This proposed graduate (and associated undergraduate) degree program is at the intersection of science, technology, and analytics. It is aligned with the University of Arizona's new Strategic Plan as it addresses: (1) creating a major focused on serving projected needs by the 4th Industrial Revolution emphasizing big data analytical skills (Initiative 1.5B) and (2) providing an enhanced pipeline and pathway for transfer students to be successful at the UA because of the number of free electives that can be used (Initiative 1.1B). This graduate programalso aligns with the College of Agriculture and Life Sciences Strategic Plan to produce employable graduates that can be successful in today's workforce but will have the skills to succeed in future jobs that do not yet exist. The workforce of today and tomorrow needs a foundation in the sciences and computing, and an understanding of large data sets ¿ how to manipulate, mine, manage, and ultimately to inform decisions. The reasons that the Biosystems Engineering Department is the most appropriate location within the Arizona University Systemfor the BAT program are because: 1.UA is the Land Grant University in Arizona where the mission is to engage withpeople through applied research and education to improve lives, families, communities, the environment, and economies in Arizona and beyond. The proposed degree is highly applied and seeks to provide the skill sets for our graduates in the context of data and technology for biosystems.2.This proposed program (along with the undergraduate degree program) aligns directly with the University of Arizona administration's focus on preparing and

NEW ACADEMIC PROGRAM-GRADUATE MAJOR ADDITIONAL INFORMATION FORM

I. PURPOSE AND NATURE OF MAJOR–provide a description for the proposed program.

Include the purpose, nature, and program highlights. The description must match departmental and college websites, handouts, etc.

The Biosystems Analytics & Technology (BAT) curriculum is intended to prepare students for careers in the 4th Industrial Revolution which is the intersection of science, technology, and analytics. Meeting the grand challenges of tomorrow will require a convergence of new ideas, approaches, and technologies from diverse disciplines. The graduate program in Biosystems Analytics & Technology builds upon the foundation laid in the undergraduate program in the sciences (3 years), technology (2 years), and analytics (3 years). Graduate students in the program will be able to use those foundational tools to further develop their skills in meeting technology and data challenges in precision agriculture, remote sensing, water management, statistical informatics, data-mining, and cyberinfrastructure development. Given massive unstructured “big data” streaming from sensors, controls, cloud repositories, and the interactive web, data-driven discovery is now possible.

Still, converting this knowledge into action to solve real-world problems in the life sciences requires a merger of data science, biology and physics, and applied engineering (also known as the 4th Industrial Revolution). These efforts require innovative and integrated educational pathways in applied statistics, computer science, and engineering technology. The Biosystems Engineering department is well-positioned to bring together these interdisciplinary skills into a solid program in the life sciences and this emerging program in Biosystems Analytics & Technology: 4 faculty in water resources, 6 faculty in the analytics of biological data, 5 faculty in modeling and sensors for agriculture and bioreactors, and 4 faculty in field-level precision agriculture (note that some of the faculty have more than one area of expertise). The goal of this proposed program is to create an inspirational and transformative training experience that integrates intellectual merit with “real world” hands-on experiences across disciplines (genomics, precision agriculture, data science, and engineering technology); scales (molecules to models); and trainees (from undergraduate students to graduate students).

With the backdrop of the new information age, these emerging areas of engineering technology and applied data science warrant the need for a new program in Biosystems Analytics & Technology. This program will train students to take a true systems-level approach to understanding the relationships across food, water, and energy for a

sustainable future by providing skills in sensors and remote sensing (data acquisition), statistics and bioinformatics (data management and analytics), and applying these tools to solve real-world problems.

Purpose of the Biosystems Analytics & Technology Graduate Program

The purpose of the Biosystems Analytics & Technology Program is to serve the growing field of technology/biology/analytics. The program will prepare students for an array of career choices from academia to industry, with resume-ready, real-world experience in combining biological, physical, and data sciences with technology and ability to apply these tools to environmental, ecological, biological, agricultural, and human systems through their electives. Our uniquely qualified faculty, cross-trained in teaching, research, and extension in sustainable Earth systems engineering (16 faculty) and data science (4 faculty), have the capacity to develop this distinctive program for the UA to become a national leader. In particular, the program focuses on large-scale data from environmental –omics (Drs. An, Hurwitz, U’Ren), remote sensing and precision observation (Drs. Didan and Andrade-Sanchez), sensors and controls (Drs. Kacira, Tollefson, Waller, Cuello, Andrade-Sanchez, Siemens, and Yoon), and human metagenomics (Drs. An, Hurwitz, and Li) to address important global questions at the food-water-energy-nexus in our changing world. To this end, we propose to have a curriculum that further develops students’ skills to bridge the data science and engineering/ technology gap and allow students to develop more intently on a particular skill set (analytics or technology) or within an area of interest (remote sensing, water resources, precision agriculture, or renewable energy to name just a few).

