Cocos (Keeling) Islands News Berita Pulu Cocos (Keeling)

Thank you to all of the past Green Corps participants for attending the reunion on Saturday 20 July at Pondok Indah. Unfortunately not all of the members could attend as some have left the island for many years for work and family commitments.

14 years ago the group were employed on a 6 month contract to un-dertake projects that involved an environmental, heritage and social component. The project included construction of a viewing platform on Direction Island, cleaning the community garden within Oceania House and creating a display of the many variety of plants that adorn the

garden, and propagating many species of natives trees for replanting around the communities of Home and West Island including South Island as well.

Many years have passed and the group have developed and have achieved individual success in the commu-nity. The training provided during the course of the Green Corps Projects have provided them with the strong foundations.

I thank them all for their commitment and dedicated team-work throughout the projects and what they have achieved can be seen and enjoyed by all community members.

Thank you,

Adim Hajat

OFFICE STAFF TEAM BUILDING: The office staff took

to Direction Island on Thursday last week for a day of

team building. We collected 36 bags of rubbish from the

northern part of the beach and built the first of several fire

pits near one of the shelters. We enjoyed lunch together

and then had some time for team activities that focused

on embedding our organisational values of Service,

Accountability, Support, Respect, Integrity and

Achievement.

MAJU PULU KITA MASTERPLAN: TRANNIES BEACH:

Trannies Beach is set for a gentle facelift with works

commencing this week. The stunning tree in the middle

of the space is the focal point for the work as it provides

lovely natural shade which will be decked to provide

more useable space. We will also be using coral filled

gabions around the tree to direct and control traffic and

encourage lawn to grow around the shelters. Some ro-

bust and low key nature play equipment will be installed

and upgraded lighting will complete the picture. A special

note of thanks to Jack O’Donnell for his contribution to the

lighting for which we are very appreciative. Thank you

Jack.

MAJU PULU KITA MASTERPLAN: TRANNIES BEACH:

digunakan. Kami juga akan mengunakan batu-batu yang

berada dalam gabion untuk diletakan diseputar pokok

untuk menunjukan daerah traffik dan menggalakan

rumput untuk tumbuh di sekitar lindugan. Berberapa alat

kemainan akan di bangunkan dan membaguskan lampu

akan melengkapkan gambar ini. Khas terima kasi kepada

WORKS UPDATE: The Shire had advertised for

interested people in being employed on a casual basis to

assist in the projects that progress the items from Master

Planning. We welcome our team of casuals and hope

they enjoy contributing to the community via these

important projects.

Kami menyambut

perkerja casual dan harap mereka menikmati

berkontribusi kepada masyarakat melalui membangunkan

projek-projek ini yang penting.

FLOODING ON HOME ISLAND: I would like to

acknowledge the hard working Shire outdoor crew for

their efforts to reduce the impact of flooding from the huge

deluge last Wednesday morning. The rain brought a

massive volume of water and the pumps were put to the

test removing approx 1700 litres of water from the

Kampong per minute. While we recognise that some

homes did still flood, Shire staff were working hard and

using all equipment available to reduce the impact. We

are looking at engaging a hydraulic engineer to advise on

solutions to the flooding problem rather than react without

proper planning. Anyone wanting to discuss this matter

is welcome to contact me at the Shire.

BANJIR DI HOME ISLAND: Saya ingin mengakui kerja

Shire.

These are a few items that I think may be of particular

interest but we are always willing to meet with members of

the community who are interested in knowing more about

Shire activities.

10 EASY STEPS TO HELP PROTECT CORAL REEFS

Conserve water: The less water you use, the less runoff and wastewater will pollute our oceans. Help reduce pollution: Walk, bike or ride the bus. Fossil fuel emissions from cars and industry raise lead to ocean warming which causes mass-bleaching of corals and can lead to widespread destruction of reefs. Use only ecological or organic fertilizers: These products flow into the water system, pollute the ocean, and can harm coral reefs and marine life. Dispose of your trash properly: Don't leave unwanted fishing lines or nets in the water or on the beach. Any kind of litter pollutes the water and can harm the reef and the fish. S u p p o r t r e e f - f r i e n d l y businesses: Ask the fishing, boating, dive or snorkelling operators how they protect the reef. Be sure they care for the living reef ecosystem and ask if the organization responsible is part of a coral reef ecosystem management effort. Plant a tree: Trees reduce runoff into the oceans. You will also contribute to reversing the warming of our planet and the rising temperatures of our oceans. Practice safe and responsible diving and snorkelling: Do not touch the reef or anchor your boat on the reef. Contact with the coral will damage the delicate coral animals, and anchoring on the reef can kill it, so look for sandy bottom or use moorings if available. Volunteer for a coral reef cleanup: Many people visit a coral reef on their vacation. Spend an afternoon enjoying the beauty of one of the most diverse ecosystems on the Earth. Spread the word: Remember your own excitement at learning how important the planet's coral reefs are to us and the intricate global ecosystem. Share this excitement and encourage others to get involved.

