A seminor organised by APUWJ in the aftermath the Dilsukhnagar blast

Terrorism unleashes gory picture. It unleashes blood bath.

It is a brutal attack on the society that has been built with

hard toil over a period of time. It is a severe blow for the

entire humanity. As many as 17 innocent people lost their

lives on the fateful day of February 21, 2013 in the bomb

blasts triggered by terrorists in Dilsukhnagar. No one knows

who the perpetrators are. It is not sure the perpetrators will

ever be caught. Andhra Pradesh Union of Working

Journalists (APUWJ) responded to the ghastly incident by

organizing a seminar to discuss and make suggestions to the

government and law enforcement agencies on how to

respond to the menace called terrorism. The publication is a

compilation of the speeches and suggestions made by experts

on the subject.

APUWJ President D. Somasundar presided over the

seminar held on February 26, while former Union Home

Secretary K. Padmanabhaiah, former CBI Director

K. Vijayarama Rao, former Director General of Vigilance

and Enforcement C. Anjaneya Reddy, former Director

General of Police A.K. Mohanty, former Chief Secretary

Kaki Madhava Rao, IJU former secretary general K Srinivas

Reddy and IJU secretary general Devulapalli Amar, APUWJ

General Secretary Y. Narender Reddy spoke at the seminar

and made valuable suggestions.

The speeches and suggestions made by the speakers at the

seminar caution the people, government and law enforcement

agencies on the need to be alert at all times.

We express our heartfelt thanks to APUWJ for allowing

Entire country was aghast at the recent

bomb blasts in the huddled market-

place in Dilsukhnagar. Notwithstanding

the fact that bomb blasts are not new ei-

ther for Hyderabad or for India, can we be

complacent since the phenomenon is not

foreign to us? Will the post-blast response

allows more such incidents? Or do we

simply reason ourselves and resign to our

destiny? Is there no means to prevent re-

currence of such ghastly attacks that claim

innocent lives?

The present seminar attempts to cau-

tion the government and the people on the

growing menace of terrorism. Dignitaries

on the dais include police officers who

worked at highest levels and other offi-

cials who worked as coordinators of the

highest order in the state government.

Their views go a long way in suggesting

corrective measures to put an end to the

terror attacks. Even as different arguments

are put forth by various people as to

whether it was the failure of political ad-

ministration or the executive that enabled

the terrorists to carry out the ghastly at-

tack, it appears to be the outcome of bla-

tant failure of both the political

administration and the executive.

There is an old adage that the pace

of a horse depends on its rider. But in

some instances, the horse should keep its

pace even if the rider does not use the

whip. If the horse stops or does not runs

fast then it is the fault of the rider. In this

instance, political administration is the

rider while the executive is the horse.

Glaring failure in both the wings of the

government is distinctly visible. How do

we analyse the failure? To what extent one

can defend the failure? Experts in this area

need to explain whether the government

has a will to handle and courage to

counter these kinds of attacks. Dignitaries

on the dais rich with experience in admin-

istration should analyse and pin down as

to why the terror attacks are recurring,

where exactly lies the fault, what are the

corrective measures to be taken and

whether the measures should be taken at

the executive level or at the political level

or both the wings of the government

should come together for the purpose.

The suggestions given by the experts

present here will certainly enlighten the

policy makers in particular and the public

in general.

Recent bomb blasts in Dilsukhnagar triggered a debate whether it was a fail-

ure on the part of political leadership or the executive. While opinions differ,

common people are wondering whether there will be an end for the terror at-

tacks on the centuries old historical city of Hyderabad. Sr. Journalist,Editor, Visalandhara

Public safety is the primary concern

of any government. Everything

else is secondary. Though

development, welfare, subsidies and

other assorted things are also the

priorities, public safety is the top most

priority for a government. No

government can be considered people

friendly if it fails to ensure safety for

its subjects. But it is uncertain whether

the governments in the states or at the

center are functioning keeping this

aspect in mind.

Let me remind you on this

occasion the oft-repeated words of our

Prime Minister. He often says the

government will not tolerate terrorism,

corruption, illegal infiltration and so

on and so forth. Same is the mantra

whenever there is some trouble. It is

time we think whether the

governments have been sincere in

implementing their promises at least in

the aspects of national security.

We need to keep certain

fundamental issues in mind while

analyzing the reasons for growth of

terrorism in India and the steps to be

taken to check the menace. Terrorist

activities in India can be broadly

divided into two types. The first kind

of terror activity is being carried out by

people who cross over the borders and

enter the country with the tacit support

of Pakistan. Terror agents are

instigated, logistic support provided to

them and pushed into India for terror

attacks.

However, it is not rational to

perceive that the terror agents come

every time from Pakistan to carry out

the attacks. The terror agencies will

identify disgruntled elements locally,

indoctrinate and train them finally to

carry out the attacks. In some cases,

They should feel that it is highly difficult to carry out terror activities in India be-

cause the preventive methods will be very strong. Even if a terror incident is car-

ried out with a great effort, the perpetrators would soon be discovered and

punished very quickly....not in seven or five years... but in just six months

indigenous elements also resort to

terror attacks without Pakistan's

involvement.

We need three-pronged strategy to

fight terrorism. First and foremost

strategy is prevention because we

know prevention is better than cure.

Thus, prevention is most essential.

Second strategy is how to handle an

unfortunate terror strikes like that of

Mumbai attack. Third one is post-blast

response in cases like the February 21

bomb blasts in Dilsukhnagar. Even in

instances like Mumbai attack the third

strategy is needed to ensure foolproof

investigation and bringing the

perpetrators to justice.

