TheChallengeThrough the Liveable Cities Challenge, Mayors andkey local officials will be asked to developcomprehensive, replicable, and implementablesolutionstoimprovetheliveabilityoftheircities.TheChallenge’svision is toaccelerate the trend towardsdesigning, building, and developing competitive,sustainable,andresilientPhilippinecities.
TheProjectTheLiveableCitiesChallengeisaprojectdesignedtoworkwithCityMayors,Administrators,andPlannersas well as the Private Sector to make cities moreSustainable,Resilient,andCompetitive.
TheChallengeisopentothe145Philippinecities,toenhance their capabilities to design, and implementprojects in the four key areas: Resilience,Mobility,GovTech,andBasicServices.
Theobjective istomainstreamaplanning-designing-implementat ion cycle complemented withworkshops,mentoring,and immersionwith thebestproject entries acknowledged at the end of eachcycle. The cycle ends with a recognition and/orawarding event that signals the completion of thefirstbatchofcities.
WhyCities?Building local competitiveness is essential inboosting long-termnational competitiveness. Cities are
theprimarymoversofeconomicgrowthandinnovation.Theyarehubsofconsumption,resourceuse,
and waste. They are also generators of wealth, production, and development. However, in this
increasingly urbanworld, today’s cities are facing new challenges. They have become the center of
society’s most pressing economic, social, and environmental issues. They face issues on disaster
preparedness, traffic congestion, lack ofmobility and logistics options, delivery of public goods and
services,andlowglobalcompetitiveness.
Theworldhasbeenonanurbanization trend for some timenow.Over80percentof globalGDP is
generatedincities;70percentofgreenhousegasemissionscomefromcitiesaswell.Overone-halfof
the people in theworld live in cities. And over 30 percent of global city residents live in slums; 75
percentoftheglobalurbanpopulationlivesinadevelopingcountry.
ThePhilippineSituationThePhilippineshashada spotty recordofurban
planning.Whatstartedoutasbeautifullymaster-
plannedcities generationsagohaveendedupas
citiescharacterizedbycongestionandtraffic,little
orpoor access tomass transit, fewopen spaces,
parks, and public spaces, andmany blighted and
derelict sections. And yet we’ve also seen some
areas beautifully-planned and built out in
differentpartsofthecountry.Whetherbydesign
oraccident,thepartsthathavebecome“liveable”
arethriving,booming,anddrivinggrowth.
ForthePhilippines,oneofthekeystobuildingour
national competitiveness is to build city
competitiveness.Withapopulationof105million
people scattered across an archipelago,weneed
to build Liveable Cities beyond our three
traditional major metropolitan areas of Manila,
Cebu, and Davao. We need to build 40 to 50
LiveableCities.
Whatis“Liveability”?
For theChallenge, the competitionwill revolve around four themes: Resilience,Mobility,GovTech, and
BasicServices.
MOBILITYRESILIENCE GOVTECH BASICSERVICESThecitypracticesproperdisasterriskreductionandisresilienttonaturaldisasters.
Harnessingtechnologytoimprovecities’capacitytoprovideservices
Abilitytomovepeopleandgoodswithinthecityandbetweencities
Addressesthebasicneeds,whichareintegraltomakingcityliveable
RESILIENCE: Located in the Pacific Ring of Fireandthetyphoonbelt,thePhilippinesisoneofthe
most vulnerable and disaster-prone countries in
the world which demands that cities be resilient
against natural disasters andman--made hazards.
Thenecessaryinfrastructure,facilities,andservices
are crucial to prevent severe damage during
disastersandtosufficientlymanagetheaftermath.
While natural calamities such as typhoons or
earthquakes cannot be avoided, the degree of
damage and human suffering can be reduced
through advanced planning and robust recovery
andbackupsystems.

GOVTECH is apowerful and important tool for cities
to improve theiroverallgovernance. It isanenablerof
reformsfromimprovingservicesystems,purchasingand
payment arrangements, sharing of information, and
doing business. It is critical to make the delivery of
governmentservicesmoreeffective.Byimprovingcities’
capacity to provide services, achieve policy goals, and
increase efficiency and transparency, GovTech
encouragesgreatertrust,participation,andengagement
of citizens. Some GovTech initiatives can refer to the
digitizationofmunicipalservicesfromboththefrontline
servicesandcitymanagementpointsofview.Moreover,
amovement towards “intelligent cities” should lead to
improvement in the delivery of services and
managementofacity.

BASIC SERVICES: Basic services are the buildingblocks for human development and an integral
componentofpoverty reduction since it addresses the
basicneedswhichareprimaryrequirementsthatmakes
acity liveable.Theseinvolveservicessuchaselectricity
and energy, water and sanitation, refuse and waste
removal.

