Life, senior active and junior active members shall be eligible to participate in all clas‐ ses at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and

IMPORTANT! Stabling capacity at the WNC Ag Center has reached its limit. WNC AG CEN‐ TER management informed Show Management that CONSTRUCTION OF TENTS WILL ABSOLUTELY NO LONGER BE ALLOWED! Accordingly, in an effort to efficiently manage the permanent stabling available, Show Management reserves the right to limit the number of tack stalls per stable, if needed, as follows:

Any horse listed on an entry blank, but not entered to show, will be charged a NON‐ SHOWING FEE of $150 in addition to a stall fee.

NEW FOR 2020: If your horse/pony is owned by a corporation, farm, entity or LLC, that Corporation, that corporation, farm, entity or LLC must hold a membership to USEF. If a person is owner of the above, USEF will not count that as a membership. You must use the proper form on the USEF site to record and pay for a corporation, farm or LLC membership or pay a show pass fee.

GR845 Equine Vaccination Rule 1. At Federation licensed competitions, horses enter‐ ing the grounds must be accompanied by documentation of Equine Influenza Virus & Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to enter‐ ing the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Copies of documen‐ tation must be submitted with entries.

COGGINS PAPERS: In accordance with North Carolina State Law, ALL horses and ponies on the grounds MUST have a current negative Coggins Certificate (within 12 months). A copy of the certificate MUST be on file in the Show Office. In addition, a copy MUST be posted on stall door for inspection by the State Veterinarian. All non‐showing hors‐ es on the grounds must be listed on an entry blank and present a Coggins as listed above. ANY HORSE OR PONY NOT IN COMPLIANCE MUST VACATE PREMISES – NO EXCEPTIONS! USEF MEMBERSHIP STATEMENT

Vaulting Competitions and Endurance Rides. A nonmember may participate as a han‐ dler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the follow‐ ing classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibi‐ tions; 3) games and races; 4) classes for 4 ‐ H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to hors‐ es used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

EVERY CLASS OFFERED HEREIN, WHICH IS COVERED BY THE RULES AND SPECIFICA‐ TIONS OF THE CURRENT USEF RULE BOOK, WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH.

FEDERATION ENTRY AGREEMENT: By entering a Federation‐licensed Competition and signing this entry as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representa‐ tives, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the Competition. I agree to be bound by the Bylaws and Rules of the Federation and of the Competition. I will accept as final the decision of the Hearing Committee on any ques‐ tion arising under the Rules, and agree to release and hold harmless the Competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses or me and my horse taken during the course of the competi‐ tion for the promotion, coverage or benefit of the Competition, sport, or the Federa‐ tion. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to com‐ pensation, invasion of privacy, right of publicity, or to misappropriation. The construc‐ tion and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

MasterCard or Visa may be used for payment of all fees. A 3% convenience fee will be charged.

ENTRIES: Entries must be postmarked by July 10, 2020, to avoid a late penalty. All entries must be made on the entry blank provided. One horse per entry blank. If extra entry blanks are needed, photocopies are allowed. Entries will not be accepted over the phone. Failure to scratch from a class, a "no show," may subject exhibitor to a penalty of $50. Entry blanks must be completed in full (the word “entry" will not be accepted) and signed by an adult. All horses will be charged a non‐refundable office fee of $35. ALL HORSES MUST HAVE A HORSE ID NUMBER ISSUED FROM USEF OR USE

THEIR BREED REGISTRATION NUMBER. THIS NUMBER MUST BE LISTED ON THE ENTRY BLANK. (See USEF Rule Book) Horses must be entered in at least one (1) class or they will be considered a "late entry." Show Management reserves the right to refuse entries.

An unsigned open check mailed with entries will be considered a post entry. Entries without payment will also be considered post entries and fees will apply. NO STALLS will be reserved until payment for them is received. Post‐dated checks will NOT be accepted as payment for stalls and entries. Stalls are NOT reserved without negotiable funds and must be paid for by a separate check. An open check is NOT ACCEPTABLE for stall reservations. An open check for entries is acceptable.

POST ENTRIES: WILL BE ACCEPTED ON SPACE AVAILABILITY and will be charged a non ‐refundable post entry fee of $30 per horse. The penalty will be in addition to all other normal fees charged. Entries will be accepted up to one (1) hour before the scheduled start of each session.

EMERGENCY ENTRIES: In cases where entries cannot be made at least one (1) hour before the scheduled start of each session, an emergency penalty of $30 will be charged for each class in addition to all other fees.

