The HACA invites price bids from Milk Distributors/ Authorised Milk Agencies/ Govt. Agencies/ Cooperative Milk Federations (The Milk shall be procured from cooperative dairies like Vijaya Diary
Corporation/Cooperative Milk Federations only) for enrolment to supply UHT Tetra Brick Pack Milk and to participate in the e-Tender. The bidders can apply for one or more or all of the erstwhile districts of the state. The
procedure for enrolment, registration and terms and conditions of supply under the e-procurement mode for supply of UHT Tetra Brick Pack Milk

1. Procedure for bid submission:
(1) The bidder shall submit his response through Bid submission to the tender on e-Tendering platform at http://tender.telangana.gov.in by following the procedure given below. The bidder would be
required to register on the e-Tendering and submit their bids online. Offline bids shall not be entertained by the Tender Inviting Authority
for the tenders published in e-Procurement platform.
(2) The bidders shall submit their eligibility and qualification details,
Technical bid, Financial bid etc., in the online standard formats displayed in e-Procurement web site. The bidders shall upload the
scanned copies of all the relevant certificates, documents prescribed below in support of their eligibility criteria/technical bids and other
responsibility for their correctness/authenticity. The bidder shall attach all the required documents for the specific tender after
uploading the same during the bid submission as per the tender notice and bid document.
(3) Registration with e-tendering platform: For registration and online bid submission bidders may contact: Helpdesk of Telangana State Technological Services.
(4) Authenticate the bid with his Digital Certificate for submitting the bid
electronically on e-procurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the e-procurement platform. For obtaining Digital Signature
Certificate, you may please Contact: Telangana State Technological Services help Desk.
(5) Submission of Hard copies: After submission of bid online, the
bidders shall submit invariably the originals of all the documents part
of technical bid stipulated at clause No.4 of tender Schedule at HACA, Hyderabad on or before 14.12.2020 up to 02:00 PM either personally or through courier or by post and the receipt of the same within the
stipulated time shall be the responsibility of bidder. HACA shall not take any responsibility for any delay or non-receipt. If any of the
documents furnished by the bidder is found to be false/fabricated/bogus, the bidder is liable for black listing, forfeiture of the EMD, cancellation of work and criminal prosecution.
The bidder is requested to get a confirmed acknowledgement
from the Tender Inviting Authority as a proof of Hardcopies submission to avoid any discrepancy. The bidder has to attach the required documents after uploading the same as required by Tender
Inviting Authority in its tender conditions.
(6) Payment of Transaction Fee:
From 1st January 2006 it is mandatory for all the participant bidders to electronically pay a Non-refundable Transaction fee to the service
provider through "Payment Gateway Service on E-Tendering platform". The Electronic Payment Gateway accepts all Master and Visa Credit Cards issued by any bank and Direct Debit facility/Net
Banking.
a. Transaction Fee: All the participating bidders who submit the bids have to pay an amount @ 0.03 % of their final bid value online with a cap of Rs.10,000/- for quoted value of purchase up to Rs.50.00
Crores and Rs.25,000/- if the purchase value is above Rs.50.00 Crores & GST applicable @ 18 % or as levied by Government of