Quote of the Day

Thought for the Day

Bank Robbery I was sitting on a jury for a trial of a man accused of robbing a bank. There was not enough evidence to convict him, so we had to declare him not guilty. When the foreman announced, “Not guilty!” the defendant jumped to his feet. “Cool!!” he shouted. “Does that mean I get to keep all the cash?”

Not the Scales! Two little kids went in to their parents bathroom and spotted their mother’s scale on the floor. “Whatever you, do,” said the first kid to the second, “don’t step on it.” “Why not?” asked the second. “Because,” replied the first, “every time mom steps on it, she screams.”

Inexperienced Two inexperienced hunters went hunting in the woods. Before long they got lost. “Don’t worry,” said the first hunter, “I heard that when you’re lost you should fire three shots in the air that someone should hear you.” They fired three shots in the air and waited a half hour. They tried again another three and nothing hap-pened. Finally they decided they will try it once more. “This better work,” said the second hunter nervously. “These are our last arrows!”

Cocos Islands District High School

Parents and Citizens Association Incorporated

Message from CIDHS P&C

Regarding 2019 School Fete & Auction

Dear Cocos Community,

CIDHS P&C would like to once again sincerely thank all our sponsors and the community for the

very successful 2018 Fete & Auction. Without your generous support, it would not have been possi-

ble.

In 2019, the P&C has continued to subsidise school uniforms for students who have started school-

ing with Cocos Islands District High School for the first time as well as $50 per student for their sta-

tionary orders.

At our recent meeting, the P&C has agreed to further subsidise three sets of uniforms (Top) for stu-

dents who start Year 7. This will commence in 2020. P&C has also agreed to reimburse the School

the following items for 2019 and the total amount is over $11,000.

Sea freight for students’ stationery

Air freight for Kindy uniforms

Students’ Workbooks

Year 9/10 Immersion Program

Year 5/6 Perth Camp

Sadly, this year, quite a few key P&C members will be extremely busy with family commitments e.g.

weddings leading up to the 2019 School Fete & Auction and some will be off island around the Fete

day. After careful discussion and consideration, the P&C committee has therefore decided to make

a few changes to this year’s School Fete & Auction:

The event will be held on Saturday 19th October at Home Island Foreshore with NO live

auction. Details to follow. If there are a reasonable amount of donation items, we may run

a Silent Auction.

P&C will work closely with the School to provide various fun activities for the community on

the day.

Donations of food and toiletry hampers will continue as previous years and they will be run

as raffle prizes.

Showbags will be available as previous years.

Food and drink stalls will be available on the day though the choices of traditional Malay

food may be limited.

We understand that this decision may disappoint some as the Fete & Auction has always been one

of the most exciting events on Cocos. However, the P&C has had to make this decision due to ex-

treme lack of volunteers this year.

In order for the P&C to continue our financial support to our families on the Islands, we will still

need ongoing support from our community and beyond. Therefore, if you wish to donate whether

it is cash, items, sponsorship etc., please feel free to contact the P&C Secretary Helen Liu (Mak

Adam) on 9162 7661 or email [email protected].

Public Notices Notis-notis Umum

“LAWA's IOTs Service is fully funded by the Australian Government”

The criminal offence of burglary II

These are short articles about legal issues that may interest you. They are not legal advice. You should

always get individual legal advice for your situation.

This is the second article about burglary and deals with the “home burglary 3 strike law” and burglaries

being a “serious offence” for bail purposes.

Mandatory gaol for 3 home burglaries

This is often called the “third strike” law. Home burglaries are regarded very seriously by government and

the community.

There is legislation that makes it mandatory (meaning the Court must do it) for the Court to imprison you if

you are being sentenced for your 3rd home burglary (3rd “strike”).

The basic rule on or after 31 October 2015 is that if you are convicted of a home burglary (in a dwelling)

and have 2 previous convictions for home burglaries, you are now on your 3rd “strike”, and you must re-

ceive a mandatory minimum sentence of imprisonment of 2 years if you are an adult. The term of impris-

onment cannot be suspended.

If you are under 18 years (still a child) you must receive at least 12 months imprisonment or 12 months

detention. If you are still under 18 years when sentenced for a 3rd strike burglary, a Magistrate in the Chil-

dren’s Court may put you on a conditional release order for at least 12 months. This is a detention order

which is served in the community.

What is a “strike”?

