2 President’s Message NOVEMBER 2019
I hope you have seen our work to restore grass to the bare areas of the common
grounds. Widespread seeding was done this fall with erosion-prone areas covered with
seed mats to facilitate growth. More seeding will likely be done in 2020.
Your help is still needed to ensure the grass thrives in these areas. Please water the
seeded areas if you can.
Four Colonies now has a volunteer work force of home owners to keep our walkways
clear of mud and debris. This crew of home owners will largely work weekends and
holidays after storms to clean the paths. More volunteers are needed, so if you are
interested please contact the office and it can refer you to an organizer.
We are aware that erosion is a big problem along many of our walkways. Retaining
walls and other fixes are being researched to stop or slow this flow of mud and dirt.
The paint committee has proposed a few changes to the HOA’s paint policy. These
changes can be found in this issue of the Clarion and at the office. Please look them
over and, if necessary, submit your comments to the office. The Board will vote on the
policy at its November meeting.

We completed the rest of the sidewalk repairs and repaired the pool deck at Pool 4.
True North finished seeding and we did as many areas as possible. Homeowners that
had areas done near them have agreed to water.
We finished seal coating, curb repairs, and asphalt patching in Colonies 3 & 4.
Harold is watering the new trees, and Alan continues to clear overgrown areas that have
weeds and volunteer trees. They have both done spot seeding.
The carpets were cleaned in all three clubhouses. This made a big difference and they
look great!
FOUR COLONIES HOMES ASSOCIATION BOARD WILL VOTE AT ITS NOVEMBER MEETING
ON THE FOLLOWING REVISIONS/CLARIFICATION TO THE PAINT POLICY:
Fences Fences and fence trim at multifamily and patio-type homes must be the color of the house. Non-fence areas. N-- If power washing uncovers damaged or deteriorated wood or siding, the homeowner shall be responsible for the repair and replacement of this damage prior to painting.
All homes are to be back rolled after they are sprayed. Window trim on multi-family homes will be the trim color. At single-family homes the trim around windows will be painted the approved trim color only on the front of the home. Trim on the sides and back will be painted the house color. Exception -Single-family homes, at their own expense, can have the side and back trim painted the approved trim color Substitution of any required material must be approved by the Architectural Control Committee. At multi-family units, the railings on covered porches and upper-floor patios must be stained or painted the color of the house. The entire paint policy with these proposed revisions/clarifications can be reviewed at the office.

LIGHT CREDIT TO BE REMOVED FROM FOUR COLONIES DUES
Beginning in January 2020, many homeowners will see a small increase in their monthly Homes Association Dues in addition to the 3% increase approved for all homeowners. The smaller increase will be related to the cancellation of the light credit they had received for many years.
The cancellation of the light credit follows the installation of the new walkway lights in 2019 that resulted in the previous lights being disconnected from the electrical systems of many private homes. The increase in dues caused by the credit cancellation will be offset by a similar reduction in electric bills at the affected homes.

The Four Colonies Garden Club has been busy cleaning
up common areas and flower beds of those who are
unable to get out and work on their yards. If anyone
would like us to come and help with their flower beds, let
the office know. We are willing to do it for free or for a
small donation to the club for yard waste bags and mulch.
We are 14 members strong and always willing to take on
new members. We generally have one work day a week
and they last about an hour. So far we have helped 6
households and done 4 common areas. We also held a
plant exchange which we would like to continue to do in
the spring and fall.

All Yard Waste items must be packaged in paper lawn waste bags or tied into 18’ x 36” bundles.
Route Service begins at 7:00 a.m. Please make sure all items are easily accessible from the street.
We only pickup natural yard waste including grass, leaves, tree limbs, flower or garden plants
(without their pots), walnuts, apples, Christmas trees (6’ or less), etc. All materials collected are taken to a licensed
compost facility. This recycling facility does not allow for ANY trash, landscape, or construction materials. If bags
contain trash or foreign material they will have to be left at the curb. Any plastic inside your bag will be considered
trash and not picked up. We do NOT collect animal waste. Please tie brush securely with rope or twine – not wire.
Mark bundles of thorns for the driver’s safety. Christmas Trees are the only items that do not require bagging or
bundling. We will accept Christmas trees up to 6’ in length, if larger please cut in half.
Maximum item weight is 50 pounds. Do not use plastic tape on paper bags since it is not
biodegradable. Small cardboard boxes may be used provided they are no larger than the size and weight limits. We
suggest boxes for fruits, small brush, wood or items that would easily break a bag during removal. We ask you to not
use cans for your waste.

