ในภาวะเศรษฐกจทยงคงมความไมแนนอน อนเนอง มาจากภาพรวมเศรษฐกจโลกทยงคงถดถอย สงผลกระทบมาถง การคาระหวางประเทศของไทย แนวทางพฒนาดานการคา ของไทยจงมความสำาคญอนจะเออประโยชนใหกบผประกอบการ ทกกลม โดยเฉพาะธรกจอาหารสำาเรจรปทมการสงออกเปนอนดบตน ๆ ในแตละป

โอกาสนสมาคมผผลตอาหารสำาเรจรปจงไดนำาเสนอแนวทางการสรางความยงยนทางการคาใหกบประเทศไทยจากการสมภาษณคณอภรด ตนตราภรณ รฐมนตรวาการกระทรวงพาณชย เพอสรางความเขาใจถงบทบาทของกระทรวงฯ ในการสงเสรมธรกจการคาและพฒนาศกยภาพผดำาเนนธรกจของไทยใหเจรญเตบโตอยางตอเนองในระยะยาว

ภาพรวมทางการคาอาหารสำาเรจรปของประเทศไทย

ในสามไตรมาสแรก (มกราคม - กนยายน) ของป 2558 สถานการณการสงออกสนคาอาหาร ของไทยในภาพรวมลดลงรอยละ 6 (มลคา 18,044.53 ลานเหรยญสหรฐ) เมอเทยบกบชวงเดยวกนของ ปทผานมา โดยสนคาในกลมอาหารสำาเรจรปซงมสดสวนกวารอยละ 60 ของอตสาหกรรมอาหารสงออก (มลคา 11,384.59 ลานเหรยญสหรฐ) มการสงออกลดลงรอยละ 3.40

โดยอปสรรคและปญหาทสำาคญดานการคาอาหารสำาเรจรปของประเทศไทย ไดแก ปญหาการขาดแคลนแรงงานในภาคการผลต ทงกลมแรงงานไรฝมอเนองจากแรงงานไทยไมนยมทำางานในโรงงานอตสาหกรรม ทำาใหมการจางแรงงานตางดาวคอนขางมาก และกลมแรงงานฝมอและชางเทคนค ซงมความตองการแรงงานทมทกษะฝมอเฉพาะทางมากขน ปญหาความยงยนของปรมาณและคณภาพของวตถดบ เนองมาจากความแปรปรวนของสภาพภมอากาศและคณภาพของผลผลตทไมตรงตามความตองการของตลาด รวมถงปญหาศตรพชและโรคระบาดในสตว ทำาใหจำาเปนตองพงพาการนำาเขาจากตางประเทศ สงผลใหมตนทนการผลตทสงขน การแขงขนทมความรนแรงขนทงในดานคณภาพและราคา ทำาใหไทยตองเรงเพมขดความสามารถในการแขงขน ตกตวงโอกาสจากสทธประโยชนทางการคาและการเปดเสรตาง ๆ รวมถงสรางพนธมตรทางธรกจเพอสรางความแขงแกรง มาตรฐาน และกฎระเบยบ ทเขมงวดของประเทศคคา มาตรการกดกนทางการคาทไมใชภาษ รวมถงแนวโนมการใช (NTBs) ทเพมสงขน เชน การกำาหนดโควตานำาเขา มาตรฐานและการรบรองสนคา (ISO ฮาลาล ขอมลฉลากสนคา) ขอกำาหนดความปลอดภยดานอาหาร ซงไทยตองเรงปรบกฎระเบยบและยกระดบมาตรฐานภายในประเทศใหมความสอดคลองกบมาตรฐานสากล เพอลดขนตอนในการตรวจสอบสนคาสำาหรบสงออก

พฤตกรรมการบรโภคทเปลยนแปลงไปทำาใหผผลตตองเรยนรทจะปรบตว พฒนารปแบบการผลต แปรรปสนคาและออกแบบผลตภณฑใหตรงกบความตองการของแตละตลาด สรางมลคาเพมและยกระดบ มาตรฐานการผลตใหสอดคลองกบมาตรฐานสากล รวมถงการใชประโยชนจากระบบเทคโนโลย สารสนเทศใหเกดประโยชนในการเขาถงกลมเปาหมาย นอกจากนยงมปญหาความแตกตางดานภาษาและวฒนธรรม ผประกอบการจงควรศกษา ทำาความเขาใจ และปรบเปลยนสนคาและบรการใหตรงตามพฤตกรรมการบรโภคในแตละตลาด และปญหาภาพลกษณเชงลบของประเทศทสงผลเชงจตวทยาตอผบรโภคในตลาดหลก เชน ปญหาการทำาประมงผดกฎหมาย ขาดการรายงาน และไรการควบคม (IUU Fishing) ปญหาการคามนษยและการใชแรงงานทไมเปนธรรม

เนองจากปญหาดงกลาวครอบคลมตงแตตนนำาถงปลายนำา ซงตองอาศยความรวมมอจาก ทกหนวยงานทเกยวของ ทงจากภาครฐและเอกชน กระทรวงพาณชยจงไดมการจดประชมหารอรวมกบ หนวยงานตาง ๆ ทเกยวของเปนประจำา เพอตดตามสถานการณอยางใกลชดและกำาหนดแนวทางในการแกไขปญหาและใหความชวยเหลอผประกอบการทไดรบผลกระทบ ดานการคาระหวางประเทศ มการนำารายงานสถานการณในตางประเทศและผลการเขารวมการประชมทจดโดยหนวยงานทเกยวของมาประมวลและวเคราะหเพอวางแผนสงเสรมพฒนาผประกอบการ นอกจากนยงไดทำาการเผยแพรรายงานสถานการณการคาและขอมลทเปนประโยชนผานเวบไซตตาง ๆ ภายใตการกำากบดแล รวมถงแจงไปยงหนวยงานทเกยวของโดยตรง

นโยบายสนบสนนการคาระหวางประเทศเมอเขาส AEC

กระทรวงพาณชยวางรากฐานเศรษฐกจการคาของประเทศเพอเขาส AEC โดยอาศย ความไดเปรยบของไทยดานโครงขายทมอยทกภมภาคทวประเทศและทวโลกในการสนบสนน ผประกอบการไทยใหสามารถเขาสตลาดไดอยางมนคงและยงยน โดยยทธศาสตรดานการขบเคลอน สประชาคมเศรษฐกจอาเซยนประกอบดวย การสงเสรมผประกอบการไทยสตลาดการคา การสงเสรม การคาการลงทนกบประเทศเพอนบาน การเตรยมความพรอมของประเทศเพอเดนหนาส AEC และ การปรบโครงสรางองคกรใหรองรบการเปลยนแปลงทจะเกดขนหลงเปด AEC ตลอดจนการพฒนา เพอเพมขดความสามารถในการแขงขนทางการคาของประเทศ

