Nutrition Standards for All Foods Sold In Schools Commonly referred to as Smart Snacks

• USDA issued Interim Final Rule on June 28, 2013.

• Implementation Date: July 1, 2014

• The provisions specified nutrition standards for all food and beverages sold:

– Outside the school meals programs:

– On the school campus; and

– At any time during the school day.

• ISBE plans to publish emergency and proposed rules related to the Fundraising Exemption in the near future.

• A phase in reduction to occur over 3 year period, K-8 and 9-12.

• Roxanne Ramage, ISBE is presenting session on Wednesday, June 25 at 10:45am and repeated on Thursday, June 26 at 9:30am.

Meal Pattern Requirements – Changes SY2014-2015

• School Breakfast Program meals now contain 1 cup of fruit. • All Offer vs Serve meals must contain a fruit and/or a vegetable

for BREAKFAST and lunch. • ALL grains must be whole grain rich in both NSLP and SBP, with

some flexibility for whole grain rich pasta (waiver survey coming soon!)

• In January 2014, USDA made permanent the waiver for maximum of meat/meat alternate and grains.

• Target 1 Sodium Standard for NSLP and SBP. (See next slide)

Update on 6 Cent Certification

• As of June 23, 2014:

– Approximately 1,128 districts have been APPROVED for their additional 6 cents.

• (97% submitted are approved.)

Community Eligibility Provision (CEP)

• CEP is an alternative to household eligibility applications for free and reduced price meals in high poverty Local Educational Agencies (LEAs) (or districts) and schools.

• Eligibility requirements are available on

our website. • Illinois has implemented CEP since SY

2011-2012. • To date, we have 100 LEAs with at least

1 site participating in CEP. (This number

does not reflect SY2014-2015 applicants.)

Direct Certification with Medicaid

• Income Eligible Medicaid Electronic Direct Certification will be statewide for SY2014-2015.

• IL has been awarded as one of the pilot states for direct certification for income eligible Medicaid since SY12-13 in selected LEAs.

• No LEA can accept an income eligible Medicaid case number via a Household Eligibility Application.

The NEW Administrative Review

• Began with School Year 2013-2014, and will continue SY2014-2015

• 3 year review cycle

• Most areas currently reviewed will continue to be reviewed.

• Paula Williams, ISBE is presenting session on Thursday, June 26 at 9:30am.

• Workshops planned statewide in October 2014.

FY2015 USDA Equipment Grant

• Illinois was awarded $1,318,438 for equipment grants.

• An RFP was issued and due to ISBE June 20, 2014.

• RFPs will be reviewed and evaluated.

• Awards expected in August 2014.

• Funds must be used to purchase equipment needed to meet the new nutritional standards as required by the Healthy Hunger-Free Kids Act of 2010.

USDA School Breakfast Expansion Grant

• USDA selected Illinois as one of five states to receive this grant.

• In March 2014, Illinois awarded sub-grants of up to $10,000 per district/School Food Authority on a competitive basis to establish, maintain, or expand their SBP.

FY2015 Sponsor and Site Applications

• Applications to participate in School-Based Child Nutrition Programs are to be filed electronically by September 15th through IWAS/WINS.

• The application and claiming system is Web-based Illinois Nutrition System (WINS).

• Applications will be available in early August. • Important to keep your contact information (including e-mail address) updated on the application as that is where we send important notices such as report due date reminders and food recall information.
