THE NATIONALPLAN ON ORUGS:OBJETIVES ANOSTRUCTURE

••_ he National Plan on Drugs (PNSD) is agovernmenl iniliative designed to coordinateand strengthen the policies which are carriedout by Ihe different Public Administrations andsocial entities in Spain with regard lo drugs. In

accordance with the present situation of drug addiction,the Plancontains the lollowing lines 01action:

• Promoting a policy 01 prevention which will make itpossible lo decrease Ihe supplyand demand 01drugs.

• Strengthening a network 01 centres to attend andrehabilitate people with problems derived from theconsumption of drugs, promoting their incorporation insocial lile.

• Developing the necessary legal reform to successlullyface theproblems inrelation withdrug consumption anddrug traffic.

• Coordinating joint and efficient aclion 01 all Slateorganizations dealing with supplycontrol.

• Promoting theprogrammes and activilies carried out bydifferent regionaland local inslitutionsand NGOs in thisarea.

• Promoting the responsibility and participation 01 allcitizens.

The organizational structure of the Programme is thefo llowing:

• An lnter-ministerial Group, presidedby the Minislryofthe Interior and consisting 01 representatives of theMinistries 01 Justice, of Education and Culture, ofHeallh and Consumer Affairs, of Labour and SocialAffairs as well as the Secretaryof Stale of the Treasury,

the Secretary 01 State 01 Economy and the Secretary01State 01Relations with the Parliament. The Secretariat01this Interdepartmental Group will be in the hands 01the Government Delegate lar the PNSD.

• The relationship between the Central Administrationand the Autonomons Governments will take place viatwo organisations:

a) The Sectorial Conlerence, presided by the Minister 01the Interior, the policy decision making organism,consisting 01 themembers01 the Inter-ministerial Groupand the Councillars responsible lorthe drugdependencypolicy inthe Autonomons Governments, and

b) The lnter-autonomíc Commission, presided by theGovernment Delegate lor the PNSD, including thosedirectly responsible for the Autonomons GovernmentPlans on Drugs in the 17 Autonomons Communitiesand the Autonomous Cities 01Ceutaand Melilla, whichsubmits proposals01atechnical nature to the SectarialConlerence and executes the guidelines issued by thelalter.

The participation 01 the civil society - NGOs, privateinitiatives, loundations, companies, etc. - is organizedusing diflerent cooperation íorrrulae.

Functions 01 the Government Delegation lor thePNSD.

TheRoyal Decrees 1885/1 996and783/1998 regulate indetail the lunctions corresponding to the GovernmentDelegation, among them especially:• Preparing and inlorming onthe malters that are to be

submilted to the Interdepartmental Group lor theNational Plan on Drugs.

• Developing the actions and proposals derived Iromthe agreements of this Interdepartmental Group andsupervising their execution.

• When necessary, executing the coordination in thisarea between the Services or Units 01 the differentDepartments 01the Ministries.

• Maintaining relations with the different PublicAdministrations and Non-Governmental Organizationsas well as with other private and expert Institutions,both national and loreign.

• Directing the Inlormation System on Drugs.• Coordinating the allocation 01 budget resources 01

the National Plan on Drugs.• Participating in the meetings 01 the corresponding

International Organisms and intervening in theapplication 01 the agreements derived lrom the lalter.

• Keeping theGeneral Records 01 Catalogued ChemicalSubstance Operatars and executing the remainingcompetences altributed to the Ministry 01the Interiorby theLaw3/1996, 01 10January, oncontrol measures01catalogued chemical substances susceptibleto bedeviated lor illegaldrug production.

• Inlormation reeeption, analysis and study 01 drugtraffie and money laundering in re lation to sueh traffie.

• Proposing action programmes to fight drug traffickingand drug consumption.

• Managing the Fund from goods confiscated as aresult ofdrug traflickingand other related offences, tobe used lor the prevention, health service andrehabilitation01 drug addicts, as wellas forthesupportof the repression 01the drug offer.

• Serving as a state organ 01 communication with theEuropean Monitoring Centre for Drugs and DrugAddiction (EMCDDA) as the latter exereises itscompetences recognized by the regulations of thecommunityaswellas for internal purposes onSpanishterritory, earrying out and coordinating activities ofdata col lection and analysis and 01 informationdiffusion on drugs and drug addiction, definingindicators and criteria as sueh, and acting as theSpanish Monitoring Centre for Drugs and DrugAddiction.