ขณะนอาเซยนอยระหวางการจดทำากรอบวสยทศน AEC ภายหลงป 2558 ซงมเปาหมายในการรวมกลมเศรษฐกจในภมภาคใหเขมแขงมากขน และการสรางอาเซยนใหมทาทเดยวกนในเวทโลก มการปรบประสานเรองกฎระเบยบและมาตรฐานสนคาเกษตรและอตสาหกรรมใหเปนไปในแนวทางเดยวกน ขนตอนการอำานวยความสะดวกดานพธการศลกากรและการคาชายแดน การคมครองทรพยสนทางปญญา การจดเกบภาษทใกลเคยงกนโดยคำานงถงหลกการดแลสงคมผสงอาย การคาสเขยวท เปนมตรกบสงแวดลอมเพอนำาไปสการพฒนาทยงยน หลกธรรมาภบาล และการมสวนรวมของภาคประชาสงคม ขณะเดยวกนกระทรวงพาณชยเดนหนาเชงรกออกประกาศเกยวกบมาตรการจดระเบยบนำาเขาสนคามาในราชอาณาจกร เพอกำากบดแลการนำาเขาสนคาเศรษฐกจบางรายการมใหสงผลกระทบ ตอเกษตรกรและผผลตภายในประเทศ ตลอดจนดแลผบรโภคทอาจไดรบผลกระทบจากสนคาทไมไดมาตรฐาน รวมถงการปรบกฎหมาย/กฎระเบยบเพอดำาเนนการตามพนธกรณ AEC อาท การปรบแก พระราชบญญตเครองหมายการคาเพอใหรองรบระบบการจดทะเบยนเครองหมายระหวางประเทศ เปนตน


เรงพฒนาเพอสรางการคาทยงยน

นอกจากการสงเสรมทางดานการคาจากภาครฐแลว ผประกอบการจะตองทำาการศกษาพฤตกรรมการบรโภคและปฏบตตามขอกำาหนดของแตละตลาดเปาหมาย รวมถงการขอรบความคมครองทรพยสนทางปญญาทจำาเปน (เชน เครองหมายการคา ความลบทางการคา สทธบตร สงบงชทางภมศาสตร) เพอใหสามารถแขงขนในตลาดนน ๆ ไดอยางมประสทธภาพ ซงจะชวยใหการพฒนาผลตภณฑและการวางแผนการผลตมความสอดคลองและเปนทยอมรบของตลาดเปาหมาย นอกจากน สอดจทลและโซเชยลมเดยกเรมเขามามบทบาทและอทธพลในการตดสนใจเลอกซอและบรโภคสนคาเพมมากขน สงผลใหการสงเสรมและพฒนาสนคาและบรการตองทนตอความเปลยนแปลงและมความเปนสากล สอดคลองกบยค Digital Economy ผผลตจงจำาเปนตองตดตามสถานการณอยางใกลชดและวางแผนเพอรองรบความตองการของตลาด รวมถงประเมนความเสยงทอาจเกดขนควบคไปดวย

การสรางพนธมตรทางธรกจกนบวาเปนโอกาสอนดในการเขาสตลาดไดในระยะเวลาทรวดเรวขน หรอชวยลดตนทนในการผลต/การเขาถงตลาดเปาหมายได เชน การรวมตวในลกษณะสมาคม กลมคคา หรอแมกระทงการสรางความสมพนธอนดกบผผลตวตถดบไปจนถงชองทางการกระจายสนคาตาง ๆ

Economic fluctuations, as a result of the overall global economic recession, have also had a significant impact on Thailand’s international trade. It is thus important that Thailand’s trade development plans must be implemented to facilitate every group of entrepreneurs, especially those in processed food business which is one of the top export products each year.

Thai Food Processors’ Association would like to take this opportunity to propose the guidelines for the building of Thailand’s trade sustainability through a special interview with Mrs. Apiradi Tantraporn, Minister of Commerce. This interview will shed light upon the roles of the Ministry in promoting trading business and developing the performance of Thai business owners for a long-term and continual growth in the future.

Overall picture of Thailand’s processed food trade

In the first three quarters (January - September) of 2015, there was a 6 percent decrease (18,044.53 million US dollars) of the overall export of Thai food products in comparison to that of the same period last year. The processed food products which accounted for approximately 60 percent of the overall exported food industry (11,384.59 million US dollars) experienced a 3.40 percent decrease.

Building Thailand’s Trade Sustainability

Important obstacles and problems for Thailand’s processed food trade include labor

shortage in manufacturing sector. The shortage of local labors in factory work resulted in

a higher employment of migrant labors. Labor shortage also includes both unskilled and skilled

labors as well as technicians, hence a requirement of specialized skilled labors. Other problems

include a lack of sustainability of raw materials’ quality and quantity due to the climate changes

and the products’ quality which does not suit the market’s demand as well as pests and

livestock diseases that require imports of products from abroad which finally lead to higher

costs of production. An intense market competition in relation to price and quality has also

prompted Thailand to speed up the country’s competitiveness, seize an opportunity to benefit

from trade preference systems and free trade areas, and establish business partnership to

strengthen the country’s trade. In regard to strict standards and rules of partnering countries

including Non-Tariff Measures (NTMs) and the increasing use of Non-Tariff Barriers (NTBs) to

trade as well as product certification standards (ISO, Halal, product labels) and food safety

regulations, Thailand must proceed to make necessary changes to rules and regulations and

raise the domestic standards to be on a par with international ones in order to shorten the

processes of export product inspection. Due to changing consumer behavior, manufacturers

need to learn how to adapt and develop their production and product design to match with each

market’s demand. Moreover, they need to add values and elevate the production standards in

accordance with an international standard, and use advanced IT technology to reach target

groups. Regarding language and cultural differences, the manufacturers should do research

and develop their products and services to suit consumer behaviors in each market. Last but

not least, there are also problems arising from the negative images of Thailand which include

those of illegal, unreported and unregulated fishing (IUU Fishing), human trafficking, and labor

exploitation problems that have a psychological effect upon consumers in the main market.

Since the aforementioned problems cover all aspects of the industry, they require

cooperation from all related government and non-government agencies. The Ministry of

Commerce has held frequent meetings with the related parties for a close monitoring, setting

up strategic plans to find appropriate solutions, and also supplying help to those affected

entrepreneurs. In regard to international trade, data from reports of international situations and

meeting participations has been processed and analyzed in order to devise entrepreneurs’

development and support plans. In addition, the Ministry of Commerce has also shared reports

on current trade situation and other useful information via websites governed by the Ministry

itself as well as directly informing related agencies.


International trade support policy after the AEC integration

The Ministry of Commerce has built a solid foundation of Thailand’s economy and commerce for the AEC integration by leveraging Thailand’s existing business networks in all regions and around the world to support Thai entrepreneurs in securing a sustainable position in the markets. The Ministry’s AEC integration strategies include supports in relation to Thai entrepreneurs’ market entry, investment with neighboring countries, Thailand’s preparation for AEC integration, reorganization for upcoming changes after the AEC integration, and the country’s trade competitiveness improvement.

