The members were present as per Attendanceregister.

The dignitaries were invited to the dais. Then, theHony. Secretary General, IMA, Dr K K Aggarwaladorned the National President, Dr S S Agarwal withthe Presidential Medallion. The National Presidentthen called the meeting to order and requested Dr KK Aggarwal to take up the Agenda of the meeting.

IMA Prayer and Flag SalutationDr K K Aggarwal then, requested the memberspresent to stand up for the IMA Prayer followed bythe Flag Salutation. The same were duly invoked.

Condolences to Departed SoulsThe House then stood up to pay their tributes to thecontribution of those members of the Associationwho had departed for their heavenly abode sincethe last meeting of the Central Working Committeeof IMA. The contribution of the departed membersto the medical profession and the Association wasduly acknowledged by the House.

Welcome of delegates by host branchAfter the condolences, U.P. State Branch leaderswelcomed all the members of the CWC to Agra andhoped that all the members were having a niceexperience. The House resolved to bring it on recordsits deepest appreciation and applaud for themagnificent arrangements made by U.P. StateBranch, IMA to make their participation comfortable.

Address by National President – Dr S S Agarwal: Inhis Presidential Address, Dr S S Agarwal remindedthe members of all the turbulent incidents duringthe year whether it be political, natural or inAssociation activities. He thanked the leadership ofIMA to assist him and his team during the year. Hestressed on the need of medical community servicesto be provided by IMA in all its State Branches forthe welfare of the general masses. He requestedthe members to make a habit to earmark a day everymonth where we pen down our concerns withpresent regulations and communicate them to IMAHQ, where it can be incorporated into our actionplans.

He said that IMA and its Branches should participatemore extensively in the Swachh Bharat Initiative.

MINUTES OF THE 215thMEETING OF THE CENTRAL WORKING COMMITTEE OF IMAHELD AT AGRA, U.P. ON SATURDAY & SUNDAY, APRIL 2-3, 2016, respectively

According to him, cleanliness can be the single mosteffective health promotion measure. Uncleansurroundings and environment as a whole candeliver us a plethora of health problems like foodborne infections, toxic chemicals related illnesses,allergic conditions, etc. He requested all its membersthat IMA should be at the forefront of thegovernment’s campaign for a clean India asprevention is the best cure. He requested the Houseto observe 21st June, every year, as InternationalYoga Day as Yoga is the perfect way of life to ensurethe physical, mental, and spiritual wellness of aperson.

He desired that IMA offices including the HQs, stateand local offices work together as hubs of moderntechnology. The offices should be well equipped tocreate an electronic directory of members which isregularly updated and should have the facilities tocommunicate with its members through SMS alerts,emails, face book pages, tweets, postal letters andtelephonic conversations.

He informed the Members that multitude ofactivities going on under the auspices of IMA throughour various agencies but it is seen that most of themare yet to reach their full potential. Our wings likethe young doctor’s wing and IMA medicos wing,initiatives such as HBINABH initiative and safe soundinitiative, programs like infant mortality preventionand save the girl child program and schemes likeNSSS, pension scheme and health scheme all providemultiple avenues for our members to participateaccording to their areas of interest. The efficientworking of each of our suborganizations is pivotalto effective delivery of output from them. I wish topromote all these activities to their full potential.

He informed the House about the postponement of“IMA satyagraha”, due to government acceptance ofour demands from November 16, 2015, hasemboldened us in advocating for our rights withmuch more authority. These 5 key points includingthe central hospital protection act, amendment ofPC PNDT and CE act, capping of compensation inconsumer forums, increasing budgetary allocationfor health to 5% of GDP and prohibition ofprescription drugs from being written by non MBBSdoctors stay very much alive for a future protest ifno substantial action is taken by the government.

The House brought on record its deepestappreciation for the vision of the Team IMA underthe able leadership of the National President.

Agenda Item No. A - 1 (a), (b) (c), (d), (e) .: Issues fordiscussions & deliberations: Inter MinisterialMeeting on issues raised by IMA – CEA, PNDT, Cappingof Compensation, Violence against doctros &Crosspathy

The House was informed about the progress on theseissues. It was informed to them that on thepersuatiion of IMA, MoHFW had agreed to constitutea Committee with the following as its members, whowill look after the issues raised by IMA:

· Joint Secretary Ministry of Health & FamilyWelfare;

· Joint Secret Ministry of Law & Justice;· Joint Secrets Department of Consumer

Affairs:· Joint Secretary, Ministry of Home Affairs:· A representative from MCI:· A maximum of three representatives from

IMAThe House was apprised of the following views ofIMA on the above issues:

CEA: Single doctors establishments should beexempted from the purview of the ClinicalEstablishments Act and the need for preregistrationinspection may not be there for those clinicalestablishments which already have entry levelNABH accreditation and above.

PC-PNDT Act : Urgent amendments in the PC&PNDTAct to ensure that strict penalties are imposed onlyon actual act of sex determination of female feticideand not for clerical errors in the maintenance ofregisters, etc. The IMA is also of the view thatregistration should be of ultrasound machine andnot of doctors not doing pelvic ultrasound

Capping on Compensation: Suitable amendmentsshould be made in the Consumer Protection Act forcapping the compensation amount as the currentcompensation practice, apart from being very highat times, was also tilted in favour of the persons withhigher income.

The House was informed about the IMA’s view pointswith regrard to the above five issues. The Housewas further informed that IMA is in the process ofmeeting and presented its recommendations to thevarious officials concerneds. The House was

informed that the InterMinisterial Committee willgo through to the final recommendations of the Govt.& shall act accordingly.

Violence Against Doctors: Ministry of Health &Family Welfare and Ministry of Home Affairs shouldinitiate provisions to make amendments in IPC &CrPC so as to make violence against doctors and theirmedical establishment a NonBailable offices

Institutions and Personnel Protection Act in variousstates has been enacted in 18 states of the countryand a Central Act may be enacted so that it getscovered in rest of the country.

Crosspathy: : IMA members should not appointAyush Doctors to assist them in their medical/surgical operations. IMA should not assist Ayushdoctors if they are performing any surgeries likegiving Anesthesia, providing post operative careand or using them as assistants in providingmedical or surgical care.