Power,water,sewerage,wastemanagement,etc.
MOBILITY:Rapidurbangrowth inthePhilippineshasbroughtanumberofchallengesforcity leaders,
many of them related to increasing fuel prices, increasing traffic congestion, escalating sprawl and
crowded slumsandenergy and resourceuse.Citieshavebecomemore congested, less-productive, and
unhealthy.
Long-term strategic planning in this area should organize the day-to-daymobility needs of citizens, the
logisticsofbusinesses,andtrafficflowsinawaythatvaluesaccessibility.Citiesshouldmatchtheirmobility
conceptwiththeirlong--termdevelopmentplantoenableandsupportdesiredstrategicsocial,economic,
andphysicaltargets.

LiveableCitiesDashboardwww.dashboard.liveablecities.phOneof thekey featuresof theLCC is theLiveableCitiesDashboard,whichconsolidatesmultipledata
sources from PSA, DepEd, DOH, and other sources and visually displays it in customized graphs, and
scorecards.Byutilizingdatavisualization,localgovernmentscaneasilyspottrendsandcorrelationsfor
effectivedecision-makingandhelpthemdiagnoseareasforimprovement.
By collecting and analyzing data from a variety of government and private sources, Liveable Cities
Dashboard creates detailed and in-depth visual overview, informative profiles for every city in the
Philippines.
TheLiveableCitiesdashboardtracks10mainmeasureswhichare:BasicInfo,JobsandSkills,Education,
LocalEconomy,DoingBusiness,Mobilityand Interconnectivity,Health,UrbanEnvironment,Resiliency
andEmergencyResponse,andSafetyandSecurity.
SharingtherightknowledgeLiveableCitiesLabsTo gear up the competing cities with the right
knowledge,a seriesof LiveableCities Labswillbe
conductedtoserveasaplatformforsharinggood
practices and innovation on the said four Focus
Areas.Diversepoolofexperts, suchasarchitects,
urban and environmental planners, project
financingconsultants,areinvitedtotalkattheLab
aboutspecificissuesandconcerns.
The Liveable Cities Labs will be attended by city
mayorsand cityofficialswhoplayamajor role in
thecity’splanninganddevelopment.
Howtojoin
1. KindlyaccomplishtheLiveableCitiesCompetitionFormwhichcontainsyourcity’smostpressing
problems and followed by a proposed solution (which will be done after the application; The
projectorsolutioncanapplytoapart/portionofthecityorthewholecity.Theproposedsolution
maybeanewprojectoranongoingproject).
2. ParticipatingcitiesshouldformacompetitionteamwiththeMayorasthehead,andcomposedof
representatives from the City Planning andDevelopmentOffice and other relevant departments
andtheprivatesector.
3. Participating cities will be invited to attend the Liveable Cities Launch and Liveable CitiesWorkshops/Labs
4. CitieswillbeaskedtosubmittheLiveableCitiesCompetitionFormtotheLCCteamthroughemail
5. Aftersubmissionsarereceived,theLiveableCitiesSteeringCommitteewilldoaninitialreviewof
the problem statements and proposed solutions to check for viability and to make
recommendationsforimprovements.
6. Aftertheinitialreviewiscompleted,theSteeringCommitteewillpairthecompetitionteamswith
expertswhicharecomposedofexperiencedarchitectsandurbanplanners,developers,andexperts
(dependingonthetopictheychose)toprovidetechnicaladviceandsupporttothecitiesduringthe
planning and design of the chosen entry category (Resilience, Mobility, GovTech, and Basic
Services),andinthepreparationoftherequiredsubmissionmaterials
Mentoring
thechosenentrycategory(Resilience,Mobility,GovTech,andBasicServices),andinthepreparation
oftherequiredsubmissionmaterials.
These Mentors will assist the cities in adapting the principles of city livability, resiliency andsustainabilityintotheirenvisionedsolutionsandguidetheminmakingtheirpresentationmaterials.
The assistance will be provided mainly through three visits to the cities (planning, designing of
solution,finalizationofsubmissionrequirements).
The LiveableCitiesChallengewill run for90days (threemonths)andeachcompeting citywillbe
assigned2MentorswhowillgototheirCityforatotalof9days,dividedinto3visitsandmentoringworkshops.
Thefirstvisitwillbetoguidethecompetingcitiesthroughthefirststagesofassessmentandtohelp
starttheplanningprocess.Thesecondistoguidethemthroughthedesigningofthesolutionwhile
thethirdistohelpfinalizeandpackagethesubmission/entries.
To ensure participating cities' commitment to the competition, they will be asked to providelogisticalsupportforthementorandteams(e.g.,localtransportandmeals).

technical advice and support to the
citiesduringtheplanningandDesignof
The“Prize”
The entries will be judged by a Panelcomposed of experts in the fields ofurban planning, design, architecture,technology,engineering,amongothers.Competition entries will be postedonline on a competition website(liveablecities.ph), Facebook account(fb.co/liveablecitiesph),andthroughnewsmediaoutlets.Winnerswillbeannouncedattheendofthecycle.Whilenoformalcashawardisplanned,allentries–especiallythewinningentriesandfinalists–areencouragedtopreparedetailedfundingproposalsforprojectstobefundedeitherbytheNationalGovernment, Local Government, or through the private sector in a Public-Private Partnershipproject. Winning candidates may also attract attention from various international agencies tosupporttheirproject.
