The number of IT professionals was about 250,000 in Ukraine at the beginning of 2014, 40 thousand of them - are certified as highly qualified specialists that create competitive export-oriented products.

Deficit is predicted during the 2017-2020 in the amount of 170 thousand, in the export segment - almost 70 thousand people, in the domestic market - almost 100,000

The quality gap between demand and supply of labor; Discrepancy of existing IT qualifications and changing situation on

the IT market; Discrepancy of old classifier of professions in modern IT labor

The concept and role of professional standards in the system IT - industry / IT - education

Professional standard – is a duly approved the qualifications of employees, their competencies are defined by employers and it serves as the foundation for the formation of professional qualifications.

Educational standard – is a normative document that defines the aims of education and presents a set of requirements for the results of mastering educational programs that provide the necessary personal and professional development of person.

Professional standards in IT operate such concepts Area of professional activity (functional area) - a group of similar

professional activities. Type of professional activity - a set of generalized labor functions

that are close in nature, results and conditions of work; Generalized labor function - a set of related work functions, created

by the division of labor in a particular industrial (business -) process; Labor function – system of labor actions in the framework of the

generalized work function, which is defined by technological process; Labor action – the simplest manufacturing operation in the process

of interaction with the subject of employee labor, which reached some pre-set, purpose;

Worker’s qualification – a measure of professional training employees to perform a specific type of work, which includes theoretical knowledge and practical skills that must comply with the Guide features professional qualification;

The level of qualification – measure of professional skills within specific qualifications.

Professional standard "Specialist in information systems."

Labor functions and labor actions are grouped in 15 functional areas.

These processes correspond to functional areas of the life cycle of information systems in accordance with the standards ISO / IES 15288: 2008, ISO / IEC 12207: 2008 and descriptors e-CF