ARCHITECTURAL CONTROL APPROVAL
IS STILL A REQUIREMENT!!!!!!
Architectural Control Approval is required before any permanent exterior change is made. This would include the
removal of a fence, the removal of trees, the addition of trees and shrubs, basically any addition, or removal or
replacement.
If you are planning to rebuild a deck or a fence in the same way it is currently designed, it is still necessary to get
approval.
Architectural control helps to ensure that changes will fit in with the aesthetics of the surroundings. The look of your
home impacts the look and value of your neighbors home. The reverse is also true; what your neighbor does to the
exterior of his home impacts your home value. The Architectural Control Committee works hard to quickly approve
homeowner requests.

REMINDER Everyone needs to pick up after their pets.
It’s the law. City of Lenexa Ordinance Leash Law 3-2-D-3 states “owners must remove any excrement deposited by his animal on any public or private property.” It is also “unlawful for any domestic
animal to run at large.” 3-2-D-2 of the Leash Law.

PARKING REMINDERS
We do not allow commercial vehicles
We do not allow vehicles to be stored. If they are not operational or in regular use,
they are not allowed to be parked in Four Colonies.
Article III, Section 3 of the Revised Bylaws
Parking Rights. The Owner or Owners of a Lot which does not have on-lot parking shall be
entitled to no more than two automobile parking spaces as near to the owned lot as practical.
The Owner or Owners of a Lot which has on-lot parking shall be entitled to no more than one
additional automobile parking space as near to the owned Lot as practical. Garages and
carports shall be considered to be on-lot parking facilities. (Adopted: September 18, 1989)
The second space should not interfere with your neighbors’ parking by their front doors.
Guests should be instructed to park in a clubhouse parking lot. Any additional vehicles should
be parked where they do not interfere with your neighbors parking privileges.

ANNUAL HOMEOWNER MEETING MINUTES
September 16, 2019
The Homeowner’s Forum started at 5:45 p.m. There were eight homeowners present. The following topics
were discussed: landscaping at Clubhouse 3.
President Bob Burgdorfer called the Regular Board Meeting of September 16, 2019 to order at 6:00 p.m. A
quorum was present.
Mr. Buffington did a slide presentation of the proposed budget for 2020 and the year-to-date financials.
Homeowner’s questions were answered and they also made comments.
Mr. Thomas made the motion to accept August 19, 2019, Regular Board Meeting minutes as written. Ms.
Weishaar seconded and the motion passed. (Vote #1)
COMMITTEE REPORTS:
Manager’s Report – Ms. Hallblade read her report. Discussion followed. New Business- The Board discussed the proposed budget for 2020 which did not include an increase in dues. After much discussion the Board felt there was a need for a dues increase. Mr. Buffington made the motion to increase dues by 3% starting January 1, 2020. Mr. Thomas seconded. The motion passed. (Vote #2) Unfinished Business- There was no unfinished business.
COMMITTEE REPORTS:
Architectural Review – Ms. Weishaar reported that the Architectural Control Committee is receiving many requests for improvements. Common Facilities – Mr. Burgdorfer reported the committee met September 11, 2019. They continue to discuss plans for the 2020 improvements. Finance- The Board received copies of the financial reports. Discussion followed. Grounds- Mr. Thomas reported the grounds committee met September 10, 2019. The lawn contract is being reviewed and plans are underway to revise it and go out for bids this year.

Mr. Buffington informed the Board that weed control and over seeding along with 22 sites that need special attention would begin in October. Discussion followed. Mr. Buffington made the motion to spend up to $6,000.00 for extra seeding. Mr. Thomas seconded. The motion passed. (Vote #3) Painting – Ms. Schenke reported the committee met and discussed revising the paint specs. The revised paint specs will be presented at the October Board meeting. Social – Ms. Khan-McKibben reported that the committee is planning something for next year. She also discussed the 81st Street and Clubhouse 3 update project stating that more funds were needed to complete the project. Discussion followed. Ms. Khan-McKibben made the motion to increase the funds by $1,400.00. Ms. Hurley seconded. The motion passed. (Vote #4) Long Range Planning Committee – There was no report. Communications – Mr. Burgdorfer read a report from the Chair Amy Guion stating that 3 new members had been added to the committee. The next meeting will be September 24, 2019. The Board went into Executive Session at 8:13 pm. The Board returned from Executive Session at 8:31 pm. Ms. Weishaar made the motion to adjourn, seconded by Mr. Buffington. The meeting adjourned at 8:33