• With regard to the eoordination 01the State SecurityForces and Bodies, the GovernmentDelegate for theNational Plan on Drugs, by delegation 01 theSecretary of State lor Security, may take over thecompetence for:

• Drug traffic offences and money laundering inconnection with such traffie, committed by criminalorganizations.

• Drug traffic offences and money laundering inconnection with such traffic, to be tried by the"Audiencia Nacional" (a specialised Court 01Justice)for territorial reasons.

• Offences connected with those above or related tothem, for reasons 01 using the economic benefitsprodueed by them.

mong the measures which the GovernmentDelegation tor lhe PNSD has pul inlooperalion in the lasl lew years to improve theinlormation and analysis 01drug addiction inthis country, especially oulslanding is the

setting up 01 the Spanish Monitoring Centre lor Drugsand Drug Addiction (SMCDDA) .The Royal Decree 783/1998, 0130 April, establishes thisMoniloring Centre in the Ministry 01 the Interior, andthrough the Government Delegalion lor lhe PNSD thisMinistry is given lhe compelence with regard to thestate-wide development 01the activilies 01data collectionand analysis and 01 the diffusion 01 inlormation on drugsand drug addiclion in lhe inlernal area corresponding tothose entrusted to the European Monitoring Centre lorDrugs and Drugs Addiclion (EMCDDA) on a Europeanleve!.The SMCDDA is struclured in the way 01a cooperative,inlegrated by different sources 01inlormalion coming lrompublic and private, nalional and loreign, specialist andscienlilic institutions, on the basis 01 respecting lherespective responsibililies and competences.Its basic lunction is the evaluation 01 lhe drug addiclionsituation in Spain, on the basis 01 collecling and analysinginlormalion, and putting prolessionals at lhe disposal 01the instilulion who manage and/or work in lhis lield and apublic interested in lhe results01its activily. The SMCDDAalso means the existence 01 an efficienl inslrument indecision-making lor lhose responsible 01 the PNSD íorappropriate planning and launching actions in this matter.

The constitution of the Spanish Monitoring Centre hasmeant performing the following actions:• CreationofanAdvisory Council acting as a consultative

element, integrated by members 01 social, prolessional,technical and scientilic groups in relation to lightingdrugs in this country. Other lunctioning SMCDDAorgans which have also been set up are: The ScientilicCommittee, the Committee 01 the NGOs and theTechnical Committee 01 Prolessionals Intervening inDrug Addiction.

• Elaboration 01an"SMCDDA Inlormation System"whichalter integrating the indicators 01 previous systemsincorporates new sources 01 information and newindicators: Rapid Information Probes and TelephoneInlormation and Immediate Alert Services.

• Elaborating periodical reports in which the differentaspects of the drug addiction situation in Spain isanalysed.

• Carrying out annual surveys covering the population ingeneraland the school population.

• Development 01 an Inlormation and DocumentationCentre which puts the most up-dated documents andpublications on the development 01the phenomenon atthe disposal 01 public organizations and privateinstitutions, researchers and the public in general.Among the services provided by the Centre, there isthat of carrying out bibliographical searches in its databases, and inother documentation centres, with whichit cooperates; consultation 01 documentary collectionsand access tothem interms01the existing possibilities,and inlormation on the drugaddiction situation inSpain,and the activities developed within theIramework 01 theNational Plan on Drugs.

Among the future objectives 01the SMCDDA is ln-depíhcoordinationwith the Monitoring Centreswhichexist intheAutonomous Plans on Drugs and with the EuropeanMonitoring Centre, theheadquarters01whichare inLisbon,and boosting the constitution 01 Monitoring Centres inthose Autonomous Communities where they have not yetbeen established.On the other hand, and as part 01 applying the newinlormation technologies, especially with regard to thephenomenon 01 Internet, the Government Delegation forthe PNSD has designed its own web page. It is meant tobe useful lor a wide range 01 users (Autonomous andMunicipal Plans on Drugs, NGOs, university researchteams, health and social service prolessionals, etc.), thusreducing the distance between these and a publicorganism 01 a national nature.The web site is structured and has different access pointswith a very varied content, where information is loundabout resources and health services, preventionprogrammes, publications, activities in an internationalenvironment, uselul addresses, etc.

