And leading the way is CCTV subsidiary CTV, which has established an HD-equipment joint-venture with Sony and is already in production with a slate of major HD dramas and documentaries, including co-productions. CTV launched China’s first HD TV channel in 2005 and is actively acquiring copyrights internationally. TV With CCTV running all 19 national channels, one provincial satellite channel made a significant impact in 2005. It clearly differentiated itself from CCTV as a source of lifestyle entertainment spreading fun to its clientele with the slogan ‘Happy China, Hunan Satellite’. And it produced the biggest hit in the history of TV programming in China, the Super Girl Voice. This local talent search format, limited to female contestants, brought in 8.2 million votes for the channel on Final Night. Sponsored by Mongolian Cow, China’s second largest dairy company, Mengniu (as it is called in Chinese) spent approx USD3.75mil on sponsorship and USD8mil on supporting activities e.g. product packaging, promotions etc. This new format set the trend and made reality shows the must-have across all variety channels for 2006. The charmingly unisex winner, chosen by the people of China, Li Yuchun has made herself an icon, and even onto the cover of Time Asia. The trend did not stop there, with Super Girl having already produced two more seasons and similar formats on channels all over China. Recently even CCTV succumbed to starting its own reality shows. And late 2005, the two government bodies - the State Administration of Radio, Film and Television People’s Republic of China (SARFT) and China Information Industry Trade Association (CIITA) - signed a memorandum of understanding (MOU) with Korea Digital Communications (KDC) for the Chinese DMB business. Under the agreement, KDC will participate in the Chinese project to establish standards for digital broadcasting contents. KDC and the Chinese institutions will also push for joint projects to build a DMB platform and wire & wireless relay networks in China and a wire & wireless Internet protocol TV (IPTV) test network is to be constructed in Beijing. Broadcast Services Survey 2005FreeTVOf the 98.9% persons who had watched free TV in the month prior to the survey, 85.1% often watched free TV, 14.4% occasionally, and 0.5% rarely. Average time spent watching free TV per day 3 hours, normally between the hours of 6pm and midnight. TVB Jade was the top channel of choice for 90% of survey participants, followed by ATV Home at 7.1%, TVB Pearl at 2.5% and ATV World at 0.4%.Pay TVOf the 29.6% persons who had watched pay TV in the month prior to the survey, 65.2% often watched pay TV, 28.5% occasionally, and 6.3% rarely.Average time spent watching pay TV per day 1.6 hours normally between the hours of 8pm and midnight. Regarding the most-watched pay TV channels, those of more mentions were all Cable TV channels including News 2 (18.0%), News 1 (13.3%) and Movie 1 (13.1%), followed by Entertainment channel (7.1%), Super Soccer (6.5%), Channel A (3.9%) and EPL (3.5%).Video via Internet Protocol or Mobile Phone13.9% of persons (aged 15+) had watched video materials via Internet or mobile phone, with 11.4% having watched such materials via the Internet and 3.6% via mobile phones. The major reasons for watching such video materials via the Internet or mobile phones were “able to watch such materials at any time and at any place” (65.9%), “able to watch the desired programmes at times other than the broadcast time” (28.5%), “such video materials were broadcast via the Internet or mobile phones only” (11.3%) and “for acquiring new information” (5.3%). As for the 86.1% who had not watched such video materials via the Internet or mobile phones, their reasons were mainly “no such need” (57.3%), “did not know how to download such materials” (21.8%), “did not have the necessary devices or mobile phones to access Internet services” (19.7%), “inconvenient / troublesome” (11.5%) and “extra charges would be incurred” (5.5%).

After much dilly-dallying, various pay-TV access technologies finally gained momentum in India over the past year.

It all started when plans for the conditional access system (CAS) were revived for New Delhi, Mumbai and Kolkata, bringing in an addressable system for pay channels. Among the most significant developments in the DTH segment was the entry of Tata Sky as the second private player.

The Ministry of Information and Broadcasting issued a notification for the implementation of CAS in the notified areas, or three cities, by 31 Dec. The decision is crucial, considering the fact that the reach of television, which touched the 68 million mark as far as cable and satellite households are concerned. Satellite television grew in reach, from 207 million individuals watching in an average week in 2005, to 230 million individuals in 2006, according to the National Readership Survey 2006.

