INTRODUCTION
The European Charter of Fundamental Rights1 sought, upon its introduction in 2000, to
bring together in one place the various citizens’ rights enshrined in a range of European
and national laws and conventions. Provisions covering the freedom, dignity and equality
of Europeans were thus combined in one European charter for the first time.
The Charter became legally binding in 2009 when the Lisbon Treaty came into effect, and
marked its fifth anniversary as a binding document in December 2014.
The aim of the Charter is to hold European institutions and bodies to the highest
standards of human rights. National governments are also legally obliged to observe the
Charter’s provisions when they are enacting European law.
The Charter gives citizens a better opportunity to understand their rights and to access
clear information about them. This Flash Eurobarometer tests how familiar citizens are
with the Charter five years after its enactment as a legally binding document.
The questions asked within this Flash Eurobarometer were already asked in 2012 (“Flash
Eurobarometer 340”2), making it possible to see whether familiarity with the Charter and
understanding of the rights it enshrines has increased over the last three years.
As well as testing respondents’ awareness of the Charter itself and their knowledge of
when it does and doesn’t apply, the survey asks respondents where they would turn to if
they feel that their rights are being violated. It also asks whether respondents would like
to receive more information about the Charter and about their rights as European
citizens.
The findings of this survey have been analysed firstly at EU level and secondly by
country. Where appropriate, a variety of socio-demographic variables, such as
respondents’ gender, age, education and occupation, have been used to provide greater
insight. As mentioned above, emphasis is placed throughout on the trend evolutions
since 2012.
In the course of this survey, 26,549 European citizens aged 15 and above were
interviewed by telephone (fixed-line and mobile phone) by the TNS Political & Social
network between 16 and 18 February 2015 in all 28 European Union Member States, as
requested by the European Commission’s Directorate-General for Justice and Consumers
(DG JUST). The methodology used is that of surveys as carried out by the Directorate
General for Communication (“Strategy, Corporate Communication Actions and
Eurobarometer” Unit)3. A technical note on the methodology for interviews conducted by
the institutes within the TNS Political & Social network is annexed to this report. This
note indicates the interview methods and the confidence intervals.

MAIN FINDINGS
General awareness of the Charter of Fundamental Rights of the European Union
remains rather high, whereas actual knowledge remains low.
Nearly two-thirds of respondents (65%, +1 point since 2012) say they are
familiar with the Charter.
While only 14% of respondents know what the Charter is, that proportion has
gone up from 11% in 2012.
The proportion of respondents who know what the Charter is ranges from 24% in
Spain to 6% in both Denmark and Latvia, and 5% in Portugal.
The largest increase in knowledge of the Charter since 2012 is observed in Greece
(16%, +8 points).
However, precise knowledge of when the Charter does and does not apply is
still low. The greatest confusion rests around whether the Charter applies to all
actions of Member States, including matters of national competence.
More than seven respondents out of ten know that the Charter is legally binding
(no change since 2012).
This is the case for a majority of respondents in all Member States: from 84% in
Hungary to 59% in Denmark.
As in 2012, precise knowledge of when the Charter does and does not apply is
nevertheless still low. When given specific scenarios, only 13% (-1 point since
2012) of respondents are able to correctly identify in all 3 cases which are true
and which are false.
A majority of respondents (57%, +2 points since 2012) say, wrongly, that the
Charter applies to all actions of EU Member States, including on matters of
national competence.
Two-thirds of respondents (67%, no change) say, correctly, that the Charter
applies to all actions of EU institutions and bodies.
And a majority of respondents (62%, -1 point since 2012) say, correctly, that the
Charter applies to EU Member States only when they implement EU law.
As in 2012, the institution to which citizens would be most likely to turn in case
their rights are being violated is a national court.
Most respondents (43%) would turn to a national court in the event that their
Charter rights had been violated and they wished to make a complaint. However,
a decrease of 3 points is observed since 2012.
Then, a similar proportion of respondents said they would turn to an EU institution
(38%, -2 points), an ombudsman (37%, -3 points) and the police (37%, +2
points).
Interestingly, when asked to identify the first place they would turn to,
respondents are more likely to say they would go to the police (21%) than courts
(20%) or an ombudsman (20%).
In 13 Member States, respondents are more likely to say that they would turn to
a court in their own country if their rights had been violated, while in seven
countries they would be more likely to turn to an ombudsman or independent
body.

