Following the June 2008 field walk with representatives from Fairfax County Supervisor Frey’s office, FCDOT and VDOT, the CHHA Task Force submitted a traffic calming plan to the county for approval. This plan in-cluded both proposed locations and type of traffic calm-ing devices for installation. After review of the plan, both FCDOT and VDOT have provided their initial approval, pending approval by CHHA homeowners.

Traffic Calming Proposal

The proposed plan calls for a total of seven devices, in-cluding speed humps (Figure 1) and raised crosswalks (Figure 2), to be installed on Kinross Circle and Cobra Drive. [Diagrams of both devices have been included at the end of the article for review.] Keep in mind that these devices are much different than the devices at Franklin Farm Shopping Center. The speed hump is a 12 foot wide device with a maximum height of 3 inches and the raised crosswalk is 22 feet wide also with a maximum height of 3 inches. These devices were chosen as VDOT feels these are the most effective at reducing speed and volume.

To get a better perspective of the devices, residents are invited to view the Franklin Glen neighborhood (across from Giant) where speed humps and raised crosswalks have recently been installed on the streets of Hidden Meadow and Springhaven. These devices are identical to those proposed in the Chantilly Highlands plan. Pictures of those devices have also been included for review (figure 3).

In order for the plan to continue to move forward, resi-dents whose property abuts the proposed devices (Affected Residents) must provide their signatures agree-ing to the proposed measures. The Task Force is cur-rently gathering the necessary signatures from these Af-fected Residents. This process should be completed by the end of August, and once complete, a map with the

ber 2nd, be aware of increased traffic, both vehicular and pedestrian, as you head off in the morning. Be patient around school zones. Sometimes children are unpredict-able. Be alert for pedestrians at all times. Slow down and be prepared to stop. Always yield the right-of-way.

Meeting called to order at 7:36 p.m.

1. The board authorized use of our attorneys to write a letter to a homeowner that has numerous violations of our rules, as well as zoning restric-tions.

2. Pool membership: we discussed eligibility rules and whether to use pool ID cards next year.

3. We discussed new homeowners' association rules on fees and resale packets.

4. Discussion of pool expenses, including a wading pool pump and the requirement for a second drain for safety purposes.

5. We discussed the bookkeeping and landscaping contracts, which are due to expire.

6. Wendy brought up the need for volunteers for Community Day.

7. Web site. The Board passed a motion that "the webmaster become part of the duties of the web-site coordinator and that we purchase a $30 per month Trackvia account." This results in a savings from our current system.

The meeting adjourned at 9:46 pm.

Gas Station Robbery in the Franklin Farm Police are investigating a robbery at a gas station that

left one man injured. On Wednesday, July 23, at 11:12 p.m., police were called to the Sunoco gas station, located at 13300 Franklin Farm Road, for a robbery. Officers learned that the employee, a 24-year-old Annandale-area man, and a customer, a 24-year-old Herndon-area man, were both inside the store when the suspect walked in and immediately demanded money. He pushed the customer and proceeded around the counter to the clerk. The sus-pect then produced a knife and shoved the employee as well. The employee struggled briefly with the suspect and was injured by the knife. The suspect took money from the register and fled out the front door. The employee was transported to Inova Fair Oaks Hospital for treatment of his non life-threatening injuries.

The suspect was described as black, with a large build. He was about 6 feet tall and 230 pounds. He was wearing a long, white T-shirt, blue jeans and a black doo-rag that covered his hair and eyes.

For many of Chantilly Highland’s families, summer means swim team, and the Chantilly Highlands Dolphins enjoyed a high-energy summer. Our 230 swimmers partici-pated for the first time in the Colonial Swim League’s high-est division, the Red Division, and ended the season with a 1 and 4 record.

Several team records were broken this year by top Dol-phin swimmers. For team relays, the following Chantilly Highlands records were broken: Claire Hewer, Megan Hern, Rachel Jacobs, and Christina Peters set a new record in the 9-10 girls’ 100M Medley Relay (1:17.59 minutes); Christopher Grimmett-Norris, Joshua Clougherty, Casey Trahan, and Bradley Johnston set a new record in the 13-14 boys’ 200M Medley Relay (2:15.53 minutes). For individ-ual records, Chris Marlin broke team records for both the 11-12 boys’ 50M Breaststroke (40.52 seconds), and the 100M Individual Medley (1:16.44 minutes). Joshua Clougherty set a new team record for the 13-14 boys’ 50M Breaststroke at 37.39 seconds. Robert Grimmett-Norris set not only a new team record, but a new record for the entire Colonial Swim League, in each of the following events: 15-18 boys’ 50M Backstroke (27.44 seconds); 15-18 boys’ 50M Butterfly (26.37 seconds); and 15-18 boys’ 100M Indi-vidual Medley (1:01.38 seconds).

In addition to the weekly dual meets and developmental meets, Chantilly Highlands hosted the IM Tuff Invitational on July 7. This meet tested swimmers’ abilities in all four strokes: butterfly, backstroke, breaststroke, and freestyle. IM Tuff allows swimmers the opportunity to show their stuff without the wear and tear of other events. Many swimmers set personal bests in their IMs. Seven teams from the Colonial Swim League participated in this event.

