INTRODUCTION

• A Geothermal Power Plant Project is developing in South Solok Regency, West Sumatra Province, Indonesia, with financing from ADB and other commercial banks.

• The Project has acquired 141 Ha land of the local People, where from a 202 land claimants of 56 are vulnerable Project Affected People (PAPs).

Background

• It is understod that The Project is committed to meeting with the ADB’s Safeguard Requirement 2 and IFC PS-5 on Involuntary Resettlement.

• Both IFC’s and ADB presupposes the Project to improve, or at a minimum to restore, the livelihoods and standards of living of displaced (physically or economically) persons to pre- project level.

• Special provisions must be made for the PAPs who have significant impact and/or belonging to vulnerable groups.

• The IFC and ADB also requires project sponsors to monitor and report on the effectiveness of resettlement and livelihood restoration program implementation.

Objectives

• To mitigate the impact of land acquisition and involuntary resettlement, especially to the vulnerable claimants.

• To Promote the social well-being of local communities.

Livelihood Restoration Approach

• In general, Livelihood Restoration Program for vulnerable PAPs should refer to the ecological conditions, livelihoods and socio-cultural characteristics possessed by the PAPs.

• The Livelihood Restoration Program should be able to support the PAPs to gain similar or even better livelihood condition.

• The Livelihood Restoration Program should focus on the characteristics of the vulnerability context and potential sources of livelihood assets owned by each PAP’s.

• Involving both of the PAPs and representatives of communities;

• The program may need to cooperate with related local government institution, consultant experts, local university, or local NGO who has competency and experiences in facilitating and supervising the community development and livelihood restoration program.

Livelihood Restoration Scheme for the Vulnerable PAPs

Land-Based Livelihoods.

• For vulnerable PAP who used to be a farmer, the income restoration program will be directed to agricultural development.

• To increase farmer’s income, will be assisted with technical training to improve agricultural productivity, coupled with agricultural equipment and agricultural input (seeds, seedlings, fertilizer).

• Agricultural development also directed to vegetables crops, livestock, and fish farming where yields can be consumed by farmers’ family themselves or for sale to market.

• It is expected the livelihood restoration program to contribute to broader market access to vulnerable PAP’s agricultural commodities, as well as to local communities in general.

Enterprise-Based Livelihoods.

• Established and nascent entrepreneurs may benefit from capital assistance or training programs (awareness raising, business planning and management, marketing, inventory, and quality control) to expand their business and to generate local employment.

The LRP Strategy for Vulnerable PAPs

The implementation of LRP for vulnerable PAPs will be conducted gradually in 3 years.

• The first year will be focused on awareness raising and training and capacity building programs on entreprneurship, coaching process on developing business plan, inkind assistance to start-up alternative business.

• The second year focus on technical assistance, especially on agriculture programs to increase the PAPs main income sources .

• The third year the program implementation will focus on broaden market and financial access, program sustainability, and exit strategies.

• Special Assistance :

- Improving health services by providing additional nutrients for toddlers;

- Improving family services by providing house rehabilitation.

LRP IMPLEMTATION

Preparation : Vulnerability Assessment

• To prepare an operational LRP action plan, the Project has conduct assessment to identify the livelihood condition of the vulnerable Project Affected People (PAP).

• Including their vulnerability context, they potential assets to be developed, and expectations to be involved in income generating programs.

• After the assessesment process there are identified a number of 56 vulnerable PAPs with the main income source from agricultural sector.

Poverty Line

Conclusion

• Typically, the vulnerable group living in poor condition and live in below poverty line and less touched by structural development programs.

• The vulnerable group as individuals or groups who may experience adverse impacts from a proposed project usually more severely than others because of their vulnerable status.

• However, through implementation Livelihood Restoration Program (LRP) by the private sector, in accordance with international requirements, able to improve the livelihoods of the vulnerable group.

• Through the engagament of Vulnerable Group with contribution of private sector and related parties could alleviate the poverty.