Highlights

These proposed graduate degree programs (Master’s and Doctoral) are the nexus of science, technology, and analytics. It is aligned with the developing University of Arizona Strategic Plan as it addresses creating a major with the 4th Industrial Revolution in mind to develop mastery of digital and analytical skills (Initiative 1.5B). The proposed graduate programs also align with the College of Agriculture and Life Sciences Strategic Plan to produce employable graduates, who can do jobs that do not yet exist and create new jobs. These proposed graduate programs also fit seamlessly into the National Science Foundation’s Computational and Data-Enabled Science and Engineering program criteria:

• Promote the creation, development, and application of the next generation of mathematical, computational and statistical theories and tools that are essential for addressing the challenges presented to the scientific and engineering communities by the ever-expanding role of computational modeling and simulation and the explosion and production of digital experimental and observational data.

• Promote and encourage integrated research projects that create, develop and apply novel computational, mathematical and statistical methods, algorithms, software, data curation, analysis, visualization and mining tools to address major, heretofore intractable questions in core science and engineering disciplines, including large-scale simulations and analysis of large and heterogeneous collections of data.

• Encourage adventurous ideas that generate new paradigms and that create and apply novel techniques, generating and utilizing digital data in innovative ways to complement or dramatically enhance traditional computational, experimental, observational, and theoretical tools for scientific discovery and application.

• Encourage ideas at the interface between scientific frameworks, computing capability, measurements and physical systems that enable advances well beyond the expected natural progression of individual activities, including development of science-driven algorithms to address pivotal problems in science and engineering and efficient methods to access, mine, and utilize large data sets.

The reasons that the University of Arizona is the most appropriate location within the Arizona University System for the BAT program are because 1) UA is the Land Grant University in Arizona where the mission is to engage with people through applied research and education to improve lives, families, communities, the environment, and economies in Arizona and beyond. 2) These proposed programs align directly with President Robbins’ focus to develop, prepare, and foster careers to meet the needs of the 4th Industrial Revolution. 3) CALS is investing in and preparing for the wide-scale adoption of cyber technologies for faculty and students.

To be considered for the M.S. program, the candidate must hold a B.S. degree. To be considered for the Ph.D. program, the candidate must hold a B.S. and/or M.S. degree. In addition to general Graduate College application requirements, the Ph.D. in Biosystems Analytics & Technology requires that students admitted have a GPA of a 3.0 or higher on scale of 4.0 for the M.S. program and 3.3 for the Ph.D. program. The GRE exam is required and the scores will be included for consideration along with the applicant’s GPA, letters of support, and candidate statement.

In addition to the academic requirements for all applicants, the Graduate College also has additional requirements for international students: must satisfy English proficiency, financial guarantee, and health insurance requirements.

3 Biosystems Analytics

This course provides a comprehensive introduction to Python for data analytics focused on the interpretation of biological data. The course is structured as a series of short lectures covering key concepts and analytical strategies using Python and cutting-edge open source packages for data analytics. The majority of the course focuses on hands-on exercises both in- and out- of class to develop practical coding skills for interpreting and analyzing high-dimensional biological data. Students work in a collaborative learning classroom to gain skills in (1) basic Unix and Python, (2) Python data structures functions, and files, and (3) data wrangling and visualization using IPython, NumPy, and pandas, and (4) analytics using machine-learning methods available in Scikit-Learn. These skills are taught by implementing real-world coding examples to manipulate and process biological data in Python, and effectively use data-

3 Remote Sensing Data and Methods

This course provides an in depth overview of practical topics in land remote sensing with big data, data sourcing and provenance, characteristics, generating algorithms, data discovery, advanced analysis, and data limitations. Students will learn how to discover and acquire a variety of global to regional land remote sensing data, learn about the various sensors/platforms collecting these data, learn how to interpret and use these data emphasizing real-world applications and research topics. The course is aimed primarily at students of biosystems engineering, environmental sciences, and natural resources management, and aims at bridging the gap between the theoretical aspects of remote sensing and current Earth science data records, algorithms, and analytics.

VIII. NEED FOR THE MAJOR-describe how the major fulfills the needs of the city, state, region, and nation. Provide market analysis data or other tangible evidence of the need for and interest in the proposed major. We believe there are several compelling reasons for this major (and each need will be expanded below): 1. To prepare a workforce for the science and computing needs of the 4th Industrial

Revolution. 2. As a response to the department’s 2016 UA Academic Program Review (APR)

recommendations. 3. To have a home for our non-engineering faculty’s graduate students.