Thus, there are three aspects of

fighting terror. First is to prevent,

second to fight back the terrorists

during attack and the third is to

investigate a case related to terror

attack thoroughly. We can effectively

counter terrorism only when we

succeed in implementing the three

pronged strategy. Otherwise, we will

continue to suffer from the attacks.

What we do after every attack is

that we express deep condolences and

forget the past. Instead, what we need

is to create a sense of fear among the

terror agents. We should be so well

prepared that the terror agents must

come to a conclusion that it is highly

difficult to carry out terror attacks in

India. They must also feel that they

will be nabbed within no time even if

attacks are carried out with a great

effort and definitely punished. And the

punishment should be awarded in just

six months instead of dragging the trial

for long. Besides, the punishment

awarded should be implemented

without any delay. Terrorism can be

reined in when terror agents are made

to realise these things. I do not say

terrorism will perish but certainly it

will come down.

Take for instance the fall in drug

smuggling. Initially, we did not have a

law to prevent drug trafficking.

Mumbai used to be a transit point for

drug smuggling from one end to

another end across the globe. Drugs

were smuggled from Pakistan to

Bangladesh, Europe to some other

country via Mumbai. But drug trade

took a severe beating after a stringent

law was prepared and effectively

implemented. Drug mafia realised that

anti-drug law was a stringent provision

of law and severe punishment will be

given if caught for drug running.

Similarly, we need an effective

law and an implementation mechanism

to fight terror. Earlier, there used to be

TADA. However, people approached

Supreme Court contending that it was

a draconian law. The Apex Court made

it clear that TADA was a constitutional

law. However, the law was repealed

due to political reasons.

Subsequently, a similar law was

introduced only to claim that the action

of the earlier government was wrong.

Thus, same provisions were

incorporated in both the laws.

Let me tell you an example for

implementation of Explosive

Substances Act. Explosives are

procured in the garb of mining, but

they are used for terror attacks. This

Act is 150 years old and stipulates

punishments of two years, six months

or two months. The definition given

for control of explosives in this Act is

not correct. I used to argue with the

government for changes in the Act.

Now, some changes have been

introduced in the Act. Similarly,

provisions in the Arms Act are very

inadequate. All such things need to be

tightened. Intelligence alone cannot be

a cure for terrorism.

Borders must be tightened if

terrorists are coming from the other

side of the border. Let it be Pakistan

border, Bangladesh or Sri Lanka

border. Just think how the Mumbai

attack took place. The terror agents

could land in India through the sea due

to serious lapses in coastal security.

Same was the case with 1993 bomb

blasts. Powerful explosives, including

RDX, were smuggled into Mumbai via

Kolaba port with the active connivance

of a Customs official. All kinds of

weapons are smuggled into India

through road, sea and even by air. I am

sure you all remember Purulia arms

drop case.

border management system coupled

with intelligence. Until recently, we

did not have a proper system in place

to identify if a person enters the

country through Bangladesh border

and leaves India through Pakistan

border. There used to be utter

confusion. Further, we do not have

proper record of people overstaying in

India who have come either on a visa

or without a visa. Hence, border

management is an essential part of

internal security.

Terror agents keep striking at us

until we take preventive measures,

implement tough laws and strengthen

intelligence and border security. For

now, soon after a terror attack we

indulge in debate whether it was

carried out by Musilms or Hindus.

Added to this, there have been

differences between the center and

state governments over fighting

terrorism.

The then Union Home Minister P

Chidambaram tried to introduce

National Counter Terrorism Center

(NCTC). But some states opposed the

move as the union government tried to

introduce through back door method

an old law with some changes and that

too without holding consultations with

states.

It is nothing but the Unlawful

Assemblies Act 1967 which aims at

dealing crimes related to instigation or

commission of an offense by an

assembly of two or more persons.

Several amendments were made to this

law and attempts had been made to

introduce it through back door method.

It is being opposed because it confers

Intelligence Bureau (IB) with

unquestionable powers to arrest and

investigate. There have been

allegations against IB that they resort

to political vendetta using the

unlimited powers. It is due to this

reason some states opposed NCTC.

The intelligence wings in the

country are neither answerable for

Parliament nor for respective states

assemblies. So, people do not know

what the intelligence wings are doing.

They ensure the secrecy even in things

which require no secrecy at all.

It is true the functioning of

intelligence intelligence wings need to

be kept secret. Things like who is

giving information, source of

information and assorted things should

be closely guarded. But there should

be accountability in matters like the

priorities of IB, places where IB agents

are posted, whether they are successful

in their task and whether they are

working according to the set norms.

Since the intelligence agencies are not

answerable to anyone, nobody knows

what actually transpires within the

intelligence agencies. Yet, we talk

about intelligence failure. Who will

assess whether there is intelligence or

not? There is no such system so far. So,

the intelligence agencies must be made

accountable for Parliament and

respective state assemblies.

Once we find answers for

questions like why was there a terror

attack and why the intelligence

agencies failed to work? But this has

not been happening. On the other hand,

police department has been completely

working for the party in power. Police

department has no autonomy,

intelligence wings have not been made

accountable. Terrorism can be

effectively handled if all these things

are taken care of.

Above all these things, what we

need is will power...determination.

Terror attacks keep recurring if we lack

the resolve to fight against terror.

Adebate is going on in the wake of

Dilsukhnagar bomb blasts. The

unfortunate incident took place in

Dilsukhnagar, one of the areas in

Hyderabad city of Andhra Pradesh state

in India. Similar incidents took place in

different parts of the state in different

times. If not this type of incident, other

types of terror activities are taking place

even in other countries.

