Since I have been entrusted by the Chamber Board to manage your Chamber, I’d like to take a moment to tell you a bit about myself, since many of you do not know me. My roots are here in Lockhart. Both my parents attended Lockhart High School and had many dates at the Baker Theatre, which was always followed by a burger at the “old” Dairy Queen. They married at St. Mary’s in 1964. I was born at the Lockhart Hospital and was delivered by Dr. Wales. I have fond memories of my early youth, like grocery shopping at Wuest’s, buying school clothes at JCPenney (and always marveling at watching the sales ticket being clipped to the wire, zip-ping to the ladies upstairs), shopping at Gibson’s, and having dinner at Mayo’s, just to name a few. As for my professional career, I’m a retired, 20+ year medical practice executive as Chief of Business Operations for one of the largest medical specialty groups in the state, with over 300 employees, 26 physicians, 14 practice locations and 2 ambulatory surgery centers. Did I mention that when I began working there in 1990, it consisted of only 1 physician and 2 employees? Yes, our growth was exponential, and I will always feel honored to have been part of such a great team. After my retirement, I moved back to Lockhart in May of 2012. It sure is nice to be home! As many of you already know, Becki has accepted the position as President/CEO of the Bastrop Chamber of Commerce, and as a result, your Chamber Board is actively working to identify qualified candidates for the Lockhart Chamber Presi-dent’s position. In the meantime, I’ll be offering you information on topics which may be of interest to many of our members. This particular topic will certainly interest you if you are a business owner. *In March of 2014, President Obama issued a directive to the Department of Labor (DOL) to promulgate regulations expanding the number of workers eligible for overtime pay in private companies. The proposal is part of the administration’s efforts to focus on income equality. In late June, Sen. Tom Harkins (D-Iowa) introduced legislation, the Restoring Overtime Pay for Working Americans Act S. 2486, which would make several major changes to the Fair Labor Standards Act (FSLA), including an increase to the overtime salary threshold, the “highly compensated” employee exemption and the duties test for employees, thereby expanding the number of salaried workers eligible for overtime pay. The bill would make a major jump in the salary threshold above which even those deemed by the employer as “executive, administrative and professional” would still qualify for overtime pay. The salary threshold currently is $455 per week and Harkin’s bill would increase it to $1,090 per week. The legislation would also change how an employee’s primary duties determine whether or not he/she is exempt from overtime pay. The proposal would require that, in order for an employee to be deemed exempt, he/she must spend at least 50% of his/her time on exempt duties such as supervising other employees. Harkin’s bill tracks with efforts of the administration to increase the overtime pay threshold through the regulatory process. In addition to these sweeping changes, S.2486 also would expand the penalties under FSLA to include an employer’s failure to properly maintain records relating to wages. While we do not yet know what this bill, if passed, will mean for America’s small business owners, it’s important to note that small firms haven’t been experiencing windfall profits in recent years that large firms have—quite the opposite, in fact. Such a change, depending on how it’s ultimately done, could be very problematic for small firms where the profit margin is often very narrow and could lead to further stalled hiring.* I’ll be keeping my ear to the ground on this issue, and will advise as updates are published.