DRUGCONSUMPTIONIN SPAIN

n the 90s the drugs consumed and the consumptionpatterns underwent a series oftransformations whichpoint to a different situation with regard to that inthe 80s.

Thus, while in the 80s and in the first years 01 the 90s theemblematic "drug" was heroin, today there are clear signsofstabilization and even decrease ofitsconsumption.Thisdoes not mean that we are not going to suffer its seriousconsequences foryears. In fact, the length ofconsumptiontime of many drug addicts and the presence of aids andother associated illnesses generate a great number 01individual and family problems in the health and socialenvironment.As opposed to this situation, the decade 01 the 90s ismarked by the use of new drugs (basically those called"synthetic drugs") and the use of new consumptionpatterns of substances used before (alcohol). These newstyles 01consumption, especially in the case 01the young,in general do not imply anti-cultural positions or marginalbehaviour, as it used to be before. We encounter newways, newforms 01 being insociety, whichaffect importantgroups of the young reasonably integrated in their familyand social surroundings.In this moment the main tendencies 01 drug consumptionare:

Heroin

AII data point to a decrease 01 its consumption inall torrns(experimental as well as occasional or habitualconsumption). An important aspect 01 the consumption ofthis substance, lrom a public hea1th perspective, is the

change in the manner of administration: The injectionpractice is decreasing further, while that of smoking orinhaling this drug in on the increase.

Synthetic drugs (ecstasy and similar drugs)

These are synthetic psycho-active drugs in generai,variants of amphetamine, a stimulant of the centralnervous system. The best known, ecstasy or MDMA, hasbeen included in List I of the Treaty on PsychotropicSubstances of the United Nations, which ls where thesubstances considered most dangerous are grouped andare therelore more subject to international control.These substances appeared in Spain in places with astrong predominance of tourism (Ibiza and the Spanisheast coast) and, at the beginning, among foreigners. Itsconsumption spread with great rapidity inavery short timeat the beginning 01 the 90s.

Cocaine

There do not appear to be great changes in theconsumption ofthis substance inthe population ingeneral,although a slight increase has been detected among theyoung population in the last few years. The most relevantfact in relation tococaine is the significant increase of thenumber of people with problems caused by itsconsumption as they have applied for health and socialservices in the last two years.

Cannabis

Its derivatives, basically hashish, are stlll the most widelyconsumed illegal drugs inSpain. Approximately one out ofevery five Spaniards has tried this substance at some

time. its consumption has grown among the young andadolescent population in the last few years.

Alcohol

Alcohol is the toxic substance most widely consumedamong the Spaniards, although in accordance with thelatest data available its consumption does not seem tohave increased. Among the young the consumption ofalcohol has peculiar characteristics: it is mainly lound in apublic environment or places 01 leisure activities, ltprincipally takes place at weekends and the focus is onbeer and combinations as the drinks that are preferred. Ahigh percentage of the population ot between 15 and 28keep to the pattern of weekend consumption. Daily and,therelore, the most problematic consumption focusesaboye all on those older than 49.

Tobacco

Together with alcohol, tobacco is the toxic substance mostwidely consumed by the Spaniards. A large part 01 thepopulation has smoked on some occasion, while theaverage contact age íor tobacco is 16.6 years.Today's youth begins the habit of smoking earlier, with anoticeable percentage at an age of under 14. Women ofbetween 15 and 18 begin smoking before the males ofthesame age, and with regard to the sector of the young ofthat age who smoke every day, the percentage 01 femaleswho do so ishigher than that of males.

THE PREVENTIONOF CONSUMPTION

he prevention of the improper use of drugs isthe prime objective established by the NationalPlan on Drugs. The prevention advocatedvia the National Plan is based on somefundamental principies, among which the

following stand out:

• Prevention conceived as an education in social values,competences and skills.

• Prevention requiring evaluation and methodologicalprecision.

• Prevention based on the design of coordinated globalstrategies.

• Prevention supported by the objective knowledge ofreality.

• Universal prevention in anatternpt tobecomecompatiblewith giving priority to high-risk groups.

• Prevention which can only take place by fomenting theparticipation of society as a whole.

It is the responsibilityof theGovernment Delegation fortheNational Plan on Drugs as the maximum organ inchargeof executing the Plan to define a global strategic policywhich, based on consensus, enables the stability ofpreventive programmes and actions, their constantevaluation and progressive improvement.The Autonomous Communities, in collaboration with theLocal Administrations, have the function of planning andexecuting appropriate autonomous and local policies inthis maller, as well as the corresponding financial andtechnical support.