Hence, we need to look at the

background in which Dilsukhnagar

incident took place. The local, national

and international laws help to some extent

in preventing and investigating terror

related cases. However, these laws

sometimes hamper this process.

For instance, the 1993 Mumbai

blasts, one of the major serial blasts in the

country, claimed 273 lives. The target was

to destabilize Indian economy, demoralize

the secular fabric of the country thereby

striking at the inner strength of the nation.

The terror attacks are being carried out to

send out a message that they can strike at

their will and claim innumerable lives.

Dilsukhnagar attack is not an incident to

be brushed aside just like any other

offense. Every such attack is an attack on

the country – it is a proxy war. A war can

be fought effectively or averted. But it is

not so with terror activities since terror

can be unleashed with minimum effort

and resources.

A debate is on whether terrorism can

be identified and pinned down. But we

should realize that thorough investigation

and ensuring conviction for the

perpetrators of terrorist activities will help

prevent terrorism in the future. Rest aside,

government should ensure quick response

and instill confidence among public when

there is a terror attack. This is possible

only when the perpetrators are caught the

day after the incident or three days after

the incident and brought them to book.

Public confidence will be doubled when

the perpetrators are awarded quick and

tough punishments. Also, the punishment

awarded and implemented without any

delay thereby sending a clear message to

the people, particularly the families of

victims that ‘justice has been done’. Only

then the morale of the people will

improve and they will come forward to

provide more and more information for

law enforcement agencies. This entire

process will in turn lead to prevention.

Terrorists do not surface day in and day

out. Yet, prevention includes identifying

the terror elements and bringing them to

book.

Take for instance the Mumbai serial

blasts. The trial was conducted in Arthur

Road prison for 15 years. I deposed

evidence as the CBI director and

subsequently as a Cabinet Minister in

Andhra Pradesh government. The trial

went on for 10 years after my deposition.

Finally, the charges were proved,

punishments awarded. But who were

actually punished? Actual culprits did not

undergo punishment because they were

not even caught. Same thing happened in

connection with the 26/11 attack.

The Prime Minister and the Home

Minister listed out the names of

perpetrators of 26/11 attack and the 1993

serial blasts. Everyone knew who figured

in the list. Indian law enforcing agencies

know with minute details where the

mastermind of 1993 blasts, Dawood

Ibrahim, is presently living. The agencies

even have the photograph of Dawood’s

residence. The information has been given

to Pakistani officials. The Pakistan

government was bound to turn him over

to India.

There is an international law and

there is an extradition treaty between

India and Pakistan. Yet, Pakistan did not

deport the accused in the 1993-94 terror

attacks though complete records along

with investigation reports had been sent

to them. Those who actually killed 273

innocents in the serial blasts did not suffer

the punishment. Only small fish has been

caught and convicted because the actual

perpetrators are not with us. This is an

issue to be addressed by the foreign policy

of the country and not by the local police

or state government. It is related to

international law.

A country, to be more frank, Pakistan

government, has been deliberately taking

some people from India to Pakistan,

training them in subversive activities and

sending them back. These people in turn

are training more and more people locally

taking advantage of the lacunae in the

laws related to prevention of terrorism.

All these aspects are present in

Dilsukhnagar attack too. Hence, vast

information is necessary to investigate the

case. Information from Intelligence

Bureau (IB), Research and Analysis Wing

(RAW), National Investigation Agency

(NIA), CBI and other assorted agencies is

necessary to probe the case. Also,

information from civil departments such

as Customs, External affairs and other

departments and their cooperation will be

necessary to fight terrorism. We must

realize that terror incidents keep recurring

unless the perpetrators are not brought to

book. Dawood Ibrahim is certainly guilty

of the offense. But we have to bear in

mind that we have not been able to bring

him to justice.

There is a background for

Dilsukhnagar incident. Hyderabad is one

among various places in India prone for

terror attacks. There could be around 15

cities in the country prone for such

attacks. Terror attacks are not taking place

in villages or smaller towns. They are

carried out in bigger and select places. We

know the places targeted by the terrorists

and at the same time we may not have

some information. Also, there is no

guarantee that the terrorists do not change

their target. Hence, attempt to neutralize

the number of targets is also part of

prevention.

On the one hand, steps should be

initiated to prevent attacks planned and

monitored from foreign soil and on the

other cities on the terror radar be secured.

We should secure Hyderabad since the

city is one of the places on the terror radar.

I think it is not a difficult task for a big

country like India. Secondly, the number

of targets within the city must be reduced.

Generally crowded places are targeted.

There will be around 15 to 20 such

targets. They can be reduced by

increasing physical security. The number

of constables, officers and police vehicles

moving in those places should be

increased. Special arrangements for

surveillance and policing should be made

in the targeted areas. Third one is to

identify the local support for the terrorists

because it is not possible to execute terror

attacks without local help. It is possible

that the locals may or may not be aware

that they are actually aiding terrorists. For

instance, terrorists can strike at the target

by hiring a bicycle. The person providing

the bicycle on hire may or may not know

the intention of the person hiring the

bicycle. But, investigators will be able to

get some clues from the person who gave

the bicycle for hire.

Also, while probing a terror attack

case some names of suspects may crop

up. The suspects’ names might have come

from other states or from the IB. The

suspects may even be languishing in local

prisons. Hence, local information is

essential for investigation. Apart from

local policing and local information

network, government should appoint

dedicated personnel for intelligence

collection. Only then hurdles can be

created for the terrorists thereby reducing

the number of targets. Unfortunately if

terror incidents take place despite taking

all the precautions, creation of a dedicated

anti-terror organization is necessary to

minimize the threat to a limited area.