Agenda Item No. A - 2.: Issues for discussions &deliberations: Membership IssuesThe House discussed in detail to increase themembership of IMA. All branches were requestedto promote IMA Membership using “IMA Pointsregarding Why to become a Member of IMA” and“Benefits of NABH accreditation through IMA”.The House approved a procedure proposed by theFinance Standing Committee of IMA mandating thatall Wings of IMA should follow the same procedureof distribution of State and Branch Shares ofMembership contributions as followed by the IMAHQs regarding its Membership subscription.Accordingly, all subscriptions shall be collected bythe Local Branch chapters who shall, after deductingtheir branch share, forward the balance amount tothe State Chapter. The State Chapter then, afterdeducting their State share, forward theHeadquarters share to the Wing Headquarter. IMAHQs. was authorised to phrase the relevant Rulesand ByeLaws.The House approved an amendment in theConstitution in order to reduce the minimummembership eligibility criteria for opening of newBranch Chapters of IMACGP, IMAAMS from 25 to 10.IMA HQs. was authorised to phrase the relevantRules and ByeLaws.

Agenda Item No. A - 3.: Issues for discussions &deliberations: Community Service (Aao Gaon Chalen)

· All State Branches were requested to enlistthe villages adopted by them and the list of

the same to be sent to IMA Hqrs.· Every month one community service project

declared by IMA HQs. to be organized by allthe States / Local Branches.

· All Health Days to be observed instead asrespective IMA Health Days for e.g. 7th April World Health Day to be observed as IMAWorld Health Day.

· All States to enlist all activities done by theirState and Local Branches and to send a reportof the same to IMA HQs as per circulatedcentralised format to be released during theensuing Central Council Meetings.

Agenda Item No. A - 4.: Issues for discussions &deliberations: IMA One VoiceThe House was informed that in view to have auniformity in the decisions and policies of theAssociation so as to be transmitted andcommunicated from various branches of IMA, IMAHQs shall devise a procedrure to release IMA policiesand White Papers on such isues on regaular basis tothe natinal leadership and state and local lbranchesfor transmission and conveying at their local ends.The House approved the same.

Agenda Item No. A - 5.: Issues for discussions &deliberations: Adopt a Girl Child (Welcome the GirlChild)All IMA members were requested to adopt at leastone girl child (018 years) and provide them skillbased training and assistance. State Branches wererequestd to send the number of girl children beingadopted by members of their State/Branch.

Agenda Item No. A - 6.: Issues for discussions &deliberations: IMA Kolkata BuildingIt was decided by the House that the repair of IMABuilding at Kolkata to be undertaken by IMA as perrequest submitted by Honorary Joint Secretary, IMAHQs. stationed at Kolkata. Local Tenders to be invitedby IMA for the same.

Agenda Item No. A - 7.: Issues for discussions &deliberations: Service TaxThe decisions of the Finance Standing Committeeregarding Service Tax were approved as mentionedin the various agenda items related to the financesof the Association.

Agenda Item No. A - 9.: Issues for discussions &deliberations: IMA AMS Membership IssueThe House unanimously decided that IMA AMSBranch and State Chapters shall only send the AMSHQ’s share of AMS Life Membership to AMS HQs after

retaining their respective share with them at theirown end.

Agenda Item No. A - 10.: Issues for discussions &deliberations: Medical InsuranceThe House was informed that the process has beeninitiated to work out and implement the medicalinsurance policy only for IMA members for them andtheir family members at mcuh discounted rates. TheHouse authorised IMA HQs to work on the same andplace it before the CWC/CC at their respectivemeetings whenever finalised for their approval.

Agenda Item No. A - 11.: Issues for discussions &deliberations: Legal IssuesDuring the discussion, a special budget of Rs.25 lacswas passed for legal fund over and above the legaladvisors’ retainer ship fee.

Agenda Item No. A - 12.: Issues for discussions &deliberations: Future Meetings

· IMA Maharashtra will observe IMA NationalSports Event for IMA members from 4th to9th October, 2016 at Nashik, Maharashtra inconsultation with IMA HQs.

· It was decided to have a meeting of heads ofall wings at headquarters to have uniform &transparent financial contribution structureand activities.

· IMA shall observe 3rd March every year as“IMA National Safe Sound Day”and 10th February as “National DeWormingDay”. Every Year IMA shall announce a themeon Doctor’s Day. This year’s theme on theoccasion of Doctors’ Day will be “Child SexRatio950”

Agenda Item No. A - 13.: Issues for discussions &deliberations: Request from J & K regarding theirBuilding at SrinagarMembers were of the view that State Branchesshould explore the possibilities to construct theState Building by their own efforts.

Agenda Item No. A - 14.: Issues for discussions &deliberations: Issues raised by Dr. Vinay Aggarwal,Past National President, IMA in the 214th meetingof CWC at Thiruvananthapuram, KeralaIt was informed to the House that the Committee,as appointed by the CWC, has yet not submitted itsreport, this issue can not be discussed at this stage.

Agenda Item No. A - 15.: Issues for discussions &deliberations: Scope of courses offered by IMA CGPand IMA AMS

IMA and its wings would not run Diploma andCertificate Courses. All the Courses will be Refresher,Updated Courses or Skill Development Courses. Thecontribution from applicant members for thesecoursed shall be uniform, transparent and to bedecided in consultation with IMA (HQs.). The courseswill be developed at the HQs. and then distributedto various wings for their management and running.

Agenda Item No. A - 16.: Issues for discussions &deliberations: Doctor’s Day to be owned by IMA -free Consultation by all doctors on Doctor’s DayDuring the discussion, it was agreed that everyyear, 1st July – Doctor’s Day, shall be observed as “IMADoctor’s Day”. All State & Local Branches shallorganize events related to community services andall IMA members to provide free consultationservices on that day.

I have completed 22 months in IMA as Hony.Secretary General and am more than satisfied that Ihave been able to contribute something to theAssociation.

Not only that, I am also thankful to all of you forgiving me a wonderful team including Dr. RaviWankhedkar as President Elect, Dr R N Tandon asHony. Act and PCPNDT Act.5. Clinical error should not attract penal provision.6. A Central Act against violence in medical

establishments to insulate practice while at workplace and to protect the public who are gettingdangerous prescription drugs from non MBBSand Non BDS doctors.

The slogan for the next year will be “IMA 1 Voice”.

As on the end of October2016, an amount of Rs.88,02,125/ is to berecovered from them which includes interest asper the agreement and electricity charges. Weare initiating legal action in this regard.

5. We have received quotation for upgrading ourfire fighting system and getting a license fromfighting department, which will be started soon.

6. Flag post has been erected in front of the buildingwhich is 50 feet high. Flag of IMA will be hoistedsoon.

7. The renovation of the lift has been started. 8. Height of the boundary walls needs to be raised

which may need approximately 10 lacs.9. The Committee & Dinning Hall need to be

renovated. The committee may permitimprovement in the main Hall of the IMA ((HQs.)Building (subject to the availability of the fund)

10. Repair of the parapet on various floors and theroof of IMA (Building) needs to be undertakenimmediately because the building has becomesvery old.