General interest in information about the Charter remains high.
At least six out of ten respondents would like more information about the content
of the Charter (64%, -2 points), where to turn if their rights are violated (63%, -2
points), and when the Charter applies and when it does not (60%, no change).
A majority of respondents are interested in having more information about these
aspects related to the Charter in all Member States except Finland and Estonia.
Nevertheless, less than half of the respondents (43%, -2 points) are interested in
getting more information about the historical and political context of the Charter.
In several Member States there have been noticeable declines in the level of
interest in getting more information about these issues. It is especially the case in
Lithuania, Slovakia, Poland and Portugal, where a decrease of at least 6 points is
observed for the four items.
In contrast, in Greece, where a high increase of knowledge and awareness of the
Charter has been observed, there is also a general increase in the level of
interest.

I. FAMILIARITY WITH THE CHARTER OF FUNDAMENTAL
RIGHTS OF THE EUROPEAN UNION
- There has been an increase in the proportion of respondents who know what
the Charter is, from 11% in 2012 to 14% in 2015 -
Respondents were asked first if they are familiar with the EU Charter of Fundamental
Rights. Overall, nearly two-thirds of respondents (65%) say they are familiar with the
Charter, a slight increase on the 64% of respondents who said they were familiar with it
in January 2012. Of the 65%, 14% (+3 compared with 2012) say they are familiar with
the Charter and know what it is, and 51% (-2) have heard about it but are not sure what
it is. Over a third of respondents (35%, -1) have never heard about the EU Charter of
Fundamental Rights.
Spain (24%), Austria (21%) and Germany (19%) have the highest proportions of
respondents who are familiar with the Charter and know what it is. However, elsewhere,
relatively few respondents are familiar with the Charter and know what it is, such as in
Portugal (5%), Denmark and Latvia (both 6%).
General familiarity is highest in Croatia (84%), the Czech Republic (82%) and Sweden
(79%). In contrast, at least half of the respondents say they have never heard about the
Charter in Cyprus (52%) and Denmark (51%).

The proportion of respondents who are familiar with the Charter and know what it is has
increased substantially in several Member States, such as Greece (16%, +8 compared
with January 2012), Slovenia (13%, +5), Spain (24%, +4), Italy (14%, +4) and Cyprus
(13%, +4). There were nevertheless noticeable declines in the level of familiarity in
Luxembourg (12%, -4) and Portugal (5%, -3).
In Greece, this general increase in terms of awareness and knowledge may be explained
by the fact that the Charter has been mentioned in the media on numerous occasions in
last year.

In 2007, a majority (51%) of respondents answered that they had never heard of the
Charter. This was before the Charter was officially adopted by the EU, and so it is not
surprising that respondents may not have been familiar with the Charter. Since adoption
by the EU, however, a majority of respondents are familiar with the Charter and the
proportion who knows what the Charter is has been steadily increasing (+6 from 2007 to
2015).
Looking at the country trends since 2007, there has been an increase in the proportion of
respondents who know what the Charter is in all but eight countries. There were only five
countries where there was a decrease: Slovakia, Ireland, Luxembourg, Denmark and
Portugal. Over this period, the largest increase is seen in Austria (+13) and Germany
(+12), although most of this increase happened between 2007 and 2012.

There are some socio-demographic variations in terms of the level of familiarity with the
Charter. Respondents who completed their education aged 20 or over are more likely to
say that they are familiar with the Charter and know what it is than respondents who left
school aged 15 or below (19% vs. 9%).
Respondents who live in large towns (17%) are more likely than those who live in rural
villages (11%) to be familiar with the Charter and to know what it is.
In terms of the respondents’ occupations, employees and self-employed respondents
(both 16%) are the most likely to be familiar with the Charter and to know what it is,
while manual workers (7%) are least likely.