ASEAN is currently preparing the blueprint for the AEC integration with an aim to strengthen the regional economic community and to unify ASEAN countries’ decision on international platforms. The Ministry has also made some adjustments to rules and standards of agricultural and industrial products as well as the ASEAN-standardized customs procedures, border trade, intellectual property protection, and tax rates by taking into consideration the management principles for aging society and environmentally friendly trade that lead to sustainable development, good governance, and civic engagement. At the same time, the Ministry of Commerce has taken a further step to issue the regulations controlling imports of foreign goods in order to prevent particular economic goods from affecting domestic farmers, manufacturers, and consumers who may have problems with substandard goods. Also, there have been changes in regard to laws/regulations to conform with AEC obligations such as an amendment made to the Trademark Act to support an international trademark registration system, etc.

Developing toward sustainable trade

In addition to trade-related supports from the government, Thai entrepreneurs are required to do research on consumer behaviors and act in accordance with the regulations of each target market as well as applying for necessary intellectual property protections (such as trademarks, technology licensing, patent, geographical indications, etc.) to efficiently boost competitiveness in any specific market. This will make the product development correspond with manufacturing planning and well-accepted by the target markets. Besides, digital and social media have already played a more influential role in buying and consuming decision, thus requiring a change in promotion and development of products and services to be internationally recognized in a digital economy age. The producers must, therefore, follow the situations closely and devise plans to support the market’s demand as well as evaluating potential risks.

Business partner building, which includes associations, trading alliance, and a good relationship with raw material producers and distributors, is also regarded as a good tool for a more rapid market entry and a reduction of production/market entry costs.

สถานการณแรงงานไทยภายใตประชาคมเศรษฐกจอาเซยน

“ประชาคมเศรษฐกจอาเซยน” (ASEAN Economic Community) เปนเปาหมายการรวมตวกน ของประเทศสมาชกอาเซยนภายในป ค.ศ. 2015 เพอสรางประชาคมทมความแขงแกรง สามารถสรางโอกาส และรบมอสงทาทายทงดานการเมอง ความมนคง เศรษฐกจ และภยคกคามรปแบบใหม เพมอำานาจตอรองและขดความสามารถการแขงขนของอาเซยนในเวทระหวางประเทศทกดาน

มาตรการการแกไขปญหาการทำาประมงผดกฎหมาย การคามนษย และแรงงานตางดาว

กจการประมงและกจการตอเนองแปรรปสตวนำาเปนอตสาหกรรมสำาคญของประเทศ ซงมมลคาสงออกปละประมาณ 250,000 ลานบาท (ขอมลจากกรมประมง) ซงสวนมากเปนกจการทใชแรงงานตางดาวเปนจำานวนมาก ทงน กระทรวงแรงงานไดแถลงผลงานในรอบ 1 ป ซงมงเนนปรบสถานะ

มาตรการแกไขปญหาดานแรงงาน แรงงานตางดาวทผดกฎหมายใหเขาสระบบการทำางานอยางถกตอง เมอวนท 23 ธนวาคม พ.ศ. 2558 ถงการดำาเนนการแกปญหาใหลลวงเปนผลสมฤทธ พรอมวางแนวทางเพอดำาเนนการในระยะตอไป

การแกไขปญหาระยะสน ไดกำาหนดใหมการจดทะเบยนแรงงานตางดาว 3 สญชาต (เมยนมา ลาว และกมพชา) เพอใหเขามาสระบบการจางงานทถกตองรวม 1.6 ลานคน และไดออกกฎหมายให จดทะเบยนแรงงานประมงใหมใน 22 จงหวดทมพนทตดทะเล ปละ 2 ครง โดยครงแรกไดเปดให จดทะเบยนไปแลวเมอวนท 1 เมษายน ถงวนท 29 มถนายน พ.ศ. 2558 มนายจางนำาแรงงานตางดาวมาจดทะเบยนเพอใหการทำางานเปนไปอยางถกตอง โดยมนายจาง 4,761 คน นำาแรงงานตางดาว มาจดทะเบยน รวม 54,402 คน (เมยนมา 30,479 คน ลาว 1,159 คน กมพชา 22,764 คน) และไดกำาหนดเปดใหมการจดทะเบยนเปนครงท 2 ตามขอเรยกรองของสมาคมการประมงแหงประเทศไทยและ ผประกอบการประมง โดยกำาหนดระหวางวนท 2 พฤศจกายน พ.ศ. 2558 ถงวนท 30 มกราคม พ.ศ. 2559 โดยมผมาจดทะเบยนแลวกวา 9,000 คน พรอมทงไดปรบปรงกฎกระทรวงคมครองแรงงานในงาน เรอประมงทะเล ซงหามใชแรงงานเดกทอายตำากวา 16 ป เปลยนเปนไมตำากวา 18 ป และลกจางในงาน เกษตรกรรม จาก 13 ป เปนไมตำากวา 15 ป ทำาใหประเทศไทยไดรบการปรบระดบประเมนในการแกไข ปญหาการใชแรงงานเดกเปนระดบทมความสำาเรจมากหรอระดบสงสด (Significant Advancement) ซงมเพยง 13 ประเทศทไดรบการประเมนสงสดจากจำานวน 140 ประเทศ

นอกจากนไดบรณาการการตรวจรวม ณ ศนยควบคมการแจงเขา - ออกของเรอประมง (PIPO) (Port In - Port Out) ใน 22 จงหวดจำานวน 28 ศนย เพอเปนการปองกนการใชแรงงานผดกฎหมาย ทำาใหผประกอบการปฏบตถกตองมากยงขน จากการตรวจพบวานายจางกระทำาผดเพยง 9 ราย ลกจางกระทำาผด 57 คน พรอมไดจดชดตรวจปฏบตการ (Task Force) ตรวจสอบการจดการปญหาแรงงานตางดาวและการคามนษยทวประเทศ 6,300 แหง และไดจดชดตรวจ 343 ตรวจสถานประกอบการ 600 แหง รวมถงตดตามสทธประโยชนแรงงานไทยกรณเกาะอมบน ประเทศอนโดนเซย จำานวน 137 คน ทำาใหไดรบเงนคนกวา 12 ลานบาทดวย รวมทงไดจดตงศนย “ศนยบรการจดทะเบยนแรงงานตางดาว แบบเบดเสรจ” (One Stop Service) หรอเรยกวา “ศนย OSS” ซงเจาหนาททกฝายจะทำาหนาท รบรายงานตว จดทำาทะเบยนประวตแรงงานตางดาว ตรวจสขภาพ และออกใบอนญาตทำางาน เรยกวา เบดเสรจ ณ จดเดยว โดยสนบสนนการดำาเนนการในเขตพฒนาเศรษฐกจพเศษ เพอบรหารจดการ แรงงานใหทำางานในลกษณะไป - กลบ หรอตามฤดกาล โดยดำาเนนการใหทำางานไดแลว 3,538 คน

