Fall 2010 The International Association of Law Enforcement Planners Newsletter Vol. 13, No 4 Highlights of the Annual Conference in Scottsdale, Arizona Eighty planners from all over the nation and Canada attended the 2010 IALEP annual training conference in Scottsdale, Arizona from September 26 through October 1. Among the attendees were 16 from Canada, 21 from Arizona, 7 from Florida, 5 from Virginia, and 3 from Washington, D.C., as well as others from California, Colorado, Iowa, Idaho, Louisiana, Maryland, Minnesota, Missouri, N. Carolina, New York, Pennsylvania, Texas, and Washington. Our traditional Sunday evening opening reception featured our ever-popular Patch & Pin Trade. Members enjoyed swapping swag and catching up with one another. The event was complemented by a full spread of Southwestern and traditional hors d’oeuvres. The conference opened Monday morning with the Scottsdale Police Honor Guard presenting both Canadian and U.S. colors, followed by the singing of both Canadian and United States National anthems. The Arizona State Governor, Jan Brewer, provided a video message, welcoming all attendees. Dignitaries who were there to give their welcomes included: Jim Lane, City of Scottsdale Mayor; David Richert, Scottsdale City Manager; and Alan Rodbell, Scottsdale Police Chief. This began a week of exciting training and events. Craig Fraser from PERF delivered the keynote speech, complementing the conference theme of “Honoring the Past, Planning the Future.” Breakout and plenary sessions followed, with a variety of speakers, both from the field and from academia. Highlights of the Annual Conference in

Scottsdale, Arizona

Eighty planners from all over the nation and Canada attended the 2010 IALEP annual training conference in

Scottsdale, Arizona from September 26 through October 1. Among the attendees were 16 from Canada, 21

from Arizona, 7 from Florida, 5 from Virginia, and 3 from Washington, D.C., as well as others from California,

Colorado, Iowa, Idaho, Louisiana, Maryland, Minnesota, Missouri, N. Carolina, New York, Pennsylvania,

Other networking activities included our excursion to Pinnacle Peak Patio on Monday night, and the Botanical

Gardens, followed by a night out in downtown Scottsdale, on Wednesday night.

Thursday night’s Awards Banquet was packed with food, fun, and the raffling of the conference’s most coveted

prizes. Chief Rodbell assisted in this process by drawing the names of the winners.

Awards were presented in four categories, the newest award being one designated for long standing contribution

and achievement in the planning profession. The four award winners for 2010 are:

O.W. Wilson Long Standing Contribution and Achievement in the Profession – John Kapinos, Fairfax

County Police Department

Arthur J. Barnett Planner of the Year – Debra Allemang, Scottsdale Police Department

Phil E. Keith Project of the Year – North Texas Tollway Authority, accepted by Marty Lege

Annual Report – York Regional Police Service, accepted by Brenda Mulroy

Our Friday breakfast and round table discussion focused on the conference and ideas for our next conference in

Vancouver. Hope to see everyone there!

Conference End Notes

Elections were held for two Executive Board positions: Sue Wills (Newport News, VA), who just

completed her two-year term as Board Secretary, was elected as the new Staff Vice-President; and Beth

Nielsen (South Coast British Columbia Transportation Authority Police) was elected to succeed Sue as the

new Secretary.

Only two minor revisions to the By-laws were proposed and approved; the first involving the financial

transactions between the Association and Chapters, the second to establish the position of Assistant

Webmaster as a Board Associate.

With more than seventy-five (75) members in attendance, this Conference gained approximately a 40%

attendance increase from the 2009 session.

The Vancouver Police Department and South Coast British Columbia Transportation Authority Police Service

Annual International Association of Law Enforcement Planner’s

Chapter Activities

Members of the Southwest Chapter toured the ICE office in Nogales, Arizona in August

Southwest Chapter Visits the Border By Debra Allemang, IALEP SW Chapter President

It was a long trek, but well worth the travel time! Our

extremely hospitable hosts, the Nogales Immigration and

Customs Enforcement (ICE) office, put together an

education-packed day for us. Special Agent in Charge,

Kevin Kelly, coordinated presentations and tours of

three distinct Department of Homeland Security (DHS)

operations: 1) Immigrations & Custom Enforcement

(ICE), 2) U.S. Customs and Border Protection (CBP),

and 3) the U.S. Port of Entry. It was a non-stop high

energy day as we began at the ICE office with a

presentation by special agents in charge of the

Controlled Substance Program, then were ushered over

to tour the massive Customs and Border Protection

compound, where agents led us through CBP’s detention

facility, border camera and ground sensor monitoring

center, indoor training facility, off-road vehicle storage,

repatriation holding facility, and administrative offices.

The CBP staff topped off our tour with a less-than-lethal

weapons demonstration, even allowing IALEP members

to test-fire the weapons. After the CBP tour, our hosts

transported us to the Nogales Port of Entry for a tour and

presentation by the Port Director, followed by an eye-

opening training presentation on contraband interdiction

and the serious issues port agents face on a daily basis.

The day ended with a vehicle tour of what DHS folks

call “the line”, which is the actual border fence that

separates the United States from Mexico throughout the

Nogales area, and then one final stop back at the ICE

office for debriefing and “good-byes”.

So, a special “thanks” to our ICE office hosts, Special

Agent in Charge, Kevin Kelly, and Senior Special

Agents Jesus Lozania and Christian Webster for putting

together such an informative and well-choreographed

agenda. And, to the CBP commander in charge, Thomas

Rudd, border agent Richard Funke, and Port Director

Guadalupe Ramirez for their amazing hospitality and

warm welcome to our members. (To view a slideshow

Virginia Chapter Holds Organizational

Meeting

The Virginia Association of Law Enforcement Planners

(VALEP) held an introductory and organizational

meeting on October 7 at the Virginia State Police

Academy near Richmond. Nearly forty (40) prospective

members from throughout Virginia heard presentations

and discussions on the benefits of IALEP chapter status,

and the work to date of the VALEP Steering Committee.

Brian Cummings (Richmond PD) chaired this session,

which involved networking, review of proposed by-laws,

and discussion of next steps.

The members present voted to accept the by-laws as

written and amended, to formally organize the Virginia

association. It is anticipated that VALEP will apply for

formal standing as a chapter of IALEP during 2011.

The following was received from longtime IALEP

Member Maria Marino in Delray Beach, Florida:

I have had the pleasure of being integral to the

organization and inception of the Certified Accreditation

Professionals (CAP) program in Florida. I have been

on a special committee since March 2009 which

designed this certification program specifically for

accreditation professionals. It has been officially

recognized by the Commission for Florida Law

Enforcement Accreditation as a voluntary, certification

program for all accreditation professionals in the State

of Florida.

I am proud to say that I am now a recognized “Certified

Accreditation Professional” through the Florida Police

Accreditation Coalition with a total of 681 points. The

attached photo was taken on Wednesday, 10/13/10,

when I received my certificate during the October 2010

Accreditation conference in Jacksonville, FL – the same

conference at which our department received its second

re-accreditation recognition from the Commission for

Florida Law Enforcement Accreditation. I am only 1 of

20 Accreditation Professionals in the State of Florida

who have received this certification to-date.

Josh Clevenger (Kansas City PD), a frequent participant

in the List Serve over the past two years, advised that as

of October 24, he was officially transferred to the KCPD

Computer Crimes Section. Josh passes on that he will

miss all those members he met at the Sioux City

Conference, as well as through the List Serve.