II. AWARENESS AND KNOWLEDGE OF THE APPLICATION OF
THE CHARTER OF FUNDAMENTAL RIGHTS OF THE
EUROPEAN UNION
1. AWARENESS OF THE LEGAL STATUS OF THE CHARTER
- As in 2012, more than seven respondents in ten know that the Charter is
legally binding -
Respondents were asked whether they think the Charter is legally binding, or in other
words, whether any court in the EU can ensure that the rights enshrined in the Charter
are respected. A quarter of respondents (25%, no change since 2012) think it is
definitely binding, while 46% (no change) say that it is probably binding. 14% of
respondents (no change) think that the Charter probably is not legally binding, and just
7% (+1) say that it definitely is not binding. Less than a tenth of respondents (8%, -1)
don’t know whether the Charter is legally binding.
In all Member States a majority of respondents think that the Charter is definitely or
probably legally binding. The proportion of respondents who think it is definitely or
probably binding ranges from 84% in Hungary and 81% in Romania, to 59% in Denmark
and 60% in Sweden.
In 10 countries, at least three out of ten respondents say that the Charter is definitely
legally binding: respondents in Hungary, Italy and Lithuania (all 36%) are the most likely
to say this, while those in Sweden (11%) and Finland (12%) are the least likely to do so.
A relatively high proportion of respondents in Estonia (23%) and Malta (15%) say they
don’t know.

While the proportion of respondents who think that the Charter is definitely or probably
legally binding has not changed at EU level since 2012, there have been substantial
variations in individual Member States. The proportion of respondents who say that it is
definitely or probably binding increased the most in Hungary (84%, +11), Italy (76%,
+9) and Greece (66%, +7), while declining the most in Portugal (63%, -10), Ireland
(70%, -8), Sweden (60%, -8), Cyprus (62%, -7), the Czech Republic (73%, -7),
Slovenia (67%, -7) and Spain (66%, -7).

The socio-demographic results show that women are somewhat more likely than men
(73% vs. 69%) to say that the Charter is definitely or probably legally binding. Younger
respondents are also more likely to say this: 75% of 15-39 year-olds think the Charter is
definitely or probably legally binding, as opposed to 68% of respondents aged 55 and
over.
Respondents who completed their education aged 16 or above (72-73%) are more likely
than those who finished their education at a younger age (63%) to think that the Charter
is definitely or probably legally binding. Employees (74%) are the most likely and self-
employed respondents (67%) the least likely of the occupational groups to give this
answer.
Individuals who are familiar with the Charter are more likely than those who have never
heard about it to say that it is definitely or probably legally binding (75% vs. 65%).

2. KNOWLEDGE OF THE APPLICATION OF THE CHARTER
- While many respondents have heard of the Charter, it is unclear
whether many respondents really understand how it should be applied -
In this section of the report, respondents are given three statements relating to the
application of the Charter, and are asked to say whether the statement is true or false.
“The Charter applies to all actions of EU institutions and bodies.”
The first statement is that the Charter applies to all actions of EU institutions and bodies.
Two-thirds of respondents (67%, no change since 2012) say correctly that this is true,
while around a fifth of respondents (21%, +1) say it is not true.
More than half of the respondents in all Member States say, correctly, that this
statement is true. The proportion of respondents answering correctly ranges from 79% in
Ireland and 77% in Luxembourg, to 51% in Cyprus to 54% in Estonia. However, over
three out of ten respondents think that the Charter does not apply to all actions of EU
institutions and bodies in Cyprus and Greece (both 32%), while in Estonia (32%) and
Malta (25%) a relatively high proportion of respondents say they don’t know if the
statement is true or false.

The proportion of respondents who say, correctly, that the Charter applies to all actions
of EU institutions and bodies has increased in most Member States since 2012, with
Finland (69%, +10), Hungary (71%, +8), Luxembourg (77%, +7), Greece (56%, +6)
and Lithuania (72%, +5) recording the biggest increases. However, there were also
substantial declines in the proportion of respondents saying correctly that this statement
is true in certain Member States, notably in Cyprus (51%, -10), Slovenia (65%, -7) and
Poland (68%, -5).

The socio-demographic data shows that older respondents are the least likely to think
the Charter applies to all actions of EU institutions and bodies: 62% of respondents aged
55 and over say the statement is true, compared with 68-71% of younger respondents.
Education is an important factor here: while 72% of respondents who finished their
education aged 20 and over say correctly that the Charter applies to all actions of EU
institutions and bodies, only 55% of respondents who left school aged 15 or under say
the statement is true.
Among the different occupational groups, employees (74%) are the most likely to say
correctly that the statement is true, while respondents who are not working (63%) are
the least likely to do so.
Respondents who know what the Charter is are more likely to think that the Charter
applies to all actions of EU institutions and bodies than those who have never heard
about it (73% vs. 62%). And while three-quarters of respondents (75%) who think that
the Charter is legally binding say this statement is true, only around half of respondents
(51%) who say it is not legally binding are correct in saying that the statement in true.