เพอเปนการคมครองแรงงานในงานประมงทะเลและแกไขปญหาการคามนษยดานแรงงาน กระทรวงแรงงานไดปรบปรงขอกฎหมาย โดยไดดำาเนนการปรบสถานะแรงงานตางดาวทผดกฎหมายใหถกกฎหมาย ทงน รฐบาลใหความสำาคญในเรองการคมครองแรงงานในงานประมงใหเปนไปตามมาตรฐานสากล โดยออกกฎกระทรวงคมครองแรงงานในงานประมงทะเล พ.ศ. 2557 ลงวนท 22 ธนวาคม พ.ศ. 2557 มผลบงคบใชตงแตวนท 30 ธนวาคม พ.ศ. 2557 โดยมสาระสำาคญในการแกไขคอ เดมกจการประมงลกจางททำางานมอาย 15 ปขนไป แตไดมการแกไขใหม โดยตองจางลกจางทมอายเพมมากขน คอ 18 ปขนไปเทานน เพอใหเปนไปตามมาตรฐานสากล รวมทงยงใหการดแลสวสดการตาง ๆ เชนเดยวกบแรงงานไทยหลาย ๆ ดาน คอ ดานการพกระหวางการทำางาน ตองจดเวลาพกใหแกลกจาง ในระหวางการทำางาน 24 ชวโมงจะตองมเวลาพกไมนอยกวา 10 ชวโมง และในการทำางาน 7 วน ตองมเวลาพกไมนอยกวา 77 ชวโมง ดานสวสดการ ตองจดใหมสวสดการนำาดม หองนำา และเวชภณฑ ดานหลกฐานการทำางาน ใหมการจดทำาทะเบยนลกจาง เอกสารการจายคาจาง และคาทำางานวนหยดและตองทำาสญญาจางเปนหนงสอทชดเจนดวย และดานการตรวจสอบ นายจางตองนำาลกจางมา รายงานตวตอพนกงานตรวจแรงงานปละหนงครง

Business ethics and environmental consciousness have become one of the main global concerns; therefore, rules and regulations to control industrial standards have been implemented everywhere to monitor the whole manufacturing process. One of those rules is the regulation concerning employment of labor which has recently become a current global issue. As for Thailand, it is impossible to avoid addressing this issue; therefore, urgent solutions and adjustments are needed to tackle the labor problems.

Thai Food Processors’ Association was honored to have an exclusive interview with General Sirichai Distakul, Minister of Labour, to talk about the current situation of labor in Thailand and the roles of the Ministry of Labour in addressing this issue.

Thailand’s labor situation under the ASEAN Economic Community

ASEAN Economic Community is the goal of ASEAN countries. The AEC integration by the end of 2015 to build a strong community will help create more opportunities and ways to handle challenges in politics, security, economy as well as other new form of threats. It also aims to increase ASEAN’s negotiating power and competitiveness on international platforms.

of labor quality to the same standard in terms of education and skills training. Thailand will have greater chance to draw investment and become a wider labor market with more labor power. The upcoming trend of Thailand’s labor situation is enthusiasm in self-improvement, skills training, and necessary performance enhancement to increase an opportunity to work in a highly sought employment market with higher remuneration. For unskilled labors, there will be a chance to relocate to their hometown as the employment opportunity is also increased if there is an investment in agricultural and manufacturing industries in their native area.

In summary, every member of ASEAN community will share the benefits. Skilled labors in the region will have more chance of being employed because the labor market is also expanded and more flexible. This definitely helps solve the problem of each country’s skilled labor shortage. Also, unskilled labor will have more chance to work in their hometown due to an expansion of investment in resourceful areas.

Solutions to illegal fishing, human trafficking, and migrant labors

Sea fishery and aquatic products processing are Thailand’s important industries which account for an approximately 250,000 million baht amount of export annually (information supplied by Department of Fisheries) and employ a large number of migrant labors. As a result, on December 23, 2015, the Ministry of Labour reported the achievement of the one-year performance on legalizing illegal migrant labors, as well as indicating short-term and long-term solutions as follows:

Short-term solutions: It is regulated that there shall be an arrangement of registration of 1.6-million migrant labors of three nationalities (Myanmar, Lao PDR, and Cambodia) in sea fishery work for legalization of employment. The law on the twice-a-year registration of new fishing labors shall also be enforced in 22 provinces with seashore. The first registration was open on April 1 to June 29, 2015. During the period, 4,761 employers registered migrant labors onto the system for legalization. There were 54,402 labors in total (30,479 from Myanmar, 1,159 from Lao PDR, and 22,764 from Cambodia). The 2nd registration period, as requested by the National Fisheries Association of Thailand and sea fishery business owners, was scheduled to open from November 2, 2015 to January 30, 2016, and there have already been over 9,000 registered labors. In addition, the law on the sea fishing labor protection was amended accordingly. The amendment covers the increase of minimum age of workers in sea fishery business from 16 to 18 years of age and from 13 to 15 years of age in agricultural business. As a result, Thailand has been assessed and elevated to Significant Advancement level for its full effort in solving the child labor issue, and only 13 among 140 countries have been rated in this level.

Moreover, the collaborative investigation with 28 Port In - Port Out Control Centers have been carried out in 22 provinces to prevent the problem of illegal labors. The investigation proves that entrepreneurs have understood the labor law more clearly than they used to as there were only nine employers and 57 employees violated the law. Besides, special task force units have been set up to examine 6,300 workplaces nationwide to resolve migrant labor and human trafficking issues while 343 task force units have been investigated 600 enterprises.


The special task force units also closely followed up the rights of 137 Thai laborers who were deceived to work illegally in sea fishery business at Ambon Island, Indonesia and finally received compensation of 12 million baht. Additionally, the Ministry of Labour has established One Stop Service or OSS centers to complete the registration of migrant labors. At the centers, staff from all related departments provides services including enrollment, labor records, medical check-up, and issue of work permit. Also, OSS centers were set up within the Special Economic Zones to manage 3,538 labors from neighboring countries to use border passes permitting daily entry/exit or on seasonal basis.

Long-term solutions: The Cabinet’s resolution dated on March 3, 2015 indicated the solution measures in accordance with the National Legislative Assembly’s proposal which are considered the sustainable solutions to the problems of illegal migrant labors and human trafficking. These measures which comply with MOU system embrace six steps as follows:

First Step: Registration – The employers register their need for labor by sending request to Department of Employment.

2nd Step: Job Advertisement – The employers issue a job advertisement. The first priority of employment must be Thai labors. In case of no or insufficient candidates, the permission to hire migrant labors will then be issued.

3rd Step: Import of migrant labors – The National Fisheries Association of Thailand acting on behalf of the members or employers coordinates with the licensed recruitment companies in importing migrant labors.

4th Step: Orientation – The National Fisheries Association of Thailand organizes an orientation session to inform the labors of a required set of practices before starting work.

5th Step: Monitoring – All related agencies keep a close monitoring of fishing boats and labors.

Last Step: Punishment – Regarded as an important step, strict punishment will be carried out in case of breach of law and regulations.

