NOTES TO CANDIDATES A. Headings to questions are for ease of identification only and do not form part of the

questions. B. The number of questions are as follows: (1) Section A – Ten (10) multiple choice questions each of 2 marks each. The

recommended time for attempting the multiple choice questions is approximately 20 minutes.

(2) Section B – FOUR (4) short questions each of 6 marks each. The

recommended time for attempting the short questions is approximately 60 minutes.

(3) Section C – One (1) question on Measurement of 56 marks. The

recommended time for attempting this part is approximately 120 minutes. C. All Multiple Choice Questions, Short Questions and the tasks on

Measurement are compulsory. D. The total mark is 100. The overall pass mark is 55. E. Refer also to INSTRUCTIONS TO CANDIDATES which were issued to you in

ASSESSMENT CRITERIA Candidate is expected to demonstrate his/her acquisition of practical skills and theoretical knowledge in quantity surveying at the technical level and the ability to correctly and precisely express his/her understanding on some specific areas of quantity surveying practice at the technical level.

Question B1

Based on the following information for the Main Contract of a 32-storey single tower

residential development at Mongkok:-

(i) Completion Date – 12 December 2011

(ii) Date of Substantial Completion – 8 March 2012

(iii) Extension of Time granted – 69 calendar days

(iv) Amount of Liquidated and Ascertained Damages – HK$23,200 per calendar day

(a) Calculate the number of days of delay. [2 marks]

(b) Calculate the amount of the liquidated and ascertained damages. [2 marks]

(c) Under the SFC, what actions does the Architect have to take as a pre-requisite

condition for the Employer to deduct liquidated and ascertained damages from

amounts due to the Contractor. [2 marks] Question B2

The following information is shown in a lump sum fixed price contract based on Drawings

and Specification. SFC is adopted in this project.

(i) Ten (10) wash basins were shown on Contract Drawings.

(ii) Twelve (12) wash basins each at HK$960/No. was measured and priced by the

Contractor in the Schedule of Quantities and Rates.

(a) If ten (10) wash basins are ultimately supplied and installed on Site, is there any

cost adjustment required in the final account. [1 mark]

(b) If there is an Architect’s instructed variation work to add two (2) wash basins, is

there any cost implication to the Contract. [1 mark]

(c) State the reasons for the answers in Item (a) and (b) above. [3 marks]

(d) If there is an Architect’s instructed variation work to delete all the wash basins as

shown on the Contract Drawings, calculate the omission amount for this variation.

SECTION B – SHORT QUESTIONS Question B3

The following is an extract from the preambles on Prime Cost rates (herein referred to as

“PC rate”):

“Where prime cost rates are included in the description of items in these Bills of

Quantities, these prime cost rates are for the material cost of that item delivered to site

( street level ) only and the Main Contractor shall allow in addition for all wastage, fixing,

all ancillary materials ………… The contract rate will be adjusted by the net difference

between the prime cost rate and the actual price (supply cost) and will be applied to

the net quantity of the items measured as fixed in position.”

Based on the rules of adjustment of PC rate above and the attached Bills of Quantities

(refer to Attachment for Question B3), please answer the following questions.

(a) For tiling (Finish F6), the actual supply tiling confirmed is “Barby” homogeneous

tiling at a supply cost of $260/m2, what is the revised unit rate of homogeneous

floor tiling (Finish F6) after adjustment of the PC rate? [2 marks]

(b) What is the amount of saving or extra expense as a result of the adjustment of the

PC rate in Item (a) above and based on the quantities as stated in the Bills of

Quantities of homogeneous floor tiling (Finish F6)? [2 marks]

(c) After the adjustment of the above PC rate item, an Architect’s instruction is given for

Room X with floor finishes changed from F3 to F6. The measured floor area of

Room X in accordance with the Contract is 15m2. What is the amount of addition

or omission as a result of this instruction? [2 marks]

SECTION C1 – QUESTIONS ON MEASUREMENT (TOTAL 56 MARKS)

The Owner of a recreation centre intends to build an extension. The Architect has

produced the architectural plans (Drawing A-01 and A-02). The Structural Engineer has

produced the framing plans (Drawing S-01 and S-02) but the reinforcement details are

not yet finalised. Previously during preliminary design stage, the Structural Engineer has

provided indication of steel ratio as follows:

(i) Ground slab – 150 kg/m3

(ii) Column and beam – 200 kg/m3

(iii) Roof slab – 100 kg/m3

(iv) Curb – 100 kg/m3

As the Owner wants to have the extension built and completely fitted out before next

summer, he would like to invite some contractors to tender for the works now and

requests his Quantity Surveyor to prepare Bills of Quantities based on the drawings

produced.

You are the project quantity surveyor and responsible for producing the Bill of Concrete

Works.

(a) Based on the structural drawings (Drawing S-01 & S-02) provided, prepare a

take-off list (items that need to be measured) for concrete and formwork. [8 marks]

(b) Your senior quantity surveyor has spotted some discrepancies in the architectural

and structural drawings. Please prepare tender queries to the Architect and the

Structural Engineer to clarify the discrepancies before taking off. [4 marks]

(c) Take off concrete and formwork based on Drawing S-01 & S-02. [27 marks]

(d) Based on the steel ratio given by the Structural Engineer, your senior asks you to

calculate the total approximate quantity of reinforcement. [7 marks]

(e) Prepare Bills of Quantities for Concrete Works (concrete and formwork only). Use

bill papers to answer this question. Each bill item shall include descriptions of work,

unit and quantity. Your senior has provided some sample bills of Concrete Works (2

pages) for your reference. [10 marks]