The digitalization will also get rid of limitations of analogue systems, restricted to 700 Mhz or so, which has resulted in an escalation of fees paid by broadcasters to carry and position their channels in the band of their choice.

It is widely believed that the Telecom Regulatory Authority of India’s (TRAI) recommendation for digitalization in cable in 35 cities by 2010 is very much on. CAS, which has been only implemented in Chennai, has failed to penetrate. But the industry expects the price of set top box to come down to US$45 or so, reduction of 40% or so from the current level.

With implementation of access technologies, the stakeholders expect control over under-declaration depending upon the pace and penetration of such services.

The combination of low subscription fees (ARPUs), varying from US$2.2-US$6.6 per connected household in urban India, to as low as US$1.3 in certain rural and semi-urban areas, and chronic under-declaration of the subscriber base by the local cable operators (LCOs), who corner 79% of the total subscription revenues, has significantly constrained the growth in the subscription revenues for the broadcasters.

But now there is action at various levels.

MSOsMulti-system operators (MSOs) have been preparing for digitalization. For example, MSO Hathway is not only pushing set top boxes through easy payment basis, like rental and equated monthly installments, but it is also offering high-speed broadband Internet as a package service. It eventually plans to get into triple play service, though no timeframe has been shared. Even as GSM and CDMA mobile operators are in race for 3G service spectrum, cable TV operators, too, in India requested for their share to offer mobile TV and broadband services.

Overall, the Essel Group, which launched India’s first pay DTH service in 2003, expects the penetration of digital STBs in the Indian market to grow to 12 million in the next five years.

In a much-awaited move in the DTH segment, Tata Sky Ltd. launched its Tata Sky satellite television service across 300 cities in August.

The company, an 80:20 joint venture between Tata Group and Star, priced hardware for US$67 and a special introductory offer of US$4.4 per month, for channels including those from Star, Sony, Discovery, Disney, ESS, NGC, TV Today and NDTV. Tata Sky set up a pan-India distribution network of consumer electronic stores and mobile phone outlets for retailing its hardware and prepaid recharge vouchers. The company tied up with LG, ITC International Business Division and Indian Oil Corporation as part of its distribution drive.

By launching its DTH service, Tata Sky has emerged as the main competitor to Essel Group’s Dish TV, India’s first DTH satellite television service provider. On its part, Dish TV, which started its service in 2003, achieved a major break-through this year in terms of carriage deals with Star India and Sony Discovery JV One Alliance channels. After acquiring 1.2 million users, the company is expected to stretch its base to five million in the next three years.

Dish TV signed five-year deals with consumer electronics company Philips and electronics major HCL Infosystems, to increase its reach and connectivity pan-India. Through such tie-ups, Dish TV targeted an increment in its subscriptions to 5000 a day from the current levels of 3000 on daily basis.

As the industry witnessed the march towards digitalization, it became embroiled in various legal issues.

For instance, where pricing is concerned, the proposal of regulator TRAI to cap the tariff for pay TV channels at Rs 5 (US$0.11) a month (in CAS areas) became a contentious issue. TRAI also directed that the basic service should be provided at not over Rs 77 or US$1.71 per subscriber per month excluding taxes, and must include 30 free-to-air (FTA) channels. On its part, Star India filed a petition in the Delhi High Court, questioning the basis on which the TRAI decided to put a ceiling on the pricing of pay TV channels.

In terms of content, following the launch of its service, Tata Sky also tried to sort out issues related to getting channels from bouquets such as Zee Turner. Similar to the way in which the Essel Group’s Dish TV managed to obtain channels from Star India and Sony Discovery bouquets, Tata Sky also got a ruling in its favor from the Telecom Disputes Settlement and Appellate Tribunal (TDSAT), which directed Zee Turner to offer to Tata Sky all its 32 channels.

IPTVIn the IPTV segment, state-run telecommunication companies like Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) have been working on the expansion of their backbone infrastructure and building of ADSL2+ access network. The two companies introduced their respective broadband Internet service last year.

