ประเทศไทยเปนหนงในประเทศผผลตและสงออกอาหารทสำาคญของโลก ทงในรปแบบของ การผลตวตถดบในการประกอบอาหารและการผลตอาหารสำาเรจรป ดงนน การควบคมมาตรฐาน และพฒนาคณภาพในกระบวนการผลตอาหารทมสวนสำาคญในการยกระดบอตสาหกรรมอาหาร โดยเฉพาะอยางยงการผลตอาหารสำาเรจรปอยางสรางสรรคและสอดคลองกบความตองการ ของตลาด

รฐบาลมนโยบายผลกดนครวไทยสครวโลกดวยการสงออกอาหารไปยงตางประเทศ และมง สงเสรมความรวมมอระหวางภาครฐและภาคเอกชนในการขบเคลอนกลไกตาง ๆ ทงภาคเกษตรกรรม ภาคอตสาหกรรม ภาคธรกจการคาและภาคการสงออก ตลอดจนสนบสนนการวจยและพฒนา อตสาหกรรมอาหารใหมคณภาพมาตรฐานสากล คำานงถงความปลอดภยและสรางความเชอมน แกลกคาจากทกมมโลก ผมจงหวงวาสมาคมผผลตอาหารสำาเรจรปในฐานะเปนศนยกลางของ ผประกอบการอาหารสำาเรจรปจะรวมมออยางใกลชดกบภาครฐในการพฒนาศกยภาพการผลต อาหารสำาเรจรป เพอตอบสนองความตองการของตลาดทงภายในประเทศและตางประเทศทวโลก เพอสรางความเขมแขงใหแกผลตภณฑอาหารไทยตอไป

On the occasion of the 45th Anniversary of the Thai Food Processors’ Association (TFPA) and the publication of TFPA Directory 2015 - 2017, I would like to express my congratulations to the Executive Board and the members of the TFPA for their longstanding contributions to the food processing industry and to the advancement of a flourishing sector in the Thai economy.

The TFPA has played a key role in promoting the highest standards of food production and food safety, thus allowing for a wide range of products to be successful in the global market. This has been particularly so for Thai food products which, through consistent growth, reached an export value of 180 billion baht in 2014.

To support this achievement and sustain this momentum of growth, the Royal Thai Government will continue to promote the export of Thai food products through trade facilitation and liberalization measures. Efforts to substantiate the expansion of the Thai food industry for the benefit of the ASEAN Economic Community will also be embarked upon. The Royal Thai Government is, therefore, looking forward to greater cooperation with the food processing industry to strengthen the prominent branding of quality Thai food products in the global market, including strategies that promote Thailand as the “Kitchen to the World”.

On behalf of the Royal Thai Government, I extend my best wishes to the members of the Thai Food Processors’ Association for continued success and prosperity in the years ahead.

1. ยคเรมตนเปนยคททำางานหนก เพอรวบรวมขอมลตาง ๆ เกยวกบกระบวนการผลต กฎหมาย และ

กฎระเบยบทเกยวของ เพอสรางความเชอมนวาอาหารทผลตมคณภาพและความปลอดภย ในการบรโภค การวจยพฒนาในยคนมงเนนไปทสนคากลมผกและผลไม

2. ยคพฒนาเพอการสงออก ระหวางป พ.ศ. 2517 - 2522 คณภาพสนคาอตสาหกรรมเกษตรของไทยพฒนาอยาง

ตอเนอง การสงออกไปยงตางประเทศเตบโตอยางกาวกระโดด โดยเฉพาะอยางยงอาหารทะเล บรรจกระปองเตบโตมากถงรอยละ 50 - 100 ตอป ในตลาดกลมยโรปและสหรฐอเมรกา มสถานประกอบการอาหารแปรรปเพอการสงออกในยคนราว 20 แหง

3. ยคพฒนาเพอขยายตลาด ระหวางป พ.ศ. 2523 - 2528 ยอดการสงออกอาหารสำาเรจรปเตบโตขนอยางสงมาก

มสถานประกอบการอาหารแปรรปเกดขนใหมเฉลย 10 แหงตอป ตลาดทเพมเขามาในชวงน ไดแก ยโรป แคนาดา ออสเตรเลย และญปน ในขณะทไทยกลายเปนผสงออกสำาคญในระดบ นานาชาต ทำาใหคคาหนมาใหความสนใจกบมาตรฐานการผลตของไทยมากขน โดยทกลม อาหารทะเลเรมมการสงออกลดลงจากการเขมงวดดานมาตรฐานของคคา ซงเรมมการใช หนวยงานตรวจสอบทสงตรงจากประเทศคคามาตรวจสอบคณภาพการผลตถงประเทศไทย

