Why you need a patient portalH

What are these new Patient Engagement requirements in 2014?

• New MU stage 1 Objective to replace Core #12 and Menu #5 which

requires online access to patients (ability to view, download and transmit)

• MU stage 2 Core Objective #7 – Two measures:

• Measure 1 - Provide online access to patients for more than 50% of patients.

• Measure 2 - More than 5% of patients must actually access (ability to view,

download and transmit) their health information

• MU stage 2 Core Objective #17 - More than 5% of patients must send

secure messages to the Eligible Professional

This means, for the or the first timeH

• You are directly responsible for getting the patients to use technology

• You need to start implementing a certified portal and secure messaging system, like

NextGen Patient Portal, as early as possible to start building toward the required

numerator thresholds.

Reporting

• A ‘Patient Portal’ will be required in 2014 regardless of Stage of Meaningful

Use

• HQM will be utilized for all 2014 reporting for Meaningful Use

• Encourage patients to utilize Patient Portal

• Secure messaging and Measure ‘B’ of View, Download, Transmit allow

numerator to be satisfied before, during, or after the reporting period

• Recommend enabling ‘PHR’ within File Maintenance

• Allows patients access to their information with no staff intervention

Measure A:

• More than 50% of all unique patients seen by the EP during the EHR

reporting period are provided timely (available to the patient within 4

business after the information is available to the EP) online access to their

health information

Measure B:

• More than 5% of all unique patients seen by the EP during the EHR

reporting period (or their authorized representatives) view, download, or

transmit to a third party their health information

View/Download/Transmit Reporting

Measure A:

• Denominator is all unique patients seen by the EP during reporting period

• Numerator is how many patients in the denominator have access (timely) to

their health information

Measure B:

• Denominator is all unique patients seen by the EP during the reporting

period

• Numerator is how many patients in the denominator viewed/downloaded or

transmitted their information (before, during, or after the reporting period)

• Enable PHR access within File Maintenance

• If PHR access enabled ‘and’ the patient is provided a token code before

qualifying encounter or up to 4 business days after the patient will meet the

numerator

• A patient or their representative that views/downloads/transmits their data –

this is captured by the patient viewing ‘My Health Record’ will meet measure

B

• The patient can view/download or transmit before, during or after the EHR

reporting period to meet numerator requirements

Secure Messaging Reporting

Denominator:

• Unique patients seen during the EHR reporting period

Numerator:

• The number of patients or authorized representatives in the denominator

that send a secure message ‘before, during, or after the EHR reporting

period’

• The secure message can go to the ‘practice’ and not directly to the provider

• The provider does not have to ‘respond’ via secure email