The two pre-requisites for the provision of IPTV to the consumers are broadband connection and viewing device - PC/TV interfaced with a converter. In India, the penetration of broadband is a poor 0.04% as opposed to China’s over 1.5%, not to mention South Korea at 25% and Hong Kong at around 22%. The lack of critical mass when it comes to broadband penetration is considered to be a major hurdle for triple play services.

On its part, MTNL shared its plans of targeting 1.4 million broadband customers by mid-2007. The company, which conducted market trials this year, planned to start its IPTV service either by 2006-end or early 2007. MTNL is expected to be the first to go live with IPTV and VOD, with a launch likely in Mumbai and Delhi.

BSNL is in the process of acquiring and installing the state-of-the-art equipment to service the increasing number of its broadband customers. Its plans were to add two million subscribers in 2006 and another three million by the end of 2007.

Mobile platformAccording to TV broadcasters, the mobile content in India, is mostly “re-purposed/re-packaged”. Though tailor-made content such as a mobile series is yet to be worked out due to low bandwidth, the potential is huge.

In terms of content offered on mobile phones, there were tie-ups between broadcasters and mobile service providers. For example, in June 2006, Reliance Communications tied up with Disney to offer on Reliance Mobile World, “what would be India’s first 3d animation on mobile”. Users were provided access 16 Disney animated video shorts, including 10 in 3D, made exclusively for mobile devices and featuring Disney characters.

Star India shared its plans for a large mobile content mall, to be a one-stop shop for mobile entertainment and information. Star announced a slew of initiatives to enhance its Star7827 offering, expanding its services from television-focused interactivity to entertainment specially created and aggregated for the mobile screen. Its website www.star7827.com was redesigned to reflect the new push in content aggregation.

Star and Hutch signed a licencing deal, where Star delivers content as per the required format for the platform, and both worked out revenue-sharing agreement.

Indonesia

While the number of TV stations has grown to 11 nationals, the overall advertising revenues have not increased sufficiently to happily sustain them all. Newspaper has also seen significant growth in advertising revenues, up 26% year on year, compared to TV’s 12% growth on corresponding period in 2006. This has led to some consolidation between media groups. The Bimatara Group has a Corporate Media and Multimedia Group Media Nusantara Citra (MNC) including radio networks Trijaya, Dangdut TPI, ARH Global and Women Radio; newspaper Seputar Indonesia ; entertainment tabloid Genie; and three terrestrial TV stations, RCTI, TPI, Global TV. TransTV, owned by tycoon Chairul Tandjung, has bought Kompas-Gramedia Group-controlled TV7. TransTV is also believed to have very close links with Indosiar Visual Mandiri (IVM) which is partly owned by the Salim Group. STAR Group has a 20% stake in Cakrawala Andalas Televisi (ANTV) partly owned by the Bakrie Group, which is believed to be looking to buy Lativi from businessman Abdul Latief.

Indonesia’s third largest Pay TV player is now PT Direct Vision, also known as Astro Nusantara. Launched in February 2006, Malaysia-based Astro had originally envisaged a 49-51 joint venture with Lippo Group until multi-channel operators found themselves subject to a Broadcast License – the same as their free-to-air counterparts. Previously under a Multi-media License which permitted up to 95% foreign ownership, Broadcast License caps foreign ownership at 20%.Astro Nusantara is now 20% Astro, 49% PT Direct Vision (a subsidiary of Lippo Group) and the remaining 31% to be held by an Indonesia partner.

Most recently outlined mid-June 2006, the Infocomm Development Authority’s (IDA) Intelligent Nation 2015 blueprint sets a target of 90% of Singapore homes connected to broadband by 2015. In one respect this is good news for StarHub, which already has 299,000 subscribers to its MaxOnline broadband service, but it also opens up the pay-TV arena to IP-TV (Internet Protocol TV) competitors. Two new licences were recently issued by Media Development Authority (MDA) to ReelTime and OBS-TV, which join existing licence-holders 1-Net, M2BWorld, MediaCorp’s MOBTV and Anytime. Some operate on a monthly subscription basis, others on a Pay-Per-View model, claiming their competitive edge lies in being On-Demand - watch what you want when you want. StarHub is also moving toward Video-on-Demand with its Smart TV digital video recorder (DVR) and its near-VOD service Demand TV. It is also beefing up its cable TV service with the constant introduction of new channels, some of which are being offered free to existing StarHub Digital Cable subscribers.

