As part of the overall CIMS initiative and consistent with the Minnesota GO Vision, MnDOT provided $30 million through a competitive solicitation in 2013 to fund trunk highway projects that improve quality of life, environmental health or economic competitiveness.

Improved safety—Studies show a 70 percent reduction in fatalities and a 42 percent reduction in injury crashes where RCIs are used.
A typical four-lane divided highway intersection has 42 possible vehicle conflict points. RCI's reduce conflict points to as few as 18.

MnDOT also plans to build additional RCIs in the next five years in Cologne, Cannon Falls, Vermillion, Zumbrota, Cotton, Ham Lake, Ramsey and Oakdale.

Future residential growth south of Highway 23 is expected to increase pedestrian crossings and traffic along Saratoga.

Council resolution 2014 requesting study initiated the review.
Study included Hwy 23 corridor through Marshall.
FINDINGS The posted speeds are
accurate and no change is recommended.
The 85th percentile speed is the benchmark for safest & appropriate speed.
85th percentile speed range from 59-66mph.
55 mph posted speed shows acknowledgement of sustained crash locations in designating the official speed limits.