OFFICIAL VISIT AND FOLLOW-UP: We had a fruitfuldiscussion with HSG, Dr. K. K. Aggarwal and PastPresident / HSG, Dr. Vinay Aggarwal during their visitto Kolkata on 11th March 2016. As per our discussionwe request IMA Hqs. for a loan of Rs. 25,000,00/-interest free to be repaid in 10 years (i.e. Rupees 2.5lacs per year or Rupees 21 thousands per month) intwo instalments. We appeal to the NationalPresident and HSG to take up the matterimmediately.

DONATION RECEIVED FOR BUILDING: Thanks to allwho stood by us for the development of the IMAHQs. Building at Kolkata. Special thanks to themembers of Behala Medical Association (HomeBranch of Hony. JIMACON:

A two day Multispecialty National Conference,JIMACON-KOLKATA 2016 on 27th & 28th August,2016 in association with IMA Bengal StateBranch was held at the Auditorium of NRS MedicalCollege, Kolkata. As many as 44 Speakers deliveredon different subjects, Dr. K.S. Roy JIMA Oration on‘Tobacco Control in India : What is the role of MedicalCommunity?’ was delivered by Dr Pankaj Chaturvediand Sir Nilratan Sircar Memorial Oration on MaleInfertility was delivered by Prof. B.N. Chakraborty. ASeminar on Sports Medicine was held in whichNational Cricketer Mr. Manoj Tiwari, Mr. Shiv SankarPal have been the panelists. The Conference wasattended by more than 1000 doctors from all overthe country.

National Secretary General of IMA, Dr. K.K. Aggarwalwas also present along with Dr. V.K. Monga, Dean,IMA CGP on the occasion. Shri Sadhan Pandey,Hon’ble Minister in Charge, Department ofConsumer Affairs, Dr. Sashi Panja, Hon’ble MoS,Department of Health & Family Welfare, Shri TapanDasgupta, Hon’ble Minister of Agriculture Marketinggraced the occasion by their kind presence.

Renowned Chest Physician of national repute, Prof.Dhiman Ganguly (72 years old) was arrested on 14th

September, 2016 based on a complaint of (?)Outraging the modesty lodged by one of his femalepatients and his bail was rejected by Hon’ble SealdahCourt and deferred by the Hon’ble High Court lateron and finally he got bail on 27th September, 2016.This situation has made entire Doctor communityshocked.

I would like to draw your kind attention to undermentioned points:1. It is a pan India Problem as Doctors across the

country are really feeling insecured as anyonecan face this type of situation at any point oftime.

2. Medical profession is the noblest profession ofthe World and this is the only profession wheremembers take Hypocritic Oath after passingMBBS that they will treat patients even at thecost of their own interests and during our trainingit is taught that to diagnose a disease clinically 4steps are required: Inspection Palpation Percussion Auscultation

And for the three out of these four, Doctor needsto touch the body of the patient.

3. Moreover, for the investigation procedures,Doctor must touch the body and sometimepatient needs to be undressed partly with priorunderstanding.

4. It is being taught that female patient mustbe examined in presence of a female attendantbut now there is a big question regarding thecriteria of a female attendant, because patientparties are not being considered as femaleattendant (as in the case of Dr. Dhiman Ganguly).Any female staff of Government or Private Sectormight not be considered as female attendant, ifshe is not a trained one with having basicknowledge regarding human body and moreoverit is just not possible to see every female patientin presence of a trained female attendant inPrivate or Government sector in our country.Moreover, it might be opined that attendant ofa private or Govt. Sector will save the Doctor oftheir own sector.

5. Unfortunately, in today’s juncture despiterendering their selfless best possible services,Doctors are becoming extremely vulnerable assimply a complaint lodged by female patient isbeing noticed to be sufficient enough to put theDoctor behind the bar without going through theprocess of investigation or enquiry.So, the Doctors are really confused throughoutthe country and they just want to know how toexamine a patient of opposite sex.

6. As you know, long years back Doctors usedto be arrested if there was any complaint ofMedical Negligence without any investigationunder section 304, IMA fought against it toothand nail across the country & finally Hon’bleSupreme Court has given a verdict in the year2005 that Doctors cannot be arrestedimmediately if there is a complain of Medical

Negligence and it should be sent to an expertgroup first and based on the expert opinion,judgement is to be given.But as in the case of 354 (A,B.C.D) there is nosuch provision. Doctors may be arrestedimmediately, if there is any complaint lodgedby any female patient.

7. We believe, if this Pan India problem is notsolved immediately, it wi ll worsen DoctorPatient Relationship.

So, our appeal before the Hon’ble Supreme Court,Lawmakers and the Central Government that likein the case of Section 304, a provision of sending thecase to an Expert Committee after receiving acomplaint should be there in case of section 354 aswell, and Doctors must not be arrested instantlybased on any complaint lodged by any patientregarding the process of examination, investigationor treatment.

Workshop:-

Dr.Ravi Wankhedkar insisted on need of suchbrainstorming sessions on a single theme.

He discussed about history of CEA, current scenarioin various States, harmful effects of CEA and IMA’sview on the harmful clauses in CEA.

Dr.K.K.Aggarwal, Honorary Secretary General,presented highlights of work done by IMA HQs.related to CEA in last one and half year. He mentionedabout the plan for stayagraha and more than 50,000mails from doctors which resulted in the interministerial committee. Dr.R.V.Asokan stated that CEAwill cause elimination of small and mediumhospitals and will sidelining of medical profession.

He further stated that modern medicine health careinstitutions form 60% of all Heath Care institutionsin India out of which 90% are single doctorestablishments discussed most important 12 clausesin CEA on which we have to fight and also highlightedthree separate and different ways (eithernegotiation / legal / agitation) to fight on eachclause.

Interactive Session:-

Dr.A. Marthanda Pillai was in the chair andDr.K.K.Aggarwal and Dr.R.V.Asokan were thepanelists. Dr. A. Marthanda Pillai opened the sessionfor discussion. He stated that : IMA is not againstupgrading standards . NABH Pre Accreditation EntryLevel Standards are useful. Doctors, may not be goodadministrators That may be a reason for litigationsand attacks. NABH Pre Accreditation Entry LevelStandards are tailor made and hence flexible whileprovisions in CEA are uniform and hence rigid. Dr AMarthanda Pillai took strong exception to thepresence of police in the district advisorycommittee. He supported registration and notregulation. He was of the view that single doctorswere regulated by MCI. IMA certified clinics was oneoption. All standards treatment guidelines shouldbe left to the professional bodies. Dr.Ashok Adhao,Past National President, was of opinion that theauthorities will be sufferers of such laws. He saidthat we shall tell the media that CEA is coveringGovernment hospitals also. These hospitals shouldbe standardized and improved first. Dr.Jayesh Lelestated that the Dr.Taori Committee was formed toprepare the draft bill of Maharashtra specific CEA(MCEA) which has not been implemented in the stateyet. Following modifications have been made :

1.Police personnel will be removed from DistrictRegistering Authority.

