Our Experience Our Experience –– Introducing Part 66 in AustraliaIntroducing Part 66 in Australia

What is Part 66?What is Part 66?A path to pursue European (EASA) style aircraft maintenance certification privileges.

The European maintenance suite of regulations being adopted in Australia and across the globe consist of:

Part M Continuing AirworthinessPart 145 Maintenance OrganisationsPart 66 Maintenance Personnel LicensingPart 147 Maintenance Training Organisations

What is the difference?What is the difference?

Equivalent licence categories comprise:

Category A Line Maintenance MechanicRelease to service in 5 categories for minor maintenance

Category B1 Line Maintenance TechnicianRelease to service in Powerplant, Airframe & Electrical for major maintenanceRelease to service in Avionics for minor LRU maintenance

Category B2 Base Maintenance TechnicianRelease to service in Electrical & Avionics for major maintenance

Sub CategoriesSub Categories

Category A1 Turbine AeroplaneCategory A2 Piston AeroplaneCategory A3 Turbine HelicopterCategory A4 Piston Helicopter

Category B1.1 Turbine AeroplaneCategory B1.2 Piston AeroplaneCategory B1.3 Turbine HelicopterCategory B1.4 Piston Helicopter

What is the difference?What is the difference?

Category A is a new line maintenance license consisting of the following areas which privileges are applied:

Engine Airframe Electrical Instrument Radio

Limited

Scope of limitations are provided in the regulations

Category A LimitationsCategory A LimitationsMinor scheduled line maintenance, including a scheduled inspection/check, up to and including a weekly inspection.

Minor maintenance, including a pre-flight, transit or overnight check, ground handling, APU running, minimum equipment list (MEL) implementation and replenishment.

After appropriate task training for issuing an aircraft certificate of release to service as part of minor scheduled line maintenance or simple defect rectification including:

• replacement of wheel assemblies; wheel brake units; emergency equipment, ovens, boilers and beverage makers; internal and external lights, filaments and flash tubes; windscreen wiper blades; passenger or cabin crew seats, toilet system components, other than gate valves; static wicks; seat belts and harnesses; aircraft main and APU batteries; in-flight entertainment system components, other than public address and any other component for an aircraft type if the task is listed by CASA in an AAC as being a simple task.

• closing of cowlings and refit of quick access inspection panels;

• simple repair and replacement of internal compartment doors and placards, other than doors forming part of a pressure structure and overhead storage compartment doors and cabin furnishing items;

• routine lubrication and replenishment of system fluids and gases;

• deactivation of subsystems and aircraft components as permitted by the operator’s MEL, if the task is listed by CASA in an AAC as being a simple task; and

What is the difference?What is the difference?

The B1 category provides a greater scope of privileges than the traditional A&P or A&C type licenses

Instrument & Radio privileges are limited to simple self test and LRU replacement.

Engine Airframe Electrical Instrument Radio

A B1 license holder has automatic Category A privileges.

What is the difference?What is the difference?

The B2 category allows for all traditional avionics privileges

What is the difference?What is the difference?

Part 147 has delegated basic & type training processes to approved organisations:

An approved organisation can now:

• Conduct and recognise training towards licensing

• Provide approved examinations which are controlled by the organisation

• Assess an individual’s eligibility for licensing

What is the advantage?What is the advantage?

Designed to allow for modern aircraft maintenance

Greater workforce usability

International alignment, & recognition of foreign licences

Reduced RAMP servicing personnel requirements

What training is required?What training is required?

Overseas & local license holders

The approved organisation:

Assesses the gap to Part 66

Certifies the existing Part 66 privileges

Trains against the gap

Advise the authority when an individual is eligible

The A & P license provides airframe, powerplant & electrical privileges:

Engine Airframe Electrical Instrument Radio