StarHub, along with terrestrial broadcaster MediaCorp TV, was also part of Southeast Asia’s first High Definition TV trials, announced end-May 2006 by MDA. While MediaCorp TV said changing its entire 6-channel network to HD was still a long way off, StarHub made clear its immediate intentions to launch a commercial HDTV service by the fourth quarter of 2006. While the trial kicked-off with FIFA World Cup soccer, two HD channels comprising mixed content are being trialled. Discovery, National Geographic Channel and BBC Worldwide all have HD Channels to roll out. MediaCorp’s Caldecott Productions International and STAR Group are also ramping up HD content production.

South Korea

In a recent policy conference, Rho, Jun-Hyong, Minister of Information and Communication (MIC) and Lee, Sang-Hee, Chairman of the Korea Broadcasting Commission (KBC) discussed ways for mutual cooperation between the two institutions and agreed to jointly promote digital broadcasting and IPTV pilot projects.

MIC and KBC signed a cooperation agreement to form and operate the ‘Digital Broadcasting Promotion Committee’ plus the creation of policies to promote digital broadcasting. Also, both parties will jointly promote the IPTV pilot project this year and discussed ways to expand terrestrial DMB to other regions.

Earlier in the year an international event on the recent trends and development direction of WiBro service, also dubbed ‘broadband internet with wings’ was held. Hosted by the MIC, the ‘Wireless Broadband World Forum 2006’ was prepared by Korea Institute of Communication Sciences (KICS), ETRI and ICA.

And the MIC approved 103 broadcasters to obtain license as facilities-based operators for internet services after deliberation of the Information and Communications Policy Deliberation Committee. With broadcasters obtaining licenses, the number of facilities-based operators providing internet connection service will increase from the existing 8 including KT, Hanaro Telecom and Powercomm, to 11. It is expected that competition between traditional telecom operators and broadcasters will become more fierce, as broadcasters enter the high-speed Internet market.

Regarding the conditions for giving license, the Ministry will prohibit activities that only sell CATV and high-speed internet together and not separately, and will also impose prior notification of terms and agreement regarding rates and discount of bundled sales as well as separation of account between telecom and broadcasting.

BroadcastingThe convergence of technologies is having a major impact on conventional broadcast media. In response, Taiwan is working to merge its three broadcasting laws—covering terrestrial, cable, and satellite transmission—into one. The laws were revised in December 2003 to require the government and political parties to withdraw investments from privately operated radio and television companies. And 2006 saw the setting up of the National Communications Commission (NCC) to oversee matters related to telecommunications, broadcasting, and some IT services.

TelevisionTaiwan’s five terrestrial television stations are facing growing pressure from cable TV, with annual revenues at cable TV enterprises rising to US$1 billion, or nearly US$3 billion with inclusion of home-shopping services. In an effort to raise competitiveness, the terrestrial TV companies have jointly invested in a digital platform that is now partially completed. Trial broadcasts of 14 digital channels have already begun. The first digital TV channel is expected to launch formal service in December 2005.

Both terrestrial and cable TV businesses lower costs by employing the services of 3,800 local production companies, as well as importing television dramas from China, Hong Kong, Japan, and South Korea. The Taipei TV Festival, television’s counterpart to the Taipei International Book Exhibition, attracted 93 participants from 24 countries for copyright transactions as part of a TV media show in November 2004.

Commercial TelevisionTaiwan’s television began in February 1962, when the experimental National Education Television began broadcasting two hours of educational programming each day. This was followed by the establishment of Taiwan Television Enterprise (TTV) in 1962, China Television Company (CTV) in 1969, and Chinese Television System (CTS) in 1971. To meet growing demands for the liberalization of the electronic media, Formosa Television (FTV) was inaugurated in 1997, and the Public Television Service channel was established in mid-1998.