2.Amount of penalties will be reduced.

3.Enquiries and appeals will be allowed.

4.Appellate Authority will have one IMArepresentative

5.Added patient responsibilities along with patientcharter.

6.Single doctor clinics will be registered but will notbe regulated.

7.If no inspection is done within 30 days, theregistration shall be deemed permanent?

8.Single window for all types of registrations andlicences has been suggested.

9.The stabilization clause has been retained.

Dr.A.Marthanda Pillai lamented that there was nopromotional clause in CEA. Dr.Krishna Parate,

Chairman National Professional Protection Scheme,stated that qualified staff and RMOs were notavailable.He opined that rates cannot be fixed forevery procedure. Dr.A.Marthanda Pillai raised thequestion that if the Government would be able toeliminate all the quacks if we agreed for the CEA?Dr.Ashraf stated that different states were havingdifferent rules.

Dr.Prakasam stated that agitation as a tool shouldbe used only after soft options like signaturecampaign and dharna are exhausted . He stated that

1.Regulation of clinical establishments andprevention of quackery were the benefits of CEA

2.Single doctor establishments are exempted in TN

3.IMA in inspection committee

4.There is punishment for quackery. Therefore,physiotherapist had to work under supervision of adoctor.

5. Display of rates was not acceptable.

Dr.Jayalal argued that if single doctor clinics areexempted from CEA, it will be boon for quacks.Fixation of fees with consultation of IMA isbeneficial. Nowadays, insurance companies arealready fixing fees of doctors. Protocols are far lowerat present. Government can fix protocols throughspecialists. Dr.A.Marthanda Pillai intervened andstated that if Government fixed the protocols and ifsomeone did not follow, it will be a punishableoffence.

At this point, Dr.Ravi Wankhedkar raised two points..

1.We are not against protocols if they are not legallybinding.

2.If patient doesn’t pay Government fixed rates, whowill pay?

Dr.C.N.Raja stated that

1.In CEA we demand not to display of rates but inNABH we have to display the rates.

2.At least one qualified nurse should be there.

3Existing infrastructure shall not be demolished.

4. Protocols shall not be fixed by Government.

Dr.Jayakrishnan informed that draft of the act wasprepared six years back. Discussion with Governmentis going on. The draft has not been tabled yet. Weare opposing it in current format.

We have agreed on following points:

1.If the clinical establishment is accredited, thereshall be no inspection.

2.Stabilisation clause will be replaced by first aid

3.District Registration Authority will be replaced byState level authority.

4. 5.Instead of fixing fees, mechanism to inform thepatient about facilities and charges will bedeveloped.

6.Government protocols will be replaced byinstitutional protocols.

7.There will be no public hearing.

8.Penalty clauses will be removed except for runninga clinical establishment without registration.

He further stated that :

1.There should be promotion clause in CEA.Government should also aid a hospital if it is doingsome special work like immunization.

2. Central CEA must be amended.

Dr.Babu Raveendran stated that break up of hospitalcharges should be provided to patients . Counselingof patients is a must. Protocols should not bemandatory. R.M.Os. in our hospitals are Ayurvedics.We have been misusing the autonomy. We shouldstart some mechanism of self regulation. We shouldbe patient friendly while solving our problems. Fixingof rates by Government is not acceptable. There isno need for three representative of AYUSH inNational Commission under CEA.

Dr.Akhilesh Varma from Chhattisgarh stated that inhis State act, there was no police personnel involved.All powers were with CMHO. Inspection is done byDoctors Committee. Once the minimum standardsare complied, licence is issued. Relaxation is givenregarding qualification of staff. Training of staff isdone by IMA. All rules were compulsory for a newestablishment. Rates are not fixed by theGovernment. There is a rule that clinicalestablishment must have arrangements so that adisabled person can come inside. Dr.Sharad Agrawalstated that in Chhattisgarh the relationship betweenIMA and Government was cordial.

Dr.D.D.Chaudhuri from Uttarakhand informed thatCEA was passed in 2010 in his state. He gave followingsuggestions :

1.Stabilisation clause shall be replaced by First Aid.

2.Fee structure should be reduced.

3.Existing establishments shall be maintained assuch.

4.Old staff shall be retained. Doctors shall certify thestaff and the district authority shall conduct an examand certify.

5.Only notifiable diseases shall be reported.

6.Unless the doctor is registered in his own council,they will not be registered under CEA

7.There shall be IMA representative in DRA.

8.There shall be IMA representative in inspectionteam.

9.Provisional certificate shall be valid for one year.

10.There shall be State Appellate Body

Dr.Parthiv Sanghvi State Secretary Maharashtrasuggested that if states can modify the act why notall the states come together and form an uniformact?. He further quoted that CEA will not abolishquackery but the quacks will have to pay more tosurvive. Dr.Ajay Gambhir informed that the CEA isnot implemented in Delhi. He stressed the need fordata. While implementing accreditation, localadaption is necessary like Chhattisgarh, Kerala,etc.In NHS, doctor is private but paramedic staff isprovided by the Government. Advocacy is veryimportant.Dr.V.K.Monga stated that there is DelhiNursing Home Act in Delhi. Delhi MedicalAssociation, Delhi Nursing Home Association andDelhi Government are working together.

Dr.D.R.Rai stated that

1.CEA was initially proposed in 2007. IMA pressed tostop the act. Parliamentary Committee rejected theCEA.

2.But, in 2010, Mr.Gulam Nabi Azad again broughtthe act. The Government should not dictateprotocols. Dr.Sanjay Jain informed that state wideprotest against CEA was organised in Uttar Pradeshon 30.07.2016. He informed further that Bihar HighCourt stayed CEA on following grounds.

1.Ground for implementation of the act is not yetset

2.There is not enough trained staff to meet theprovisions in the act.

3.According to survey by WHO, 24 lakh nurses arerequired in India. How can the Governmentimplement CEA?.