Further, we cannot rule out the

involvement of foreign hand in

Dilsukhnagar incident. But we should

keep in mind the expectations of the

people after the bomb blasts. They

strongly want immediate result. I still

remember quite well an incident in which

thieves ran away with Rs 20 lakh from

Syndicate Bank. One of the thieves was

caught on the outskirts the very next day.

The quick result re-imposed public

confidence in the police system.

Sometimes result is possible effortlessly.

Police could catch one of the thieves

while checking for the presence of a

notorious thief on bail. Similar efforts

should be made in the Dilsukhnagar bomb

blasts case. The connections between

terrorists and their contacts in different

cities should be enquired into. This may

give some information which in turn may

help detect the case.

Law enforcement agencies should

create an environment in which

everybody should feel the fear of being

caught if they did any wrong. I believe

Hyderabad police is capable of chasing

and catching the terrorists. There should

be quick response from the police which

will be visible from arrests and

punishments. Simultaneously,

government should be pro-active in taking

certain steps to fight terrorism. It can

immediately start fast track court instead

of waiting till the perpetrators are arrested.

Such steps will help boost public

confidence and encourage them to assist

law enforcement agencies.

Residents are not venturing out as

they did in the past in the wake of recent

bomb blasts in Hyderabad. This fear will

slowly fade out from the minds of the

people. However, some steps are needed

to allay the fears crept in the minds of

people. The perpetrators may not be

caught immediately. But, steps should be

taken towards that end. Confidence must

be built up in the minds of the people that

the perpetrators will invariably land in

police hands. I have confidence that the

perpetrators will be caught without fail.

This level of confidence must be created

among common people. We should be

fearless in fighting terrorism. Then we

should ensure hot pursuit and it should be

visible for people. We should be well

prepared to ward off an attack the next

time when there is information about such

possibility.

Thus, detection and prevention are

issues to be handled at local, national and

international levels. Government should

initiate measures keeping terrorism in

view. Police should work at their level.

Simultaneously, government should think

of an action plan to handle state sponsored

terrorism by Pakistan. This is linked to an

ideology since 1947. We did not accept

two nation theory, but Pakistan did. The

country has been divided and we cannot

undo the history.

So, the problem is state sponsored

terrorism. Pakistan government has been

training certain people picked from India

and instigating them to carry out

subversive activities here. No country is

ready to join the fight against terrorism.

Even America is afraid of the menace.

But, can we remain mute spectators to the

growing menace? It is difficult for the

government to wipe out terrorism

overnight.

Mr. Padmanabhaiah spoke about

TADA and stressed on the need for an

effective legislation. How did the TADA

disappear? There will be anarchy if an

effective law is not available. Police

cannot act according to law.

Padmanabhaiah and I were members of

the committee to prevent misuse of

TADA when it was in force. There was an

allegation that TADA was being used

against a particular community. Some

things cannot be shared now. TADA was

not repealed but it was allowed to lapse in

the Parliament. The then government had

majority and the Opposition was also

ready to support the legislation. Yet,

TADA was allowed to die.

TADA was a draconian law and it

should be used for serious problems. If

there are any lapses in implementing

certain legislation they should be

corrected. But it is completely wrong to

repeal legislation. Subsequently, another

legislation POTA was brought into

picture, which was also opposed tooth and

nail. Police cannot function in the absence

of legislation. Police will have problems

like foreign involvement, coordination

with other states and assorted things even

when a law exists. NCTC has been

proposed to overcome all these problems

and to ensure effective monitoring of anti-

terrorist operations. However, I have

some reservations over NCTC which are

not personal. I don’t think all these issues

can be addressed through NCTC. It is not

wrong for the states to have

apprehensions that the center may use a

law against the states. It is for the center

to allay the apprehensions. Despite all

these things, I feel NCTC be implemented

since it is the need of the hour.

No one can resort to terrorist attack

if people of Hyderabad come together and

strongly resolve to fight against terror.

Hence, people should stand united. Law

enforcement agencies should be able to

get information from people since it is a

very important source of information.

However, people may not know that the

information they have with them is vital

for police. The intelligence agencies

should be capable of deciphering

information received from people. This

can be done by trained professionals.

According to me, these skills of

intelligence agents should be improved

not only at the state level but also at the

central level. However, we have been

successful only to some extent on this

front. We need to study the experiences of

other countries for the purpose.

All these things are dynamic aspects

and keep changing. The performance of

local police, intelligence, IB, external

affairs or any other government

department can contribute only up to 50

per cent of the work towards fighting

terrorism. If the government agencies

function little more effectively, they can

get public cooperation. However, the

remaining 50 per cent must be done by the

government. A committed government

and political leadership and its policies

play a vital role in fighting terrorism.

Take for instance we know the

location of terrorist camps. We can show

them on the map. But what matters is

what we are doing despite having

information. I do not want to talk a lot

about America. But I would like to tell

one thing for certain. All the policies

made by American governments

safeguard only their interests. They will

never make policies to safeguard our

interests. We should not expect anything

from them. Moreover, nobody will come

to our rescue and we should not even

anticipate help.

I am saying all these things because

government policies have a bearing on the

Dilsukhnagar terror attack. But we should

not keep on making accusations against

the government. We should have been

able to suggest what the government can

do. I can say one thing for sure that we

should be strong. What does it mean?

We know the location of terrorist

camps. What do we do and how do we go

about? All these things will be debated.

Hence, prevention, nabbing the

perpetrators and bring them to justice no

matter whichever country they are hiding.