To protect labors in sea fishery business and solve human trafficking problem, the Ministry of Labour has made an amendment to the law by registering and legalizing migrant labors. The government has paid extra attention to fishing labor protection in accordance with international standards and issued the Ministerial Regulation concerning Labour Protection in Sea Fishery Work B.E. 2557 dated on December 22, 2014 and came into force on December 30, 2014. The main points of the amendment include the employment of persons above 18 years of age in accordance with international standards while previously the sea fishery business could hire persons above 15 years of age. In addition, it was also regulated that the employers provide migrant labors the same welfare as Thai labors; for example, employees’ hours of rest must not be less than 10 hours in any 24-hour period and not less than 77 hours in any 7-day period; there must be provision of drinking water, toilets and medical supplies; there must be provision of record of employment and documents concerning payment of wages and holiday pay as well as the provision of written contract; and the employers must arrange an annual occasion for the employees to present himself to the labor inspectors.

ทานอธบดฯ ชใหเหนสถานการณการสงออกของไทยวา การสงออกกลมสนคาอาหารในป 2558 ลดลงรอยละ 6 คดเปนมลคาประมาณ 18,000 ลานเหรยญสหรฐ โดยสถตการสงออกสนคาอาหาร (รวมขาวและนำาตาล) ในตลาดหลก 3 อนดบแรก ไดแก 1) ญปน มมลคาการสงออกประมาณ 2,600 ลานเหรยญสหรฐ 2) สหรฐอเมรกา มมลคาการสงออกประมาณ 2,100 ลานเหรยญสหรฐ และ 3) จน มมลคาการสงออกประมาณ 1,300 ลานเหรยญสหรฐ

“การสงออกในภาพรวมลดลงเนองจากวาเศรษฐกจของโลกลดตำาลง แตมารเกตแชรของเรา ในตลาดสำาคญกลบเพมขน ฉะนนการแขงขนของเราในตลาดโลกจงมแนวโนมทดขน เมอภาพรวม ของอปสงคลดลงกเปนสาเหตททำาใหการสงออกอตสาหกรรมอาหารลดลง อกประการหนงคอ ราคาสนคาเกษตรลดลง ดงนนมลคารวมเลยลดลงซงขนอยกบราคาตลาดดวย

ยงไปกวานน เมอพฤตกรรมการบรโภคทเปลยนไปทำาใหตองตามสถานการณของโลกใหทน โดยทานอธบดฯ กลาววา “จะมการแขงขนกนมากขนในตลาดโลกไมวาจะเปนเรองคณภาพ ราคา และ สงทอยากใหผประกอบการตระหนกมากขนกคอ ตองพฒนาดานนวตกรรมใหมากขน และทำา R&D เพมขน ทสำาคญคอ ตองใสใจเรองความปลอดภยดานอาหาร (Food Safety) อกทงปจจบนผบรโภค ในตางประเทศเขาดตงแตเรองจรยธรรมทางการคาและหลาย ๆ เรองทไมเกยวกบการผลต ดงนน เราตองพยายามสรางความมนใจใหกบผบรโภคในตางประเทศ”

สำาหรบการเปดประชาคมเศรษฐกจอาเซยน ทานอธบดฯ ชแจงวา “ความจรงไมไดเพงเปด AEC เราลดภาษระหวางกนเกอบจะเปนศนยมาตงนานแลว และผประกอบการเรากถอวาปรบตวไดดมาก อกอยางหนงเราเปนผนำาทางดานอาหารในอาเซยน การเปด AEC เตมตวถอวาเปนผลบวกกบประเทศไทยเราในทก ๆ เรอง ซงจะชวยใหเราสงออกอาหารไปยงประเทศสมาชกอาเซยนไดสะดวกขน อปสรรคทางการคากจะลดลง”

ดานยทธศาสตรการสงออกเพอความยงยนทางการคานน จำาเปนอยางยงทจะตองไดรบความรวมมอจากผประกอบการทกภาคสวน โดยทานอธบดฯ กลาววา มยทธศาสตรหลก ๆ ไดแก


“ยทธศาสตรแรกคอ การสรางภาพลกษณของสนคา โดยทางกรมฯ มโครงการประชาสมพนธเรอง Thailand Trust Mark (TTM) เพอสรางภาพลกษณทดใหสนคาไทยอยางตอเนองวามคณภาพทด ไมมปญหาเรองแรงงานและสงแวดลอม ในขณะเดยวกนผประกอบการกตองดแลไมใหเกดปญหา ดงกลาว และตองรกษาเรองมาตรฐานใหอยในระดบสงดวย

“ยทธศาสตรทสองเปนเรอง Demand Given คอตองผลตสนคาใหตอบรบความตองการใน ตางประเทศ ไลฟสไตลในตางประเทศเปลยนไป ตลาดทว ๆ ไปเรมเปนตลาดเมองมากขน คนจะ บรโภคสนคาแบบสะดวกรวดเรว ไมเนนทำาอาหารทบานแลว หรอวาถาปรงกเปนอะไรทงาย ๆ ฉะนนผประกอบการตองปรบตวตาม คอเอาอปสงคเปนหลกวาจะผลตสนคาอะไร หรอวาพฒนา สนคาไปในรปแบบไหน ทางกรมฯ จงไดเนนใหทำาวจยทางดานการตลาด

Core Strategies for Exporting Sustainability

A special interview with Mrs. Malee Choklumlerd, Director-General of Department of International Trade Promotion

Nowadays, Thailand’s main source of income comes from exporting. Processed food, one of main export goods, has generated a steady increase of income amount each year. An implementation of policies concerning exporting and enhancement of entrepreneurs’ capacities for their international competitiveness is thus a priority. On this issue, Mrs. Malee Choklumlerd, Director-General of Department of International Trade Promotion, kindly gave an exclusive interview about the current situations of Thailand’s export and the Department’s core strategies for exporting sustainability.


“The Department is responsible for promoting exports and supplying raw materials from various sources across the world for the entrepreneurs or the exporters since supplies of raw materials at the lowest price are now highly demanded for the trade competition. Our existing projects to promote the Thai processed food industry include the SMEs Pro-active project. This project is aimed at encouraging the entrepreneurs to join in international trade fairs where they will gain an international sale experience and widen their international market shares.

“Moreover, we have organized a PR event to promote Thai food with an introduction of the Thai SELECT logo that will certify the quality of Thai restaurants, domestic and abroad, and Thai processed food products. Also, there is an in-store promotion project that represents our collaboration with department stores and the Thailand Trust Mark (TTM) logo project that is aimed at guaranteeing the quality of Thai products and services. This will greatly boost the manufacturers’ international trading opportunity as well as building trust among global consumers.

“In addition, we have provided some digital platforms including www.thaitrade.com serving as an online marketing channel, coupled with the DITP Call Center 1169 which provides useful advice to new entrepreneurs who aspire to start export business. Apart from those, the entrepreneurs will considerably benefit from our online database of marketing research in many countries. We have also set up AEC Business Support Center and DITP AEC Club offices in nine ASEAN countries. These, I believe, are enough for the promotion of the processed food industry.”

In regards to the current situations of Thailand’s export, the Director-General also pointed out that there was a 6 percent decrease of food export in 2015 which accounted for an approximate amount of 18,000 million US dollars. The statistics of Thai food export (including rice and sugar) have revealed the three largest markets which include 1) Japan with an approximate export amount of 2,600 million US dollars, 2) USA with an approximate export amount of 2,100 million US dollars, and 3) China with an approximate export amount of 1,300 million US dollars.