Dr.Sanjoy Banerjee from West Bengal informed thatin West Bengal, single doctor chambers are out ofpurview of CEA. We should prepare national moduleon CEA and meet state officials with that.Dr.R.D.Dubey opined that exemption of single doctorclinics from CEA is a trap. By the way of CEA, thesingle doctor clinics will be named as clinicalestablishments (which are exempted from CEA) andthe at later date the single doctor clinics will alsohave to follow the related rules (as they are clinicalestablishments now). Dr.R.D.Dubey stated thatsingle doctor clinic means consultation eithertogether or separate.

Dr.Jitubhai Patel stated that political will is necessaryto continue dialogue with Government. Dr.AlexFranklin opined that protocols cannot be accepted

but guidelines are acceptable. Dr.Amit Goyal fromHaryana informed that CEA was brought 3 years backin Haryana, was supposed to be implemented fromJanuary 2016 but at present is in abeyance. Dr.NisarSheikh stated that we are governed by CEA, NHAand many other laws. The rules and regulations inthese various acts are contradictory to each other.NHA gives permission to start the hospital butMunicipal Corporation says it is illegal. There is acase of Ahmadnagar in High Court which may decideto close the clinical establishments or may ask todecide minimum standards. Logically, only one lawshould prevail. Dr. M. Abbas stated that fire lawscan’t be similar all over India. E.g. fire engines can’tenter lanes in Cuttack. All guidelines or protocols ifincluded in the act will become law. We will neverbe able to bring single window for all our licences /registrations. Dr.V.C. Velayudhan Pillai stated thatas an organisation we should know what is going onin different states. Quality assurance should havecome from IMA. IMA has to be proactive. Dr.VinodShaha stated that family physicians are extinct nowa days. No new general practitioners are coming.

Dr R V Asokan summed up the proceedings

1.WHO report on quacks shall be studied and asample survey of quacks vs qualified doctors shallbe carried out.

2.Health Care Costing Government should go forhealth care costing in Government hospitals and inprivate hospitals in a professional manner.

3.Protocols only by Professional associations.Government can give guidelines during epidemics ,Institutional protocols can be instituted.

4.Impact on public health to be studied

5.IMANABH Initiative to be promoted.

6.IMA HBI shall come out with patient’sresponsibilities charter.

7.General promotional clause should be included inCEA.

8.Concept of aided hospital should be explored

9.Counseling the patient and relatives regardingprobable fees and nature of illness should becultivated.

10.Information regarding notifiable diseases alonewill be shared with the Government.

11voluntary sharing of data is possible under PrivatePublic Partnership.

12.Paramedical staff may be provided by theGovernment.

13.Legal options to be studied regarding stay byBihar High Court on CEA.

14.National module of CEA can be prepared assuggested by Dr.K.K.Aggarwal. 80% of nationalmodule may be used and 20% shall be local adaptionin states.

15.Demand for single window should be used as anegotiating tool.

Report of IMA National Health Scheme till March2015 was presented in the 213th CWC meeting on12th April 2015 at Hotel Radisson Blu, Dwaraka, andNew Delhi as agenda item No.B.27 in page 121.Report and scheme byelaw, Fee structure in age wisewas passed by 213th CWC. Many suggestions cameduring the discussion and secretary promised it willbe considered without affecting the viability ofscheme.

II nd Managing committee meeting was called toorder by National President on 3rd April in HotelClarkes Shiraz, Agra at 7 am. In his opening remarkN.P said it is very useful scheme to member andstarted with long vision to help the members andfamily at the time of hospitalisation. He urged officebearers to do everything for mobilisation ofmembership. All office bearers should be memberof all IMA Schemes and he himself enrolled as themember of NHS then and there along with Hon.Secretary General Dr.K.K.Aggarwal with these wordsN.P called Chairman Dr. Asok Adhao NHS to take overthe proceedings. Chairman in his remarks the benefitof NHS and also pointed out that membership is thebackbone of all schemes and so concentrate onenrolling more members thereby we can declaremore benefits. With these words he asked Hon.Secretary NHS to present the minutes of 1st

managing committee, reports of activities andaccounts.

Hon. Secretary read out the minutes of 1st Managingcommittee of NHS which was held on 28th December2015 in Le Meridian Hotel, New Delhi at 7.45 am.Secretary presented audited accounts during theperiod January 2015 to 19th February 2016 before themanaging committee. The reports of activities wasalso presented which was given in the agenda paperspage 46 to 47of 215th Meeting of Central WorkingCommittee held on 2nd and 3rd April 2016 in HotelClarkes Shiraz, at Agra. Then chairman asked the

house to pass the minutes and accounts. The minutesof 1st Managing committee accounts till 29th February2016 passed proposed by C.N.Raja State coordinatorof T.N and seconded by Dr. V.C Velayudhan Pillaimember

In the discussion Hon. Secretary General K. K.Agarwalsaid that the scheme is an IMA wing, if so NHSaccounts should go through Finance committeescrutiny and all office bearers should be themembers of NHS. He immediately filled up themembership form and handed over to Secretary. Hepromised to promote the scheme. Marthanda PillaiIMM. Past National President who started thescheme with a long vision told the house the benefitsfrom the scheme will be related to membershipgrowth so concentrate on more membership andgive maximum benefits. All members participatedactively and common suggestion came wasincentives should be given to local branches and statebranch so that branches will take more interests inenrolment.

Then Chairman concluded that NHS scheme willmake necessary Byelaw changes for the incentivesto the local branches and state then called for voteof thanks by secretary and the meeting is closed bythe N.P at 7. 45 am.

Scheme Secretary attended the Office Bearers;president & secretaries meet at Hotel Country Innon 6th&7th February 2016 Ghaziabad, East Delhi.K.K.Agarwal, Hon. Secretary General appealed to allstate officials to promote the scheme, Many Branchpresidents and secretaries promised their help.

As a Membership drive Secretary visited differentbranches – Dhule, Bombay and Nagpur, Pune,Uttaranchal and Bangalore. Many have expressedtheir eagerness and are making use of their desireto join. Gujarat especially Vadodara branch is helpingthe scheme in membership drive with the help ofDr.Chetan Patel. Maximum registration is from Dhuleand Akola branch of Maharashtra and Kerala. Iremember with gratitude Dr.Ravi Wankedkar andMadam Ravi for their earnest effort in membershipdrive. Dr. Chetan Patel sate president of Gujarat isshowing keen interest and gave many innovativesuggestions. I am indebted to Our National PresidentDr. S.S.Agawaland Hon. Secretary General.K.K.Aggarwal..Immediate Past President Dr. A.