We will not have to face problems with

any other country except Pakistan and

Bangladesh. Government should allay the

fears from the minds of people keeping all

these issues in mind.

There are several experienced and

retired officers. All of them should extend

their cooperation. They should not shed

their responsibility on the pretext that they

are retired. All such officers should extend

their services to the present officials and

the government voluntarily.

Similarly, a lot of information

received in other departments every day.

No information is insignificant. A

thorough analysis of such information

may leave some clue for Dilsukhnagar

blasts. If the CCTV footage cannot help

recognize the perpetrators, all the facts

will soon come to light. Police have the

ability to solve the case. I have the

confidence in our police system.

Success or failure does not matter in

these issues. But, who is ahead and who

is behind only matters. We can stop an

offense if we are ahead of the perpetrator.

In case, if we are behind the criminals

they would commit the offense and give

a slip. Even in this case, we can prevent

recurrence of ghastly incidents if we

succeed in catching the perpetrators

soon.

Iwould like to talk about what happened

in Dilsukhnagar and how can we stop

recurrence of such incidents instead of

talking about international ramifications.

Intelligence is essential but it is a

wrong notion that everything is possible

with intelligence. Most important thing is

that the government should for all party

committee and handle the issue

irrespective of political considerations.

It is not apt to say that it is your

failure, your party failure, government’s

failure and failure of intelligence. At the

same time, it is also not right for the

Congress Party to accuse other parties that

same thing happened when you were in

power. In fact, these kinds of incidents

occur irrespective of who is in power.

Hence, Chief Minister should call an all

party meeting beyond political

considerations. Secondly, scores of illegal

immigrants stay in Hyderabad. The then

Police Commissioner Mr. Mohanty is also

aware of it and he tried his best to identify

them without much success. We are

unaware the number of illegal immigrants

in the city, which has a population of over

70 lakh people. This calls for effective

policing which is not possible in the

present system of police units.

Hyderabad must be reorganized into

four police districts with four police

commissioners to work under a Chief

Police Commissioner. Only then effective

policing can be ensured. I have brought this

to the notice of the Director General of

Police and others concerned.

Take for instance London has eight

police districts, Kolkata has three and

Mumbai has about three or four. But in

Hyderabad unitary system is continuing.

Of course there are some joint

commissioners and deputy commissioners

of police. But that does not work because

police commissioner alone is forced to set

things right. Hence, it should be

reorganized into Hyderabad South,

Hyderabad North, Secunderabad and

Cyberabad with four police

commissioners. All the four districts should

be monitored by a Chief Commissioner.

Coming to intelligence, Octopus is a

good idea. It has been started, but its

effectiveness needs to be proved. It has to

be made an investigation unit and others

like commando unit are not necessary.

There is no need for another intelligence

unit. Look at the SIB. Counter terrorist

intelligence is part of intelligence and it

should not be outside the intelligence.

Local police will wash off their hands if a

specialized unit is created with intelligence,

investigation and commando units. Such a

situation should not arise.

Then, there is growing criticism that

people have no role in policing. Police

claim nobody is extending help and they

are forced to work their way hard. This is

correct and it has a reason. There is no

means for the police to mingle with public.

Therefore, there should be committees in

every police unit. These committees should

be formed in every district and they should

monitor the functioning of the police. It is

only monitoring and not supervision. The

committees should take the responsibility

of questioning the police as to what is their

response for a particular thing. There can

be parliamentary committee, legislators

committee. But at the district level there

should be all party committee.

Representatives from all parties should be

nominated to the committee and it should

monitor functioning of the police

abad police commissionerates must be reorganized into Metropolitan Police

Commissionerate with four police districts headed by Commissioners with a

department on a day to day basis. It should

meet at least ones in a month and tell the

police officials about their problems and

what is happening on the ground.

Float a platform with 10 to 20 people

since no such platform is available

currently. There is no one to speak to

commissioner. Try to speak to the

commissioner individually. He will be

busy and not available. The environment is

not conducive to go to a police station.

People urge higher ups or political leaders

to talk to the police officials over phone

before they reach there. It is not possible to

bridge the gap between police and people

without a proper forum. It is difficult to

make people come closer to police system

without such forum. In absence of these

things, information cannot be collected

from people.

Similarly, several changes are needed

in the legal system. Terrorist related

offenses cannot be treated on par with other

regular offenses. There should be two

pronged trial in connection with terror

related incidents. Arguments can be heard

in the first stage on whether a particular

offense is terrorist offense or not. Ones it

is decided as terrorist offense, evidence

law, procedure law, substantive law will

follow. But it is not possible to go ahead

with the existing legal system as it takes

too long to finalise a case. Hence, there

should be a separate and dedicated legal

system to handle cases of this nature to

ensure faster justice.

Take for instance the Delhi rape case.

Several changes had been brought by

appointing Justice Varma Commission.

These changes are highly essential. A

separate chapter needs to be introduced for

terrorist related offenses in the Indian Penal

Code. Steps must be taken to see that the

trial is conducted in different manner after

an offense is decided as terrorist related

offense. It takes ages if the trial is

conducted in the normal procedure.

Then, high security prisons have to be

constructed. Terrorists should not be

lodged in Nellore, Medak and other

smaller jails. They must be kept in high

security prisons and their mulaqats be

strictly monitored. Mulaqats should be

permitted only in consultation with

intelligence wing. A hawk eye must be kept

on the terrorists conversations. A prison

should not become political party office or

in-laws place which was the case with

Musheerabad central prison. A high

security wing can be created to guard the

high security prisons housing terrorists.

There is no dearth for funds to construct

high security prisons. Indian government

is ready to provide funds for the purpose.