India on transaction fee through online in favour of MD, TSTS. The amount payable to TSTS is non refundable.
(7) Tender Document: The bidder is requested to download the Tender document and read
all the terms and conditions mentioned in the tender Document and seek clarification if any from the Tender Inviting Authority. Any offline bid submission clause in the tender document could not be neglected.
The bidder has to keep track of any changes by viewing the Addendum/Corrigenda issued by the Tender Inviting Authority on time-to- time basis in the E-Tendering platform. The HACA calling for
tenders shall not be responsible for any claims/problems arising out of this.
(8) Bid Submission Acknowledgement:
The bidder shall complete all the processes and steps required for Bid
submission. The system will generate an acknowledgement with a unique bid submission number after completing all the prescribed
steps and processes by the bidder. Users may also note that the bids for which an acknowledgement is not generated by the e-Tendering system are treated as invalid or not saved in the system. Such invalid
bids are not made available to the Tender Inviting Authority for processing the bids. Neither HACA nor Telangana State Technological Services is responsible for incomplete bid submission by users.
2. SCOPE OF WORK:-
2.1. The HACA Ltd being appointed as Nodal agency for procurement of
UHT Tetra/Brick Pack Milk in 200 ML/500 ML/1000ML Packing over a period of 12 months starting from the month of „ December- 2020 to November - 2021 from Milk Distributors/ Authorized Milk Agencies/ Govt.
Agencies (The Milk shall be procured from cooperative dairies like Vijaya Diary Corporation/Cooperative Milk Federations only).
2.2. The requirement of 3.00 Crores Ltrs (Approx.) of UHT Tetra/Brick Pack Milk 200 ML/500 ML/1000 ML Packing is to be supplied to the
Anganwadi centers of all erstwhile Districts as per Annuexure-I over a period of 12 months. The quantities indicated in respect of each district
every month may vary depending upon the requirement and demand as indented by the Department of Women Development & Child Welfare from time to time.
2.3. Milk Distributors/ Authorised Milk Agencies/ Govt. Agencies/ Cooperative Milk Federations (The Milk shall be procured from cooperative
dairies like Vijaya Diary Corporation/Cooperative Milk Federations only) are eligible to participate in the e – tender to be conducted by HACA Ltd in e-
procurement process, registration being mandatory. The procedure for registration/bid submission is detailed as explained in clause1.

2.4. The inspection and evaluation of samples will be carried out in accordance with specified quality parameters as per the procedure stipulated in clauses 3 & 7.
2.5. After satisfactory supply of the UHT Tetra/Brick Pack Milk by the
Successful Bidder within the stipulated time, payment will be released by HACA Ltd for Bidder on receipt of budget from the concerned department of WD & CW Dept.
2.6. The procedure for enrolment and registration of suppliers, terms and conditions of supply of UHT Tetra/Brick Pack Milk is as detailed at clause –
1 and 3. Some of the clauses to these terms & conditions may be amended if necessary, prior to the conduct of e-Tender. Details of such amendments
will be uploaded in the website https://tender.telangana.gov.in for the information of participants.
3. MAINTAINANCE OF QUALITY:-
The HACA is very keen in accepting only good quality of UHT TETRA/BRICK PACK MILK strictly conforming to quality specifications prescribed in the tender schedule for supply of UHT TETRA/BRICK PACK

3.2. SAMPLE: The Successful Bidder should produce two representative samples of UHT Tetra/Brick Pack Milk in 200 ML/500 ML/1000ML each in
new UHT Tetra/Brick Pack at the time of submission of Hard-copies of Technical Bid, sealed and intact, with name of the firm and signature of the
authorized representative with a permanent marker. If, UHT Tetra/Brick Pack Milk sample is not submitted along with the hard copies of the documents specified, the tender will not be considered.
3.3. PACKING:
The UHT Tetra/Brick Pack Milk stocks shall be delivered duly packed,
in 200 ML/500 ML/1000 ML with department logo and an indication that “it is not for sale” and meant for “distribution to the AWC Only” by the Bidders, on placing of supply order by HACA. The stocks should be delivered
at Anganwadi centers in the districts of Telangana State with Bio-metric system as per WD & CW Department.