REFUNDS: Refunds requested prior to the entry closing date will be made in full, less a $15 scratch fee, the non‐refundable office fee and late penalty. Refunds requested before the start of the show, but after entry closing date, must be accompanied by a veterinarian’s certificate giving a comprehensive diagnosis and received in the show office by the end of the show. NO REFUNDS WILL BE MADE ON STALL FEES AFTER CLOSING DATE. All adds or scratches must be made one (1) hour prior to the sched‐ uled start of each session to avoid late fees and/or receive credit for scratches.

EMERGENCY REFUND POLICY (In the event all or part of the competition is cancelled due to a storm, accident or other emergency): If the competition is cancelled prior to the scheduled first day of the show, all fees will be refunded in full minus the non‐ refundable office fee. If classes are cancelled once the competition has begun, entry fees for remaining classes will be refunded.

UPHA CLASSICS: Entries in the UPHA Classics must be eligible and registered with the UPHA. Initial entry fee of $50.00 is to be made on entry blank. Final entry fee of $50.00 must be made prior to the class.

REGISTRATION PAPERS: A photocopy of registration papers MUST accompany each horse entered in the American Saddlebred, Morgan, Road Horse and Hackney Pony divisions. A COPY MUST BE KEPT ON FILE IN THE SHOW OFFICE SO THESE COPIES WILL NOT BE RETURNED. Numbers will not be released for an entry in these divisions with‐ out proper proof of registration. Names of horses/ponies must be on the entry form. The word "entry" may not be used. All horses/ponies must be entered in their full reg‐ istered name and number and in the current owner of record.

REQUIRED CREDENTIALS: All exhibitors must present a current USEF membership card or copy thereof. If not in possession of a card/copy, exhibitor must join or pay a non‐ refundable $45 non‐member Show Pass fee. Exhibitors showing in classes restricted

to amateurs must present proof of amateur certification issued by USEF. Amateur certification must be applied for at the show office prior to competing. All MORGAN exhibitors must be members of AMHA at USEF competitions.

USEF FEES: All horses and ponies are subject to the USEF Drugs and Medications rules and must pay the USEF fee of $23 (Drug & Medication $15, USEF $8).

OFFICE HOURS: Show office hours will be posted. The office will NOT be open on Sun‐ day following the show so exhibitors must settle accounts before the last class on Sat‐ urday evening. If exhibitors fail to do so, the Horse Show Secretary will fill in the cor‐ rect amount on the open checks and the exhibitors or agents relinquish the right for adjustment after leaving the show.

OPEN CHECKS: All accounts must leave an open check on file when picking up exhibi‐ tor packets ‐ no exceptions. Agent may fill in check when showing is complete. If an exhibitor and/or agent fails to settle his/her account(s), the Show Secretary will fill in the correct amount on the open check and the exhibitor/agent relinquishes the right for adjustment after leaving the show.

RETURNED CHECKS OR DECLINED CREDIT CARDS: All checks returned for non‐ payment, or credit cards declined, will be charged a $50 handling fee and must be replaced by cash, certified check or cashier’s check. If a returned check, or declined credit card charge, is not made good within 2 weeks after notification, USEF will be immediately notified of the non‐compliance. All future fees will then be required to be paid with cash, money order or certified check. No one will be allowed to show if he/ she has an outstanding check or handling fees.

PRIZE MONEY: Prize money will be paid by check and mailed within 30 days of closing of the show. All refunds and remaining monies will be paid by check and mailed within thirty (30) days of closing of show. Checks for prize money will become non‐ negotiable after 60 days. Show management will NOT attempt to obtain addresses that are not complete, legible or correct on entry blanks.

STABLING: Entries for those exhibitors wishing to be stabled together must be mailed in the same envelope. Stalls are of permanent and portable types, both with doors. Stall fee is $130. Stall doors must not be removed and the panels must not be cut or damaged in any way. Stalls, whether permanent or temporary, must be lef t in their original condition. The WNC Ag Center will assess a fee to any exhibitor remov‐ ing/altering or damaging the stall doors. STALLS WILL NOT BE ASSIGNED UNTIL FEES ARE PAID. All non‐stalled horses must pay a $25 per day grounds fee. IMPORTANT – INDICATE DATE/TIME OF ARRIVAL ON ENTRY BLANK. REMINDER: NO STALLS will be reserved until payment for them is received. check. An open check is NOT ACCEPTABLE for stall reservations. Entries will not be accepted unless accompanied by a separate check for stalls. Stalls are offered on a first come, first serve basis as entries are received and number of stalls are available.

