2004 – The PETROM SA privatization was made considering a provision of EUR 2 billion, for debt and potential claims, including EUR 1.2 billion for the intellectually property rights, arising from Dr. Basgan’s patent # 22’789.

OUG 100/2005 prepared the juridical base to recover the intellectual property rights.

Law 214/2008 permitted the recovering of intellectual property rights without paying the 3% tax (3 years tax exemption 2009-2011).

It’s like a coincidence that Ion I. Basgan Jr. was PNL Senator just from 2004 to 2009.

June 30, 2009 - Ion I. Basgan Jr. started the recovery procedure in the Court of Bucharest, claiming EUR 1.2 billion to PETROM SA in first line and to the Romanian State in subsidiary line. A settlement with PETROM should be concluded in September 2009, where 50% should be supported by the Romanian State as VAT exemption on behalf of PETROM.

After recovering EUR one billion, the ex-senator Basgan Jr. would claim USD 150 billon to US Administration, based on the intellectual property rights arising from the US patent 2’103’137.

The ex-senator plans were tremendously interrupted by the others three successors of Dr. Basgan (Constantin, Sorin & Angela Bazgan), who decided to sue Ion I. Basgan Jr., on August, 2009, in the court of Bucharest and to block all the recovering issues.
