Parks & Gardens – Home Island

The Shire of Cocos (Keeling) Islands is seeking applications for a Parks and Gardens team member for a 12 month contract. The position will

focus on revamping the Garden Lot adjacent to Oceania House, managing the nursery and the development of a composting facility on Home

Island. The position is primarily based on Home Island, offers variety and training and requires flexibility to work in other locations. Applicants

should:

• Be reliable

• Enjoy working outdoors

• Have an interest in Horticulture

• Demonstrate confidence & safety around machinery

• Be able to work with chemicals/spraying as required

• Capable of working unsupervised

MAJU PULU KITA MASTERPLAN UPDATE: TRANNIES BEACH: Sincere thanks to Jack O’Donnell for his support in upgrading the lighting at Trannies. This contribution to the community is greatly appreciated. The control box for the lights is in the southern shelter. Speaking of Trannies, the new raised decking under the tree will commence next week. Apologies for any inconvenience while the work is

underway but we hope the end result will make it worthwhile.

BERITA MAJU PULU KITA MASTERPLEN: TRANNIES BEACH: Khas terima kasi kepada Jack O’Donnell atas sokongannya dalam meningkatkan lampu di Trannies Beach. Sumbangan ini kepada masyarakat amat dihargai. Kotak untuk menyalakan lampu ini berada di tempat perlindungan sebelah selatan. Semasa kami berbinchangkan tentang Trannies, deking baru yang dibangonkan di bawah pokok akan bermula minggu depan. chair settings for all shelters are also on their way.

MAJU PULU KITA MASTERPLAN UPDATE: JALAN PANTAI REPAVING: Our amazing brick making crew are almost finished making all the bricks required to re-pave Jalan Pantai and complete the aprons on the boat ramps. The re-paving will be done in 50 metre sections to try and minimise

disruption to traffic.

BERITA MAJU PULU KITA MASTERPLEN: JALAN PANTAI PAVE KEMBALI: Orang pekerjaan membuat batu batak yang luar biasa hampir selesai membuat semua batu batak yang di perlukan untuk pave kembali di Jalan Pantai dan melengkapkan ram sekoci. Pav-kembali akan dilakukan dalam kawasan 50meter untuk mencuba dan sedikitkan gangguan

kepada laluan trafik.

MAJU PULU KITA MASTERPLAN UPDATE: POSITION IN PARK CREW: Don’t forget, applications for the Parks and Gardens position closes on 2 September. This position will play an important role in progressing several Masterplan

priorities:

1. Looking after our nursery to propagate plants for

revegetation programs;

2. Reinstating the public grounds around Oceania House;

and

3. Implementing a composting program to reuse much of the

waste that is currently burnt. The compost will be a valuable

resource to improve the soil condition.

BERITA MAJU PULU KITA MASTERPLAN: SEORANG PEKERJA UNTUK TAMAN: Jangan lupa, pemohonan untuk pekerja Taman dan Kebun ditutup 2hb Septemba. Pekerjaan ini memainkan peranan penting dalam memajukan berberapa

keutamaan dari Masterplen:

1. Mengurusi kebun untuk menyebarkan tumbu-tumbuhan

untuk program penanaman semula;

2. Mengembalikan semula kawasan awam disekitar Rumah

Besar; dan melaksanakan program pengkomposan untuk

menggunakan semula bahan yang sedang di bakar. Kompos ini akan menjadi sumber yang berharga untuk memperbaiki keadaan tanah. Sila hubungi Konsel jika anda ingin melihat

keterangan kerjaan ini.

MAJU PULU KITA MASTERPLAN UPDATE—CENTRAL PARK WEST ISLAND: The installation of the shade sails poles over the playground at central park has been completed. The measurements have now been sent to the manufacturer so the sails can be cut to size. There will be four sails in total, each of

a different colour and should arrive on the next freight plane.

