    Describe the Situation

  • Tetra Tech, Inc.

    Anthrax Contamination on Capitol Hill

Anthrax-contaminated letter was opened in the HartSenate Office Building on October 15, 2001

  • Tetra Tech, Inc.

    Mobilize to Washington, D.C.

Assist government agencies with evaluating the level ofcontamination and appropriate cleanup strategies.

  • Tetra Tech, Inc.

    Tasks

    • Database– Track environmental samples and results– Delineate areas of contamination

    • GIS– Identify precise locations of Anthrax contaminated areas– Characterize, isolate, remediate

    • Data Review– Committee review of all maps and

reports– Evaluate cleanup success– Final reports

  • Tetra Tech, Inc.

    State the Problem

  • Tetra Tech, Inc.

    Issues

    • Hundreds of biological samples collected daily

    • Labs have quick turn-around time

    • Quick integration of samples and results forimmediate review

    • Initial procedures lacked dynamic, updateablelinks between maps and databases– Microsoft VISIO– CAD maps– Multiple databases

  • Tetra Tech, Inc.

    Solution

    • Develop procedures for quickly creating andmaintaining accurate, reliable, updatable, dynamic,easy-to-use data reports and maps– ESRI ArcView 8– Master database with custom interface

  • Tetra Tech, Inc.

    Data Migration

  • Tetra Tech, Inc.

    Basemaps

    • Initial GIS Import– CAD files with detailed flow plans for each building

    • Bentley’s MicroStation• Source: AOC

    – dBase format data

    • Geodatabase– Dynamic adjustments to various features

    • Walls• Closets• Hallways• Furniture

  • Tetra Tech, Inc.

    Static basemap from MicroStation

  • Tetra Tech, Inc.

    Dynamic Geodatabase created in ArcView

  • Tetra Tech, Inc.

    Quality Control Issues

    • 5,000 samples with results imported during initialGIS import– Used COC forms and sampler’s notes– Adjust geodatabase features

    • 100 samples collected each day– Provide samplers with pre-printed COC forms and detailed

    maps

    • Updates to database and GIS based on sampler’snotations

    • dBase exports

    Sampling

  • Tetra Tech, Inc.

    Challenges and Implementation

  • Tetra Tech, Inc.

    Samples

    • Various sample types– Wipe– HEPA– Swab– Personal Air– Area Air– Aggressive Air

  • Tetra Tech, Inc.

    Symbology

    • Maintain data integrity and consistency

  • Tetra Tech, Inc.

    Sample Intents

Hundreds of maps and database reports produced foreach intent

    • Initial assessment (IA)

    • Characterization (CH)

    • Verification (VV)

  • Tetra Tech, Inc.

    Initial Assessement

    • Mail Trail (follow the mail)

    • Wipe and HEPA collected at entrance of all mailhandling areas

  • Tetra Tech, Inc.

  • Tetra Tech, Inc.

    Characterization

    • All rooms and areas sampled– Had a positive hit during IA– Not previously sampled

    • If positive, then additional sampling to enable in-depth characterization and delineation

  • Tetra Tech, Inc.

  • Tetra Tech, Inc.

    In-depth Characterization

    • Every Room sampling– Each room divided into areas– One composite sample from all horizontal surfaces in each area

  • Tetra Tech, Inc.

  • Tetra Tech, Inc.

  • Tetra Tech, Inc.

    Verification

    • Contaminated areas physically isolated andremediated

    • Verification samples taken after remediationevent to ascertain success or failure

    Custom Database

    • Hundreds of customqueries and reportsneeded to supportcleanup decisions

    • Dynamically querysample data andresults

    • Easy-to-use, non-technical userinterface developed– Allowed users to view

and print a numberof complex reports

  • Tetra Tech, Inc.

    Summary

  • Tetra Tech, Inc.

    Summary

    • GIS and a single, master database greatlyoutperformed the original VISIO environment withmultiple databases

    • Rapid querying of results during constant flow of data– Tabular report– Graphic view

    • QA/QC : cross referencing the analytical databasewith GIS ensured consistency between sample objectsand locations

    • Support of sampling and cleanup decisions– 100’s of reports and more than 1,000 maps

    • Facilitated the reopening of government buildings

  • Tetra Tech, Inc.

    Conclusions

    • Database and GIS combination greatly shortened thetime needed for data evaluations