01 thedifferent sectors 01the populationand linesof actionwhere the preventive programmes are developed, thefo llowing are to be emphasized:

Social communication

This environment includes both the campaigns 01inlorming society and raise public awareness and specilicactions 01 cooperationwith the media.

Community

There isno doubt that this is theproperactionenvironment01 the Adminístrations closest to the citizen - on theautonomous and local level " 01 the social organizationsand groups and 01 the lamily as the basis 01 our socialorganízation. This is the level on which the "socialmediators" are lound as the formal and energy-givingrepresentation 01the community.

School

The prevention programmes in theschool are developed incoordination with the Ministry 01 Education and Cultu reand thecorresponding Autonomous Department responsiblein the matter. The school programmes are lundamentallybased on the lollowing activities:• Training 01the teaching staff• Participation and training the pupils'parents• Application 01 educational projects in the centres

At present preventiveprogrammes are generally applied tothe school population as a whole, especially promotingthose which have proved their validity after beingevaluated.

Labour

The prevention 01 wronglul drug use at the work place bymeans 01establishing collaboration agreements betweenthe Autonomous Plans on Drugs and the union andemployers' organizations. The agreements give priority toproduction sectors and groups 01 workers in a situation ofrisk and also those with a labour activity which may be arisk to third parties - drivers 01public transport, securityprolessionals, etc.In order to promote this type of action, there is a NationalCommission tor the Prevention and Treatment 01 DrugAddiction in the Work Place, where the GovernmentDelegation lor the PNSD, the Union Conlederation 01CC.OO., U.G.T. and the Spanísh Confederation 01Employers' Organizations particípate.

Others

Other sectors where programmes 01 a preventive natureare developed are the military sector (training courses forofficers, and inlormative activities for prolessional soldiersand replacements), and in the prison sector (with variousprogrammes which are developed in the penitentiarycentres, performed in collaboration by prolessionals 01these centres and the community resources 01 theautonomous and local administrations).

ATTENTION TOCONSUMERS:TREATMENTAND SOCIALREHABILlTATIONSERVICES ANDREINTEGRATION

t present Spain has a consolidated anddiversified network 01 programmes andresources whichattend the population01drugaddicts with a varied offer 01actions in terms01 the different needs 01the consumers and

their families, This network depends on the Communitiesand Autonomous Cities, the local Entities and theNon-Governmental Organizations which intervene in drugaddiction.As these people have different problems, and in everycase there isa mostappropriateway 01dealing with them,the network 01treatment services lor drug addiction has avariety 01resources the numberandtypology01which canbe observed in the attached table.

Specific assistance resaurces lar drug users (publicand publicly-funded private centres).Spain.

The majority 01 people are attended in outpatients' treat­ment serviees, with methadone preseription and/ordispensation serviees being the seeond type 01 resoureemost lrequently used.In this sense the very important inerease 01 the latter type01 programme (that 01 maintenanee with methadone), andin general all those direeted towards redueing theharm assoeiated with drug eonsumption (vaeeinationprogrammes, syringe dispensation and exehangeprogrammes and sanitary kits, etc.) in the last lew yearsmust be emphasized.The objeetive 01 other programmes is that 01 ineorporatinginto soeiety the people who are affeeted by drug addietionand are under treatment. The programmes inelude bothaetivities 01 aeademie and prolessional training and labourintegration programmes (work in handeraft workshops,piaeement reserve in eompanies, speeilie employmentprogrammes, promotion 01 selí-help eooperatives, etc.) or01 residential support (by means 01 proteeted ñats ornot,temporary aeeeptanee inlamilies, etc.).In relation to the promotion 01 work ineorporationprogrammes, it has to be pointed out that on May 28,1997, a Collaboration Agreement was signed betweenthe Ministry 01 the Interior and the Ministry 01 Labourand Social Affairs, implemented by means 01 a Protoeolbetween the Government Delegation lorthe National Planon Drugs and the National Institute 01 Employment. Inaeeordanee with this Agreement, the NiE offered ñvethousand plaees to promote work integration 01 drugaddiets via the National Training and ProlessionallntegrationProgramme and the subsidy 01 projeets 01 WorkshopSehools and Trade Training Houses.

