1. Introduction
On November 11th
, 2013, more than 65 ISA members who were mainly leading Solid
State Lighting industry players, academic experts and NGO representatives from
around the world gathered in Beijing, China, to participant in the ISA 2013 General
Assembly. ISA has made remarkable progresses to serve its members and the SSL
industry development worldwide as well, and developed 77 members since the
establishment in 2010.
This year's general assembly has been designed to introduce and open discussion on
may subjects, ranging from ISA working meeting report, report on TCS Third
Meeting, report on the 2013 Cross‐talk among LED Manufacturers, Lighting
Designers & Users, and report on the “White Paper on LED General Lighting and
Blue Light”, Global SSL Showcase Top 100, and Global SSL Events of the Year
2012-2013, introduction of Award of Outstanding Achievement for Global SSL
Development (AOA), and followed by ISA BRICS SSL Cooperation Working
Meeting and TCS Fourth Meeting. Proposal for establishment of ISA Scientific
Committee, proposal for ISA Industry Report and organizational matters, and
preparation for ISA 2014 Working Meeting has been discussed in free flow
discussions.

2. Reports on ISA activities
2.1 Report of the ISA Council of Management
On behalf of the Council of
Management, ISA Director Mr. Fred
Quan gave a brief introduction on the
ISA 5th
Executive Member Meeting,
reported the results of several proposals
discussed and issues addressed.
The Proposal on developing ISA
Industrial Report was discussed, it is
important to invite ISA Members to
have a full discussion on this topic and
decide what they really want; The team and resources for this proposal must be
sufficient and fully capable, and there must be commitment from members; The
quality and accuracy of this report must be guaranteed, and it should be financially
feasible.
The proposal on set up an ISA Science and Technology Committee was agreed by all
members. Professor Robert Karlicek, Professor Guoqi Zhang, and Professor Istvan
Barsony from ISA Board of Advisors were recommended to take the leadership. A
working plan for this Committee will be completed and available for comments by the
end of this year.
The Proposal on set up the position of ISA Vice President was also discussed. The
structure of “Vice President” in current ISA governance should clarified to avoid
bureaucracy and waste of resources; “Vice President” should be responsible and
initiating operational tasks assisted by the ISA Secretariat; Volunteers from our
membership for these positions are welcome. The Secretariat will draft the structure
and plan by the end this year.
The issue of categorizing the “Award of Outstanding Achievement for Global SSL
Development (AOA)” was addressed, the name of the AOA award will remain in
general terms; and the citation of the winners of AOA should be more specific on the
exact field that he or she has made outstanding achievements.
The preparation for the election of the next term of Executive Members was also
addressed. The following principles will be followed when recommend new COM
members: Limited to “Not for profit” organization, non-commercial entities
(associations, societies, alliance etc.); The impact and influence; The balance of

industrial expertise and regions, and also the commitment and dedication. The call for
nominations will be sent out next year;
2.2 Report of ISA Working Meeting
ISA Director Mr. Fred Quan introduced
the main contents and outcome of ISA
working meeting. It was held in
Philadelphia at the Lightfair on April
24th
, 2013, 38 people attended.
Two new bodies were established at the
working meeting:
ISA Working Group 6: “Lighting
Design and Application”, Co-chaired
by Mr. James Wallace (Director of
Professional Lighting Designers
Association (PLDA).
ISA MSAC (Municipal SSL Application Committee), Co-chaired by Mr. Ed
Ebrahimian (Bureau of Street Lighting Director-City of Los Angeles)
The Follow-up Actions:
Convene a meeting to enable Cross-Talk Among LED, Manufacturers,
Lighting Designers & Users
Municipal SSL lighting will include both indoor and outdoor lighting. We can
start from street lighting by collecting best practices and successful models
such as government-driven, commercial driven or dual-driven approaches etc..

Seminar.
2.3 Report of the Technical Committee on Standardization (TCS)
The chair of TCS Mr. Mark McClear introduced the latest progress of TCS. The
purpose of the TCS is to influence and accelerate the development of regional and
global Solid State Lighting standards and make recommendations and cooperate with
worldwide standards organizations to promote their adoption.
So far, 4 meetings have been held in 17 months. During TCS4 (Beijing, 10-Nov-13),
the bylaw is balloted and approved, and teams were formed for white paper
publication of selected topics.
TCS5 will be held in Frankfurt in early April in 2014, it is expect to publish first
whitepaper (Shortening Reliability Testing Time; CSA).

2.4 Report on the “White Paper on LED General Lighting and Blue Light”
Dr. Yongqin Zeng introduced the purpose of the white paper is to provide best
knowledge, fact-based evidences and data to:
To respond to and clarify the public concerns by providing reliable facts
To call on the industry organizations to take corporate responsibility
To strengthen the decision-makers’ confidence on promoting LED lighting
It was organized by ISA, CSA and CIES.
And it was widely participated by various organizations and professionals:
The major conclusion of the white paper is: It is completely safe to human eyes when
the qualified white LED products for general lighting are used in correct ways.

2.5 Report on the 2013 Cross‐talk among LED Manufacturers, Lighting
Designers & Users
Professor Luoxi Hao from Tongji University introduced the details of the Cross-talk.
It was held in Guangzhou, China on June11th
,2013 , with more than 30 participants
from LED manufactures, professional lighting designers, academia, etc. It is an event
under ISA WG6: Lighting Design& Applications, joint organized by ISA and PLDA,
and Co-chaired by Mr. James Wallace and Professor Luoxi Hao.
Based on previous survey, 8 challenges were identified and discussed:

Trends are reflected by the meeting:
WG6 is helpful to strengthen direct
communication, mutual understanding,
and barriers and knowledge gap
elimination;
So far, quality issue is still the major
factor when designers are considering
whether to adopt SSL products or not;
The relationship between the
adoption of SSL products in retrofit
projects or individual projects and
the professional lighting designers
is not intimate enough
Professional lighting designers will
be the major driver of SSL
adoption in the office buildings, residential houses and schools in the
upcoming urbanization process .
The mutual expectation among the designers, manufacturers and end users still
requires further communication, including technical feasibility, cost
acceptability, etc.
Next Cross-talk will be held during Light + Building 2014 in Frankfurt.
2.6 Release the Global SSL Showcase Top 100
Professor Robert Karlicek introduced the winner benefits of this award and the
winners of TOP100 in 2013.

2.8 Introduction of Award of Outstanding Achievement for Global SSL
Development (AOA)
Professor Warren Julian introduced the newly launched
AOA award, which aims to honor these key individuals
or organizations who stay at the forefront of SSL
development; whose outstanding contributions have
changed our lives; and who have led the field with
innovative applications impacting human society
forever. Both individuals and organizations can be
nominated by ISA Council of Management; ISA Board
of Advisors; ISA Secretariat; and ISA Member
organization.
This award is highest honor in SSL field, to recognize outstanding achievements, and
will continue identifying into the future. All members are encouraged to nominate
those whom you deem appropriate.