Marthanda Pillai is the brain behind this noblescheme and I am indebted to him for his supportand for his long reaching vision to start the newscheme and ably supported by Our Hon. SecretaryGeneral Dr. K.K.Aggarwal .New website for N.H.S islaunched in the end of July 2015 aswww.imnhs.com. If you open the website you candownload the application form and will get all detailsincluding Byelaw of the scheme. As a part ofMembership drive Secretary went to Utharakhandto attended State conference on 6th December 2015along with National President and presented thedetails of National health scheme and cleared thedoubts raised in the discussion. Total Membershiptill September 2016 is 210. Central share till February2016 from NHS is Rs164x300 = Rs 49200/ is handedover to National President in the 215th Meeting ofCentral Working Committee held on 2nd and 3rd April2016 in Hotel Clarkes Shiraz, at Agra . After the Agra215th CWC secretary visited Bangalore and Mysorefor membership development and had discussionwith Honnie Gowda President Karnataka and Dr.Nagraj, Hassan got promise to enrol more members.

Secretary attended the meeting of all wings of on10th May 2016 at IMA H.Q . There was fruitfuldiscussion and it was decide that all wings accountsshould be routed through National IMA accounts andshould use IMA Pan Card for accounting.

As a part of membership drive secretary visitedKolkata on2/7/2016 conference and presented apower point presentation to the audience. VisitedPune on 23/7/2016 and on 24/07/2016 HBI meeting andforms were distributed among members and leadersof IMA.

IMA NHS office bearers attended the Stateleadership Mid Year Review meeting President,secretaries and office bearers meet at Jaipur on 1314th August Hotel Clarks Amer . Secretary NHSpresented its benefits as power point Presentationon 14th August and Secretary requested all Statebranches to promote IMA National Health Schemeand announced 50/ per member if any statepromotes IMA N.H.S as decided by the II managingcommittee on 3rd April in Hotel Clarkes Shiraz, Agraprelude to the CWC

· IMA National Pension Scheme was passed inthe central council by a resolution dated 27thDecember 2014 and approved by ordinarymeeting of the council on 28th December 2014.

· The scheme started function from 7th February2015

· This is the dream project of our NationalPresident Dr. Marthandapillai.

· Pension Planning is a important aspect offinancial planning of everybody.

· Pension plan works with a very simplephenomena which is to provide regular incometo an individual in his old age.

The manualis very informative including the list of all membersof state & local branch DMC. The manual has beensent to all the state & local Disaster ManagementCell members.A letter was sent to all State & Local branch Presidents& Hon. Secretaries requesting them to form State &Local Branch of IMA DMC if not yet formed. They arealso requested to inform the IMA HQ DMC, if thereis any change in the State / Local DisasterManagement Cell. Dr. Chetan N. Patel personallycontacted State Presidents & Hon. State Secretariesregarding formation of Disaster Management Cell.He requested them to intimate any change in theDMC Cell so that it can be incorporated in the nextEdition of manual.The email address of the cell [email protected]. We have started briefing themembers regarding the activities of the cell.Awareness & certificate programme for IMAmembers have been finalized. Members arerequested to give their valuable suggestions on thisemail.IMA HQ DMC has published a 2nd Edition of manualon Disaster Management at CWC Meeting held atChandigarh on 19.11.2011. The manual has been sentto all IMA HQ office bearers, Past NationalPresidents, Hon. Secretary Generals, all StatePresidents & Hon. State Secretaries and CWCmembers. Now we have started sending this manualto the members of state & local branch DisasterManagement Cell.IMA HQ DMC has published a booklet & CD on “Howto Deal Disaster : Flood” during the CWC meeting atJabalpur. This has been distributed to all CWCmembers.Upti ll now, two national workshop had beenorganized in 2007 and 2009 at Vadodara & Suratrespectively. IMA HQ DMC had organized a nationalconference on Medical Response to Mass casualtyManagement at Vadodara on 06th & 07th October 2010

where one member from each state had beeninvited for the training. The conference was jointlyorganized with Baroda Medical College & NationalDisaster Management Authority. 13 IMA State branchrepresentatives had attended the conference. Firsttime we had invited the representatives of differentNGOs to attend the conference.IMA HQ DMC organized 1st Training of Trainer’sprogrmme & 3rd National Workshop on DisasterManagement at Vadodara on 13 & 14th July 2013 atVadodara.From the year 20092010, IMA HQ DMC has startedIMA President Disaster Relief Fund. The interest ofwhich will be utilized for Awareness and Trainingprogramme. I request all the members to contributeatleast Rs. 100/ towards this Corpus Fund. An appealhas been published in our JIMA. Upto 15.03.2016, Rs.90,531/ were collected.To sensitize the members regarding DisasterManagement, IMA HQ DMC has started to send theinformative matters to be published in the state &local branch news letter, so that the activities doneshould reach to the wider membership. I am happyto say & congratulate to Hon. Secretaries ofMaharashtra State, Gujarat State, Vadodara &Virudhunagar district branch for already starting topublish the matters. The Souvenir published duringNATCON 2015 held at New Delhi had two articlesrelated to Disaster Management for the benefit ofmembers.IMA HQ Disaster Management Cell has prepared andeducating video for the 1st time. It had shown to theCWC members at New Delhi during the meeting. Thiswas the 1st in the series of educative video onDisaster Management.The Institution for Disaster, Emergency & Accident(IDEA) and the Indian Medical Association HQDisaster Management Cell will work togather tostandardize the training in Disaster Management forHealth Care Professional. IMA & IDEA will workjointly for the implementation of such training. Theplan is to accreditate such training by NIDM later on.Such course will be first and unique of its kind as faras capacity building for emergency responseconcerned. Tie up with international organizationsand universities will be done after few successfulpilot trainings.IMA & IDEA has developed such two trainingprogrammes for IMA membersHOPE Hospital Operational Preparednessfor EmergenciesHOPE 1 Basic 1 dayHOPE II Intermediate 3 daysHOPE III Advanced – 6 daysVarious themes and sessions will be covered like

After the training IMA member willbe real HERO with knowledge & equipped withproper skills & protocols of Disaster Management.We request the worthy Working Committee membesto give wider publicity so that this trainingprogrammes can be arranged at many places.IMA HQ DMC & IDEA has formarly launched thisprogramme at Vishakhapatnam during the 2nd WorldCongress on Disaster Management on 19th November2015 by Unon Minister Hon. Shri Vankaiya Naidu. Dr.Vijay Shekhar, President, IMA Visakhapatnam waspresent as representatives from IMA HQ. The firstsuch programme was organized at Kamineni Hospital,Hyderabad.IMA HQ DMC has planned to organize 4th NationalWorkshop on Disaster Management. In thisworkshop one member from each State will beinvited. The preference will be given who hadattended the previous workshops organized by IMAHQ DMC. It will be 11/2 days programme. Thefaculites from NIDM & NDMA will be invited to trainour members. The State has to bear one way travel(2nd AC Railway Fair) for its representative. Themember so train will help in training the othermembers in respective states & from the State / Localbranches of IMA Disaster Management Cell.Dr. Chetan N. Patel has received the invitation fromthe United Nations office for Disaster Risk Reductionto attend the Asian Ministerial Conference onDisaster Risk Reduction (AMCDRR 2016) to be heldin Delhi.IMA Manipur has organized an Awareness & Trainingprogramme in collabotion with NDMA.Many local branches are doing activities. We requestthe office bearers of the branches to report them.