A majority of respondents (57%, +2 compared with 2012) say, incorrectly, that it is true
that the Charter applies to all actions of EU Member States, including on matters of
national competence. Roughly three out of ten respondents (31%, -1) say, correctly, that
the statement is false, while 12% (-1) don’t know.
Denmark stands out as being the only country where a majority of respondents give the
correct answer: 49% say the statement is false, while 40% say it is true. Nearly four out
of ten respondents also say correctly that the Charter does not apply to all actions of EU
Member States in Cyprus (39%), Austria (38%), France (38%) and Greece (38%).
Romania (72%) has the highest proportion of respondents who say, wrongly, that the
statement is true, followed by Croatia, Ireland and Latvia (all 66%). Malta and Estonia
(both 25%) again have a relatively high proportion of respondents who don’t know.

The proportion of respondents who say, correctly, that the statement is false has
increased substantially since 2012 in Cyprus (39%, +9), Slovenia (30%, +8), Estonia
(28%, +5) and Spain (35%, +5). There were also noticeable declines in the proportion of
respondents saying that the Charter does not apply to all actions of EU Member States in
Finland (32%, -9), Bulgaria (22%, -8), Latvia (18%, -7), Portugal (24%, -6), Malta
(16%, -6), Romania 18%, -5), the Netherlands (35%, -5), Luxembourg (26%, -5), and
Lithuania (19%, -5).

According to the socio-demographic results, men are slightly more likely than women
(33% vs. 29%) to say, correctly, that the statement is false. Respondents who finished
their education aged 20 or above are also somewhat more likely than those who finished
at a younger age to say, correctly, that the Charter does not apply to all actions of EU
Member States (34% vs. 29%).
Respondents who know what the Charter is are somewhat more likely to say that it does
not apply to all actions of EU Member States than those who have never heard about it
(35% vs. 29%). Respondents who think that the Charter is not legally binding (49%) are
more likely to say correctly that the statement is false than respondents who say that it
is legally binding (27%).

“The Charter applies to EU Member States only when they implement EU law.”
Over six out of ten respondents (62%, -1) say, correctly, that this statement is true,
while roughly a quarter (26%, +2) say, incorrectly, that it is false. 12% (-1) don’t know
whether the Charter applies to EU Member States only when they implement EU law.
Following on from the previous two results, we can see that a majority of respondents
said in all three cases that the statement was true. This suggests that the results should
be treated with caution: it is possible that some respondents answered “true” in all three
cases without really knowing how the Charter should be applied in each particular case.
The proportion of respondents who say, correctly, that the Charter applies to EU Member
States only when they implement EU law ranges from 75% in Bulgaria and 72% in
Romania, to 51% in Italy and 52% in Malta.
Italy (34%) and the Netherlands (33%) have the highest proportions of respondents who
say, wrongly, that this statement is false. 29% of respondents in Estonia and 24% in
Malta say they don’t know if the statement is true or false.

The proportion of respondents who say, correctly, that this statement is true has
increased substantially since 2012 in Greece (63%, +6), Sweden (62%, +6) and
Denmark (65%, +5). However, the UK (56%, -6) registered a relatively large decline in
the proportion of respondents saying, correctly, that the Charter applies to EU Member
States only when they implement EU law.

than those who finished at age 15 or under to say, correctly, that the Charter applies to
EU Member States only when they implement EU law (64% vs. 57%). Of the different
occupation groups, manual workers (68%) are the most likely to say, correctly, that this
statement is true, while self-employed respondents (59%) are the least likely to do so.
Respondents who believe that the Charter is legally binding (66%) are more likely to say
correctly that the statement is true than those who think it is not legally binding (55%).

Overall knowledge of the Charter
Most respondents display some knowledge of the Charter, although relatively few
respondents have extensive knowledge of it. Just over one respondent in ten (13%, -1
compared with 2012) gives three correct answers, while over four out of ten (44%, no
change) are able to give two correct answers. A third of respondents (33%, +2) give one
correct answer, and a tenth of respondents (10%, -1) give no correct answers.