3.4. Quality and supply conditions: 1. All stocks should be supplied within a period of 20 days from the date of
placing order.
2. HACA will undertake quality check through NABL/ State Food Laboratory accredited Food testing Laboratories notified by Food Testing and Standards Authority of India and any decision of acceptance/rejection of consignments
lies with exclusive discretion of MD, HACA. 3. The Successful qualified L-1 Bidder/Supplier will be solely responsible for
consequences for any violation of the Food Safety and Standards Act, 2006 and rules and regulations of 2011 made there under or any other connected
rules with regard to adulteration. 4. L-1 Bidder/Supplier shall be liable for any action or consequences that
may arise due to non-adherence to quality parameters.
5. Apart from the above, in the event of any harm caused due to supply of bad quality, the concerned supplier shall be held solely responsible of any losses/damages to the events arising out of such supplies under the
scheme. 6. Every batch manufactured and marked for supply lot wise shall be
subjected to inspection, testing and certification by an assaying agency accredited by NABL/State Food Laboratory. The batch wise assaying report
shall be submitted to the HACA. Assaying report has to be obtained from any assaying labs accorded by NABL/State Food Laboratory to certify the Milk quality.
4. ELIGIBILITY/PRE QUALIFICATION CONDITIONS.
4.1 Milk Distributors/ Authorised Milk Agencies/ Govt. Agencies/ Cooperative Milk Federations can participate in the e-Tender to be
conducted by Telangana State Technological Services on behalf of HACA Ltd, Hyderabad. (The Milk shall be procured from cooperative dairies like Vijaya Diary Corporation/Cooperative Milk Federations only)
4.2. The Bidder should have valid GST registration issued by concerned
authorities. They should have been in operation for past 3 years. 4.3. The bidder should be a Milk Distributor/ Authorized Milk Agencies/
Govt. Agencies/ Cooperative Milk Federations of having 3 years experience in the business of Milk (The milk business experience for the last 3 years to
be certified by the Chartered Accountant). 4.4. The bidder should also have turnover of Rs.10 Crores(Rupees Ten
Crores only) in any (one) of the last three financial year’s i.e. 2017-18, 2018-19, & 2019-20.

4.5. The bidder should have audited Balance sheet, Profit and Loss account and the Income-tax return submitted for the (3) financial years duly certified by the Chartered Accountant for the years 2017-18, 2018-19 & 2019-
20.(Provisional).
4.6. The bidder should have valid FSSAI License. 4.7. The bidder should submit EMD (Earnest Money Deposit) of
Rs.10,00,000/- (Rupees Ten Lakhs only) 4.8. The bidder should not have been blacklisted either by the HACA Ltd. or
by any Government department/Government undertakings. Making a wrong claims and not reporting the fact to the Tender Inviting Authority about
blacklisting etc., will attract criminal action. An affidavit on Rs.100/- Non- Judicial stamp paper and attested by the Notary declaring as to (i) Not having been prosecuted for violation of rules/law under Essential
Commodities Act or any such others law or orders there under in any court of law. (ii) Not having been black listed by any organization or Government
for non-performance of contractual obligation. 4.9. Two (2) Packets of UHT Tetra/Brick Pack Milk in 200 ML/500
ML/1000ML should be submitted in "HACA" office at the time of submission of hard copies which are sealed and intact, with name of the firm and signature of the authorized representative with a permanent
marker.
4.10. The bidder should submit Self Declaration stating that he has made the necessary arrangements for processing and supply of UHT Tetra/Brick Pack Milk packing mentioned as per specifications with department logo,
delivery up to Anganwadi centers without any delay as per the indent.
4.11. In case of partnership firm or Co-operative or Corporate, the Bidder should furnish a copy of the partnership deed or Bye-law or Memorandum of Articles as the case may be. In case of partnership firms the share holding
pattern should be duly certified by the Chartered Accountant along with details of name, age, education and experience of the partners. In case of Co-operative societies, notarized copies of bye-laws, registration of society
copy, resolution passed by society members to participate in the tender enquiry and also the area of operation of the society.
4.12. The Bidder should furnish letter of authority or power of attorney for having authorized the person to sign the documents on behalf of firm or
society or corporate body. Attestation of signature of such authorized signatory from the bank where the firm is having its account is essential.
4.13 The address proof of the authorized signatory viz. Telephone bill/copy of pass port/electricity bill/voter ID proof should be submitted along with
the application. The address proof in respect of the firm-either certificate of registration or certificate of incorporation issued by the concerned authority.