Mass murderers and terrorists must be

treated as a separate category offenders.

We should admit the lapses in our

security systems. Take for instance the

Hitech City. Any terrorist can easily go

there and complete his task. Not one

person will come forward to work in

Hitech city if one terrorist incident takes

place there. So, tight security must be

posted at every commercial complex. The

security guards are posted there just for

name sake. They do not have arms. They

do not know local conditions, local areas

and local language. In this backdrop,

anybody can do anything. Same situation

is prevailing in malls, theatres and crowded

places. Hence, it is time security staff are

provided with arms training. Certain

amendments should be made in the law for

the purpose. Companies should take arms

license and engage the services of ex-

servicemen and former police personnel

for security duty. They must be given

proper training. Hitech City will be hit

some day if these measures are not taken.

This is the right time to tighten the security.

Imagine the magnitude of human and

material loss if the recent blasts were

triggered in Nampally or Secunderabad

railway station instead of Dilsukhnagar.

There will be no surveillance in railway

stations. Anybody can gain entry and leave

a bag and there is nobody to discover the

same.

The intelligence wing should be

powerful. Efforts were made to ensure

highest standards in intelligence wing

when I was working in the department. For

some unknown reasons those attempts had

been dropped later. Today, many among

those posted in intelligence work without

any interest. The number of such people is

growing in CID, ACB and Vigilance and

Enforcement wings. No one will come

forward voluntarily to work in these wings.

But there is tough competition to work in

civil police wing. In this backdrop, how the

intelligence wing can function effectively?

Dedicated personnel are required to

work in this wing. Though several people

are ready to work in this wing

wholeheartedly, they are not being sent

there for some reasons. Small teams

comprising committed and dedicated

officials should be formed. Large groups

are not required. Initially, we suffered a lot

with disinterested people in intelligence.

But we managed to overcome the

problems in a different manner and I do not

want to go into details.

Therefore, it is time to think what

needs to be done. Police functioning must

be monitored by all party committee and

not by the government. Representatives of

all political parties must be nominated as

members of the committee. Police

personnel should not be confined to one

organization. During colonial days, police

officials were part of revenue department

because they were made to ensure

collection of revenue. Reforms must be

introduced in police department without

any political interests. Police service

should be recognized as public service and

not as civil service. Civil service will be

directly under the control of the

government, while public service is

answerable to people. National Police

Commission has suggested such a system.

It is not possible to counter and

prevent terrorist offenses with national and

international ramifications without making

such minor changes in the system.

Immediate reforms must be made in

Hyderabad city police set up by

introducing metropolitan police system.

It goes without saying that terrorism

is the single biggest challenge for

the society in general and police in

particular today.

We have heard very distinguished

guests till now and I should not have

been called upon to speak after them

because law of diminishing marginal

utility may prevail and I may repeat

few of their points.

Nevertheless, I would not like to

dwell upon the newer policy and the

structural frame that can face this

challenge.

I believe to optimize everything

what is within my limits. The need of

the people of Hyderabad in particular

and AP in general is what we can

deliver to them with whatever we have

today.

We have resources with us, we

have problems with us, let us try to

analyze whether we have the capacity

to handle this situation and whether we

are prepared or not.

My question to the police is that

whether our preparedness is enough or

not. We have the capacity but whether

we are prepared or not.

Another question is whether the

incidents are recurring in spite of the

best efforts of the police and the

government or otherwise. I am not

trying to list out the pros and cons.

Nevertheless, it is important to

understand the factors that are

responsible for such type of incidents

and what is the remedy there of.

I would divide the factors as

internal factors inside the police and

administration and external factors. I

have no hesitation to admit that there

has been inadequate level of

performance by the police. Adequate

level is very dynamic concept.

The speakers here emphasized on

police professionalism. But there is also

inadequacy of resources. I am not

mentioning this point in defense of

police but reality must be accepted and

corrective measures have to be found in

that context. I would say that the

requirement of policing has not been

adequately met in terms of resources,

logistics, policy support and the

finances.

We want to play safe on two points

often - accountability at the higher level

and the police leadership. These are

very delicate issues. And when we try

to define police leadership at various

levels everybody tries to justify that

leadership has been very inspiring. If

leadership has been inspiring then why

performance is not equally inspiring?

That is one thing I keep on

introspecting myself as a police officer.

I think the leadership needs to rise

above many petty things and become

inspiring for the force so that

policemen at every point of time can

optimize themselves.

There is hardly any accountability

fixed even for very extraordinary

happenings in the society on the senior

police officers. I do not want to make it

personal for anybody and I am telling

in general. If I am there and I have

failed, I need to be punished and told,

‘look you haven’t done this and

therefore you don’t deserve this place’.

Accountability has to be fixed very

dispassionately and in an effective

manner.

There is not just political will but I will take it beyond this. There is no national

will to put down terrorism. We need to arise national will to fight terrorism. And

don't dilute the demand for strengthening the police force in this country. Give

resources, give strength and thereafter ask questions.

I am sorry to say that I am not in

agreement with one of my previous

speakers that a specialized agency is

not required and one particular agency

can look after that job adequately. I

strongly feel that there is a need for

dedicated and specialized expert unit

under one roof which can handle this

kind of situation with a single minded

devotion.

When I say that I refer to one

organization that was created called

Octopus - Organization for Counter

Terrorist Operation in Andhra Pradesh

police. I strongly believe and have

reasons to justify that the extraordinary

situation has to be met with the

extraordinarily capable agency. And it

should have a single minded devotion

for that.