Denmark (23%, +2), France (18%, +1) and Belgium (18%, no change) have the highest
proportions of respondents who give three correct answers, while Malta (4%, -7), the UK
(6%, -2) and Cyprus (7%, -3) have the lowest. Malta also had the largest decrease (-7)
in respondents who answered all three correctly.
The proportion of respondents who are able to give at least two correct answers ranges
from 66% (+9) in Hungary and 64% (+4) in Belgium, to 46% in both Estonia (+1) and
Malta (-2), and 48% (+1) in Italy. Estonia (22%, -8) and Malta (19%, +1) have the
highest proportions of respondents who answered all three questions incorrectly.
However, the largest decrease in the proportion of respondents who answered none of
the questions correctly was in Hungary and Estonia (both -8), suggesting that, despite
Estonia being lower in knowledge of the Charter overall, there has been an improvement.

The socio-demographic data show that respondents who finished their education aged 20
or over are more likely than those who finished school aged 15 or under to give three
correct answers (16% vs. 6%), and also at least two correct answers (61% vs. 50%). Of
the different occupation groups, manual workers (61%) are the most likely to provide at
least two correct answers, while self-employed respondents (53%) are the least likely to
do so.
Individuals who think that the Charter is legally binding are more likely to give at least
two correct answers (61%) than respondents who think the Charter is not legally binding
(52%).

III. INSTITUTIONS/BODIES TO WHICH CITIZENS WOULD
TURN IN CASE THEIR RIGHTS ARE BEING VIOLATED
- National courts are the institution that respondents would be most likely to
turn to in the event of their Charter rights being violated4. However, there has
been a decrease in the proportion of respondents who would take this option. -
Respondents were asked which institution or body they would turn to, in the event that
their Charter rights had been violated and they wished to make a complaint.
A court in their own country is the place most respondents would turn to: 43% say they
would turn to a national court, down from 46% who said this in January 2012.
More than a third of respondents would turn to an EU institution (38%, -2 compared with
2012), a national ombudsman or independent body (37%, -3), or their national police
(37%, +2).
Roughly a quarter of respondents say that they would turn to the national government
(24%, -1), while 13% of respondents (no change) would turn to an NGO.
Just 7% (+2) of respondents say spontaneously that they would not complain.
The following graph shows only the respondents’ first answer when asked which
institution or body they would turn to should their Charter rights be violated.

Around a fifth of respondents say that they would first of all turn to the national police
(21%, +2 compared with 2012), a national court (20%, -1), a national ombudsman or
independent body (20%, no change), or an EU institution (19%, no change). It is
interesting to note that the police are now the first institution in this hierarchy.
In contrast, relatively few respondents say that they would turn first to their national
government (8%, -1) or an NGO (4%, no change).
The proportion of respondents who say they would turn to a court in their own country
ranges from 60% in Lithuania and 57% in Austria, to 29% in Ireland and 30% in France.
At least 50% of respondents say they would turn to a national court in nine Member
States.
Hungary (50%) has the highest proportion of respondents who say they would turn to an
EU institution, followed by Luxembourg (48%). At the other end of the scale, only 22%
of respondents in Finland and 25% in Poland say they would turn to an EU institution if
their Charter rights were violated.
In contrast, Poland (67%) has the highest proportion of respondents who say they would
turn to a national ombudsman or independent body. At least 50% of respondents in eight
Member States say they would do this. Elsewhere, such as in Romania (6%) and
Lithuania and Cyprus (both 10%), relatively few respondents would take this option.
The proportion of respondents who say they would turn to the police in their own country
ranges from 54% in Belgium and 51% in the UK, to 22% in Hungary and 25% in Malta.
The UK (50%) stands out as having by far the highest proportion of respondents who say
they would turn to their national government if their Charter rights were violated;
Luxembourg (36%) has the next highest. Only 8% of respondents in Estonia, and 9% in
both Finland and Slovenia, would seek help from the government.

The UK (30%) also has the highest proportion of respondents who say they would turn to
an NGO. At least a fifth of respondents would also do this in Belgium (22%), Croatia
(20%) and France (20%).
In eight Member States, at least a tenth of respondents say spontaneously that they
would not complain if their Charter rights were violated, and over a fifth of respondents
give this answer in Cyprus (21%).