4. ยคพฒนาคณภาพระหวางป พ.ศ. 2529 - 2533 เปนชวงทมการปรบเปลยนในอตสาหกรรมอาหารอยางมาก

มความรวมมอกนเพอแลกเปลยนความรในหลายภาคสวน เชน ระหวางหนวยงานราชการของไทย อาท กระทรวงสาธารณสข กรมประมง กรมสงเสรมการสงออก (หรอกรมสงเสรมการคาระหวาง ประเทศในปจจบน) กบประเทศคคาทงสหรฐอเมรกา แคนาดา ฝรงเศส อตาล ในการยกระดบ คณภาพสนคาอาหาร ดวยการเพมความเขมงวดในกระบวนการตรวจสอบคณภาพ และการจด อบรมสมมนาจากภาครฐไทยเพอใหความรแกผผลตในเรองการควบคมคณภาพการผลต

5. ยคพฒนาเพอการแขงขน นบตงแตป พ.ศ. 2534 เปนตนมา ผประกอบการเรมประสบปญหาขาดแคลนวตถดบ และ

ราคาวตถดบสงขน โดยเฉพาะอยางยงสนคาประมง ซงมความผนผวนทงเรองราคาและปรมาณของวตถดบ ประกอบกบผประกอบการตองปรบเปลยนกระบวนการผลตเพอใหสอดคลองกบมาตรฐานใหมของ EU ทเขมงวดมากขน รวมถงการแขงขนจากประเทศคแขงรายใหมทเกดขน

6. การดำาเนนงานในทศวรรษปจจบน ผผลตอาหารสำาเรจรปในประเทศไทยตองเผชญกบภยคกคามหลายอยาง ทงภาวะการ

ขาดแคลนผลผลต การผนผวนของผลผลตการเกษตรและความยงยนของทรพยากรในทะเล ราคานำามนทสงขนสงผลตออตสาหกรรมประมง ทงยงประเดนเรองการใชแรงงานและคาแรงทสงขน สงเหลานลวนเปนปจจยทสงผลตอการประกอบธรกจ ทวายงมปจจยทไทยจะตองพรอมรบมอและผลกดนทจะสงเสรมใหกาวตอไป อาท การทำาความตกลงการคาระหวางประเทศ ทจะชวยลดกำาแพงภาษ และมาตรการทเปนอปสรรคทางการคาออกไป


จดมงหมาย

สถานการณปจจบน ในป 2557 อาหารสำาเรจรปซงผลตโดยสมาชกสมาคมฯ มปรมาณการ สงออก 2.6 ลานตน มลคา 184,000 ลานบาท หรอประมาณ 5,700 ลานดอลลารสหรฐ ขยายตว รอยละ 4 ในดานปรมาณ ขยายตวรอยละ 3 ในมลคาเงนบาท แตหดตวรอยละ 3 ในมลคาเงนดอลลาร และในป 2558 3 ไตรมาสแรกของป สนคาอาหารสำาเรจรปทผลตโดยสมาชกสมาคมฯ มปรมาณการสงออก 1.7 ลานตน มลคา 119,000 ลานบาท หรอประมาณ 3,600 ลานดอลลารสหรฐ หดตว รอยละ 4 ในดานปรมาณ หดตวรอยละ 4 ในมลคาเงนบาท และหดตวรอยละ 6 ในมลคาเงนดอลลาร

เปาหมายของสมาคมฯ สงเสรมและสนบสนนสมาชกและอตสาหกรรมอาหารใหมการพฒนาและเตบโตอยางตอเนอง พรอมรบการเปลยนแปลงตาง ๆ ทเกดขน ดวยการใหองคความรและขอมลขาวสารทเปนประโยชนแกสมาชก และเปนสอกลางสงผานขอกงวลใจและปญหาตาง ๆ ของสมาชกไปยงภาครฐและหนวยงานตาง ๆ ทงในและตางประเทศ

Establishment

Thai Food Processors’ Association (TFPA) was founded in 1970 by Prof. Amorn Bhumiratana, the Director of the Institute of Food Research and Product Development of Kasetsart University, and five operators, Mr. Kaew Ratchatasawan of the Peace Canning (1985) Co., Ltd., Mr. Prakob and Mr. Prasarn Srisangnam of Chin Huay Co., Ltd., Mr. Preecha Kocharanchit of Kiatcharoen Ltd., Part., and Mr. Udom Chat-udomphol of Kiat Fah Ltd., Part.