BERITA MAJU PULU KITA MASTERPLAN —TAMAN TENGGAH PULU PANJANG: Pemasangan tiang lindungan untuk taman kemainan di tenggah Pulu Panjang telah selesai. Ukuran telah di kirim kepada pembuatan lindungan supaya lindungan dapat di potong secara ukurannya. Akan ada empat layar lindungan, dengan semua memiliki warna yang lain dan

akan sampai di kapal kargo yang akan datang.

MULCH AVAILABLE: The Shire’s new EWP is proving a useful

addition to the community with the Shire recently contracted

privately and by the Department to carry out tree pruning on West Island and a great deal of tree lopping and coconut de-nutting. This has also provided us with a good stockpile of mulch which is available for residents from the Transfer Sta-

tion.

WASTE MANAGEMENT— HAZARDOUS WASTE: Sound waste management is a priority for us and one of the areas of concern is the disposal of hazardous items such as gas canis-ters. Many people dispose of expired gas canisters in the gen-eral waste – however as our general waste is either incinerated (Home Island) or open burnt (West Island) gas canisters are a risk. To assist with better management of gas canisters, our works crew will be establishing specific areas in the tip for ex-plosive materials such as gas canisters. They are also in the process of organizing scheduled kerbside pickup days for haz-ardous waste. It is important that If you have items that when disposing of pressurised container to expel all the remaining pressure in the container by pressing the trigger until all the air has been released. If you would like to know how best to man-

age this type of waste, please contact Ian at the Shire.

PENGURUSAN SAMPA — SAMPAH BERBAHAYA: Penguru-

san sampah yang tetap adalah keutamaan bagi kami dan salah

satu perkara yang menjadi perhatian adalah pembuangan ba-

rang-barang berbahaya seperti kanister gas. Ramai orang

membuang kanister gas di buangan sampah umum— walau

bagaimanapun sampah umum kita dimasukan di insinerator

(Home Island) atau dibakar (Pulu Panjang) kanister gas adalah

BUDGET 2019/2020: Continuing our series on items of interest from our budget, we are pleased to advise that the Museum on Home Island is getting some much needed attention. The Museum and its collection is currently housed in the Copra Store No 1, which forms part of the Home Island Industrial Precinct, an ’historic’ site on the Commonwealth Heritage list. A recent review of the building shows that the erosion of the brickwork is significant with some bricks having fallen out of place. The original whitewash finish (the first line of defense against weathering on the walls) has weathered away completely in the areas where mortar and brick erosion has occurred more substantially. Remediation of these damaged

walls is a priority and will be carried out this financial year.

It is also very exciting to be partnering with Tourism to see this building and the Museum given a focus via housing a pop-up Visitor Centre on Home Island two days per week (Monday and Wednesday). This partnership will be further promoted as

our plans are finalized.

BUDGET 2019/2020: Meneruskan siri kami mengenai perkara yang menarik daripada budget, kami dengan sukacitanya menasihati bahwa Muzium di Kampong akan mendapatkan perhatian yang sangat diperlukan. WORKS UPDATE: Residents are kindly asked to place their bins one metre from the edge of the road with the handles facing the road on collection days. This will assist the waste

management crew and improve road safety.

BERITA KERJAAN: Penduduk di minta untuk meletakan bin sampah satu metre dari ujung jalan dengan pegangan bin me-mandang jalan di hari ambilan sampah. Ini akan membantu

COMMUNITY FUNDING PROGRAM: The Shire is committed

to supporting incorporated not-for-profit organisations/associations located within the Shire of Cocos (Keeling) Islands by providing grants up to $2000 to assist with the delivery of projects that address identified community needs, that aim to benefit the Cocos community and aligns with the Shire’s strate-gic plan goals. A draft policy to ensure consistency and trans-parency around the decision-making for this Community Fund-ing Program will be considered by Council at the August Coun-cil meeting. The policy aims to clarify the eligibility criteria for

community groups seeking grants. Proposed criteria are:

• The applicant is a community-based incorporated not-for-

profit organisation/association located within the Shire of Cocos (Keeling) Islands; Unincorporated groups should find a suitable organisation to auspice them by prior arrangement with the

Shire.