The following chart shows which answers were most common in which Member States. In
13 countries respondents are most likely to say they would turn to a court in their own
country if their Charter rights were violated, while in six countries they are most likely to
say they would turn to an EU institution. In seven countries, respondents are most likely
to say that they would turn to a national ombudsman or independent body, and in the
remaining two Member States – Belgium and Sweden – a majority of respondents would
turn to the national police.

The socio-demographic results show that respondents aged 15-24 are the most likely to
turn to their national police if their Charter rights have been violated, whereas
respondents aged 55 and over are the least likely to turn to the police (49% vs. 31%).
15-24 year-olds are also the most likely to turn to their national government (31% vs.
22-24% of older respondents), but they are the least likely to turn to an ombudsman or
independent body (31% vs. 38-39%).
Individuals who finished their education aged 20 or above are the most likely to turn to
an EU institution (45% vs. 28% of respondents who left school aged 15 or below) or to a
national court (46% vs. 32%). However, they are the least likely to turn to their national
government (20% vs. 26%) or to the police (31% vs. 39%).
Manual workers are the most likely to turn to their national police (43% vs. 34% of self-
employed respondents), but they are the least likely to turn to an EU institution (33% vs.
43% of self-employed respondents) or to a national court (39% vs. 49% of employees).
Respondents who know what the Charter is are more likely than respondents who have
never heard about it to turn to an EU institution (48% vs. 33%) or to a national court
(47% vs. 40%). They are less likely to turn to their national government (21% vs. 26%)
or to the police (27% vs. 43%).
Respondents who say that the Charter is legally binding are more likely than respondents
who say it is not legally binding to turn to an EU institution (41% vs. 35%), their national
government (25% vs. 21%), the police (38% vs. 32%), or to a national court (47% vs.
36%).
Respondents who were able to give three correct answers about when the Charter
applies are the most likely to turn to an EU institution (48% vs. 21% of respondents who
gave no correct answers), or to a national court (46% vs. 31%).

IV. INFORMATION ABOUT THE CHARTER OF FUNDAMENTAL
RIGHTS OF THE EUROPEAN UNION
- Despite low knowledge about the Charter, there is a general interest in
receiving more information about it -
Finally, respondents were asked if they would be interested in receiving more information
about four particular aspects of the Charter.
A majority of respondents say they would be interested in receiving information about
three of these four aspects: the content of the Charter (64%, -2 compared with 2012);
where to turn if their rights are violated (63%, -2); and when the Charter applies and
when it does not (60%, no change).
However, only a minority of respondents (43%, -2) are interested in the historical and
political context of the Charter, versus 55% (+2) who are not interested in obtaining
more information about this aspect of it.
The country results reveal that respondents in Malta and Cyprus are consistently among
the most interested in learning about the Charter. This is particularly relevant because
respondents in these two countries were among the least likely to answer all three
questions in Q3 correctly. However, respondents in the UK, who were also among the
least likely to answer all three correctly (6%), and Estonia, who were most likely to get
no answers correct (22%), are least likely to want more information on the Charter.
In all Member States over 50% of respondents are interested in receiving information
about the content of the Charter. The proportion of respondents expressing interest in
this type of information ranges from 81% in Cyprus and 79% in Malta, to 51% in Estonia
and 52% in the UK.

At least 50% of respondents in all but two Member States are interested in receiving
information about where to turn if their Charter rights are violated. Malta (82%) and
Cyprus (81%) again have the highest proportions of respondents who are interested in
getting more information about this, while Estonia and Finland (both 49%) are the two
countries where less than half of the respondents express interest.
As before, over half of the respondents in all but two countries would like more
information about when the Charter applies and when it does not. The proportion of
respondents who would like more information on this subject ranges from 79% in Cyprus
and 77% in Ireland, to 46% in Finland and 48% in Estonia.

