in the real estate rental business and to support a credit bureau to help maintain a supply of good tenants. A member was required to join the Charlotte Board of Realtors and to abide by its code of ethics.

Although a Realtor membership provided many positive benefits, many builders and developers of apartment communities did not want to join the Board of Realtors, pay the dues, and attend classes on how to market homes. When Jim Cobb and Russ Marshall came to charlotte from Dallas, Texas with the Paragon Group, they contacted everyone in the apartment management business to form an apartment association, like the one in Dallas, to serve the industry in the education and legislative areas. Until then the only education available for apartment managers was the IREM and RAM courses.

When Ken Szymanski was employed we found a jewel. His professionalism and personal commitment to our industry along with volunteer leadership from our member companies and associated has helped create one of the top apartment associations in the US. The future looks even brighter.

I have far too many wonderful memories of the years I’ve been involved in the GCAA to count, and I’d never be able to pick a favorite. I could talk about the old Club CAA, the talent shows, the fashion shows, Mr. Peabody, the times we worked concessions at the Panthers Game to raise money for the Men’s Shelter, the pro-renting campaign we spent tens of thousands of dollars on to benefit our members, and there was even a Prom. But these memories, and all the others I don’t have room to mention here, all center around these common threads: incredibly compassionate volunteers, an extremely dedicated association staff, the honor of serving alongside the members and staff, and the pure privilege of being allowed to grow because of, and with, this organization. It’s been amazing to see how we’ve rallied behind members who’ve experienced bad times, celebrated milestones and successes with grace, and risen to meet the changing needs of our industry, our members, and our community. There are thousands and thousands of industry professionals that are more successful because of their involvement in the GCAA, including me.

CAM! 1979 was a time when a one-bedroom apartment rented for $345 and when I was introduced to the Charlotte Apartment Association. CAA was just starting to offer the Certified Apartment Manager program. Having moved from an area that had offered CAM, the course work was behind me and I was anxious to become a designate. The night that I received the designation was memorable on so many levels. The funniest part was when John Bagwell, CAA President, was describing the person who was going to become North Carolina’s first designate that evening! The person to whom I reported was sitting to my left, looked at me and said “who the _ _ _ _ is that”? He about fell out of his chair when I stood. The programs offered in Charlotte gave me the opportunity to not only grow in my profession, it gave me the chance to become involved and to give back. It gave me a chance to serve on a national level and to meet professionals like Ken Szymanski. It was also the chance to meet people who would become life-long friends. The strength of this association, made possible by the commitment of people like Russ Marshall, Jim Cobb and Cindy Chandler was and continues to be inspiring. Those memories and friendships are cherished as I salute the Association for 40 yours of exemplary service. May 12th will definitely be a night to celebrate!

industry Compensation and Benefits Report. With unprecedented market forces at work in the Greater Charlotte Area, there is a keen interest in objective, accurate, impartial data on wage levels for all the on-site industry employment positions. And for the survey and report to best reflect the dynamics of the marketplace, GCAA needs the participation of member Regional Property Managers. For years, low-voltage landscape lighting around pool decks was sufficient in NC apartment communities, so long as that lighting was accompanied by “No Night Swimming Allowed” prominent signage. This allowed for reasonable resident recognition of the pool “footprint” and accommodated use of grills by the pool as part of the overall community amenities and ambience.

In 2017, though, we were hearing that local inspectors were mandating high intensity lighting requirements around pools, ostensibly for the purpose of beaming sufficient lighting for 24-hour active use of the pools. Most in our industry do not want this for a variety of reasons.

The NC Attorney General made the decision back in August in response to more and more facilities including outdoor amenities in courtyards with no separating barrier around the swimming pool to mandate pool lighting be enforced if patrons have access inside the pool barrier at any time. This was in the interest of public safety and in the response to several accidents that have happened throughout the state with patrons falling into the swimming pool while enjoying courtyard amenities due to inadequate lighting. The ruling required that 10 foot candles of light be provided at 6in above the deck surface completely surrounding the swimming pool covering the required clear deck clearance (either 6ft for pools less than 1600 sq ft or 8ft back from pool edge for pools greater than 1600 sq ft) if patrons can access inside the “pool barrier” after dusk.

