..environmental phenomena and disasters do not stop at the border

70% of all fresh water bodies in Europe are part of a trans-boundary river basin !! Existing Legislation (e.g. Water Framework Directive) propose the river catchment as the territorial management Unit

Hence need to develop a shared data and service infrastructure

Data Infrastructure

Like a railways infrastructure …

A Data Infrastructure is as way to:•Support sound policy making•Increasing efficiency of various stakeholders by sharing information and processes•Contribute to open Public Sector Information increasing transparency in decision making, and new services, innovation, and jobs.

Framework of data, technology, policies, standards, and human resources, necessary to facilitate the sharing and using of information.

Building a European Spatial Data Infrastructure is a complex exercise… Europe is a patchwork of several countries with different

traditions, cultures and socio-economic models…This is reflected in terms of their geo-spatial management choices

INSPIRE Directive 2007/02/ECThe INSPIRE Directive lays down general rules to establish an Infrastructure for Spatial Information in Europe for the purposes of Community environmental policies and policies or activities which may have an impact on the environment

This infrastructure shall build upon infrastructures for spatial information established and operated by the Member States

Existing spatial data held by or on behalf of a public authorities

Page 7: The Danube Reference Data and Service Infrastructure ... · Reference Data and Service Infrastructure ... Impact Assessment ... The Danube Reference Data and Service Infrastructure

INSPIRE Components1. Metadata2. Interoperability of spatial data sets and

services3. Network services (discovery, view,

download, transformation and invoke)• made available through the European geo-

portal4. Data and Service sharing (policy)5. Coordination and measures for Monitoring

& Reporting

INSPIRE is a Framework DirectiveDetailed technical provisions for the issues above are laid down in Implementing Rules

Interoperability of data –... and what INSPIRE is aiming at

... ...

NetworkService

NetworkService

NetworkService

• Provide access to spatial data via network services and according to a harmonised data specification to achieve interoperability of data

! Datasets used in Member States may stay as they are

! Data or service providers have to provide a transformation between their internal data model and the harmonised data specificationdataset dataset dataset

Page 10: The Danube Reference Data and Service Infrastructure ... · Reference Data and Service Infrastructure ... Impact Assessment ... The Danube Reference Data and Service Infrastructure

Why common data specifications ?

• Member States should make available data within the scope of INSPIRE using• the same spatial object types (and definitions)• the same attributes (and definitions, types, code lists)

and relationships to other types, e.g. BuildingHeight, BuildingSize

• a common encoding • common portrayal rules

This facilitates pan-European/cross-border applications

Page 11: The Danube Reference Data and Service Infrastructure ... · Reference Data and Service Infrastructure ... Impact Assessment ... The Danube Reference Data and Service Infrastructure

Cross-border

20% of the EU citizens (115 million) live within 50 Km from a border.

Page 12: The Danube Reference Data and Service Infrastructure ... · Reference Data and Service Infrastructure ... Impact Assessment ... The Danube Reference Data and Service Infrastructure

Example of INSPIRE definitions

Hydrography

• Hydrographic elements, including marine areas and all other water bodies and items related to them, including river basins and sub-basins.

• Where appropriate, according to the definitions set out in Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 establishing a framework for Community action in the field of water policy (2) and in the form of networks.

Our idea !

• Maximise benefits from MS investments in INSPIRE implementation (data harmonization and interoperability efforts)

• Extend INSPIRE data models to other policy areas and/or applications to ensure multidisciplinary-interoperability

• Help non EU countries to be compliant with INSPIRE and/or facilitating interoperability through brokering services

• Make a better use of ICT technologies and support innovation and modernisation of Public Services and Policy Making

• Lead by example providing on line access to JRC data• Develop and operate a collaborative platform to connect

distributed facilities and people• ..and possibly engage society

Page 20: The Danube Reference Data and Service Infrastructure ... · Reference Data and Service Infrastructure ... Impact Assessment ... The Danube Reference Data and Service Infrastructure

Ingredients• Shared Governance and Ownership Involving all relevant stakeholders

• Building a community of stakeholders to share data, knowledge and ideas

• JRC Knowledge base (data, models,..) for the Danube Region• Close link with Digital Agenda for Europe (ICT standardisation,

OpenData, PSI, …) and Digital Science• Collaborative Platform and • Distributed Facilities

….. resulting in …

•Big data management and analysis•Simulation, sensors technologies

New Research methods

•Open access to publications and underlining data•Transparency of research methods and materials

New access to research

•Data sharing based collaboration•e-Infrastructures and ERA•Social network and media for research

Collaboration in research

•Engaging citizens into scientific processes•Society included in scientific discussions

Engagement of society

A relevant tool for innovation and new projects formulation

DRDSI : Background Not just another geoportal, but an innovative scientific platform fit to user

needs and providing a flexible solution for scientific support of informed decision

making

Frontend to scientific information (data, models, projects, documents, others)

with focus on the Danube Region

Aligned to the Priority areas of the Danube strategy

Based on lessons learned from the INSPIRE implementation process at JRC

Regional approach, i.e. platform reflecting actual needs of the users in the

Danube region