In addition, the design 01 a global intervention programme01 drug addiet problems with legal-penal problems throughthe development 01 the lollowing strategies: a) lomentingalternative ways 01 serving a sentenee instead 01 aeustodial sentenee; b) promoting the programmes inpoliee stations and eourts; and e) eonsolidation 01intervention programmes in penitentiary institutions,especially treatments with methadone.In Spain all resourees and attention serviees 01 a publienature or subsidized by the publie sector with prívateinitiative are free 01 eharge íor the user.

SUPPLYCONTROL

he functions 01the Government Delegation lorthe PNSD regarding the supply controlcontemplated in the R.D. 1885/1 996, havebeen listed in section one 01this publication.These lunctions basically reler to the analysis

and study of the inlormation on drug traffic and relatedcapital laundering, totheproposal 01actionprogrammes tofight these olfences and to the coordination 01 the StateSecurity Forces and Bodies in those actions possiblyconnected with the offences mentioned, Le. drug traffic,money laundering and others related to them.For the execution 01 these lunctions it is 01 greatimportance that since 1994 there are two specializeddepartmentsdirected by and consisting 01members of theSecurity Forces andBodies and depending directlyon theGovernment Delegate lor the PNSD. Among others, thelunctions 01 these departments 01 Evaluation andCoardination are :• Reception and analysis 01 all inlormation related to the

environment 01 competence 01 the Govern mentDelegation on drug traffic and money laundering inrelation to this traffic, as well as the evaluation ofconcrete situations and 01 reparts and news itemswhich may be received on these subjects and thepreparation 01the corresponding reports.

• The lollow-up 01the actions 01the Bodiesand Serviceswhich are 01special importance to the action 01theGovernment Delegation and the coordination 01 theinvestigations that are carried out within the range 01competence mentioned befare.

At the same lime, Ihe High Council 01 the Fight againslDrug Tralficking and Money Laundering and the AdvisoryCouncil lor the same matters lunction dependent on theMinistry ofIhe Interior, via the Government Delegalion forthe PNSD, their mission being that 01 designing the generalpolicy lines and Ihe slrategies 01 these subjects,particularlywilh regard todata collection and data analysisand the diflusion 01 inlormation on drugs and drugaddiction;as well as advisingIhe Delegate in the execution01 the competences which he develops Ihrough IheDepartmenls mentioned.

he Government Delegation lor the NationalPlan on Drugs analyses the drug problem froma global and integrated perspective, affectingmultiple environments 01society. With such aviewpoint it isnecessarytoact inacoordinated

and joint manner inthe different fields 01action.In this scheme of workwithin the Government Delegationforthe National Planon Drugs, international cooperationbecomes an area of special importance enabling theactive participation of Spain in all multilateral fora wherethe phenomenon of drugs is dealt with, as well as thedevelopment of bilateral collaboration relationships withcountries with which we have this problem in common.The principiesonwhichthisparticipation is based are thefollowing:1. Anactive commitment of Spain in the internationaldrug

debate.2. Global focus of the drug problem, balancing the control

and demand policies.3. Assumption of the principie of shared responsibility.4. Improvement of the prevention systems in the face 01

new consumption patlerns and new phenomena, suehas thatof syntheticdrugs.

5. Defenceof acommonpolicy indrugmatlers intheheartof the European Community.

6. Development 01regionalcollaborationmechanismsandcooperation with Latin America and the Mediterraneanarea.

7. Increment 01 training, information and collaborationsystems in the fight against drug traffic and organizedcrime related to this traffic, and other connectedoffences.

8. Strengthening international cooperation in the fightagainst money laundering.

9. Improvement 01 inlormation exchange against theillegal commerce 01 precursors.

Following the priority 01 deepening its relationship withLatin America, within the sphere 01 the European Union,the constitution of the Cooperation and CoordinationMechanism has been especially noteworthy between theEuropean Union and Latin America and the Caribean in1988, which ended with the preparation 01 an ActionProgramme.Spain also participates actively in the work developed bythe EMCDDA and the Europol Drug Unit (EDUIEuropol), specializing in the analysis and research 01 thedrug problem.Spain isalso a member ofthe Dublin Group, dedicated toconsultation and coordination 01 inlormation about theworld, regional and specilic problems 01 every country inrelation to the drug problem. Spain occupies thePresidency 01 the Dublin Regional Group (Central Americaand Mexico).Within the lramework 01 the United Nations, Spain hasincorporated the Conventions undersigned in the lightagainst drugs inits law code.ln view 01 its signilicance, thework 01 Spain must be stressed with regard to theapplication 01 the measures contained in the PolicyDeclaration approved in New York between the 8th and10th 01 June, 1998, the guiding Principies 01 the reduction01 drug demand and the measures lomenting internationalcooperation in the light against the world drug problem.