Preparing the Workforce for the 4th Industrial Revolution The workforce of today and tomorrow needs a foundation in the sciences and computing, and an understanding of large data sets – how to manipulate, mine, manage, and ultimately to inform decisions. In fact, the National Science Foundation recognizes that “Advanced computational infrastructure and the ability to perform large-scale simulations and accumulate massive amounts of data have revolutionized scientific and engineering disciplines.” [National Science Foundation, https://www.nsf.gov/funding/pgm_summ.jsp?pims_id=504813&org=MPS&from=home, accessed 10-15-18], and have created a separate funding program for Computational and Data-Enabled Science and Engineering. The proposed undergraduate and graduate degree programs fits seamlessly into the NSF research funding priorities. The World Economic Forum is an international, independent, impartial, not-for-profit organization to engage the foremost political, business, and other leaders of society to shape global, regional, and industry agendas. [https://www.weforum.org/about/careers] has a whole host of new job opportunities for professionals that have expertise in artificial intelligence, the internet of things, start-ups, machine learning, robotics, 3D printing, and autonomous vehicles to name a few. They believe that those seeking employment in the 4th Industrial Revolution will need to be proficient in digital and/or problem-solving skills. They also publish a bi-annual report on job futures, The Future Jobs Report. In their 2016 report, they stated that openings of data analysts are expected to increase across all industries and geographies: "Two job types stand out due to the frequency and consistency with which they were mentioned across practically all industries and geographies. The first are data analysts, as already frequently mentioned above, which companies will help them make sense and derive insights from the torrent of data generated by the technological disruptions referenced above. ..." Page 16, 2016 report. Another finding highlighted in both the 2016 and 2018 reports is that while many job markets will shrink with the 4th industrial revolution, computer and mathematical jobs are expected to increase. Our degree program features both computer and mathematical skills along with a knowledge of the sciences and a familiarity with technology. This program also believes in preparing the students for life after graduation. Here are specific strategies the program will employ: 1. In the Biosystems Analytics course, BE 534, the final is based on guidelines for a

technical job interview with Python. The learning outcomes are put together so that the students can be ready for the “real-world” through the collaborative learning / team building exercises in-class and also have practice articulating their technical skills for an interview.

2. In Research Methods in Biosystems Engineering, BE 501, the students will learn to build their curriculum vita. During this course module, the students will be introduced or re-introduced to the Student Engagement & Career Development office [http://career.arizona.edu] and the drop-in career development help lab, LifeLab, where they can get help on developing a career plan, refining a resume, and interviewing practice. They will also be introduced to the Graduate Center, part of the Graduate College [https://gradcenter.arizona.edu/], where there are workshops, resources, articles to support the professional development.

Response to the Department’s 2016 APR Recommendations The recommendations from our 2016 APR urged us to create a program that creates a non-engineering degree to better integrate our emerging emphasis on systems/informatics/analytics. The specific recommendations were (1) “The Department’s emerging emphasis on systems/informatics/analytics should be considered as a potential strong integrator of the Department’s domains and core competencies” (Recommendation 2) and (2) “The Department should create non-engineering options…” (Recommendation 15). We believe that the undergraduate and graduate degree program proposals meet the intent and spirit of these recommendations.

Home for Our Non-engineering Faculty’s Graduate Students As described above, we have an emerging and growing emphasis on biosystems analytics. In the beginning of 2015, we had one faculty member in this emphasis area, and today, we have four. Currently, the department can only offer an engineering PhD or MS degree. For these four faculty, they would have to convince their graduate students to make up any engineering deficiencies (up to four classes) to be able to graduate from the department or find a Graduate Interdisciplinary Program to enroll their students in. We want to be able to have a non-engineering graduate program in which our faculty may enroll their graduate students.

Plans for Marketing the Major & Student Recruitment Activities The College of Agriculture and Life Sciences has one of the best marketing offices in the University. It is located in the Career & Academic Services. They use Lead Generation sites, the UA SLATE recruiting system, attend many career fairs, create brochures for each major, highlight their majors in the lobby of Forbes, and describe each major in the web page. We also have an active Professional Academic Advisor who attends career

XII. DIVERSITY AND INCLUSION-describe how you will recruit diverse students and faculty to this program.

The Biosystems Engineering Department is a diverse department and is attractive to diverse students and faculty. Of the current student body, we have 12 international graduate students, and out of the 19 faculty, there are 10 from other countries. We also attract women into our programs. Of the five faculty listed in our biosystems informatics emphasis group, three are women. Our female population is currently 60% (34/56) in our undergraduate program, and 39% (13/35) in our graduate program. We have 2 domestic graduate students who are Hispanic and 2 domestic graduate students who are Native American. We actively work to find funding for under-represented domestic graduate students. We currently have two graduate students receiving Sloan Indigenous Graduate Partnership Scholarships. We have faculty that are co-Project Investigators for the National Science Foundation’s Innovations at the Nexus of Food, Energy, and Water Systems (INFEWS), Indigenous Food, Energy, and Water Security and Sovereignty. This is a five-year, $3 million project to develop a diverse workforce with intercultural awareness and expertise in sustainable food, energy, and water systems. To increase our domestic student diversity population, BE will work closely with the UA Graduate College’s Office of Diversity and Inclusion to recruit diverse and under-represented domestic candidates. Using their expertise, we will develop brochures for their recruitment trips and conferences and tailor the SLATE recruiting platform so that our interactions are culturally responsive and affirming. We will seek training grants to help fund our graduate programs.