In contrast, over 50% of the respondents in just seven Member States would like more
information on the historical and political context of the Charter. Respondents in Romania
(57%) and Cyprus (56%) have the highest level of interest in this subject, while those in
Finland (25%) and Estonia (27%) are the least interested in getting more information
about this.
Since 2012, the level of interest in getting more information about the content of the
Charter has increased substantially in Denmark (73%, +8) and Greece (75%, +6).
However, elsewhere the level of interest has fallen noticeably, especially in Slovakia
(60%, -12), Poland (60%, -11), Slovenia (60%, -9), Ireland (77%, -8) and Lithuania
(69%, -8).

Furthermore, the level of interest in getting more information about where to turn if
one’s Charter rights are violated has declined substantially in several countries,
especially in Poland (57%, -11), Finland (49%, -10), Slovakia (62%, -9), Portugal (64%,
-9), Ireland (77%, -9), Lithuania (68%, -9) and the Czech Republic (55%, -8).
The level of interest in getting more information about when the Charter applies has
increased most in Greece (70%, +5) and Germany (60%, +4) since 2012. In a majority
of other countries, however, the level of interest has declined, most of all in Portugal
(58%, -10), Lithuania (62%, -9) and Poland (56%, -8).
There were notable increases in the proportion of respondents interested in getting more
information on the historical and political context of the Charter in Sweden (44%, +7)
and Greece (53%, +4), compared with 2012. However, in several other countries there
were substantial declines, such as in Poland (40%, -9), Slovakia (35%, -9), Cyprus
(56%, -8), Portugal (45%, -8), Estonia (27%, -7), Ireland (54%, -7), Lithuania (48%, -
7) and Luxembourg (50%, -7).

The socio-demographic data shows that respondents with a higher level of education are
more likely to be interested in receiving all types of information about the Charter. For
example, 66% of respondents who finished their education aged 20 or over are
interested in having more information about when the Charter applies and when it does
not, compared with only 47% of respondents who finished their education aged 15 and
under.
In most cases, employees and self-employed respondents are the most likely to be
interested in getting more information, while manual workers are the least likely to be
interested. For example, 66% of self-employed respondents would like more information
about where to turn if their Charter rights are violated, versus 58% of manual workers.
Individuals who know what the Charter is are more likely than those who have not heard
about it to want more information. For example, 52% of respondents who know what the
Charter is would like more information about its historical and political context, as
opposed to 35% of respondents who have not heard about it.
Respondents who say that the Charter is legally binding are also more likely to want
more information: for example, 69% of respondents who say it is legally binding would
like more information about the Charter’s content, compared with 56% of respondents
who do not believe it is legally binding.
Respondents who were able to give three correct answers about the application of the
Charter are the most likely to want more information about it, while respondents who
gave no correct answers are the least likely to do so. For example, 70% of respondents
who gave three correct answers, but only 50% of those who gave no correct answers,
are interested in getting more information about the Charter’s content.

TECHNICAL SPECIFICATIONS Between the 16th and the 18th of February 2015, TNS Political & Social, a consortium created between TNS political & social, TNS UK and TNS opinion, carried out the survey FLASH EUROBAROMETER 416 about “The Charter of Fundamental Rights of the European Union”. This survey has been requested by the EUROPEAN COMMISSION, Directorate-General for Justice and Consumers. It is a general public survey co-ordinated by the Directorate-General for Communication (DG COMM “Strategy, Corporate Communication Actions and Eurobarometer” Unit). The FLASH EUROBAROMETER 416 covers the population of the respective nationalities of the European Union Member States, resident in each of the 28 Member States and aged 15 years and over. The survey covers the national population of citizens as well as the population of citizens of all the European Union Member States that are residents in these countries and have a sufficient command of the national languages to answer the questionnaire. All interviews were carried using the TNS e-Call center (our centralized CATI system). In every country respondents were called both on fixed lines and mobile phones. The basic sample design applied in all states is multi-stage random (probability). In each household, the respondent was drawn at random following the "last birthday rule". TNS has developed its own RDD sample generation capabilities based on using contact telephone numbers from responders to random probability or random location face to face surveys, such as Eurobarometer, as seed numbers. The approach works because the seed number identifies a working block of telephone numbers and reduces the volume of numbers generated that will be ineffective. The seed numbers are stratified by NUTS2 region and urbanisation to approximate a geographically representative sample. From each seed number the required sample of numbers are generated by randomly replacing the last two digits. The sample is then screened against business databases in order to exclude as many of these numbers as possible before going into field. This approach is consistent across all countries.