It was these operators realized the importance of further development of the agricultural industry, and need for better education and understanding of world standards for processed foods. Such understanding and knowledge would expand opportunities for them to process and export agricultural products to the world market, bringing in highly needed foreign currency to Thailand.

Under the counsel and encouragement of Prof. Amorn to this group of operators, the association was registered as a private non-profitable organization on September 3, 1970.



Members

Today the Thai Food Processors’ Association has approximate 164 companies gathering as members of the association, classify into around 105 members from food processors and the remaining from trading firms. Members of food processors have been categorized into 6 major groups, namely: •Pineapple Processors’ Group •Tuna Processors’ Group •Seafood Processors’ Group •Fruit and Vegetable Processors’ Group •Sweet Corn Processors’ Group •Ingredients and Ready-to-Eat Food Processors’ Group

OrganizationThe achievement of the association’s mission has been driven through the committee

of Board of Directors and Board of Advisors which biannual elected by the Association’s members.

growth as long as the development of processed food sector in Thailand passed various eras of changing, as the following stage;

1. Initial StageThe development of Thailand’s present-day modern agricultural industry started

with the establishment of the Thai Food Processors’ Association. For the first two years of this initial stage, the members and the Board of Director of the Association worked very hard to ensure that the Association would be successful. Information related to production processes, laws and regulations were gathered to ensure that the production of processed agricultural products was performed according to international standards, ensuring quality and consumer safety for both the domestic and international markets. During this stage, most of the research was centered on the development of vegetable and fruit products.


2. Development and Export StageDuring 1974 - 1979, the quality of processed agricultural products rose steadily, and

they were exported to foreign markets. In addition to the vegetables and fruit products, fisheries products were also added to the Association’s exported product list. These products included canned tuna, canned crabmeat, canned shrimp, and canned clams. The most important markets for these products were France, the UK, Germany and the US. Exports of these and other processed agriculture products rose drastically during this period, often increasing by as much as 50 - 100 percent per year. There were approximately 20 facilities producing processed foods for the export market.

3. Development, Production Expansion and Marketing StageFrom 1980 - 1985, there was a dramatic increase in the number of food processing

facilities in Thailand. On average, up to 10 new facilities were opened per year. Production and exports rose steadily, and a number of additional markets were found in Europe, Canada, Australia and Japan. As Thailand’s exports were gaining a wider share of the international market, the nation’s major client countries started paying more attention to the quality of these products. Products which fell under heaviest scrutiny were seafood products, and it was at this stage that inspector from these client countries were invited to test product quality right here in Thailand. The inspection teams also provided much-needed training and explanation about the quality control testing procedures.

4. Quality Improvement StageFrom 1986 - 1990, the Thai food processing industry underwent many changes

in numerous areas, including product quality, training, research and production facility standards. These changes were a result of the stricter quality control inspections being performed by client countries on products produced in Thailand, particularly seafood products. During this period, various government agencies, such as the Department of Fisheries, the Department of Medical Sciences, the Department of Export Department, became heavily involved in consultations and discussions with Thailand’s client countries, including the US, Canada, France, and Italy. Members of these departments, as well as product producers visited these countries to observe quality control inspections, and to learn more about the inspection process. At the same time, inspectors from these countries visited Thailand and held seminars for local producers to inform them of inspection and quality control procedures and guidelines.

5. Production and Marketing Competition StageFrom 1991 onward, competition in both the areas of production and marketing has

become rather fierce. Producers have experienced raw material shortage as well as high prices. The area worst hit is that of fisheries, where raw material price and availability has fluctuated. Production facilities have had to adapt and improve their operations to meet with the new standards being set by the European Economic Community, while at the same time facing stiff competition from newly emerging countries.


6. Recent DecadeDuring this decade, the food processing sector in Thailand has been facing serious

shortage of raw materials resulting from the fluctuation of the agriculture produces and the depletion of marine resources. The soaring oil price also paralyzes part of the local fishing industry. Due to the fact that the industry is mainly labor-intensive, the shortage of local workforce and the rising labor costs significantly affect the business operation. In addition, although both bi-lateral and multi-lateral trade agreements between Thailand and several major trade partners have been established, and the duties reduction scheme has remarkably enhanced fleer flows of mutual trade, the non-tariff barriers still exist.

7. GoalThe food processing industry has experienced many obstacles and setbacks but

through these often difficult times, the processors have learned to cope, and they have become stronger as a result.

The key factor which has contributed to the success and strong presence of the Thai food products in the world market is the continued development of the industry itself. The production technology and the sanitation of processing plants are of international standards and are certified in compliance with the world-recognized quality management system. The advanced techniques in research & development have been adopted to enhance the value of products.