From on or after 31 October 2015, if you are convicted of a burglary on a particular day, this is one strike.

So, if you commit one burglary on Monday, then one on Tuesday, convictions for each will result in you

having 2 strikes.

However, if you commit more than one burglary on the same day (regarded as running from midnight to

midnight) all of those burglaries together are considered one strike, even if you are convicted of them on

different days in Court. So, if you commit 2 burglaries on the Monday, that is one strike, even if you are

convicted of them for example a month apart in Court.

Note also that different rules can apply to “strikes” for people under 18 years. One example is not every

home burglary may result in a conviction being recorded for a young person and therefore may not be a

“strike”.

Avoiding mandatory imprisonment

There is one situation which allows the Court to have a discretion in its sentencing, so it can choose to

avoid imposing a mandatory term of imprisonment for a 3rd strike and instead impose a lesser sentence.

This can happen where:

You have been convicted of 2 earlier home burglaries (2 strikes)

and for the latest of the 2 convictions for the 2 prior home burglaries:

a) any order imposed by the Court as a sentence has expired (eg conditional release order,

community based order or intensive supervision order has ceased) or

b) you have paid any fine or

c) you are discharged from any imprisonment sentence or suspended imprisonment order

the home burglary which will constitute your 3rd strike was committed before the home burglary

which was your 2nd strike and

the Court considers there are exceptional circumstances. Exceptional circumstances might include

that you have been rehabilitated, it is a very long time since you have offended (for example, the of-

fence that is the 2nd strike was 6 years ago and the offence that would have been your 3rd strike

was 8 years ago) and you may be in very good employment. If there are exceptional circumstances

the Court can consider the historical offence not to be a 3rd strike.

Burglary is a “serious offence” for the purpose of bail

Bail is the conditional release of a person charged with an offence on the basis of a promise to come back

to Court when required. You may have to agree to forfeit money if you do not return to Court, or someone,

called a surety, may have to agree to forfeit money if you do not return to Court when required. There can

be lots of other conditions attached to bail.

Burglary is what is called a “serious offence” for the purposes of bail. There is a list of offences that are

defined as serious offences for the purpose of bail. They are set out in a schedule to the Bail Act 1982

(WA)(CI). .

If you are out on bail for an offence listed as a serious offence, such as burglary, and you allegedly commit

another serious offence (such as another burglary, or one of the other listed serious offences) you will

then generally be refused bail when you come before the Court on the new charge. You will be placed in

custody (“on remand”) until the charges are finally dealt with, unless there are exceptional reasons why

you should not be kept in custody.

ga kali (ketiga kali menyerang).

sepanjang 2 tahun jika anda orang dewasa. Masa penjaraan tidak boleh ditundah.

Jika anda umur 18 tahun kebawah (masih anak-anak) andah mesti menerima sekuang-kurangnya 12 bu-

Public Notices (cont’d) Notis-notis Umum (seterusnya)

lam tahanan.

How To Compost The average household throws away about 25 percent of its food. But if we composted that stuff, we would lighten landfill loads while creating nourishment for gardens and lawns. How do you start? Get a bottomless plastic, metal, or wooden container that holds about 80 gallons, or 10 cubic feet. Place it on the ground in a shady area of your yard. On the kitchen counter, set a small lidded c o n t a i n e r f o r c a t c h i n g compostables as you cook. What foods can go in the compost bin? Fruit peels, coffee grounds (and paper filters), eggshells, leftover vegetables. Don’t compost meat, cheese, or fish, because they attract animals. And skip cooking oil, which draws insects. What else? Any and all organic matter, dry materials, like torn-up newspaper, twigs, dead leaves, and paper plates. These items contain carbon, which gives the microbes that decompose the pile the energy necessary to work their magic. Food and other moisture-rich items, like grass clippings, supply the protein that microbes need to reproduce. Is there any upkeep? Watch the moisture level. The pile should be damp, like a wrung-out sponge—not soaking, like a swamp, or dry enough to blow around. If it’s too dry, sprits it with the hose. Too wet? Add shredded newspaper or wood chips. What about the smell? Maintain a thick layer of dry stuff, like dead leaves, at the top of the pile, and cover new food scraps with old compost. (Have a small shovel handy for this purpose.) How can you tell when a pile has decomposed? It usually takes four to six months for compost to turn into dark brown or black soil with a nice, earthy aroma. Once most of your pile fits this profile, take away the bin and let the finished compost continue to break down in your yard for a few weeks. Put the bin in a new spot to start a fresh pile. Kick it off by scooping in anything from the old pile that’s not quite decomposed. Finally, how can you use compost? Think of it as food for dirt. Spread it over your lawn to nourish the grass, or mix it into garden soil.