STALL INSPECTIONS: Before admission of horses, the Stable Manager will inspect all stalls, both permanent and temporary. Stalls will again be inspected once occupied and then after they are vacated. Should any damage be found, replacement parts, shipping, handling and labor fees will be assessed.

ADMISSION OF HORSES: Stalls will be available on Sunday, July 19, 2020, at 9:00 am, and must be vacated on Sunday, July 26, 2020, by 6:00 pm. No early arrivals will be accepted without prior approval of the show manager. Early arrivals will be charged a $20 fee per day, per stall, including tack stalls. UNDER NO CIRCUMSTANCES ARE YOU TO STABLE HORSES IN ANY STALLS OTHER THAN THOSE DESIGNATED FOR YOU. Failure

to comply will be considered an act of discourtesy and will result in additional fees.

DISPOSAL OF MEDICAL WASTE: Sharp containers are provided in convenient locations throughout the barns for the disposal of needles and other disposable sharp instru‐ ments. Show Management may fine any individuals, including trainers, owners, exhibi‐ tors or their agents up to $100 for improper disposal of needles or other sharp dispos‐ able instruments.

PARKING: Parking will NOT be permitted in the barn area. Passenger vehicles should use the upper and lower East lots adjacent to the barns. Horse trailers and vans must be parked in the upper North lot adjacent to the coliseum or the lower East lot adja‐ cent to the barns.

CAMPERS: Campers and RVs must be parked in designated areas, which are on a “first come, first served” basis. Camper fee is $45 per day/night. Each camper must have a permit prominently displayed. Any vehicle connected to electricity and/or water will be considered a camper and will be charged the camper fee.

TRAINING AIDS: Attention getti ng devices and/or other noisemakers (including but not limited to tape measure, blow horns, bamboo poles, explosives, fire extinguishers, baby powder, whips longer than 6’, etc.) are not allowed in and around the makeup and competition rings during scheduled sessions. All such items will be confiscated and offenders will be reported to the USEF.

VIDEOGRAPHY: The Blue Ridge Classic reserves the right to regulate access to the horse show facilities and reserves the right, in its sole discretion, to determine use of the facilities by any vendor or any other individual or party. Show Management has entered into exclusive contracts regarding the taping by video or other reproduction on DVD. Said agreements with individuals/entities commonly referred to as “show officials” include the Horse Show Videographer. As such, signatories thereto may have legal remedies for violation. Additionally, the Blue Ridge Classic retains the right to

pursue any and all legal remedies available. Personal videos may be taken from the concourse of the arena only, not from ringside or the seating area (including the veranda tables).

MOTORIZED VEHICLES (New for 2020): Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent/legal guardian, or individual who signs the entry blank as parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against those responsible for the child committi ng the offense. The unsafe use of personal electronic transport devices, as determined by the competition officials and manage‐ ment in their sole discretion, that do not require a driver’s license to operate including, but not limited to, segways, hover boards and single‐wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a par‐ ent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

DOGS ON COMPETITION GROUNDS: Dogs are not permitted to be loose on competi‐ tion grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards. (See GR 1301.6 of USEF Rule Book) Exception: Handicap aid dogs.

DAMAGE: The WNC Agricultural Center holds individual owners and exhibitors respon‐ sible for damages incurred by them, or their agents, to barns or other properties on the show grounds and will bill them accordingly. The Blue Ridge Classic Horse Show and/or Show Management will in no way be responsible for any loss/damage that may occur. It will be a condition of entry that each exhibitor shall hold the horse show, its management and the WNC Agricultural Center blameless for any loss or accident to his/her horse(s) or equipment that may occur from sickness, fire, or otherwise. The Blue Ridge Classic Horse Show, Show Management or the WNC Agricultural Center will not be responsible or liable for injuries sustained in any way to exhibitors, spectators, employees or any other interested parties.

FOR YOUR CONVENIENCE

MEASUREMENT: Ponies will be measured on Monday, July 20th at 5:00 pm, at the farrier’s shed. Further measurement times will be announced, if necessary.