4.14. Bank account details of the firm along with IFSC code, Branch details, and address shall be furnished in the letterhead of the firm.

1. Procedure for bid submission:
(1) The bidder shall submit his response through Bid submission to the tender on e-Tendering platform at http://tender.telangana.gov.in by following the procedure given below. The bidder would be
required to register on the e-Tendering and submit their bids online. Offline bids shall not be entertained by the Tender Inviting Authority
for the tenders published in e-Procurement platform.
(2) The bidders shall submit their eligibility and qualification details,
Technical bid, Financial bid etc., in the online standard formats displayed in e-Procurement web site. The bidders shall upload the
scanned copies of all the relevant certificates, documents prescribed below in support of their eligibility criteria/technical bids and other
responsibility for their correctness/authenticity. The bidder shall attach all the required documents for the specific tender after
uploading the same during the bid submission as per the tender notice and bid document.
(3) Registration with e-tendering platform: For registration and online bid submission bidders may contact: Helpdesk of Telangana State Technological Services.
(4) Authenticate the bid with his Digital Certificate for submitting the bid
electronically on e-procurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the e-procurement platform. For obtaining Digital Signature

(5) Submission of Hard copies: After submission of bid online, the
bidders shall submit invariably the originals of all the documents part
of technical bid stipulated at clause No.4 of tender Schedule at HACA, Hyderabad on or before 14.12.2020 up to 02:00 PM either personally or through courier or by post and the receipt of the same within the
stipulated time shall be the responsibility of bidder. HACA shall not take any responsibility for any delay or non-receipt. If any of the
documents furnished by the bidder is found to be false/fabricated/bogus, the bidder is liable for black listing, forfeiture of the EMD, cancellation of work and criminal prosecution.
The bidder is requested to get a confirmed acknowledgement
from the Tender Inviting Authority as a proof of Hardcopies submission to avoid any discrepancy. The bidder has to attach the required documents after uploading the same as required by Tender
Inviting Authority in its tender conditions.
(6) Payment of Transaction Fee:
From 1st January 2006 it is mandatory for all the participant bidders to electronically pay a Non-refundable Transaction fee to the service
provider through "Payment Gateway Service on E-Tendering platform". The Electronic Payment Gateway accepts all Master and Visa Credit Cards issued by any bank and Direct Debit facility/Net
Banking.
a. Transaction Fee: All the participating bidders who submit the bids have to pay an amount @ 0.03 % of their final bid value online with a cap of Rs.10,000/- for quoted value of purchase up to Rs.50.00
Crores and Rs.25,000/- if the purchase value is above Rs.50.00 Crores & GST applicable @ 18 % or as levied by Government of