The NC Attorney General was expected to issue a Formal AG Opinion that would direct the NCDOI/DHHS to change the pool area lighting standards very significantly – such as requiring 10 foot candles of light where the current rule (and

practice) calls for 2 to 3 foot candles. Our member developers and owners would hate such a requirement because of the harsh “outdoor stadium lighting” effect on all dwelling units facing the pool area. The pool area would be transformed from a desirable apartment location to a hated one.

The in-charge state official Phil Thompson of the NC Department of Health and Human Services spoke with the GCAA and he sounded a tone of compromise on this. He is now convinced that signage stating “No Night Swimming Allowed” is the right course of action for apartment developer/owners, rather than higher standards of pool-area lighting. He downplayed any Attorney General opinion, and instead offered that a solution about signage with consent by the NC Commission on Public Health is what he will pursue and is hopeful he can attain. It may take a few months. In the meantime, no County Health Department has authority with plan review for higher standards of lighting.

This is a major win for us in keeping our members’ amenity areas appealing.

Taxation of Repair, Maintenance and Installation Services by the NC Department of Revenue

This article is not specific tax advice. The application of sales and use tax may differ on the facts and circumstances of a particular transaction. The NC Department of Revenue can

provide specific tax advice pursuant to its “Written Determination Policy” at the Department’s website: www.dornc.com/practitioner/determinations/sales/index.html.

A written determination is applicable only to the individual taxpayer addressed and as such has no precedential value except to the taxpayer to whom the determination is issued. In North Carolina, the General Assembly has been actively pursuing ways to decrease personal income taxes. In order to help pay for those reductions, they have boosted sales and use tax for personal services over the past year or two. NC issued new rules for sales and use tax for projects that are classified as “Repair, Maintenance and Installation” (RMI) projects. According to the NC Department of Revenue (NCDOR), a general contractor that performs “repair, maintenance, and installation services” on or after January 1, 2017 is liable for and should collect sales or use tax on the sales price of or the gross receipts derived from repair, maintenance, and installation services.

The effort to revamp North Carolina’s sales tax system to include many services and not just product purchases has created a patchwork of rules and exceptions that is already causing confusion among apartment owners and contractors. Very generally, “initial installation/capital improvements” = no duty to collect, while “replacement or repair” = a duty to collect tax. When the Repair, Maintenance and Installation Service Tax for Real Property went into effect Jan. 1, it meant that contractors must collect an extra 6.75 to 7.5 percent for sales tax, depending on location, for labor costs on residential repairs, from siding and roof fixes to plumbing and electrical work.

Full House Marketing has a New Staff Member

Nichole Anderson is the Full House Marketing, Inc. Staffing Coordinator in the Charlotte Metro Region. She has spent over 20 years in the property management industry.

Nichole started her career as a leasing consultant and quickly moved up to an Assistant Manager, Property Manager, and Senior Property Manager. She has worked with various property management companies over the years but most recently worked with Greystar for eight years. During her time with Greystar she was a Mentor and assisted with training new managers. She is known for growing profitability, identifying the needs of clients and building result oriented teams. Nichole holds her CAM designation and is currently working towards her CAS designation. She also serves on the membership committee for the Charlotte Apartment Association.

Stacie ManEvent Planner

Stacie Man is GCAA’s new Event Planner, her responsibilities include assisting and planning a wide variety of GCAA Events. Stacie’s primary responsibility is Staff Liaison to the PSC and planning the Annual Trade Show, Executive Dinner Meeting, and Annual Charity Golf Tournament. Stacie originally worked at the GCAA

from 2013-2014 as Administrative Assistant and we are delighted to welcome her back. Stacie holds a B.A. degree in Communication Studies from the University of North Carolina, Chapel Hill. She and her husband Andy love to travel, try new restaurants and go see musicals during their free time.
