Also present were City Attorney Steve Stine, City Manager Sam Gaston and City Clerk Steven Boone.

1. AGENDA

1. Stop sign on Hampshire Drive at Oakdale Drive (Ordinance No. 1951 was added to the formal meetingagenda.)

2. Stop sign on Montevallo Terrace at Park Lane (Ordinance No. 1952 was added to the formal meetingagenda.)

3. Library window replacement—Appendix 1. (Proceed with quotes for window replacement and obtainpricing for moisture/waterproofing consultant.)

4. Revision to approved sidewalks at the Grand Bohemian Inn (Appendix 1).

The developer has installed a section of sidewalk along the inn that does not conform to the approvedmaster development plan. In addition, the developer is seeking [advance] approval to install lightingalong said sidewalk that is inconsistent with the mater development plan. It was the general consensusof the Council members present that the acorn lighting approved in die master development plan bestudied further to determine if a shield to minimize lighting shining toward the first floor guest roomscan be added. The approved acorn lighting is preferred to the suggested pathway lighting.

MINUTES OF THE REGULAR MEETING OF THE

CITY COUNCIL OF THE CITY OF MOUNTAIN BROOK, ALABAMAAPRIL 25,2016

The City Council of the City of Mountain Brook, Alabama met in public session in the City HallCouncil Chamber at 7:00 p.m. on Monday, the 25th day of April, 2016. The Council President called themeeting to order and the roll was called with the following results:

Present: Virginia C. Smith, Council PresidentJack D. Carl

Lloyd C. SheltonAlice B. Womack

Lawrence T. Oden, Mayor

Absent: William S. Pritchard, III, Council President Pro Tempore

Also present were City Attorney Steve Stine, City Manager Sam Gaston and City Clerk Steven Boone.

The City Council President stated that a quorum was present and that the meeting was open for thetransaction of business

1. INTRODUCTION OF LEROY NK, NEW ALABAMA POWER COMPANYCONTACT/REPRESENTATIVE

Mr. Nix introduced himself to the government body.

2. LEADERSHIP MOUNTAIN BROOK PRESENTATIONS

Participants of the 2015-2016 Leadership Mountain Brook class presented their projectrecommendations to the City Council. The projects included:

1. Public Art (Appendix 5)2. City of Mountain Brook T-Shirt (branding) (Appendix 6)3. Buttons Explores the Brook childrens' book written by the Leadership Mountain Brook class

(Appendix 7)4. ZYP Bike Share

a. ZYP stations cost approximately $50,000 each depending on the number of bikes perstation

b. 6-8 stations would be optimalc. Operating costs but are not limited include bike maintenance, charging, rebalancingd. Grants may be available that can cover up to 80% of the initial cost (ZYP officials can

assist with information about grant options and applications)e. The ZYP program seems to have been well received in Birminghamf. The City of Homewood is currently considering a ZYP programg. ZYP packages include: $75 annui (unlimited), $6 24-hour membership, $20 7-day

membership, $200 2-year membership. All rides are 45-minutes. ZYP bikes are to bechecked in at any ZYP station every 45-minutes to avoid add-on fees.

3. CONSENT AGENDA

Council President Smith announced that the following matters will be considered at one time on theconsent agenda provided no one in attendance objects:

Approval of the minutes of the April 11,2016 regular meeting of the City Council.

2016-054 Declare certain property surplus and authorizing its sale atpublic Internet auction

2016-055 Authorize the City's participation in the 2016 "Back-to-School" Sales Tax Holiday, beginning at 12:01 a.m. onFriday, August 5,2016, and ending at twelve midnight onSunday, August 7, 2016, whereby the City of MountainBrook will exempt certain school supplies, computers, andclothing from municipal sales or use tax in conformance withthe time period, terms and conditions, and definitions asprovided for the "State of Alabama Sales Tax Holiday"

2016-056 Approve the conditional (service) use application for anveterinarian/pet grooming business at 253 Country Club Parksubject to specified conditions

Thereupon, the foregoing minutes, proclamation and resolutions were introduced by Council PresidentSmith and their immediate adoption was moved by Council member Shelton. The minutes and resolutionswere then considered by the City Council. Council member Womack seconded the motion to adopt theforegoing minutes and resolutions. Then, upon the question being put and the roll called, the vote wasrecorded as follows:

Ayes: Virginia C. Smith, Council PresidentJack D. Carl

Lloyd C. SheltonAlice B. Womack

Nays: None

Council President Smith thereupon declared that said Council minutes and resolutions (Nos. 2016-054through 2016-056) are adopted by a vote of 4—0 and as evidence thereof she signed the same.

4. CONSIDERATION: ORDINANCE (NO. 1951) PROVIDING FOR A STOP SIGN ONHAMPSHIRE DRIVE AT ITS INTERSECTION WITH OAKDALE DRIVE AND TO

PROVIDE FOR PUNISHMENT FOR VIOLATIONS THEREOF (EXHIBIT 4, APPENDIX 3)

The ordinance was introduced in writing by Council President Smith who then invited questions andcomments from the audience.

There being no comments or discussion, Council President Smith called for a motion. Councilmember Carl made a motion that all rules and regulations which, unless suspended, would prevent theimmediate consideration and adoption of said ordinance be suspended, and that unanimous consent to theimmediate consideration of said ordinance is given and that the reading of the ordinance at length be waived.The motion was seconded by Council member Shelton and was carried, as follows:

After meeting with a local sculptor, the City Planner, members ofVillage Design Review, and Councilwoman Ms. Smith, we havedecided the best way to get started with public art in MountainBrook is by creating an Ad Hoc Committee.

The purpose of the Ad Hoc Committee would be lo research howpublic art would work in Mountain Brook and ultimately propose tothe city the creation ofan official Public An Committee. The Ad HocCommittee would create a mini-masterplan ofsorts.