We have taken up the activities which has reportedto us. If any state or local branch has done anyactivities relating to Disaster Management, we, onceagain request to report to us either an email or bypost so that it can be incorporated.Upto 30th September 2016 following state & localbranches have formed Disaster Management Cell.

REPORT OF THE STUDENT’S WING OF IMA

Students wing decided to actively involve in the activities of the Profession as envisaged by IMA. TheNational coordinator attended the IMA planning meeting on NMC held at New Delhi on 2nd October 2016.A meeting of the students wing was held at Bangalore on 23rd October, which was attended by studentleaders from many states. A detailed plan of action regarding students wing was chartered out. It was alsodecided to actively participate in the agitation against NMC and render all support to IMA activities invarious states. It was also decided to form students wing in all states within two months and elect theNational students office bearers in the National conference of IMA in December this year. The draft bylawof the students wing is being placed in the ensuing CWC for approval.

UNDER RNTCP ON 18th-19th OCTOBER, 2016 AT HOTEL LE MERIDIEN, NEW DELHI – A REPORT

A consultative meeting on development of NationalStrategic Plan for TB Control in India (20172023)under RNTCP was conducted by Ministry of Healthand Family Welfare on 18th & 19th October, 2016 atHotel Le Meridien, New Delhi.The meeting was addressed by Secretary DHR,Secretary Health, Additional Secretary(Health),Director General Health Services andRepresentatives from WHO.

IMA was represented by Dr. N. V. Kamat,Principal Advisor, IMA and Dr Narendra Saini, PastHony Secretary General, IMAThe objective of the meeting was:1. To Synthesize strategic roadmap for rapidreduction of the TB Burden in India.2. To define scope of thematic areas and formsubgroups to work on the same.3. To finalize action framework for development ofNational Strategic Plan for TB Control.During the discussion experts from WHO and DGHS emphasized the need to cover the patients treatedin private sector. As per WHO report, 50% of TBpatients are being treated in private sector.However, the Government of India is not able to

The speakers from WHO in one ofhis presentation highlighted that the rate ofNotification has increased manifold wherever theGovernment of India has involved the private sector,e.g. Mumbai, Mehsana and Patna have shown 2 to 4fold increase in notification.It was clear that the funding agencies as well as theGovernment of India are now looking forward toinvolve private sector for effective implementationof the programme.The undersigned informed the gathering that IndianMedical Association is the largest professionalbody with approx 2.6 lakhs members and1700 branches spread in 30 State States, and that IMAhas time and again shown its willingness to be apartner in RNTCP Programme throughout thecountry.In coming years IMA may have to play a major role inthe RNTCP implementation.

In the last one year the IMA Safe Sound Initiativehad done a lot of activities, at the National level.On 24th January we had organised a South India meetat Chennai with participation of IMA state leaders ofall the Southern States, along with antinoiseactivists from Mumbai and Delhi. A lot of nationallevel leaders including very senior ENT surgeonsparticipated in the deliberations. This meeting wasorganised by the IMA safe sound Initiative. This wasfollowed by another meeting in Delhi on April 21st,which was hosted by Delhi Medical Association.

In this meeting Presidents, Secretaries andrepresentatives of IMA of North Indian Statesparticipated, along with National leaders of IMA andthe Mayor of South Delhi. With these two meetingsthe activities of the Safe Sound Initiative hasreceived wide publicity at the national level.

In the month of May, in Kochi a religious leadersmeet was organised in which leaders of variousreligions participated, and expressed their supportfor the Safe Sound Initiative of IMA. Along withPresident and Secretaries of IMA Kochi, convenor ofNISS, Kerala State Dr. V D Pradeep Kumar and jointconvenor Dr. Rajeev Jayadevan led the discussions.During the months of July and August manycampaigns were organised on the ill effects ofhonking in Kerala and Mumbai jointly with Awaazfoundation.

During the Puttingal fire cracker disaster the IMA NISSactually involved in assessing the health damage atthat place. This team was led by Dr. Mohamad Shaffi,convenor of IMA research cell. We could alsoorganise a medical camp for the victims. We hadgiven representation and briefed Justice KrishnanNair who is heading the enquiry commission onPuttingal disaster.

Dr. John Panicker had discussion with DirectorGeneral of Police Kerala and we are proud toannounce that the Kerala Police has requested IMANISS to procure 600 soundlevel meters to be suppliedto all the police stations of Kerala, for which fund isto be provided by the Kerala Police.

Joining with the Rotary District 3211 the publicawareness meetings were organised in Trivandrum,Kazhakuttom, Chengannur, Kayamkulam, andKollam, during the last one year.

The publicity film in which Sri Mohanlal and SmtChitra were giving messages was continuouslyshown in theatres of Kerala for nearly 3 months onour request. This was done free of cost by KSFDCand we are thankful for their gesture.

Officials of NISS attended many TV programs duringthis period. Special mention should be on campaignwith Malayala Manorama, leading Malayalam dailyon 22nd August against unnecessary honking at Kochiand Trivandrum. On the last week of August therewas a continuous campaign by Times of India withthe help of IMANISS.

On 27th of August, an International meet wasorganised in Kolkata under the leadership of Dr. K ASeethi and Dr. John Panicker during the national conference of Indian Academy of Otolaryngology. Herealso a lot of National leaders of IMA including IPP Dr.A Marthanda Pillai, HSG, Dr. K K Agarwal, IMA CGPDean Dr. V K Monga, Dr. R D Dubey, and other Seniorleaders of IMA and ENT participated. Internationalpioneers in this field like Dr. Deepak Prasher (UK),Dr. Goran Belojevic (Belgrade) were among the faculties, in addition to experts at the National level.This conference was inaugurated by the DirectorGeneral of Police of West Bengal and he had promised to strictly implement the noise pollution rulesin West Bengal. Senior Police IPS officers Mr. RahulNair, IPS AIG, and Mr. Sareen Kumar, IPS, AIG weresent by the DGP of Kerala and Punjab to attend thisconference as observers at Kolkata understandingthe importance of noise as a health and legal issuein our country.