As of mid-2005, 63 cable TV systems were in operation around Taiwan. Taiwan’s cable penetration rate is 60.4 percent. The cable systems usually offer subscribers a

fixed package of over 90 channels at a monthly rate of approximately US$19. Beginning in 2005, the central government instituted a national standardized allocation system for cable channels, with reserved slots for terrestrial TV, public-interest programming like Hakka TV, Indigenous TV (ITV), CNN, and NHK, and general-audience programming like Disney, Discovery, and National Geographic. News, movies, sports and other channels were also banded in groups, and regulations were laid down for exclusive advertising channels.

In 2004, a total of 60 domestic and 19 foreign companies were offering 93 and 42 satellite channels, respectively, including NHK from Japan; Home Box Office (HBO), Disney, and Discovery from the United States; and groups of specialized, satellite-based channels operated by local media conglomerates, such as Eastern Broadcasting, TVBS, ERA, CTI, Videoland, Sanlih Entertainment Television (SET), and Gala Television. The major news channels include TVBS-N, FTV news, ERA news, the Sanlih news channel, the CTI news channel, and the Eastern Television (ETTV) news channel.

Taiwan has one of the highest numbers of satellite newsgathering (SNG) vehicles in the world. Satellite-based news channels use SNG vehicles to deliver live coverage of important events and breaking news. Most news programs are broadcast in Mandarin, with a small percentage in Taiwanese and an even smaller percentage in English. Sanlih operates an all-Holo Taiwanese cable channel, while the world’s first all-Hakka television station was set up in July 2003 with funding from the Council for Hakka Affairs. Likewise, the Council of Indigenous Peoples under the Executive Yuan is funding ITV, which was inaugurated on July 1, 2005.

Popular foreign movie channels include HBO and Star Movies, both of which feature Chinese subtitles. A specialized channel that maintains a steady audience is the Pili Satellite Television Station, which broadcasts Taiwanese puppet shows. For sports fans, live telecasts of Taiwan’s professional baseball and basketball leagues along with a wide selection of other sports programming are available on Star Sports, ESPN, and the Videoland sports channel. Popular children’s channels include the Disney Channel and the Cartoon Network. Among the more widely available religious programming choices are Da Ai Television, Beautiful Life Television, and Good TV.

Public TelevisionPublic Television Service (PTS) was established in July 1998, as an independent, non-profit station to serve the interests of the public, raise broadcasting standards in Taiwan, safeguard freedom of expression and access to knowledge, and enhance national education and culture.

An important part of the PTS mission is catering to audiences often overlooked by commercial television, including children, senior citizens, minority groups, and the hearing-impaired. PTS programming serves as a window on the diversity of life in Taiwan and abroad, and seeks to provide greater depth than ratings-driven television might allow. Viewers can tune into performances that range from traditional folk arts and Taiwanese opera to modern theater and dance. Programs showcasing wildlife and the environment are another public television specialty, as are shows documenting important social and historical developments. PTS also places great emphasis on covering national and international events, airing numerous news reports, in-depth features, discussion panels, and public forums. Programming includes in-house productions as well as culturally diverse international programs that promote cultural exchange and expand the horizons of local audiences.

Taiwan Broadcasting SystemOn June 30th 2006, Taiwan’s legislature passed a budgetary bill for Expanding Infrastructure Investment to grant the local public broadcaster PTS US $137.38 million for construction of terrestrial digital broadcasting platform. Half of the budget can be used immediately, while the remaining half will be allocated after PTS gives presentations to the legislature.

The bill includes four digital development projects: HDTV, the second single frequency network, DVB-H mobile TV, and newsroom automation, non-linear post-production network, and digital archive as well. Among these projects, HDTV is considered to be the most important in the island’s digitalization framework for broadcast.

With a capital expenditure of up to US$85.94 million for constructing the HDTV transmission network, studios and post-production suites, Taiwan will be able to commence its HDTV service at the end of 2007, just in time for the Beijing Olympic Games.

Another US$30.89 million was allocated for the common transmission platform for the second single frequency network. In order to reduce the expense, it is expected that HDTV and 2nd SFN infrastructure will be constructed jointly. Though NCC (National Communications Commission), the broadcast regulator, has yet to draft a definitive policy toward the spectrum allocation and operating model for 2nd SFN, the funds for constructing digital common platform will help to push forward the shape of the future transmission company.

