The Delphi Fire Department is a volunteer department with the latest in modern firefighting equipment. Each of the firefighters can be contacted immediately through the use of radio monitors, and reac­tion time is very quick. A local training pro­gram is utilized, and firefighters are sent to courses at the Indiana Fire School in In­dianapolis.

The Delphi Police Department provides 24 hour police protection for residential & business areas of the community. There are currently 5 active and 3 reserve police officers on the department. The communications center of the department also operates 24 hours a day and utilizes the latest and most modern equipment, including a com­puter terminal which serves County as well as City law enforcement officials.

The Delphi Street Department 'consists of two crews - a maintenance crew responsible for the upkeep of streets and signs, and a sanitation crew, responsible for the pickup of all refuse in the city.

The City of Delphi operates the municipal water system which is constantly upgraded. The city also operates a Wastewater Treat­ment Plant which was. built with sufficient capacity to allow for future expansion of the city.

The Pierce Barn, a local historical landmark, was built around 1896 for the storage of road con­struction equipment. The building and adjoining land was purchased by the City of Delphi as a part of a community development program. After remodelling is complete, it will serve as the Senior Citizens Cent,er, and a fire department sub­station.

The Carroll County Council on Aging operates a Senior Citizens Center at the Masonic Temple in Delphi. Along with providing activities for senior citizens, the council provides noon meals, meals on wheels, free bus service, and senior citizens housing, which is showri in the photo at right.

The Delphi Canal Park is the city's newest park and includes some of the latest in playground equipment. Gliders and picnic tables overlook the old Wabash & Erie Canal which is undergoing restoration as a tourist attraction and local recreational area.

Riley Park, on the banks of Deer Creek, was named after Delphi's favorite poet, James Whitcomb Riley. It includes a basketball court, tennis courts, softball diamond, playground, and picnic areas as well as the Boy Scout Cabin. A skating rink is in the Riley Annex.

Delphi Little League celebrated 25 years of baseball in the spring of 1980. The Paul Goyer Little League Park, named after one of the founders, has provided many hours of pleasure for this community. A non­profit organization, Delphi Little League bas grown through the bard work and support of interested parents. Funds for uniforms and equipment are ob­tained through fund raising events and donations from area businesses. Boys & girls, ages 8 through 12 are encouraged to participate in Little League. Sign­up is usually in the early part of March with try-outs in April, after which children are chosen for each team. There are 6 Major & 6 Minor teams, and no

- child is ever left out. The season begins in mid-May and ends by July 4 with two games every evening ex­cept S~nday.

The site of the Delphi City Park was once an Indian burial ground and later the city cemetery. The cemetery was moved, a school garden built there, and later a park. The park includes a shelter house, playground, basketball court, ball diamond, and picnic areas.

Since 1826 when Sarah B. Robinson held school classes in a log-cabin, Delphi has had an education system which has continuously progressed and expanded to keep ahead of the needs of the community. The current facilities include some of the finest educational facilities in the nation, and plans are underway to further upgrade vocational education in the system with the addition of an agricultural education center at the 40 acre High School site.

Hillcrest Elementary School on Vine Street was constructed in three stages. The oldest section was built in 1950-51, a newer section in 1960, and four station classroom pods were completed in 1970.

The Delphi Middle School is located on Monroe Street. The East wing was con­structed in 1915, with the Central and West wing added in 1937. It originally housed grades 1-12.

Delphi P.ublic Library The Delphi Public Library was first organized at the end of the last century through the efforts

of the Oracle Club, with the support of the Delphi City Council and the citizens of Delphi. The library was housed for awhile in the old High School, and later in a back room of the A. T. Bowen Bank (now the Carroll Telephone Company).

ln 1904, the library was re-organized under the State Library law. Later in the same year, the newly formed Library Board wrote to the Carnegie Foundation requesting funds for construction of a public library in Delphi. The City Council appropriated $2,000 for the purchase of a library site. ln 1905, the Library Board received a Carnegie grant of $10,000 for construction of a library on the condition that the city appropriate $1,000 a year to maintain the library. The Library Board accepted the offer, and the city purchased the present site at Main and Indiana Streets . Construc­tion began in the summer of 1905. The building was completed and d~dicated in June, 1906.

Delphi Public Library Community Television Project

The Delphi Public Library has obtained video tape equipment through a gift from the Maude Ayres estate. The library will be using the equipment to produce community television programs. Various types of community activities are being taped, along with other type of programs. The programs will be aired on cable television channel 11.

As the westward movement of settlers searching for new homes in the wilderness increased, the strife between the Indians occupying those lands coveted by the settlers and the emigrating people increased in tempo. As treaties were made with the Indians for cession of lands for settlement, the government proceeded to organize territories and have the lands surveyed into townships for orderly purchase by eager land buyers. Federal Land Offices were established for the sale of the parcels of land which usually were in rectangular form of 80 acres, a portion of a section of land one mile square containing 640 acres.

The Wabash lands of the New Purchase were under the Crawfordsville District. In December, 1824, the Federal Land Office moved from Terre Haute to Crawfordsville and a sale of the Wabash lands began. The first settlement was made at the present site of Delphi in December 1824, and was quickly followed in succeeding years by others along the Wabash River and its tributaries.

In January, 1828, the county of Carroll was accepted by the Indiana legislature, and its organization became effective the following April. The county was named for the last surviving signer of the Declaration of Independence, Charles Carroll of Carrollton.

Land was given by William Wilson for the site of the county seat where the business district of Delphi now stands. Originally called Carrollton, the name was changed to Delphi later in the sum­mer of 1828, and sale of lots began.

The town grew slowly, but by 1835 was organized formally into a town. At various times new elections were held of officers and new charters were issued, until 1866 when Delphi was incor­porated as a city, a status it has held to the present.

At first, travel and commerce were by means of water routes of the Wabash and its streams and by overland trails which became heavily travelled roads. The Wabash & Erie Canal reached Delphi in 1840 and for many years was the major traffic artery for connection with the eastern cities. Delphi became a major commercial center with planing mills, brick and lime kilns, paper manufacturing, and slaughter houses. Smaller industries such as barrel! factories, shoe making, breweries and blacksmith shops flourished.

In 1856 the railroad connecting Toledo with St. Louis reached Delphi and the city enjoyed in­creased trade with a fast year-round transportation available.

During the latter part of the 19th century many fine homes were built by businessmen of the community. A large number of these still stand in their elegance.

South Delphi was established in 1864 on the site of an earlier settlement named Lebanon which was platted in 1830. In 1877 the community was annexed to the City of Delphi. Later annexations of areas to the east, north, and west of the original city lands have made Delphi its present size of approximately 3,000 inhabitants.