In Latin America the relationship with the Inter-AmericanCommission tor theControl 01 Drug Abuse (lCCDA) 01the OAS has been strengthened through severalcooperation projects. Several training seminars in drugmatters were also given with the collaboration 01 theSpanish International Cooperation Agency. Among them,the 1St Latin American Seminar on drug addictioncooperation deserves special mention. It was held inCartagena de Indias (Colombia) in April 1998 and was alorum tor the creation 01 the Latin American network 01NGOs Working in Drug Addiction (RIOD, in its Spanishacronym).Spain also participates in the work of the PompidouGroup 01 theCouncil 01 Europe. It isan interdisciplinarygroup which deals with matters concerned with thereduction 01 the offer and demand of illegal drugs.As part 01 the action 01 the Financial Group 01International Action, the evaluation of the Spanishprevention and repression system 01 capital launderingwas very posltive. Spain has strengthened íts commitmentin the fight against this practice through being elected amember 01 the Director Committee 01 this Financial Groupin June 1998 and íor the next Presidency in the period2000-2001.With regard to bilateral relations, Spain has concludedbilateral Agreements and developed a fluid collaborationrelationship with most 01 the Latin American and Europeancountries, with the United States and Morocco.

-- substances: the Single Convention 01 1961,the Convention on Psychotropic Substances 01 1971, andthe United Nations Convention against Illicit Traffic inNarcotic Drugs and Psychotropic Substances 01 1988, all01them in agreement within the Iramework 01the UnitedNations.The Penal Code, approved by the Organic Law 17/1995,01 23 November, punishes as an offence the growth,production and traffic 01 toxic drugs, narcotics orpsychoactive substances, as well as in general any otheractivity which tends to promote, lavour or lacilitate theirillegal consumption. As grounds tor acquittal, itcontemplates lull intoxication through the consumption 01these substances, as well as committing an ollence underthe inlluence 01 withdrawal syndrome and, as a mitigatingcircumstance, the action 01 someone responsible as aresult 01serious addiction to these substances,Th is Code contemplates the possibil ity 01suspending theexecution 01 prison sentences 01 a duration 01not morethan three years, imposed tor offences committed due tothe addictions to the substances mentioned, as long asthose sentenced have got out 01the habit orare subjectedto treatment, or are prepared to submit to it, and they arenot habitual offenders.The purchase, conversion or transmission 01goods arealso punished as offences il it is known that their origin isthat 01 an offence 01 drug traffic or precursor traffic(laundering 01 goods) . SENTENCES FOR THE OFFENCES OF DRUG TRAFFIC, DRUG CULTIVATlON OR PRODUCTION

distribution and commerce of so-cal led "precursors"(chemical substances susceptible to being used in theproduction 01illegal drugs) is also punished by the penalcode, if it is known that they will be used in the growth,production or traffic of these substances.The Law 01 the Protection 01Citizen Security of 1992establishes that the consumption in publ ic places and theillicit possession 01iIIegal drugs are subject toadministrativesanction, even when used lar personal consumption, aswellasabandoning paraphernaliaused lartheconsumption01 these drugs in such public places. NATIONAL DRUGSTRATEGY:A NEW NATIONALPLAN ON DRUGS

fter fifteen yearsofbeing in force, the NationalPlan on Drugs had to be adjusted to thealways changing reality of drug-addiction,aboye all in view 01 the importanttransformations this phenomenon has

undergone in the lastlew years.On the other hand, the international commitmentsaccepted by Spain also made this necessary. Thus, the20thExtraordinarySessionof the General Assemblyof theUnited Nations, held in June, 1998, approvedadeclarationin which all States were asked to prepare nationalstrategies lo achieve aseriesof objectives centring on twodates: the years 2003 and 2008.Inaccordance with the aboye, the Government Delegationforthe PNSDdecidedtoprepare a document which wouldc1early and with precision include the aims and objectivesto be reached in those dates in the different interventionareas 01 the Plan. In the preparation of that document,called National Drug Strategy, all Autonomous Plans onDrugs have participated as well as several organs 01the Central Administration and Non-Gove rn mentalOrganizations.The National Drug Strategy was approvedby the Council of Ministers via a Royal Decree inDecember, 1999.The characteristics of the National Drug Strategy which isreally an up-date of the National Plan on Drugs approvedin 1985 can be summarized inten points:

1.A plan 01 participation and integration

It is a plan open to the participation of the PublicAdministrations, institutions and sectors of society as a

whole interested in drug problems and integrating allnecessary strategies to face this phenomenon: fromprevention, rehabilitation and insertion ofthose affected tothe control of the drug offer.