The Thai Food Processors’ Association therefore regards it as our duty to keep the support to all our members in coping with the upcoming changes and demands. We are to provide and exchange with our members all useful and update information. We are to be the channel through which they can voice their concerns or problems to the Government and other organizations both local and foreign. Our aim is to contribute to the continued growth and development of our members and the Thai Food Processing industry as a whole.

During the past 4 - 5 years, Thai food production has been continuously expanding to respond to both domestic consumption and international export. Although its current growth rate does not escalate by leaps and bounds as it previously was, Thailand is still one of the main food producers, having been globally trusted for the quality and the safety in accordance with internationally recognized manufacturing standards.

The global food market has seen a higher competition every year and there are more varieties of products to accommodate the changing lifestyles. Also, the future food trends will be developed for more choices of ready-to-eat products, particularly for one diner or small families and those who have hectic lifestyles. Therefore, food packages will be well-designed to be more conveniently used and in a compact size to save the environment and reduce waste. Innovation and packaging design thus play an important role in food production. The food itself may not change drastically from it was before, but the way it is packed, consumed, and prepared will be customized for consumers’ convenience and lifestyles.

In addition, due to the health-conscious trend that has been increasing in popularity in the recent years, the growth of new and innovative products such as clean and healty diets and food for athletes and health-enthusiasts will expand continuously for many years.

The farmers have an important role in creating production sustainability at the first stage in the production chain as they are the producer of raw materials to be fed to the food processors who are responsible for the middle stage. Therefore, cooperation and mutual understanding between farmers and food processors are considered crucial. The food processors should offer continual support to farmers by giving advice on farming, as well as adding the number of those who will receive support. This is to ensure that the food processors will have sufficient raw materials for the production with a desired quality while the farmers can ensure stable income from selling of produces for an agreed price and quantity.

To ensure sustainability at the first stage in the production chain, the most important thing is to develop a systematic production. The primary approach that will help elevate the quality of production for farmers is to follow the Good Agriculture Practices (GAP) guidelines. These guidelines will reduce the risks that may occur during planting and harvest, or after harvest. Also, these guidelines will ensure that the produces are safe and have a suitable quality for consumption. Above all, farmers who follow the GAP guidelines enable to produce quality and traceable products in accordance with the standards required by the market. With this, consumers will have strong confidence in the products, and the farmers will have a better health and can save money as they do not have to buy expensive pesticides nor chemical fertilizers. They can also reduce the cost of medical care which is resulted from the use of chemicals. Besides, this practice will keep the environment clean and pollution-free.

Sustainability of the food industry must be dependent on preparation and cooperation from related party at any stage in the production chain.

Nowadays, there are more challenges posing against agricultural food processors or those in the middle stage of the production chain. The world is now advancing toward a digital age and people’s lifestyle is also changing. Consumers need a more variety of products while the number of laborers working in the food production becomes lessened. Therefore, innovations that will facilitate the food production are thus necessary, especially modern technologies and machines that can help solve labor shortage. On this matter, Thai food processors have been adapting their production for several years. That is why Thai food products have been continuously exported to many countries throughout the world and internationally recognized for their variety, quality, and safety for consumption. However, the global consumer trends are getting more complicated. Consumers concern much about ethical and transparent production as well as social and environmental responsibility. Therefore, the food processors must pay extra attention to the management of production process to ensure the social and environmental responsibility and to achieve the sustainability of the industry.

For the merchants or product distributors who are responsible for the final stage of the production chain, nowadays there is a wide variety of distribution channels. Modern retail business plays an important role and is able to distribute products in large quantities. Since this is also a highly competitive business, each retail company has attempted to set their own standards and applied those to the food producers at the first and the middle stages of the production chain. This is due largely to responding to consumers’ requirements and values as mentioned above. The producers at the two stages of the production chain who supply their products to the retail companies cannot avoid following the standards set by the buyers who have different specific conditions.

As the world is now developing toward a digital age, digital marketing has started to play more important role as a distribution channel. With the availability of various digital media that suit each user’s need and are considered low-cost media, digital marketing has thus become an easily accessible channel which provides an opportunity for small and medium entrepreneurs with limited budget to join in international product exhibitions and reach a larger group of target customers more easily.

Today’s world is a fast-changing one, partly due to the availability of quicker and more convenient ways of communication including the internet. It is, therefore, necessary that food processors gain access to accurate and precise information as much as possible. Apart from news and information provided by government agencies, the Thai Food Processors’ Association has also provided useful information for member and non-member food processors in order to help them stay abreast of the current situation of the food industry and adapt themselves suitably to upcoming changes.