SHAVINGS: No initial bedding provided. Shavings for pre‐arrival delivery (at $8.00 per bag) may be ordered on entry form. Additional orders may be placed with the Show Office and charged on Open Check Account. If an outside vendor hauls in bedding for a client, the vendor or client will be charged a show vendor fee of $300. Exhibitors wanting to bring their own bedding may do so but must haul it in on their own vehi‐ cles. The WNC Agricultural Center does not allow bark to be put in barn area.

HAY & FEED: Hay and feed orders may be placed through the Show Office and charged on Open Check Account. If an outside vendor hauls in hay/feed for a client, the vendor or client will be charged a show vendor fee of $300. Exhibitors wanting to bring their own hay/feed may do so but must haul it in on their own vehicles.

GOLF CARTS: Golf car rentals will be handled through Brad’s Golf Cars @ 336‐595‐ 2006. Arrangements for golf car reservations are 100% between Brad’s Golf Cars and the Exhibitor. If golf cars are not pre‐ordered, Show Management cannot guarantee that one will be available at the show.

VERANDA TABLES: A limited number of veranda tables (which seat 8) are available for the duration of the show for $475 per table. Cold drinks are provided during each ses‐ sion and snacks are included for the evening sessions. Previous table holders receive first choice, after which it is a "first come, first served" basis. PRE‐BEDDING OF STALLS is available @ $12.00 per stall. Contact Liz Holmes @ 919‐672‐3741 to arrange. Be sure to indicate pre‐bedding on entry blank.

MISCELLANEOUS Every animal entered for competition shall be under the control of Show Manage‐ ment. The show shall be under absolute control of Show Management. Only author‐ ized persons shall be allowed in the ring during judging. Any act of discourtesy or diso‐ bedience to the judge or officials on the part of an owner, rider/driver, trainer/agent or groom will disqualify horse or rider/driver and the owner shall forfeit his /her entry fees and other fees, including prize money won.

The Blue Ridge Classic Horse Show is a qualifying competition for the 2021 ASHA High Point Awards and the Kentucky State Fair’s World’s Championship Horse Show. More information can be found at www.asha.net.

CHANGES/CANCELLATIONS: Management reserves the right to combine or cancel any class having less than four (4) entries. Management also reserves the right to change or alter the officials listed without notice prior to or during the show.

FOOTING: Footing in the arena (which has dimensions of approximately 240’x120’) will be a dirt base with a top layer of sawdust/shavings added.

CHAMPIONSHIP CLASSES: To be eligible for Championship classes, entry must have been entered, shown and judged in one other like class in that section. See division section for Championship qualifying classes. Championship classes will NOT be stripped.

OPEN STAKES: Open STAKES are open to all, with no qualification requirement. To be shown and judged as open classes. Entry fees for these classes are non‐refundable.

WARM‐UP AREA: During show sessions, the covered warm‐up ring will be available only for the next class to show in the indoor Show Arena.

CLASS CALLS/GATE HOLDS: Every effort will be made to maintain a working PA system. However, due to unforeseen problems with any mechanical device, the PA system and paddock calls must be considered a courtesy. It is the responsibility of the exhibitor to be sure that his/her horse is at the gate at the prescribed time. A two (2) minute gate rule will be strictly enforced. The in‐gate will be closed two (2) minutes after the first horse enters the ring.

THE SHOW ARENA WILL OPEN AT 5:00 AM BEGINNING ON SUNDAY, JULY 19th, AND WILL REMAIN OPEN UNTIL MIDNIGHT (MONDAY THROUGH SATURDAY).

ALL BREED OPPORTUNITY DIVISION Open to All Breeds & Riders— USEF Recognized – No USEF Points

Classes are open to all breeds. No USEF memberships or non‐member fees are re‐ quired. However, if the rider is a member of USEF, or the horse has been issued a USEF Horse ID number, those numbers must appear on the entry blank. Exhibitors are ex‐ empt from the USEF Federation/Drug fee if showing only in the Opportunity Division. Show clothes are optional and, if used, should match the style of riding; but a long‐ sleeved shirt, long pants, and boots with a heel are required as a minimum regardless of style of riding. For English classes, either hunt or saddle seat equipment may be used. For Western classes, western equipment is required. No training tack allowed in any class. Riders/horses may cross enter into other classes at the show, but all applica‐ ble fees and membership requirements apply. No prize money will be paid in Oppor‐ tunity classes. Horses will be asked to flat walk, perform the medium gait, and canter both ways of the ring in each class. Horse must give the distinct appearance of being a pleasure to ride and display a pleasurable atti tude. To be judged on manners, perfor‐ mance, quality, presence and conformation.