“The overall food export has decreased because of the global economic recession, but our market shares in the main markets have increased. Therefore, our competitiveness in the global market is still looking up. The overall decline of demand is a factor causing the reduced amount of food export. Additionally, the fall of agricultural product prices affects the reduction of the total amount of export which depends on the market prices.

“Besides, there are trade barriers imposed by some countries such as Indonesia which has just added newly improved restraints. However, a provision of information to responsible government bodies for the purpose of international trade negotiation can help resolve the


issues. Our mutual and integrated collaboration with the Ministry of Commerce is expected to achieve the best result. As in the IUU fishing case, for example, what the Department has been trying to do is to provide international importers as much information as possible about how Thailand is trying to solve the problem; how the Thai government is actively engaging in resolving the issue; how we are collaborating to find the solutions; and how successful the outcome of our solutions is. From our meeting with international buyers, we find that they still accept the quality of our products and continue to purchase Thai products; however, they are concerned about the consumers’ misunderstanding and product boycott. We are thus required to build awareness among international buyers and consumers while Thai entrepreneurs need to follow the laws and prove to the world that Thailand has already resolved the issue,” the Director-General said.

In addition, due to changing consumer behaviors, Thailand has to keep pace with global situations. On this, the Director-General added that, “There will be more competition in the global market in terms of quality and price. What I would like the entrepreneurs to be aware of is that they should strive for greater development of innovations and pay extra attention to food safety. Also, consumers abroad are now more concerned with trade ethics and other issues that are not directly related to the production process. We thus have to build consumers’ confidence in our products.”

In regards to the integration to the ASEAN Economic Community, the Director-General explained that, “Even before the AEC integration, we have long reduced the tax rate to near zero and Thai entrepreneurs have well adapted to changes. Moreover, as we are the food leader of ASEAN, AEC integration will be beneficial for Thailand in every aspect as we can export our food products to the ASEAN countries with more convenience and the trade barriers will be lower.”

Regarding export strategies for sustainable trade, it is necessary that we receive cooperation from all related parties. About the Department’s core strategies, the Director-General elaborated that, “The first strategy is to build a positive image of Thai product. For this, the Department has launched a PR project called the Thailand Trust Mark to guarantee the good quality of Thai products that are refrained from labor and environmental


issues. However, the entrepreneurs have to prevent an occurrence of such issues and maintain a high standard of practice. The second strategy concerning Demand Given is to manufacture the products that meet international requirements and changing lifestyles. The markets have now become urban ones and consumers are looking for products that are quick and easy for consuming. People are likely not to cook at home or look for simple cooking. Therefore, it is necessary for the entrepreneurs to adapt their strategies that must be based mainly on the market demand for their production and product development. This is why the Department has shifted our focus to marketing research.

“For the third strategy, we have been greatly focusing on market segmentation and paying more attention to markets with a high demand for Thai products including Hispanic markets in the US which comprise of Spanish immigrants. The market is promising because of a growing number of this group of people and more importantly their food is similar to ours in terms of ingredients. Therefore, the supermarkets such as Northgate that sell products to this community are also featuring lots of Thai products. Another target group is people who are over 60 years of age. We have to find out what types of products they need. They may concern more about health, then we should produce low sodium or low fat products. In addition, food packages, together with the research and development of product design, need to be age-concerned; for example, bottle lids should be easily opened and suit consumers’ age range. This market segment is getting larger in size as the world is progressing toward aging society. Additionally, we have focused on a group of heath-concerned people by offering organic products, low sugar products, and healthy drinks, etc.”

“ตอนนในเรองของปญหาประมงไมไดอยทการผลตหรอตนทางอยางเดยว เราตองมองในเรองของการแกไขปญหานทงหวงโซของมลคา ตงแตการจบจนกระทงสดทายทอาหารพรอมรบประทาน ฉะนนการแกไขปญหาจงตองอาศยทกภาคสวนเขามามสวนรวมในการควบคมดแลการทำางานในขนตอนของตนเพอใหสามารถตรวจสอบและเชอมโยงกนได ทำาใหเกดภาพวงจรทแสดงใหเหนวาสามารถเขาถงการผลตไดทงในเรองของขอมลการรบรองวาดำาเนนการไปตามมาตรฐาน และสดทายกคอสงทจำาเปนอยางยงวาทกคนตองยอมรบไดในเรองของความใสใจตอสงแวดลอม เศรษฐกจ สงคม และธรรมาภบาลทงหลาย”

อธบดกรมประมงกลาวเพมเตมถงมาตรการการจบและควบคมทรพยากรสตวนำาเพอคงความหลากหลายและเพยงพอวา ขณะนคณะรฐมนตรไดใหความเหนชอบเรองแผนปฏบตการประมงทะเล ฉบบใหม ซงมเปาหมายสรางสมดลดานเศรษฐกจ สงคม และความเปนอยของเกษตรกร

“เราจะกำาหนดใหจำานวนเรอ การลงแรงในการประมงและเครองมอประมงมจำานวนทเหมาะสมกบปรมาณทรพยากรสตวนำาทมอย ซงเปนเรองทแตกตางจากในอดตทถอวาทรพยากรเปนของทกคน แตในปจจบนเราจำาเปนตองควบคมเครองมอใหสมดลกบทรพยากรในธรรมชาต โดยใหชมชนทองถนเขามามสวนรวมในการแกไขปญหาดวย นอกจากนยงมการกำาหนดเขตการประมงทชดเจนวาเขตไหน เปนเขตพนบาน เขตพาณชย เขตนอกนานนำา รวมถงมมาตรการอน ๆ ทการทำาประมงจะกระทบตอ สงแวดลอม เชน เรองขายตาอวน หรอเครองมอททำาลายลางจะไมไดรบการอนญาตใหใช”

ทงหมดนเพอนำาพาการประมงไทยสการพฒนาอยางยงยน โดยทานอธบดฯ ไดกลาวถงยทธศาสตรของกรมประมงทเกยวโยงกบอตสาหกรรมอาหารสำาเรจรปวา “แนนอนทสดวาอตสาหกรรมอาหารสำาเรจรปตองพงพาวตถดบทงในและตางประเทศ ความรบผดชอบของกรมประมงในการจดหา วตถดบและสงเสรมใหทำาประมงหรอเพาะเลยงสตวนำาเพอเปนวตถดบตงตนนนมความสำาคญ โดยการผลตตองมมาตรฐานตงแตการเพาะเลยงสตวนำา ฟารมตองไดมาตรฐาน GMP และ HACCP และตอไปในอนาคตมาตรฐานจะตองสงขน ทสำาคญกระบวนการผลตกตองไมทำาลายสงแวดลอม ถดจากตนทางการผลต กรมประมงกจะเขาไปดในเรองของคณภาพของสนคาประมงดวย โดยการ ควบคมหรอใหคำาแนะนำาเพอคณภาพของสนคาทไดมาตรฐานกอนสงออก”