2. A global plan

The National Drug Strategy approaches the drugphenomenon from a global perspective, which meansincorporaling all substances that may be the object of useorabuse, with special attention the alcohol and tobacco.

3.Generalizing prevention at school

The National Drug Strategy gives priority tothe preventionas the most important strategy to confront the drugproblem and very especially takes into account weekendleisure consumption.It proposes prevention fundamentally based on educationand the healthy use of leisure by lhe young. In this senseit advocates generalizing preventive programmes for theschool population as a whole, surmounting isolated andindividual activities and giving priority to high-risk groups.

4.Prevention in theworkplace

The establishment ofcollaboration agreements ispromotedbetween Autonomous Plans on Drugs and Unions as wellas employers' assoclations, similar to that already inexistence in the national level and directed to promotingthe prevention 01 drug addiction in the work place.The programmes will give priority to production sectorsand groups 01 workers in risk situations as well as tothosewith awork activity entailing a rlsk for third parties - drivers01 public transport vehicles, security professionals, etc.-

5.Standardized health service lor drug addicts

A fundamental objective of the National Drug Strategyconsists 01 standardizing the health service network fordrug addicts, integrating them in a coordinated manner inthe Public Health Systems and Social Services.The different resources (both public and non-public) whichbelong to the so-callad Health Service and SocialIntegration Systems of Drug Addicts must be dulyauthorized and/or accredited and they must becharacterized by their prolessionalism, interdisciplinarynature and easy accessibility.This system will continue to emphasize the harm reductionprogrammes and incorporate strategies to approach thetreatment of problems related to alcohol, new drugs andnew consumption patterns.

6.Full health coverage

In accordance with this new Plan, the National HealthSystem guarantees full ambulatory health service to drugaddicts in the territory of their Community or AutonomousCity and within the health area of their place 01 residence.It also contemplates that alter fullilling the needs ofuniversal health service coverage, special attention begiven to the lack of equality and very especially to thosegroups of drug addicts who do not get in touch with thehealth service network.

7.Work integration 01 drugaddicts

Concrete measures are propose to make ít easier forpeople with problems caused by the use ofdrugs - be theyunder treatment or nol - to rejoin society as activemembers.

To lhis end, lhe Aulonomous Plans on Drugs and thetowns wilh more than 20,000 inhabitanls will haveslandardized or specilic training and employmenlprogrammes íor drug addicts. These programmes will becarried oul in collaboralion with lhe Public EmploymenlAgencies.

8.Research and training

The Nalional Drug Research and Training Inslitule is to becreated dependenl on the Government Delegalion íor lheNational Plan on Drugs.This Inslilute will promole lhe putting into operalion andconsolidation 01 stable research leams and lhe actionareas lo be given prelerence will be delined.In a similar way, lhe suilabilily and appropriateness 01lhelraining content lar prolessionals and volunteers wi ll beensured. Training is planned lo be organized on lhreelevels: on a pre-graduate and post-graduate universitylevel and for up-daling and recycling.

9.The Spanish Monitoring Centre lor Drugs and DrugAddiction

The Nalional Drug Strategy develops lhe possibi lities01 lhe Spanish Moniloring Cenlre by promoling newinlormalion and evalualion systems.Moniloring Cenlres íor Drugs and Drug Addiclion will alsobe set up in all Aulonomous Communilies.

10. Supply control

Thecontrol 01the illicil drug supplywill bestrengthened inthree basic ways:

• Adjuslmenl 01 the legal framework lo lhe aclivities 01drug traffic and lhe laundering 01 goods producedthereby.

• Coordination and slrenglhening 01specialized researchunits of lhe Slate Securily Farces and Bodies.

• Increase 01the drug lraffic conlrol incerlain places andlimes 01lhe year wilh a special increase 01 lhis aclivity.