India on transaction fee through online in favour of MD, TSTS. The amount payable to TSTS is non refundable.
(7) Tender Document: The bidder is requested to download the Tender document and read
all the terms and conditions mentioned in the tender Document and seek clarification if any from the Tender Inviting Authority. Any offline bid submission clause in the tender document could not be neglected.
The bidder has to keep track of any changes by viewing the Addendum/Corrigenda issued by the Tender Inviting Authority on time-to- time basis in the E-Tendering platform. The HACA calling for
tenders shall not be responsible for any claims/problems arising out of this.
(8) Bid Submission Acknowledgement:
The bidder shall complete all the processes and steps required for Bid
submission. The system will generate an acknowledgement with a unique bid submission number after completing all the prescribed
steps and processes by the bidder. Users may also note that the bids for which an acknowledgement is not generated by the e-Tendering system are treated as invalid or not saved in the system. Such invalid
bids are not made available to the Tender Inviting Authority for processing the bids. Neither HACA nor Telangana State Technological Services is responsible for incomplete bid submission by users.
2. SCOPE OF WORK:-
2.1. The HACA Ltd being appointed as Nodal agency for procurement of
UHT Tetra/Brick Pack Milk in 200 ML/500 ML/1000ML Packing over a period of 12 months starting from the month of „ December- 2020 to November - 2021 from Milk Distributors/ Authorized Milk Agencies/ Govt.
Agencies (The Milk shall be procured from cooperative dairies like Vijaya Diary Corporation/Cooperative Milk Federations only).
2.2. The requirement of 3.00 Crores Ltrs (Approx.) of UHT Tetra/Brick Pack Milk 200 ML/500 ML/1000 ML Packing is to be supplied to the
Anganwadi centers of all erstwhile Districts as per Annuexure-I over a period of 12 months. The quantities indicated in respect of each district
every month may vary depending upon the requirement and demand as indented by the Department of Women Development & Child Welfare from time to time.
2.3. Milk Distributors/ Authorised Milk Agencies/ Govt. Agencies/ Cooperative Milk Federations (The Milk shall be procured from cooperative
dairies like Vijaya Diary Corporation/Cooperative Milk Federations only) are eligible to participate in the e – tender to be conducted by HACA Ltd in e-
procurement process, registration being mandatory. The procedure for registration/bid submission is detailed as explained in clause1.

2.4. The inspection and evaluation of samples will be carried out in accordance with specified quality parameters as per the procedure stipulated in clauses 3 & 7.
2.5. After satisfactory supply of the UHT Tetra/Brick Pack Milk by the
Successful Bidder within the stipulated time, payment will be released by HACA Ltd for Bidder on receipt of budget from the concerned department of WD & CW Dept.
2.6. The procedure for enrolment and registration of suppliers, terms and conditions of supply of UHT Tetra/Brick Pack Milk is as detailed at clause –
1 and 3. Some of the clauses to these terms & conditions may be amended if necessary, prior to the conduct of e-Tender. Details of such amendments
will be uploaded in the website https://tender.telangana.gov.in for the information of participants.
3. MAINTAINANCE OF QUALITY:-
The HACA is very keen in accepting only good quality of UHT TETRA/BRICK PACK MILK strictly conforming to quality specifications prescribed in the tender schedule for supply of UHT TETRA/BRICK PACK

3.2. SAMPLE: The Successful Bidder should produce two representative samples of UHT Tetra/Brick Pack Milk in 200 ML/500 ML/1000ML each in
new UHT Tetra/Brick Pack at the time of submission of Hard-copies of Technical Bid, sealed and intact, with name of the firm and signature of the
authorized representative with a permanent marker. If, UHT Tetra/Brick Pack Milk sample is not submitted along with the hard copies of the documents specified, the tender will not be considered.
3.3. PACKING:
The UHT Tetra/Brick Pack Milk stocks shall be delivered duly packed,
in 200 ML/500 ML/1000 ML with department logo and an indication that “it is not for sale” and meant for “distribution to the AWC Only” by the Bidders, on placing of supply order by HACA. The stocks should be delivered
at Anganwadi centers in the districts of Telangana State with Bio-metric system as per WD & CW Department.