สำาหรบประเดนปญหาการทำาประมงผดกฎหมาย ขาดการรายงาน และไรการควบคม (Illegal, Unreported and Unregulated Fishing: IUU Fishing) ทานอธบดฯ ชแจงวา “ปจจบนเราคำานงถงเรองการทำาประมงแบบ IUU ดงนนทมาทไปของแหลงวตถดบจำาเปนอยางยงทตองไดรบการรบรอง โดยมการตรวจสอบไปถงตนทางของการจบวาไดมาจากเรอลำาใดและจบทใด มปรมาณของสตวนำา

“การแกปญหาเรองนจำาเปนอยางยงทจะตองมความชดเจนในเรองของการลงโทษผทละเมดตามกฎหมาย และสงสำาคญทสดกคอ สามารถแสดงใหเหนวาทรพยากรในบานเราไดรบการฟนฟ เหลานเปนองคประกอบทเราตองแสดงใหเหนถงความคบหนาในเรองน เพอใหการแกปญหา IUU ของไทยเรา ไดรบการยอมรบ ซงจะทำาใหอตสาหกรรมอาหารของไทยสามารถยนอยไดดวยความมนคงและมมาตรฐานทสากลยอมรบ”

ยงไปกวานน สงททานอธบดฯ ตองการความรวมมอจากผผลตสนคาประมงคอ เรองของการดำาเนนการพสจนวาวตถดบทใชในกระบวนการผลตทงหลายไดมาจากการทำาประมงทถกตอง เพราะ ฉะนนสงสำาคญทสดกคอการเกบขอมลใหครบทงหวงโซของการผลต เพอใชเปนหลกฐานในการ ตรวจสอบยอนกลบ นอกจากนควรใหความใสใจในเรองของคณภาพสนคาและปญหาเรองแรงงาน “ผประกอบธรกจควรมการควบคมเรองการใชแรงงานทถกตอง มสวสดภาพสวสดการเปนไปตามกฎหมาย เพราะวาเรองของแรงงานเปนสวนหนงทจะสรางใหสนคาไดรบการยอมรบในตลาด ตางประเทศเพมมากขน และยงเปนการเพมคณคาของสนคานนในแงของสงคมในประชาคมโลกดวย” อธบดกรมประมงกลาวทงทาย

Recently, there has been news about illegal fishing that has had an impact on exports of Thailand’s fishery products and processed seafood. This evidently reflects a global concern about good governance and environmental issues, implying that Thailand’s fishing industry needs improvement and adjustment in responding to the globalization.

In relation to the aforementioned issues, Dr. Wimol Jantrarotai, Director-General of the Department of Fisheries granted Thai Food Processors’ Association permission to interview about the current situation of Thailand’s fishing industry as well as problems and solution measures which will bring Thai fishery products to an international recognition. The Director-General expressed first about the roles of the Department of Fisheries in processed food industry.

“Annually Thailand’s fishing industry generates an approximate income of two hundred billion baht, and various food products from fishing industry include cold, frozen, and processed food. Fishing industry is thus considered an important sector that generates a great sum of

income for the country and creates jobs for more than million workers. Also, there are related industries covering all factors of production. Therefore, fishing industry is considered significant for Thailand’s economy.”

The Department of Fisheries is a government body responsible for studying, researching, surveying, analyzing, and conducting experiments in all branches of fisheries science. The Department also promotes, supports, and creates jobs in the fishing industry. With change management and development-oriented visions in order to be a leader in building stability of Thailand’s fishery products and food under the concept of sustainable development, the Department thus needs to keep abreast of the global situation, together with an implementation of policies and measures in accordance with the country’s economic and social development plans.

“In regard to the current situation of Thai fishing industry and fishery products, due to globalization and other issues such as environment, labor, food safety, etc. which have become global concerns, we are thus in a position that requires adjustment in order to act in response to globalization. The adjustment is aimed for sustainable development and environmental friendliness as well as good governance. As for employment of labor and human trafficking issues, we must solve these problems rapidly in order to maintain Thai fishery products’ position in the world’s market.

“Regarding problems and obstacles, in the past the main issues concerning fishery food industry included quality, safety, and value creation. However, nowadays the obstacles lie more on the procedure to achieve certification of standards relating to environment and production process, starting from farming and producing to other steps in the value chain. Therefore, the whole process of production can be examined to find out sources of the fishery products. Simply speaking, nowadays we need to be able to trace back to the raw material sources and produce certificates that evidently show that our exports of fishery products are certified for environmental friendliness and ethics. This is the context that we must continue to develop and adjust.

“Presently, the problems we are dealing with do not lie merely on the production process or the source of materials, but involve in a real solution we need to focus on the whole value chain, starting from fishing to ready-to-eat products. Therefore, the solution will be dependent on cooperation from all sectors in each process of production for inspecting and linking back to the sources. This will create a large picture of a cycle showing an accessibility of production data and certification of standards. Lastly, the most important thing is that everyone must agree on environmental, socio-economic, and good governance issues.”

The Director-General of the Department of Fisheries also revealed his additional points of view on fisheries management measures for maintaining the diversity and sufficiency of resources. The Cabinet has already granted an approval for the new fisheries operation plan which is aimed at creating the balance between the country’s economy, the society, and the farmers’ living condition.

“We will regulate the suitable number of fishing boats, labor, and fishing tools to match with a quantity of aquatic resources. This is a different idea from that of the past in which


the resource was considered belong to all. Today we must control the use of fishing tools in balance with natural resources by allowing the local communities to take part in solving problems. In addition, we have clearly specified the fisheries zones including coastal zone, commercial zone, and contiguous zone. Other measures that are aimed at handling an impact of fisheries on environment include prohibition of driftnet fisheries or other illegal fishing tools.”

The aforementioned implementation of policies and measures has focused on bringing Thai fishing industry to a sustainable development. The Director-General also elaborated on the strategic plans of the Department of Fisheries in relation to processed food industry that, “Definitely the processed food industry relies on both domestic and imported raw materials. As a result, the responsibility of the Department of Fisheries in supplying raw materials and supporting aquatic farming is crucial. To improve the standards of aquatic farming, the whole production process must follow the sets of standards. For example, farms must achieve GMP and HACCP standards, and the quality standards may be higher in the future. One important thing is that the production process must not harm the environment. And then, in addition to the production source, the Department will also focus on the quality of fishery products by controlling or giving advices to producers on product quality which needs to meet the export quality standards.”

In regard to the problems concerning Illegal, Unreported and Unregulated Fishing (IUU Fishing), the Director-General explained that, “Nowadays, we are concerned about IUU Fishing; therefore, sources of raw materials essentially need to be certified by being inspected to identify the fishing boat, the location of fishing, and the quantity of aquatic resources in that area. Once the raw materials are sold on land, there must be a control system for each step of distribution. This is to say that the fishing boat must provide an invoice to the supplier, and if the supplier wants to resell the raw material, another invoice must be presented until the raw materials reach the factory. This is how we trace back to the source of the raw materials used in factories, whether they are illegal or not. The Department of Fisheries have already established an electronic data tracing system for a more convenient and systematic operation.