Finally we place our gratitude to our NationalPresident Dr. S S Agarwal and Hony Secretary GeneralDr. K K Agarwal, Past President Dr. Marthanda Pillaiand other National level leaders for the continuedsupport for this important social project of IMAKerala State. ‘Prevention of Diabetic Blindness’ (PDB) in Indiaoriginally conceived and launched by the thenNational IMA President Dr Marthanda Pillai and Hony.Secretary General Dr K K Aggaarwal and subsequentlysupported and spearheaded by NationalIMAPresident Dr S S Aggarwal , All IndiaOphthalmological Society (AIOS)President Dr. RamaMurthy, past AIOS presidents Dr DebasishBhattacharya and Dr Quresh Maskati and AIOSGeneral Secretary DR BK Nayak , has now becomeone of the prestigious projects of IMA. The projecthas been successfully launched in Gujarat, Odishaand Maharashtra within a short period of 9 monthsof its inception in 2015, and this speak volumes forthe success of the project. And the other states arefollowing suit. . Being a very comprehensive project,we also need to involve both governmental and nongovernmental agencies .In fact we have envisaged amajor and comprehensive ongoing program tocontinue our crusade against this ever increasingmenace of Diabetic Blindness in the country.

I am also very happy to report that the All IndiaOphthalmological Society (AIOS) has since joinedhands with IMA in the implementation of the PDBproject and it has become a joint venture of the twoassociations. So this joint collaboration of IMA andAIOS has given us a very strong and broad platformto implement this program.. Similarly Press andMedia too have an important role to play. With ourpersistence and perseverance in theimplementation of this prestigious project, theushering in of a bright new era is in the offing, in ourcontinuing fight against scourge of DiabeticBlindness.

As for the activities of the PDB project are concernedfor the year 2016, the nationwide awarenesscampaigns and diabetic retinopathy screeningprocedures are going on, as an ongoing process. Thisis especially conspicuous in those States where theproject has been officially launched. So we havedecided to launch the project in all the remainingstates as well.

The inauguration and state wide launch of IMA PDBProject of Delhi Medical Association on 20 March 2016at a colorful well attended function at IMA HeadQuarters Conference Hall. It was most appropriatethat the launch ceremony was done by our IMAHonorary Secretary General DR K K Aggarwal himself.In his inaugural speech he underlined the role ofgood glycemic control, physical activity andmedications in the prevention and control ofdiabetic complications especially diabeticretinopathy. This will go a long way in creating andspreading awareness about this increasing menaceof Diabetic Blindness which has become a majorconcern and a serious health hazard

The Chairman PDB Dr NSD Raju in his addressemphasized the need to screen all diabetics fordiabetic retinopathy as this serious complicationmay exist without any visual symptoms and in thesymptomatic stage the disease would haveprogressed to such a serious degree that treatmentmay not have optimal outcome and the disease mayprogress to irreversible blindness .

Dr Ajay Kumar Lekhi, past president Delhi MedicalAssociation, of the PDB detailed the future plan ofaction for the implementation of the program inDelhi. He pointed out that this year world DiabetesDay (WDD) theme is Diabetes. Planning to set up asmany diabetes screening clinics and diabetes eyedisease screening clinics as possible during the WDDperiod. Notification to this effect will be sent fromIMA Headquarters . He said Delhi state is organizingthis in collaboration with All India OphthalmologicalSociety (AIOS) as this project is now a joint venture

The first meeting of expert group to review the BioMedical Waste Management Rules 2016 was heldon 17th & 18th October, 2016 under the Chairmanshipof Dr N. S. Dharamshaktu, Principal Advisor, DGHS atCentral Seminar Room, National Centre for DiseaseControl, 22, Shamnath Marg, Delhi.

The project of Care of Elderly was send to all localbranches and state branches and requested thebranches to implement the project. Special requestwas given to conduct awareness programmes amongdoctors and public. Request was given to openmaximum Day Care Centers with the help of localPanchayath and District Panchayath and support ofthe public. Request was also given to recognizemaximum ‘Elderly Friendly Hospitals’. Request wasgiven to organize elderly health check camps and toorganize interactive sessions with the elders. Publicawareness was given for their rights regarding theirprotection and contact authorities, if they comeacross any problems.

protection of elder persons bill.Ø To implement old age pension schemeØ A special ministry to be formed for elderly people.

Even though a number of State branches and localbranches have conducted a number programmes forthe benefit of elders, Droper reports were notreceived.

In Gujarath Badodhra branch, in Tamil Nadu Erodebranch and Virudanagar branch, Goa branch, Delhibranch organized various programmes.

In Kerala a number of local branches haveimplemented the projects in an effective way, tomention a few Trivandrum, Nedumangad,Desinganad, Kayamkulam, Cochin, Perumbavoor,Kunnamkulam, Pattambi, Perinthalmanna,Malappuram, Valanchery, Tirurangadi, Kondotty,Kozhikode, Badagara and Thalassery branches andhave reported their activities.

World Elders abuse day

World Elders abuse day was observed on Jun – 15th atCochin. IMA Kerala State President Dr. Jayakrishnanpresided over the function and MLA Swarajinaugurated the function. Dr. Joju Pomson presentedthe poster and Dr. Praveen G Pai Joint convener madethe keynote address.

Perumbavoor branch observed the day.

World Elders Day

Circulars were given to observe the ‘World EldersDay’ on October 1st in a befitting manner andguidelines were also given.

The National level function was organized by Tirurbranch of Kerala in a befitting manner. Local MP Mr.Muhammed Basheer inaugurated the function. Adv.Gireesh Municipal Chairman, inaugurated themedical camp. Local MLA Mr. Mammotty honored thesenior citizens. Function was chaired by ChairmanCare of Elderly, Dr. V U Seethi. State committeeChairman Dr. Joju Pomson gave the keynote address.Special appreciation has to be given to the branchPresident Dr. Hyderali, Secretary Dr. MohammedHassan, District coordinator Dr. B. Jayakrishnan andsenior leader Dr. Mohammed Abdurahiman fororganizing the function in a befitting manner.

Even though a number of branches had observedthe day, only very few branches have send thereports regarding World Elders Day commemoration.Vadodara branch of Gujarath, Delhi branch, Goabranch, Erod branch of Tamil Nadu etc…… observedthe day. In Kerala a number of branches haveorganized the programme. Reports for received fromTirur branch, Perinthalmanna branch, Malappurambranch, Valanchery branch, Badagara branch,Kunnamkulam branch, etc…..

Overall response from the branches are notencouraging. We are trying our level best to spreadmaximum awareness among the public and thedoctors.