The project takes place within the Shire of Cocos (Keeling)

Islands;

• The applicant has no outstanding debts with the Shire of

Cocos (Keeling) Islands;

• The applicant has completed and properly acquitted any

project for which funding was previously received;

• The applicant undertakes the project for the benefit of the

wider community;

• The applicant submits their applications on the prescribed form, with a full budget showing proposed expenditure with two

quotes where possible;

• Applications must be lodged within the timeframe specified

– late applications will not be accepted;

• Applicants will be asked to demonstrate the other avenues

of funding they have tried –e.g. their own fundraising, other

grants; the Shire’s rubbish collection fundraising program.

The applicant organisation contributes 25% co-funding either through cash or in-kind or a combination of both. (Note: volun-teer work in organisation and / or labour will be calculated as a

contribution of $25.00 per hour.)

Tuesday 27 August.

FUNDING PROGRAM MASYARAKAT: Konsel bersunggu un-tuk menyokong pertubuhan/persatuan bukan untuk keutungan yang berada di kawasan Konsel Pulu Cocos dengan mem-berikan geran sebanyak $2000 untuk membantu pemberian projek yang menangani keperluan masayarakat, yang ber-tujuan memberi manfaat kepada masyarakat Cocos dan sejajar

dengan matlamat plen strategik Konsel.

Draf polisi untuk memastikan konsistensi dan ketelusan di seki-tar pengambilan-keputusan untuk Funding Program Masyara-kat akan dipertimbangkan oleh Kosel di meetingan Konsel di bulan Augus. Polici ini bertujuan untuk mejelaskan kriteria ke-

layakan bagi kumpulan masyarakat yang memohon geran.

• Pemohon adalah kumpulan dalam persatuan masyarakat

yang bukan untuk keutungan yang berada dalam kawasan Konsel Pulu Cocos; Kumpul-kumpulan perlu mencari orginasi yang sesui untuk memberi bantuan kepada mereka dengan

susuan sebelumnya dengan Konsel;

LOCAL GOVERNMENT ELECTIONS 2019

ARE YOU ELIGIBLE TO VOTE?

Local Government elections will be held SATURDAY, 19 OCTOBER 2019. Now is the time to make sure you are enrolled to vote.

Three positions will be contested at this election. Current Councillors whose terms will end on 19 October 2019 are:

• Councillor Seriwati Iku (Shire President)

• Councillor Woren Dedian

• Councillor Jan Young

ARE YOU ELIGIBLE TO VOTE?

To be eligible to vote in Shire of Cocos (Keeling) Islands Elections, you must be over 18 and enrolled on the seat of Lingiari or the Shire of Cocos (Keeling) Islands Owners and Occupiers roll. Voting in Local Government elections, while not compulsory, is an

important way for you to connect with grassroots government.

Residents in the Shire of Cocos (Keeling) Islands who are enrolled on the seat of Lingiari are automatically enrolled to vote in

Shire of Cocos (Keeling) Islands elections.

If you are over 18 and not enrolled on the seat of Lingiari, you must submit an enrolment application.

If you have recently moved to the Shire, you must update your enrolment to the seat of Lingiari.

You can find the electoral form for Federal, State and Local Government Elections on www.aec.gov.au or can be obtained from

the Post Office.

Please be aware that the last date for inclusion on the Electoral Roll for the 2019 Elections is 30 August 2019. Your appli-cation for enrolment must be received by the close of business on this day if you wish to vote in the 2019 Elections.

PROPERTY OWNERS

If you are on the Electoral Roll for the seat of Lingiari for your normal address on Cocos you are automatically enrolled to vote in the local government election and need to do nothing more. However if you own property on Cocos but are on the State Electoral Roll at an address outside the Shire of Cocos (Keeling) Islands, you will need to apply to be added to the owner’s roll for the Shire

of Cocos (Keeling) Islands in order to cast a vote.