“It is necessary that in addressing this issue, the punishment measures for those who infringe the law must be clearly stated. Additionally, our attempt at having restored Thailand’s natural resources must be widely informed. Above all, we have to show all of these measures to prove that our solution to IUU problem is well acknowledged so that Thai food industry can continue to thrive with stability and internationally recognized standards.”

Last but not least, the Director-General would like cooperation from the fish producers concerning the inspection of legal sources of raw materials. Therefore, the producers are required to keep records of the whole production chain for the purpose of tracing back. Besides, an appropriate level of attention should be paid to the products’ quality and labor problems. “The producers should have control over legal labor employment with provisions of welfare in accordance with the laws due to the fact that labor issues are now part of how we build international recognition of products as well as adding the products’ value in the global community,” the Director-General concluded.

นอกเหนอจากการกาวใหทนเทคโนโลยใหม ๆ ทเกดขนตลอดเวลา มกอช. รวมถงผผลตอาหารสำาเรจรป กตองเตรยมความพรอมเขาสประชาคมเศรษฐกจอาเซยน (ASEAN Economic Community) อยางเปนทางการเชนกน คณดจเดอนกลาววา “ไมมอะไรนาเปนหวงมากนก” สำาหรบอตสาหกรรมอาหารสำาเรจรปของประเทศไทย กอนขยายความวา “สนคาอาหารไทยเปนทนยมในระดบนานาชาตอยแลว ประเทศไทยจงคอนขางไดเปรยบ ทงวตถดบสวนใหญกเปนของเราเอง หรอหากตองนำาเขาวตถดบ จากตางประเทศกสามารถนำาเขามาได นอกจากนยงพฒนาอาหารตาง ๆ ขนมาในหลากหลายรปแบบ ทง Ready-to-Eat, Ready-to-Cook และผลตภณฑใหม ๆ อกมากมาย

An Integration of New Technologies and Cooperation to Improve Thai Agricultural Commodity and Food toward

International Standards

The main sources of raw materials for the Thai processed food industry are agriculture, fishery, and livestock industries that have been operated in accordance with international standards. The Thai processed food industry has generated an annual income amount of 180,000 - 200,000 million baht to the country. In 2016, the main factor that will affect the international standards is a constant development of new technologies.

On this occasion, Ms. Doojduan Sasanavin, Secretary-General of the National Bureau of Agricultural Commodity and Food Standards (ACFS) which acts as the center of facilitation and development of Thai agricultural products in accordance with international standards, kindly granted us permission to interview about the current situation of Thai agricultural commodity and food as well as how the entrepreneurs can prepare themselves to cope with the quick changing world. This will help improve the standard of Thai agricultural commodity and food toward an international level, which finally leads to the sustainability of Thailand’s food industry.

Keeping pace with new technologies

An advance in scientific knowledge has given birth to new technologies. Ms. Doojduan thus pointed out that all related parties need to keep up with these new technologies as she further added that, “Technology has facilitated the processed food production. At the same time, technology is used to develop other tools such as more efficient devices for inspection and analysis of processed food; therefore, the standards are becoming stricter. The entrepreneurs thus face with newly imposed rules and regulations including the new hazard assessment. Some chemicals such as trans fat, that may have been previously assessed as harmless, has now declared as a potential cause of heart disease among the Americans. Therefore, an indication of trans fat on product labels has been regulated and the entrepreneurs have to comply.

“One of the commonly found problems is that we often find ourselves not being able to keep pace with new technologies abroad. Therefore, to allow our members to stay updated on these ever-changing technologies, ACFS has regularly provided efficient measures and expert advice. One good example of what ACFS has implemented on this matter is the ACFS Early Warning system. It enables to summarize related information and release daily updates on rules and regulations concerning Sanitary and Phytosanitary Measures imposed by the World Trade Organization (SPS/WTO) in order that we will be able to avoid problems and to act accordingly. These updates will be emailed to three to four thousand of our food producer members.”

Moving toward AEC integration together

In addition to keeping up with new technologies, ACFS, together with the processed food producers, must be ready to enter the ASEAN Economic Community. For the Thai processed food industry, Ms. Doojduan stated that, “There is nothing to worry about,” as she further elaborated, “Thai food products have already gained international popularity, and Thailand has capitalized on its diverse raw materials to produce a vast variety of products. In case we need an import of raw materials, it can be done easily as well. Besides, our entrepreneurs have developed more varieties of products including ready-to-eat, ready-to-cook, and other new food products.

“However, when there are new trade channels available, the entrepreneurs have to adjust and prepare themselves properly by studying the market trends. Sustainability is now becoming a prominent trend. This includes the production of goods that does not destroy natural diversity such as corn products that are not result of deforestation, not to mention environmental friendliness and labor issues. Moreover, news and information are spread quickly and widely in the digital age; therefore, the entrepreneurs must locate ways to promote outstanding advantages of their products which sometimes can be sold to the niche market such as countries that are becoming aging societies. The products of the future must come with quality and be in accordance with internationally recognized standards. What the entrepreneurs should be aware of are the changing world and the changing consumer behaviors. Primarily, they need to understand clearly about related rules, regulations, and standards which are now covering all stages of the production chain, starting from raw material sources to product distribution. ACFS is responsible for providing the entrepreneurs with updates of rules and regulations to help them prepare, adjust, or advance accordingly.


Mutual understanding is the path toward sustainability

In the past, ACFS received comments that our documents containing rules, regulations, and standards information are hard to understand. There were sometimes misunderstandings when the entrepreneurs misinterpreted the information. ACFS has thus tried to redesign and create more comprehensible agricultural and food standards documents. On this, Ms. Doojduan further elaborated that, “What ACFS has been trying to do is to build more understandings of rules and regulations that can affect the production of Thailand’s main economic goods. ACFS has prepared a handbook of standards for agricultural commodity and food including processed food products. This is considered a path towards sustainability of the industry. Since those international regulations are quite hard to understand, we have thus tried to break down the regulations and simplify them for the entrepreneurs. Our next-year plan is to cover the eight articles of the Food Safety Modernization Act or FSMA. Once all related parties understand the content of the standards, there will be no more disruption of export or trade.”

The quality control of processed food nowadays may need modern technologies that must be constantly developed in response to ever-changing international standards. To achieve the best result, the practice and the source of raw materials must be in accordance with international standards. ACFS is considered an important government body that offers full support and the best services to reassure the consumers and the trade partners of the quality of Thai processed food. Ms. Doojduan concluded that, “The world of standards is not a difficult one, but it is unavoidable. ACFS has strong determination to be the main mechanism that facilitates the producers and the entrepreneurs in regards to importing and exporting. We also attempt to give support to Thai entrepreneurs in terms to rules and regulations warning.

“Our main duty is to engage in negotiations with international trade partners to maintain the country’s advantage by ensuring that some standards do not become obstacles for trading. We also work closely with other departments because ACFS cannot achieve success alone; we are only a small government body that has built a network of government and private agencies as well as related associations. Above all, the entrepreneurs and the farmers are the major driving forces behind the operations of ACFS towards success and future stability.”