At July 27’s Divisional Meet, 21 of our Dolphins quali-fied as All-Stars. This ranks them among the top 12 swim-mers in the entire Colonial Swim League for their stroke and age group. The following swimmers achieved All-Star status and will compete in the August All-Star meet: Lau-ren Bachman, Roni Chang, Joshua Clougherty, Kevin Din-neen, Christopher Donatello, Brenna Ferris, Sarah Graupp, Christopher Grimmett-Norris, Michael Grimmett-Norris, Robert Grimmett-Norris, Megan Hern, Claire Hewer, Ra-chel Jacobs, Bradley Johnston, Tana King, John Mac-Donald, Chris Marlin, Christina Peters, Rachel Reinhardt, Katherine Tan, and Richard Tredinnick.

Swim team is about a lot more than rankings, though. Countless Dolphins achieved “personal bests” throughout the season, improving significantly on their stroke times and techniques. Each of our swimmers brought gusto and sportsmanship to every practice and meet. The 230 swim

team members and their families capped off the season with a Swim Team Awards and Ice Cream Banquet at Oak Hill Elementary School. Each swimmer was recognized for the enthusiasm and perseverance that contributed to the team’s overall success. It was also the perfect opportunity to recog-nize the Dolphins’ outstanding coaches, Chantilly Highland residents Bill and Terri Marlin, who, in their 12 seasons of coaching the Dolphins, have brought the team from the Co-lonial Swim League’s lowest division to the highest. The Marlins were aided by a dedicated group of assistant coaches, who each have a long history of swimming with the team themselves: Lauren Bachman, Kathleen Brophy, Michael Donatello, Brenna Ferris, Tana King, Julie LaJoie, Ryley Trahan, and Janice Wong.

If your child has not participated on the Dolphins before, we hope you will consider being part of our wonderful swim team in the future. And there’s no need to wait till summer: Many of the Dolphin swimmers will maintain their condi-tioning and camaraderie through the Dolphins’ Winter Swim program held each Sunday evening at the Cub Run Recrea-tion Center.

Thanks to all the parents volunteers who worked so hard to make this team a success. We hope to see you again next year.

Next Steps

After the Affected Resident forms are submitted back to the county, the CHHA Task Force, along with members from Supervisor Frey’s office, FCDOT and VDOT, will host a community meeting (tentatively planned for Octo-ber) to review the plan, answer questions, and address concerns. The final step requires community-wide ballots to be mailed to all Chantilly Highlands homeowners. Bal-lots will be mailed from and returned directly to FCDOT. Within a specified time period, 50% of the ballots must be returned. A vote of 60% or greater in favor of the plan is required before any devices will be installed. A date for the ballot to be mailed will be determined after the com-munity meeting.

As a reminder, the petition signatures provided in 2007 do

not indicate your approval to this or any specific plan. These signatures only authorized FCDOT to initiate a traffic calming study.

Members of the Task Force are currently developing a frequently asked question (FAQ) list and will post this list, along with the device placement map, on the CHHA website and include this same information in future High-lander articles. Until then, residents are encouraged to visit the VDOT's Traffic Calming Guide for Local Resi-dential Streets at www.virginiadot.org/programs/resources/TrafficCalmingGuideOct2002.pdf. In the wake of soaring fuel prices and balmy weather, an increasing number of drivers are turning to mopeds and motorized scooters as alternatives to cars and trucks. The Fairfax County Police Depart-ment has released a new educational brochure and wants owners to know the rules of the road, as they pertain to these fuel-efficient vehicles.

According to Traffic Safety Specialist Master Po-lice Officer Bob Barton, "We are seeing a surge in people, some more experienced than others, commut-ing by moped, scooters and motorcycles, which can create safety concerns when mixing with other vehi-cles."

There is a new law, effective July 1, which those contemplating a new mode of commuting need to be aware of. If a moped is driven over 35 mph, it is now considered a motorcycle, which means that the op-erator needs to have additional driver's certifications and a motorcycle license. Additionally, the moped needs license plates, proper registration and insur-ance. If a moped is driven under 35 mph, the driver does not need a license (but must carry identification)

and the vehicle does not need license plates or insur-ance.

Additional safety tips for moped and scooter op-erators include:

* Drivers should wear bright or reflective clothing and a helmet.

* Drivers must be at least 16 years old to operate a moped.

* Mopeds and bicycles must stay to the right side of the roadway.

* Mopeds and motorized scooters may not be op-erated on sidewalks.

Virginia Traffic Laws at a Glance Below are some reminders obtained from the Virginia Drivers’ Manual at https://www.dmv.virginia.gov/webdoc/pdf/manual/manual.pdf. Be sure to keep in-formed of new legislation affecting drivers. ● Virginia license plates must be displayed on the vehicle so

that all wording, numbers and decals are upright, visible and readable. The license plate holder or frame cannot obscure the license plate number, name or issuing state or expiration decals.

● You must use your headlight during inclement weather, or whenever you use your windshield wipers.

● It is unlawful to operate a motor vehicle, moped or bicycle on Virginia roadways while using earphones or headphones in both ears.

● If you change your address, you must notify DMV of your new address within 30 days.

● All children under age eight must be properly secured in an approved child safety seat or booster seat.

● Never drink or use drugs and drive.

● Pull to the curb and yield the right-of-way to all approaching emergency vehicles. When approaching a stopped emer-gency vehicle, you must change lanes or proceed with cau-tion.

● If traffic lights are not working at an intersection, the driver on the left must yield to the driver on the right.