DVB-H related budget is another focus of attention. Its expenses include soft-/hardware facilities and mobile content production. With the rise of mobile broadcast TV in Taiwan, DVB-H is by far the most discussed and promising technology in the local industry. With the budget from the government, PTS will produce mobile content and conduct DVB-H trials with both mobile network operators and handset manufacturers to test interoperability issues and interactive services, which should help accelerate the development of mobile TV in Taiwan.

Due to the Taiwanese government’s media reform policy, PTS has been transformed into a media group with the new name Taiwan Broadcasting System (TBS) by merging with Chinese Television System (CTS), previously the government-owned broadcaster on July 1 2006 on the occasion of its 8th anniversary.

On January 1, 2007, three more TV channels, Hakka, Indigenous, and Taiwan Macroview, the international channel, will integrate with PTS and CTS to form a larger public broadcasting system under the name of TBS. TBS will definitely play an important role on the road to digitalization in Taiwan. In addition, four more digital terrestrial channels — Art & Cultural, Children & Youth, News & Sports, and Multi-cultural channels, are also on our actual building schedule, to lead to expectations of enriching contents through multi-platforms in the local digital environment.

By means of providing more interactive platforms and services on the Internet and DVB-H, that will indeed enable TBS to become a media group instead of being a TV broadcasting group only, which deemed as an increase in public investment, to serve more people.

TelevisionBefore major political upheaval dominated events in Thailand, the media industry was looking at ways to weather an uncertain year overall. With advertising and sponsorship dropping, television and radio producers have been looking at joining forces to remain solvent. By doing this, they hope to save costs, produce higher quality programmes and seek revenues from alternative advertising avenues like on-the-ground events rather than ‘traditional’ sales of radio spots and TV commercials. Media industry says raising revenue from selling commercial airtime on television has been difficult this year because sponsors have become more demanding. While advertising spend remained the same as previous years, in fact registering a small rise of 5% in Q2 on the same period last year, sponsors were either demanding more for their money or did not want to advertise on TV because it was not deemed effective enough for their audiences. As seen during previous economic instability across the region, when the economy is slow, power lies with the advertisers who are asking for airtime fees to be reduced by 10% or wanting product placement and tailor-made solutions.

IPTVThe outlook seems slightly happier for new media like IPTV which is just starting to arrive in Thailand, although potential operators are still unsure of both market demand and the regulatory approvals needed from the National Telecommunication Commission. The first IPTV service in Thailand was offered by Shin Broadband Internet back in 2000. Shin Broadband also recently launched its “My IPTV” service, a live broadcasting service where viewers can use an interactive mode to chat with the MC or other audience members via a chat room and web cam. Meanwhile telecom operators True Corp and TT&T are also entering the market for IPTV. True is testing the service in Bangkok while TT&T plans to launch its service nationwide early next year. True predicts that the market value in Thailand will be at least two billion baht over the next two years. The company expects to have at least 300,000 IPTV subscribers by the end of 2007. ISP Internet Thailand is another company looking into IPTV service but believes the timing might still be too early.

PayTVMid-2006 True Corp introduced a prepaid package for its television and mobile phone services, aiming to raise the number of its pay-TV subscribers to one million next year. The move was in line with a company strategy to generate synergy among its fixed-line, mobile phone, broadband Internet and pay-TV services. True took over the television company UBC last year following an 11-

billion-baht buyout of partner MIH Holdings. There are hopes for 100,000 new subscribers to the new “UBC True Move Free View” campaign, bringing UBC’s subscriber total to 650,000 by year-end. Under that, customers can watch 31 UBC channels and use 300 baht worth of call credits in exchange for a “Truelife” membership that costs 300 baht a month. Alternatively customers can pay 10 baht a day for pay-per-view channels under a “pre-pay-view” package. True is providing a free UBC satellite dish and waiving the installation fee of 2,500 baht to tap into 16-17 million households in Thailand. According to The Bangkok Post, UBC needs at least 200,000 new customers to break even and the company is in the process of consolidating with UBC, restructuring internally and adapting to changing technology. Revenue from mobile phone flagship True Move accounted for 35% of total revenue last year and True announced that it would earn 60 billion baht in revenue this year, driven by its mobile services, broadband Internet and UBC.