It should have the operational unit,

intelligence unit, investigation unit,

training, logistics unit, and a data

analysis and interpretation unit. This is

a necessity and since the institution

already exists to meet this challenge in

Hyderabad, it needs to be activated and

made full-fledged forthwith.

Politicization of police and

political patronage of police officer and

political intimidation to the police

officer are the external factors. If you

are not patronized you are intimidated.

So these external factors need to be

neutralized.

The administrative and financial

resistance to police proposal is age old

in government. No sooner I say that I

need 30 patrolling vehicles,

immediately objection from the finance

is t that how were you managing all

these years. For instance, if I want to

construct a over head tank for drinking

water, a strange logic comes from the

finance that how were you managing

without drinking water for all these

years.

You can always object to any

proposal and I have to go round and

round of decision makers to beg for

four policemen here, one vehicle there,

one light there, one sentry post there.

This is what is going on and this is also

severely affecting the police efficiency.

Not just political will, but I will

say there is no national will to put

down terrorism. We need to arise a

national will for this. We have been

talking in terms of public cooperation.

That is fine. But we need to create a

national will to fight terrorism.

It is not the problem of Hyderabad

alone. No doubt Hyderabad and

Andhra Pradesh state owes a great

responsibility to stop this kind of

activity in urban centers. Our speakers

mentioned that it is possible. It is a very

encouraging statement because few

cities, few targets and such a huge

urbanization and we can certainly do it

if we commit and dedicate ourselves to

the cause. But why are we not doing

this?

I also suggest measures that are

supposed to be translated in the ground

level right today so that people feel safe

and secure and have confidence in

police. We have been seeking

information from public. It is not

enough. I must first deliver. People

must get convinced that I have

optimised myself and cannot deliver

any further. Then only they will come

forward and it is right at that level to

come forward and help the police.

Let us strengthen basic and

fundamental policing in every locality.

Make it difficult for the criminal to

operate. Make the patrolling and beat

service effective. Make the police

visible. If police is visible, any criminal

will find it difficult to operate at his

will. Frequently conduct surprise

checks, frisking, anti-sabotage checks

using dog squads on a regular basis, not

as a symbol or token after the incident.

So, strengthen basic and

fundamental policing for which we

don't have to wait for anything. We can

get going immediately not in

Hyderabad alone but throughout the

country.

I would now try to say that

accountability is another important

thing that works in the minds of many

people.

What do you mean by

accountability? One incident had

occurred and X should be suspended is

not accountability. It has to be viewed

in the context whether the

responsibility and the resources that are

available with a particular officer have

been optimized or otherwise. If not

then he is accountable. If you start

fixing up accountability at the

leadership level keeping in view the

various levels of leadership, I am sure

the force will get activated and do its

best.

But don't dilute my demand for

strengthening the police force in this

country. Challenges are many and I

need to be strengthened, need to be

enabled to do better policing. And

every one of us should stand by their

proposal. So, give the resources and

give strength and thereafter ask the

questions.

There has been a debate ever since the

Dilsukhnagar bomb blasts whether it

was the failure of political leaders or the

officials which led to the ghastly incident.

It is not just political leaders and officials,

but the existing laws and judiciary is also

responsible for the recurrence of terror

attacks which is clearly evident from the

1993 serial bomb blasts in Mumbai.

It took 15 years to complete the

investigation and conduct trial in the

1993 bomb blasts case. The role of each

one of these departments is entwined

with each other and all are responsible for

the outcome. Dilsukhnagar incident is not

the lone or unique incident. Similar

incidents are occurring in many several

countries and hundreds are being killed.

Terrorists are not sparing even places of

worship. This is not just a terror attack,

but it is an example for worsening human

values.

Is it religion, money minded people

like Dawood Ibrahim, political

compulsions or the conspiracy by

capitalists, what is the reason for growth

of terrorism? I am of the view that along

with political administration, executive

and judiciary, capitalists also play a key

role in this aspect.

It is pertinent here to talk about

union minister P Chidambaram. He is

praised by one and sundry as clever,

efficient and competent. Presently he is

holding ministry of finance. I wonder

what happened to his competency and

efficiency when he was holding Home

Ministry. As we go deep into this

question, we arrive at a conclusion that

capitalism is responsible for the change

in his attitude.

There is not a single noteworthy

terror incident in America after

September 11. They made it possible

through coordinated and concerted

efforts by all the departments. It may not

be possible to ensure 100 per cent

prevention through the coordinated

efforts. But the human and material loss

due to terror attacks can certainly be

reduced.

Not only religious fanatics but

technology also plays a very important

role in the terror attacks. Technological

advancements are available for law

enforcement agencies as well as

criminals. It is due to technological

advancements the terrorists are able to

trigger explosion using a bicycle. Hence,

terrorists defy the most modern CCTV

technology used by the police just by the

use of a simple bicycle. On the other

hand, technology came in handy for the

Americans in preventing any further

terror attacks post 9/11 attacks.

I am worried about the fall of

traditional values Indian boasts about. I

feel the fall in traditional values is leading

to ghastly incidents such as Dilsukhnagar

blasts. I would like to recall an article

published in Hindu Daily recently. The

article titled ‘Human Values and Culture’

begins with the remarks of Cuba

revolutionary leader Che Guvera during

his tour of India in 1959.

He was responding to a query

during an interview telecast by All India

Radio. He said India did not take to

violence during freedom struggle despite

provocative environment because the rich

traditions and values of the land did not

allow violence. A violent fight is very

easy in a land where rich traditions and

values are absent. The rich traditions and

moral values in India helped Gandhi and

his associates win freedom through non-

violence. Unfortunately, those values

seem to have vanished today.