3.4. Quality and supply conditions: 1. All stocks should be supplied within a period of 20 days from the date of
placing order.
2. HACA will undertake quality check through NABL/ State Food Laboratory accredited Food testing Laboratories notified by Food Testing and Standards Authority of India and any decision of acceptance/rejection of consignments
lies with exclusive discretion of MD, HACA. 3. The Successful qualified L-1 Bidder/Supplier will be solely responsible for
consequences for any violation of the Food Safety and Standards Act, 2006 and rules and regulations of 2011 made there under or any other connected
rules with regard to adulteration. 4. L-1 Bidder/Supplier shall be liable for any action or consequences that
may arise due to non-adherence to quality parameters.
5. Apart from the above, in the event of any harm caused due to supply of bad quality, the concerned supplier shall be held solely responsible of any losses/damages to the events arising out of such supplies under the
scheme. 6. Every batch manufactured and marked for supply lot wise shall be
subjected to inspection, testing and certification by an assaying agency accredited by NABL/State Food Laboratory. The batch wise assaying report
shall be submitted to the HACA. Assaying report has to be obtained from any assaying labs accorded by NABL/State Food Laboratory to certify the Milk quality.
4. ELIGIBILITY/PRE QUALIFICATION CONDITIONS.
4.1 Milk Distributors/ Authorised Milk Agencies/ Govt. Agencies/ Cooperative Milk Federations can participate in the e-Tender to be
conducted by Telangana State Technological Services on behalf of HACA Ltd, Hyderabad. (The Milk shall be procured from cooperative dairies like Vijaya Diary Corporation/Cooperative Milk Federations only)
4.2. The Bidder should have valid GST registration issued by concerned
authorities. They should have been in operation for past 3 years. 4.3. The bidder should be a Milk Distributor/ Authorized Milk Agencies/
Govt. Agencies/ Cooperative Milk Federations of having 3 years experience in the business of Milk (The milk business experience for the last 3 years to
be certified by the Chartered Accountant). 4.4. The bidder should also have turnover of Rs.10 Crores(Rupees Ten
Crores only) in any (one) of the last three financial year’s i.e. 2017-18, 2018-19, & 2019-20.

4.5. The bidder should have audited Balance sheet, Profit and Loss account and the Income-tax return submitted for the (3) financial years duly certified by the Chartered Accountant for the years 2017-18, 2018-19 & 2019-
20.(Provisional).
4.6. The bidder should have valid FSSAI License. 4.7. The bidder should submit EMD (Earnest Money Deposit) of
Rs.10,00,000/- (Rupees Ten Lakhs only) 4.8. The bidder should not have been blacklisted either by the HACA Ltd. or
by any Government department/Government undertakings. Making a wrong claims and not reporting the fact to the Tender Inviting Authority about
blacklisting etc., will attract criminal action. An affidavit on Rs.100/- Non- Judicial stamp paper and attested by the Notary declaring as to (i) Not having been prosecuted for violation of rules/law under Essential
Commodities Act or any such others law or orders there under in any court of law. (ii) Not having been black listed by any organization or Government
for non-performance of contractual obligation. 4.9. Two (2) Packets of UHT Tetra/Brick Pack Milk in 200 ML/500
ML/1000ML should be submitted in "HACA" office at the time of submission of hard copies which are sealed and intact, with name of the firm and signature of the authorized representative with a permanent
marker.
4.10. The bidder should submit Self Declaration stating that he has made the necessary arrangements for processing and supply of UHT Tetra/Brick Pack Milk packing mentioned as per specifications with department logo,
delivery up to Anganwadi centers without any delay as per the indent.
4.11. In case of partnership firm or Co-operative or Corporate, the Bidder should furnish a copy of the partnership deed or Bye-law or Memorandum of Articles as the case may be. In case of partnership firms the share holding
pattern should be duly certified by the Chartered Accountant along with details of name, age, education and experience of the partners. In case of Co-operative societies, notarized copies of bye-laws, registration of society
copy, resolution passed by society members to participate in the tender enquiry and also the area of operation of the society.
4.12. The Bidder should furnish letter of authority or power of attorney for having authorized the person to sign the documents on behalf of firm or
society or corporate body. Attestation of signature of such authorized signatory from the bank where the firm is having its account is essential.
4.13 The address proof of the authorized signatory viz. Telephone bill/copy of pass port/electricity bill/voter ID proof should be submitted along with
the application. The address proof in respect of the firm-either certificate of registration or certificate of incorporation issued by the concerned authority.

4.14. Bank account details of the firm along with IFSC code, Branch details, and address shall be furnished in the letterhead of the firm.