OCCUPIERS

Do you rent or lease ratable property in the Shire of Cocos (Keeling) Islands but are enrolled on a State Electoral Roll at an ad-dress outside the Shire? Do you know you may still be able to vote in the Shire? To claim a vote you will need to be added to the

occupiers roll for the Shire of Cocos (Keeling) Islands.

Enrolment claim forms can be obtained from the Shire of Cocos (Keeling) Islands and should be lodged with the Chief Executive

Officer at the Shire. ENROLMENT CLOSES 30 AUGUST 2019.

NOMINATING AS A CANDIDATE

Anyone enrolled as a resident or as a non-resident owner or occupier (apart from the nominee of a body corporate) of rateable property within the Shire of Cocos (Keeling) Islands is eligible to nominate as a candidate for the 2019 Shire of Cocos (Keeling)

Islands local government elections.

Nominations will be accepted by the Returning Officer from Thursday, 5 September 2019 until 4pm on Thursday, 12 Sep-tember 2019.

MANDATORY INDUCTION SESSION PRIOR TO NOMINATING

If you are thinking about becoming a Councillor at the 2019 Local Government Elections, then as part of this process it is manda-tory to complete an online induction prior to nomination. The induction doesn't take long and is available on the website of the

Greg the plumber spotted a great bird this week. Guess where? Correct, yes the rubbish tip. This is a Javan Pond

Heron and it has over-wintered on Cocos. You can see it in the mud at the end of the West Island rubbish tip. It is hard

to see as it has a cloak that wraps around its body when feeding. But when in flight it becomes white. On loading it dis-

appears under its coat.

CASUAL SUPPORT OFFICER

The Cocos (Keeling) Islands Community Resource Centre Committee is seeking an enthusiastic, hard-working person for the casual position of Support Officer.

The successful applicant will be required to work two days per week (14 hours/week) and also assist in coverage of staff leave and illness and some Saturday’s.

Knowledge in computer programs such as Microsoft Office, Microsoft Publisher and MYOB is preferable, but not essential.

Semua persatuan dan kelab yang di inkorporated mesti mempunyai seperangkat peraturan

(biasanya dipanggil constitution) yang menerangkan bagaimana orginasi beroperasi dan mengurusi

urusan. Apabila Associations Incorporation Act 2015 (WA) bermula pada 2016 semua persatuan

dan kelab yang di inkorporated telah diberi tiga tahun untuk memeriksa kembali dan diperbaruhi

peraturan mereka untuk memenuhi syarat-syarat dalam Act. Masa untuk menukar peraturan be-

rahkir pada tanggal 30hb June 2019. Apabila peraturan belom diperbaruhi ia adalah penting untuk

memahami bagaimana ini akan berkenan dengan persatuan atau kelab anda.

The rules of every incorporated association and club in CKI are required to include all of the 19 mat-

ters listed in Schedule 1 of the Act. If any of these Schedule 1 requirements are missing from an

association or club’s rules the relevant clause(s) from the prescribed model rules will be deemed to

apply.

Are your association rules up to date?

All incorporated associations and clubs must have a set of rules (commonly called the constitution)

which explains how the organisation operates and manages its affairs. When the Associations In-

corporation Act 2015 (WA) commenced in 2016 all incorporated associations and clubs were given

three years to review and update their rules to meet the requirements of the Act. The transition peri-

od to change the rules ended on 30 June 2019. If the rules have not been updated it is important to

understand how this will affect your association or club.

The rules of every incorporated association and club in CKI are required to include all of the 19 mat-

To avoid the uncertainty this may case, if it has not done so already, Consumer Protection encour-

Services provided by Consumer Protection to the Indian Ocean Territories are fully

funded by the Australian Government through the Department of Infrastructure,

Transport, Cities and Regional Development’s Territories Division.