Dilsukhnagar incident did not take

place because of administration failure. It

just happened because Pakistan has

trained some people and instigated them

to carry out the ghastly attack. The

present day values and standards do not

represent our ancient traditions. Some

persons had been arrested in the recent

past on the charges of making hate

speeches. There will be no scope for

Dilsukhnagar kind of incidents if such

arrests are made regularly. We should not

encourage those who make hate

speeches. Indian culture promotes non-

violence and compassion. Terror acts can

be prevented if we follow these principles

along with adopting technology on the

lines of America. At the same time, police

department should not be politicized and

minimum number of personnel should be

used for the protection of VIPs. We

should introspect whether we are using

police department in a right way for right

purpose. Take for instance if we go to a

wedding attended by a VIP. Guests will

not be allowed to enjoy the wedding on

the pretext of some VIP or Chief

Minister’s visit.

We should reform the police

department to ensure its functioning

without political interference. This is

highly essential. As soon as we do this,

public confidence in police system will

improve. Also, we should be able to

utilize the services of retired officers for

the purpose.

Ihad the occasion to read an article on

Dilsukhnagar bomb blasts published

in a daily newspaper recently. The

writer recalled his experience during a

taxi ride in Singapore. He was

frequently focusing his attention to a

bag he was carrying since he was afraid

that the bottles kept inside the bag may

get damaged due to friction between

two bottles.

The cab driver pulled over the car

and sought to know from the writer

why he was staring at the bag. The

writer replied that he was carrying

some bottles inside the bag and was

afraid that they might break due to

friction. The writer was also annoyed

at being questioned by the cab driver

and shot back a question – “It’s none of

your business, why are you posing

questions to me?”

The cab driver politely replied that

the government trains all its subjects in

Singapore to question any suspicious

persons anywhere. So, we follow the

training and the instructions of the

government thoroughly. The driver also

told the writer that they had been able

to avert violence to a great extent

because of the alertness.

I am recalling the article because

all the speakers talked about

administration, police department,

political leaders, their responsibility

and accountability and what needs to

be done. I am speaking on behalf of the

common people and I would like to

question whether common people have

no responsibility?

We have been criticizing all the

time police, political leaders and the

ruling government accusing them of

failing to prevent terror attacks. These

kinds of incidents are occurring

irrespective of whichever political

party is in power. I have seen numerous

terror attacks across the country in the

last 20 years since 1993 Mumbai serial

blasts. We cannot hold responsible

respective political parties in power.

Neither can the police department be

blamed for the attacks. A question will

arise what the people had been doing. I

am saying this as one of the citizens.

free to share information with police without any fear of being harassed in the

An explosive device was found in

Dilsukhnagar some time ago during

police frisking. So, people know about

the terror threat. Yet, people did not

bother to think or pay attention to the

problem. Officials had been stressing

on the need to install CCTV cameras at

small and big business establishments

for quite some time.

But when it comes to public role

we must realize one thing that people

are afraid of sharing information with

police though I have some. We cannot

blame people completely. Yet, people

have a role to play akin to Singapore

model. People should certainly give

information to police. However, they

are frightened over the consequences of

sharing information because of police

behavior.

Let me give you a personal

experience. My brother saw a road

accident and informed the police. He

got himself registered as witness.

Consequently, he had to make rounds

of court for three years. That is one

aspect. Another is that police will take

people to police station and interrogate

them as if they are criminals just

because they volunteer to share

information. This kind of behavior on

the part of police needs a complete

change.

Mr. Anjaneya Reddy suggested all

party committees. Such committees

were formed in the past after such

incidents. But members of these

committees take advantage of the

proximity to police and resort to

excesses on general public. Small time

leaders belonging to the political

parties which are members of the all

party committees even collected

ransom from the people. We have seen

reports about such incidents in the

newspapers.

The gap between police and public

must be reduced. Only then common

people will come forward to extend a

helping hand to the police. Efforts

should be made to create confidence

among people so that they can freely

inform police about suspicious things.

This effort may be made by anyone and

not necessarily by the police. On the

whole, a change in social environment

is needed.

My previous speakers, mainly Mr.

Vijayarama Rao, contended that why

TADA be opposed. Certainly it’s a

draconian law, but there is no need to

oppose it if it is applied exactly for the

purpose intended to. Past experiences

should be taken into consideration

while opposing NCTC. An analysis

must be made whether the laws were

applied actually for the purposes

intended to. It is because of this reason

people and Opposition parties are

opposing TADA, POTA or NCTC. The

fears should be allayed from the minds

of people. Political parties are opposing

these laws because people are opposing

them.

Political parties make laws while

in government, but oppose them when

they sit on the Opposition benches.

This indicates that parties oppose laws

which are opposed by the people. Yet,

tough laws are required to prevent

Dilsukhnagar kind of incidents.

Everyone is talking about

prevention. Coordination between

government, police and people is

essential for prevention. People should

have confidence in the administration.

There should be introspection how we

are using the services of police

department.

A home minister invites a ruffian

into party fold, while chief minister

hugs the ruffian outside the party office

and welcomes him inside offering the

ruffian a seat beside him. Think about

the morality of the police officer who

registered cases and sent the ruffian to

prison in the past. Until and unless

there is a change in political system,

neither police nor the democracy can

do anything. People will not trust the

administration.

There might be political

compulsions and use police department

for the purpose. Nobody can be blamed

for this. But, government should ensure

steps to make the people feel that the

government and police department

exist to safeguard the interests of the

people. Only then people come forward

and share information and terror

attacks can be prevented. I hope such

environment will prevail soon.
